Study on the Analysis of Domestic Construction Management Orders

  • Currently, there is insufficient research on the construction management performance since the CM system was introduced in Korea. For successful completion of construction projects, active use of construction mangers on projects is necessary by introducing construction management to the projects. In view of this, this study analyzed the annual CM performance from 1996 to 2013 but for the past 5 years from 2009 to 2013, a detailed analysis was carried out. For different sectors, CM performances were divided into public and private sectors, for project types, construction, civil and others, for project phases, pre-design, design, construction and post-construction phases, for contract types, sole and joint contract types, for project scale, the amount of the projects was taken into consideration and they were divided into large, medium and small scales and for the types of projects, they were divided into, shops, department stores, shopping centers, hospitals, government buildings, hotels, accommodation facilities, factories, buildings for workshops, office buildings, stadiums, playgrounds, schools and other construction types and all the data divided into such categories was analyzed. The results in this study can be used as a basic reference for studies in analysing construction management performances.

IDENTIFYING CRITICAL RISKS IN PUBLIC PRIVATE PARTNERSHIP PROJECTS IN SINGAPORE

  • Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.

  • Global efforts continue with the goal of transition to a "carbon neutral (net zero)" society with zero carbon emissions by 2050. For this purpose, the technology of water electrolysis is being developed, which can store electricity generated from renewable energies in large quantities and over a long period of time as hydrogen. Recently, various research and large-scale projects on 'green hydrogen', which has no carbon emissions, are being conducted. In this paper, a comparison of water electrolysis technologies was carried out and, based on data provided by the International Energy Agency (IEA), large-scale water electrolysis demonstration projects were analyzed by classifying them by technology, power supply, country and end user. It is expected that through the analysis of large-scale water electrolysis demonstration projects, research directions and road maps can be provided for the development/implementation of commercial projects in the future.

The Analysis of Railroad Operating Costs in Korean Railroad Projects

  • Purpose: A railroad project is a complex system with large construction costs in the initial stage and ongoing operating costs over its lifecycle. Current railroad projects tend to be based on construction options, which leads to huge deficiencies in operating costs. This phenomenon results from a lack of appropriate tools to accurately estimate a railroad project's lifecycle costs. This study attempts to analyze the major components of railroad operating costs and to propose a decision-making system for analyzing the long-term lifecycle costs of railroad projects. Research design, data and methodology: We review the literature and analyze the current status of railroad operating costs in Korea and overseas. Based on previous projects, a framework for project options and operating costs is proposed. The framework is applied to actual railroad projects to demonstrate the validity of the model. Results: Case analysis shows that our framework is comprehensive in analyzing the primary aspects of railroad operating costs and plays an effective role in choosing various railroad project options. This study points out that the railway project operates inefficiently because estimating long-term costs without reflecting specific project options causes many errors. Conclusions: A major contribution of this study is the development of an improved framework for accurately estimating operating costs and providing policymakers and engineering firms with a holistic decision support system. Detailed components in estimating operating costs of the railroad business are discussed. And we present a decision-making tool that policymakers and private businesses can use in planning the railroad business.

  • This study has examined the project managers' competency and suggests three competency factors, which are technical, human, and conceptual skills, for the success of IT projects. The study suggests that IT project managers should master three critical skills and knowledge requirements, and consider the proper leadership style for the successful implementation of IT projects. Especially this study has examined the effect of the fit between project managers' competency and leadership style on the performance of IT projects.

  • $\ulcorner$Cost Effectiveness Analysis$\lrcorner$ has been widely used to evaluate the effectiveness of R&D resources. But, almost of cost effectiveness evaluation systems have some problems, especially the cross effect among R&D projects has not been considered. To solve this problem, we have designed a new $\ulcorner$Cross Effect Evaluation System(CEES)$\lrcorner$, which are able to estimate multi-effects and cross effects by completion time among several projects.

  • This paper presents a DEA-AHP hybrid model to evaluate and select R&D projects. AHP collects and processes information on the weights of evaluation criteria. The processed information is used as an input for DEA/AR model. Only desirable number of projects are selected by the hybrid model. The model is examined by an example generated from a real data set.

  • Recently, local governments have started projects of implementing Geographic Information Systems (GIS) as an infrastructure for the collection, storage, and analysis of the spatial information. So far, these projects have been approached from the areas such as the civil engineering and the computer science perspectives. Nonetheless, in order for a GIS project to be successful, it should be approached from the management perspectives as well. In this paper, the authors discusses about the management issues such as the determination of priority of the sub-projects, the organizational structure that takes charge of the project and the evaluation of the performance of the project.

The owners of the public construction projects are already interested in BIM technology and they started to apply BIM technology in their projects. This paper introduces the successful BIM cases of overseas and domestics projects and shows how to introduce and apply BIM technology in the architectural design firms and construction companies and how to train their engineers with BIM technology.

  • In order to accomplish large-size information systems successfully, one of the most improtant factor is the system integration(SI) of individual software projects which consist of the systems. A developer of each project should consider aspects of SI through the development cycle, and a manager of the entire system should manage, control, and evaluate each from a SI point of view. In this research, management models for the system managers, development models for the developers of unit projects, and standardized output documents for the management and evaluation purpose are presented based on the SI concepts.
