Traffic information is considered as one of the core contents of the terrestrial DMB. This paper proposes and implements the data broadcasting system, which automatically collects data and transmits the contents in order to provide traffic information promptly The proposed data broadcasting system comprises the following three subsystems: 1 he traffic information integration system for collecting and processing data in real-time, the traffic information authoring system for automatically creating and verifying the contents, and the traffic information transmission system for transmitting the created contents. We describe these subsystems in detail about their functionality, components and interoperability. The proposed data broadcasting system provides the HWS type contents as the PAD data of the terrestrial DMB audio broadcast. Finally, we describe our implementation of the data broadcasting system, and suggest further improvements that need to be made.

One major constraint in the development and implementation of a successful and cost-effective area-wide integrated pest management (AW-IPM) programme with a SIT component for Bactrocera oleae (Diptera: Tephritidae) is the ability to produce a large number of high quality mass-reared individuals. The aim of this study was to develop a more efficient and practical egg collection system in an attempt to improve the mass-rearing of this species. The following basic parameters were examined: egg production per female, egg hatch, pupal recovery, pupal weight, adult emergence and percentage of fliers. Three different strains (Israel wild-type, France wild-type, and Greece laboratory) were tested and each strain was evaluated for six generations. Female flies of the Israel strain produced significantly more eggs per female than the other two strains, but egg hatch was significantly lower. Egg hatch of the France wild type and the Greece laboratory strain was similar. For all other parameters, there was no significant difference between strains; however, there was a significant generational effect for all parameters observed. As a result of this study, a protocol was developed for the mass-rearing of this species that included the use of large adult holding cages that could house up to 96,000 flies per cage. The newly developed method of egg collection using a flat wax panel as one of the sides of an adult holding cage proved to be cost-effective, efficient, making colony growth easier for industrial mass-rearing.
Since Deng Xiaoping's implementation of the "One China, Two Systems" policy, mainland China and the other Chinese regions of Hong Kong and Macau have cooperated in various ways to work towards successfully developing China's overall economy and industries. Particularly, cooperation between Guangdong Province and adjoining Hong Kong have been contributing to China's development, and this study explores their industry conditions including their current two governments policies designed to promote collaboration. The two partners were in a cooperative relationship even before the handover of Hong Kong, beginning with a "front shop, back factory" model built on their respective comparative advantages in labor-intensive industries in the 1980s. This cooperation effectively propelled the Pearl River Delta Region's industrialization process and enabled Hong Kong to transform from a manufacturing industry-based economy to a service industry-based economy. From the early 2000s, Guangdong and Hong Kong diversified their collaboration project from culture to high-tech. Also, both authorities produced several types of policies not only to promote both industries but also to harmonize their two different economic levels and models. As a result, the Guangdong and Hong Kong economies have developed remarkably well during the past two decades and continue to form future plans that carry plenty of optimism. Nonetheless, this study showed discrepancies between engineers and scientists from the two areas in their perception of their technology and science cooperation. Hong Kong experts were more negative in their responses but noted some successes of the collaboration, while Guangdong's group showed overall positive responses. This difference results from an unbalanced role in cooperation. Hong Kong's side responds to cooperation plans and takes on leading roles with more frequency than Guangdong's side in actual cooperation project processes.
The purpose of this study was to compare and analyze the elementary science curriculum of Finland, which ranked at the first place in the science domain of Programme for International Student Assessment (PISA), a comparative study on the academic achievements of OECD member nations, for three consecutive years and recorded a high national competitiveness index, and that of South Korea, thus providing information needed to develop curriculums and textbooks in the middle of occasional curriculum revisions and giving useful implications for the implementation of curriculum in the field of education in South Korea. The research findings were as follows: First, as for the science content areas based on the ratio of large area items according to the evaluation and analysis framework of TIMSS 2007, South Korea's ratio of life, chemistry, physics, and earth hardly showed fitness for TIMSS 2007 and exhibited equal distribution among the areas. In Finland, the ratio of life, chemistry, physical, and earth was similar to the fourth grade level of TIMSS 2007. The country showed differential distribution with life accounting for the highest percentage. Second, as for the cognitive domains, South Korea showed a high percentage in "Uses and Procedures of Tools" of "1. Knowing" and "Making Connections," "Comparison/Contrast/Classification," and "Uses of Models" of "2. Application." Finland recorded a high percentage in "Information Interpretation" of "2. Application." While South Korea focused on the uses and methods of scientific instruments during scientific activities, Finland made an approach with a focus on problems related to daily life such as the interpretation of information including reports and graphs from an interpretative perspective.
The public-private partnership concept can encompass a broad range of cooperative relations and a broad variety of programmes in terns of size, objectives and design. This paper aims to analyze the components of public-private partnership mechanisms in the context of science and technology innovation policy. The research methodologies are based on semi-structured interviews with policy makers in four countries with six PPP programme : the France, the Netherlands, the Australia and Austria. It also attempts to understanding of the components that explain the increase of collaboration between national innovation system and PPPs. The taxonomy and essential components of PPPs were identified : mission-oriented PP/Ps, market-Oriented PP/Ps, cluster-oriented PP/Ps, and ISRs-Oriented PP/Ps. The taxonomy of regulatory regime can be a reference point for identifying the relative status of Korea's PPPs.
United Nations (UN) adopted 17 global sustainable development agenda to the year 2030 in the 68th general assembly on september, 2015. The global agendas and goals are important for 3 reasons: (1) to adopt the international standard for determining the health status; (2) to identify areas in need of attention; and (3) to advance international cooperation regarding health issues. In the area of infectious diseases, our goals include the eradication of human immunodeficiency virus infection and acquired immune deficiency syndrome, tuberculosis, and malaria as well as a substantial reduction of hepatitis by the year 2030. In the area of non-communicable diseases, our goal is to reduce premature mortality (${\leq}70years$) at least 30% by the year 2030. Preventive activities such as smoking cessation, alcohol abstinence, nutritional measures, and physical activities, should also be promoted intensively nationwide. It is also necessary to establish stringent policies for control hypertension, diabetes, obesity, and hypercholesterolemia. Additionally, environmental health, injury by traffic accident, mental health, and drug and alcohol abuse are important health policies. Furthermore, in the area of international health and cooperation, maternal and child health remain important areas of support for underdeveloped countries. Education and training towards the empowerment of health professionals in underdeveloped countries is also an important issue. The global agenda prioritize resources(manpower and budget) allocation of international organizations such as UN, World Health Organization, United Nations Development Programme, and World Bank. The global agenda also sets the contribution levels of Official Developmental Assistance donor countries. Health professionals such as professors and researchers will have to turn their attention to areas of vital international importance, and play an important role in implementation strategies and futhermore guiding global agenda.

In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.
Purpose: This experiment aims to provide the fundamental resources in developing a programme intended to prevent students from dropping out of their academics by promoting students to develop an optimistic psychological state, through analysis of the factors that influence students' commitment to their major. Methods: A self-administered questionnaire was conducted from $19^{th}$ of November of the year 2018, till $1^{st}$ of December of the same year, with dental technology students located in W city as the subject. 261(93.2%) of the participants' responses were used for the final analysis. Results: A negative association between factors of commitment to major and factors of academic dropout decision were portrayed to be of statistical significance (p<.01), and factors of commitment to major that influence dropping out of their academics were shown to be that of 'autotelic experience' (p<.001) with a negative ( - ) relationship, and 'change in a sense of time' (p<.01) with a positive ( + ) relationship of statistical significance, while the explanatory power of the model was shown to be 33.6%. Conclusion: In order to prevent dental technology students from dropping out of their academics, following their entrance, To achieve this, the department must consider the implementation of, aside from subject matters of the major, other various extra-curricular programmes, and programmes in which the supervisor is consistently providing consultations that are tailored to each individual student.
ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1995, in response to widespread concerns about the adequacy of aviation safety oversight around the world. It is generally recognized that the three major parties responsible for the aviation security at an airport are appropriate government departments, airport operator and airlines. The airlines are the beneficiaries of security activities as well as the provider of security activities. So, their responsibilities have been critical in protecting civil aviation from unlawful interferences. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. The government has the responsibilities not only for establishing regulatory system but also for oversighting the implementation of aviation security activities. The paper is to review the revision of aviation security regulation and the changes of aviation security responsibilities, and costs and task assignment in Republic of Korea after September 11 event. The responsibilities, tasks and costs assigned to airlines, airport operators and government are introduced and evaluated in terms of economic fairness, effectiveness and efficiency of aviation security activities. The drawbacks of new legal system are pointed out and the suggestions to remedy them are proposed as conclusions.
