A knowledge portal is an integrated gateway for accessing relevant knowledge, collaborating and communicating with other users, and also linking internal applications which is becoming crucial in the age of information abundance. Research and development is a typical knowledge-intensive activity. However, knowledge management support in R&D has been minimal in most research organizations. In this paper, a knowledge portal is designed to support team-based researches in science and technology for searching and browsing knowledge, and also communicating with other team members, coordinating research project and collaborating with other researchers. Automating knowledge acquisition from various knowledge sources, knowledge categorization by applying text categorization method, and knowledge recommendation can help to relieve management effort and increase the efficiency of knowledge management processes. A prototype system based on the suggested model is also presented.
A provision of spatial information is expected to make a market explosion in various fields. A distribution of spatial data on wireless mobile environments indicates a huge expansion of mobile technology as well as a spread of geospatial applications. For high-qualified spatial information, the 4S technology Project that is integrating four kinds of spatial systems is currently being executed with the goal of nationwide integration of spatial data and spatial information systems. In terms of network environments, a mobile ad hoc network where mobile terminals communicate with each other without any infrastructures has been standardized for the next generation mobile wireless network. With respect to the future technologies for spatial information, it is necessary to design 4S applications on mobile ad hoc networks. This paper addresses the issue, which is proposing design concepts for distributing 4S spatial data on mobile ad hoc networks and for ad hoc styled 4S applications.

This report is the result of interim evaluation of a health promotion project which was operated by a public health center of K Gu in the year of 2000. It evaluated the aspects of the aim of a project, a target group. and adequacy and appropriateness of a approaching strategy by considering data of public health center's self-evaluation, and guidelines of a group assigned to evaluate the project. The way of evaluation was dividing the project into a colligated evaluation and a evaluation by projects in the aspects of the structure, the procedure. and the result of a result. Through this. a device to improve the health improvement project was derived. The target data for evaluation was the second data and data of self-evaluation, reported data, membership register data of a health management. and interview materials with the people in charge by projects that are all collected as a project management documents. The result of evaluation is stated below. 1. Main purpose of a health promotion project is building a environment of healthy life practicing and providing information through various ways to increase the rate of practicing healthy life. Through overall project. the ultimate purpose and definite purpose were same, however, it was not quite satisfied to offer planning of a time, and a target amount in detailed strategy. As the purpose was to build environment of healthy life practicing. most of the projects had the whole community citizen as a target group. That made difficult to operate detailed projects. so the result was hard to estimate as much as the effort put into it. Also, there were too many kinds of projects and target groups to be equal to by the human source of a health promotion project team. so we were just bent on operating a project. and could not prepare for the evaluation. As the most of former evaluation of public health service was just counting number of the objects, the new way of evaluating a project wasn't familiar to us. so the evaluation of a detailed project cannot be done well. Techniques and advices needed for all of these things weren't offered appropriately. For the forward direction of unfolding project. it is desirable to operate project by selecting focused target and considering a strategy of evaluation as a strategy of reasonable spread. The evaluation of the project became difficult as participation of citizen for it was poor. So, approach strategy that can lead the motivation of community citizen should be derived. 2. For the continuation of a health promotion project, technical assistance system. description of a field in charge, and arrangement of the amount of task should be developed as a central level. Furthermore, as the health promotion project focus on behavioral modification program whose purpose is to lessen dangerous factors. the public health service model which is incorporated with former project should be developed and spread out in the field for the object-centered project plan.

While artificial intelligence (AI) is attracting attention as a core technology in the era of the 4th industrial revolution, needs for artificial intelligence education to cultivate AI literacy is emerging. In this regard, we developed and applied a project-based AI education program for elementary and middle school students, and analyzed its effects. Participants were assigned into teams with three members, and each team engaged in a project-based AI education program for two nights and three days. In the project, they selected an real-world problem they wanted and devised an AI-enabled artifact to solve it. The effectiveness of the program was investigated with the changes in attitude and efficacy of learners toward artificial intelligence. The results showed that the AI project learning positively changed both attitudes and efficacy toward artificial intelligence at a statistically significant level. This change was more pronounced as the level of perceived programming skills increased, and the level of interest in the project learning increased.

The long-term purpose of Military Acquisition Program Management (MAPM) is to fulfill requested performance, budget, and timing of military capability building. The Defense Acquisition Program Administration was established in 2006 and it adopted Integrated Control System. Moreover, there have no much studies done to examine the condition of Defense Capability Improvement Project in Korea through an empirical research although there are sixty one organizations are operating currently under Defense Capability Improvement Project. The objective of this study is to recognize Military Acquisition Program Management as a single project and to critically review relationship between Critical Success Factors (CSF) and Military Acquisition Program Management. Accordingly, three determinants to lead to successful Military Acquisition Program Management are "Communication" "User Participation" and "User Requirement." This study also demonstrates that Critical Success Factors have distinctive influences on successful Military Acquisition Program Management based on characteristic, size and phase of project. In retrospect, it is meaningful that Integrated Project Team (IPT) could classify priority of management according to characteristic, size and phase of project in the course of implementation.
Pusan the principal port of South Korea, has opened its door since 1876. Currently, the four-stage port construction project is under way to handle ever-growing marine transportation volume. While the port unloading capabilities are increasing the infrastructure to deal with all the transportation volume failed to catch up with them. Accordingly the city had to suffer from worst traffic congestion on due to the increasing container traffic volume causing logistical costs to rise. This study was designed to inspect the enforcement of infrastructure construction plan and suggest systematical and effective ways to improve the plan. The study focused on :\circled1The decision-making procedure, \circled2Financial resource for the plan, \circled3Effectiveness of the project enforcement, and \circled4Who will be in charge of the project. As a result from the study, these followings were suggested to improve the plan. First, Pusan Port Infrastructure consisting of (Inter-city Free way, Belt Highway and Outer Highway) should be immediately legally-regulation project. Second, the method to finance the project should be deter-mined and investment consultation among the central government the city government and private sector should be also made. Measures to make the central government budget allocation for the project mandatory should be discussed. Third, Effectiveness of the project can be doubled by gradually or partialyl opening the routes based on long-term or short-term operating plans. Fourth, The organizer of the project should be appointed, or a special task-force team in charge of the plan can be formed.
Normally, people think the results of engineering design project can be seen and be touched, however, it's not easy to develop such design subjects at IT related program. This matter turns into an initiative of Seoul Accord corresponding to the Washington Accord. In this paper, an engineering design project is developed from the lecture course that can hardly develop a touchable project due to the lack of expanse or the own characteristics of the course in the IT related program that follows the Washington Accord. An open-ended design project with the pre-defined design components and realistic constraints is developed for the Computer Network Design course. Each team consisted of 2 or 3 students performs the project for more than 5 weeks utilizing a software simulator, the Packet Tracer. In order to analyze the effectiveness, we have used various evaluation tools such as final presentation, peer evaluation, survey results, and mid/final exams. We concluded that the hard and soft skills of students have been improved considerably through the project.
Purpose: Children in migrant villages in Kyrgyzstan have a high incidence of anemia and need effective health promotion programs. The purpose of this study was to evaluate a pilot study of a health promotion project for infants and toddlers based on community participation. Methods: This was a retrospective study conducted to evaluate the effectiveness of the project. The project was carried out by nurses at a public health center, community health workers, and local residents in a migrant village. After the operational system of the project was established, health assessments, child-care education, provision of vouchers for iron supplements, and activities to improve residents' awareness were conducted during 6 months among 100 children, of whom 85 were finally analyzed. Results: In international health projects, close cooperation of the project team with community residents and health workers is important. Access to the community-based program was feasible in the socially and economically poor migrant village, and improvements were shown in children's anemia and awareness of health care. Conclusion: By focusing on the effective aspects of this preliminary project, plans to utilize community health workers and promotion strategies can be added to the main project to improve health promotion among children in this area.

This paper suggests a new method for team-based learning which is focusing on the individual job assignment to solve the possible problems of free riders, dysfunctional conflicts, and hostility among students. Especially, it examines that if a method using job assignment could reduce the adverse effects of peer evaluation. This study was executed during one semester. Each team was organized with seven members and an independent job among seven different jobs was assigned to each member. At the end of the semester, it was examined that if individual job assignment had solved the possible problems of free riders, dysfunctional conflicts, and hostility among students. Finally, this study found that a new method of team-based learning using a job assignment lessened a problem of free riders, and reduced dysfunctional conflicts and hostility among students comparing with the peer evaluation method. The suggested method in this paper, which focuses on the job assignment of team project, could improve the efficiency of team-based learning in education course.
A Purpose. As organizations become more team oriented, research on teams continues to increase especially involving how teams contribute to organizational performance and effectiveness. Although there has been existing research on Kaizen teams in the private sector, very little research has included Kaizen teams in the public sector. In this paper, we present a method to study Kaizen teams in a local Spanish government that have been using Kaizen teams for more than ten years. Design/methodology/approach. Quantitative research was adopted for this study. Twenty teams participated in the study by filling out the Team Learning and Development Inventory (TLI) proposed by Lingham (2004). In addition, we interviewed members of the teams in order to clarify and assure our quantitative results. Findings Based on the findings, we propose that Kaizen teams should practice both Continuous (CI) and Process Improvements (PI) in their projects. We also propose that Kaizen teams should not be teams skilled only at developing better improvement processes (both CI and PI) for the organization but that such teams should also be skilled at engaging in team development using both CI and PI processes internally-a Kaizen within Kaizen teams approach. Research limitations. Its based in one case study. However, it is working paper and the research project still is developing. Practical Implications (if possible). Serve as a guide to practitioners (Public managers) who desire to understand how their Kaizen teams involves both internal (conversational spaces) and external (methodology) perspectives that would contribute to both team and organizational effectiveness. In this paper, we focus on the Internal Processes (both CI and PI) using the TLI as an effective method for Kaizen teams to engage in the Kaizen process. Originality/value. This study is one of the first to look at team's performance using Team Learning and Development Inventory in Spain's public sector. It is also the first to mention about the relationship of the team's performance and the implementation of process improvement methodologies in Spain local government environment.
