  • The purpose of this study is to investigate and analyze actual cases of specialized libraries which are increasing in number due to the influence of the local government policy and the specialization-oriented social atmosphere and to explore the development direction of specialized libraries in the future. In order to do that, the distributions, collections, facilities, professional manpower, programs, and services of the libraries providing specialized services were investigated and analyzed. A total of 55 libraries were analyzed and the implications and proposed policy directions based on the analysis are as follows. First, when selecting a specialized subject, the library should consider the local resources, local identity, local brands and demand of local residents. Second, specialized collections should be related to the specialized topic, and the number of specialized collections should be more than 10,000, but the proportion of specialized collections compared to the total collections should also be considered. Third, the design of space should consider the specialized subject, taking into account that required spaces and types are different depending on the type of specialized subject. Fourth, Specialized libraries should have specialists from the specialized area and the role of universities and librarian education institutes seem to be critical for cultivating specialized personnel. Fifth, the program type implemented by specialized libraries should be appropriately selected and operated from the program types of view-type, event-type, lecture-tepe, experience-type and contest-type, based on the specialized subject.

  • In the case of government policies related to the Arctic Ocean, there is a "Northern Sea activity promotion basic plan" presented by the Ministry of Maritime Affairs and Fisheries, but it is difficult to adjust the timing of the policy enforcement and consider the importance of policies because no concrete order of enforcement of policies or weight has been presented by the government. In view of this, the purpose of this study was to estimate the priorities of the government's Arctic policies. Additionally, this study also presents priorities for "support measures" and "foreign cooperation measures" for the smooth implementation of Arctic policies. As for the methodology of this study, the CFPR (Consistent Fuzzy P reference Relations) method, which can comprehensively estimate expert opinions, was applied. According to the results of the analysis, the most important Arctic policy of the government was shown to be "Cooperation for Shipping and Logistics, such as Pioneering Northern Sea Routes" (0.087), followed by "Fostering Professional Manpower" (0.086), and "P reparing Institutional Foundation and Blueprint" (0.085). The results of this study have implications for the establishment of Arctic Ocean-related policies by policymakers as well as authorities.

On the other hand. The people demand the fairly high level of moral integrity to the police who are in charge of law enforcement at the forefront than any other organization. Suggesting various measures for enhancing the organizational level of police ethics in police ethics awareness of police offices have been working on, yet the prevailing view that still insufficient. In this study, after analyzing the current moral status of the police, I suggest ways to improve as follows: First, strengthening the training and improving the program of police ethics. For this, securing professional teacher and implementation of customized ethics training are necessary. Second, the subject of human nature test should be expanded. The targets are limited to less than a supervisor. It should be expanded to all police officers. Third, the improvement of the organizational culture. For this, introduction of mentoring system and enlightening-oriented inspection is needed. Fourth, reducing the burden of manpower by reinforcing personnel. By defusing lack of police personnel, the police will be able to conduct intensive and effective ethics education. Finally, the provision of the stress relief measures for the police. To this end, the police requires constant efforts of the organization itself.

  • The purpose of this study was to identify the actual condition and problems of Mongolian teacher quality management of selection and qualification and to recommend improvement. We examined the Mongolian teacher qualification management system with four criteria based on previous research. The results of this study are as follows. Mongolian government established quality management mechanisms such as selection of pre-service teachers, verification of teacher certificate, and appointment of in-service teachers, and teacher qualification standards. These Mongolian teacher selections and qualification systems were operated to attract the manpower required for teaching, to verify their qualifications and to induce professional development. However, the systems have not been able to verify the teachers' ability to practice in the field. We also found that the systems themselves were criticized for failing to guarantee conformity, fairness and transparency. Based on the results of this study, we discussed and draw policy implications for improvement of teacher quality management of selection and qualification in Mongolia.

  • As the intelligent revolution triggered by digital technology, unmanned vehicles such as self-driving cars, robots, and drones appeared, which brought about innovative changes in the industry. Gyeonggi Local government has established both an ordinance and a basic plan regarding unmanned vehicles. It is time to prepare a data-based policy by understanding the current state of the unmanned vehicle industry in the province. As a result of the survey, the unmanned vehicle industry in Gyeonggi Province is 25% of the nationwide, and more than 88% is concentrated in the southern part of Gyeonggi Province. The land sector such as the robot and autonomous vehicles are focused on 71.4% and the aviation sector such as drones are 26.7%. However, unmanned vehicle companies in Gyeonggi-do are mostly small-sized businesses with less than 10 years of experience and are in the stage of introduction and growth level. They have a plan to improve technology through continuous R&D by hiring human resources. Therefore, Gyeonggi-do needs to consider policy support for sustainable growth of start-up and small enterprises and for fostering professional manpower and technical skills as well as for establishing an unmanned vehicle industry network to create, share, and spread knowledge.

In addition, practical support measures are suggested to foster related SMEs. The results of the study are as follows. First, as technology development is mainly focused on large corporations, the development capacity of small and medium manufacturing industry is very low. Therefore, it is necessary to establish and operate a core center led by government agencies to provide technical support with the initiative of national research institutes and large corporations, and universities and national research institutes should strengthen the independence of small and medium-sized enterprises through training and research and development of professional manpower. Second, as a result of the survey on the practical support plan of the company, it was found that there is a need for various support for technology development and commercialization of produced parts.

  • In the case of SMEs, entrepreneurship that organizes only core functions with the minimum number of people is increasing, and a responsibility management system focusing on core functions is emphasized, so that the interest in innovation behavior and survival strategy of enterprises is getting bigger. However, in the case of SMEs, it is not easy to pursue continuous innovation due to lack of capital and lack of professional manpower. The purpose of this study is to investigate the effect of SME on innovation behavior by selecting exploratory study and literature study for SMEs. The data for this study were 545 out of the total 600 copies distributed to employees in SMEs. The data were analyzed using SPSS 21.0 and amos18.0. First, product diversification, strategy formulation, and R & D have a significant effect on innovation behavior, and market diversification has no effect on innovation behavior. Second, working variables such as product diversification, market diversification, strategy formulation, and R & D do not control the influence of innovative behavior on innovation behavior. Third, the rank variable, which is the controlling variable, controls the magnitude of the effect of product diversification, market diversification, strategy formulation, and R & D on innovation behavior. As a result, corporate managers should lead the organization in order to promote product diversification, market diversification strategy, R & D and innovation activities. After discussing the conclusions and implications of this study, this study presented the direction of the research for the follow-up study.
