Safety Assessment of Nuclear Waste Incineration Process by Estimating Radiation Dose of Workers and Residential Individuals (원자력폐기물 소각공정에서의 작업자 및 인근주민의 피폭선량에 따른 안전성 평가)

  • For the safety assessment of the demonstration-scale incineration plant for treating the combustible radioactive wastes, radiation doses of a worker and a residential individual were estimated. The demonstration plant showed a good performance of trial-burn tests using non-radioactive tracers with resulting In high mass reduction of around 40 times and very low emmission of dusts through a stack, which promised a high decontamination factor in an order of 10$^{7}$ . Based on the result s obtained from the trial-burns in the process, the estimation of radiation dose for workers and general publics near the plant was made using dose pathway calculation theories. The parametric values for calculation were selected from design and operational results of the process and from more conservative conditions In reference data. The estimated annual doses for workers and residential indivisuals were 3.07 $\times$ 10$^{-4}$ and 4.35 X 10$^{-8}$ $\mu$Sv/y, respectively, which were high enough to operate the process when comparing with the allowable dose limit in the regulation. The dose calculation models were quite applicable with showing an excellent safety for the process.

  • To ensure the reliability of the safety system so that handing large quantities of hazardous materials in chemical plant is considered basic information in chemical process design. However, the reliability of the production system may be reduced when the reliability of the safety system emphasized in order to ensure the safety of chemical process. It is necessary to balance the reliability of the production system and reliability of the safety. In this study, a quantitative risk assessment was performed by selecting the furnace process, which is widely used in the chemical plant in order to suggest a way to ensure the safety and productivity of chemical process, based on the quantitative data. Quantitative risk assessment methodology have been used directed graph analysis methodology. It is possible to evaluate the reliability of the safety system and the production system. In this study, the optimum system design requirement to improve the safety and the productivity of the furnace is two-out-of-three logic for TT and PT.

  • The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

  • The purpose of this study is to analyze human factors - stress, alcohol, fatigue - of the railway driver in domestic railway industry. This study proposes railway safety improvement of domestic railway by intensively comparing railway safety system overseas to reinforce domestic railway safety. Domestic railways well known the well-organized railway safety culture has brought up safety issues on their process of private management. With this process, also, domestic safety is requested by increasing sense of the safety for general public. This study expects Korean railways to become a well-organized that as removing insecure factors of domestic railway based on result comparing and analyzing the manual, factors and requirements of guideline for internal and external safety culture.

Review on the Process Safety of $SiH_{4}$ Gas used in Semiconductor and FPD Field (반도체 및 FPD 분야에 사용되는 $SiH_{4}$ 가스의 공정 안전 고찰)

  • When the vacuum system for the process of $SiH_{4}$ gas used in the semiconductor and FPD field is partially vented from vacuum to atmospheric state, a fire often occurs due to auto-ignition of $SiH_{4}$ gas. In order to prevent the fire, the concentration of $SiH_{4}$ should be kept under LFL. This means that the higher capacity pump is needed to meet the process conditions as well as the condition that the concentration of $SiH_{4}$ should be kept under LFL. In this article, we conducted the injection of the dilution gas at the manifold between booster pump and dry pump compared with the typical method that the dilution gas was injected into inlet port of booster pump using computer simulation. According to the result, we can flow further more purge gas for safety without any change of the condition in the process chamber, which means that the higher capacity pump is not required for safety in some cases.

A Systematic Approach to Accident Scenario Analysis: Child Safety Seat Case Study (체계적 사고 시나리오 분석기법을 이용한 유아용 안전의자 사례연구)

  • The objective of this paper is to describe a systematic accident scenario analysis method(SASA) adept at creating accident scenarios for the design of safer products. This approach was inspired by the Quality Function Deployment(QFD) method, which is conventionally used in quality management. In this study, the QFD provides a formal and systematic scheme to devise accident scenarios while maintaining objectivity. SASA consists of three key stages to be broken down into a series of consecutive steps:(1) developing an accident analysis tableau,(2) devising the accident scenarios using the accident analysis tableau,(3) performing a feasibility test, a clustering process and a patterning process, and finally(4) performing quantitative evaluation of each accident scenario. The SASA was applied to a case study of child safety seats. The accident analysis tableau devised 2828(maximum) accident scenarios from all possible relationships between the hazard factors and situation characteristics. Among them, 270 scenarios were devised through the feasibility test and the clustering process. The patterning process reduced them to 29 patterns representative of all accident scenarios. Based on an intensive analysis of the accident patterns, design guidelines for a safer child safety seat were recommended. The implications of the study on the child safety seat case were then discussed.

Cause Analysis and Reduction of Safety Accident in Modular Construction - Focusing on Manufacturing and Construction Process - (모듈러 건축에서의 안전사고 원인 분석 및 저감방안 - 제작 및 시공단계 작업을 중심으로 -)

  • Modular Construction is regarded as having enhanced safety compared to traditional construction since most of modular manufacturing process in plants. Unlike general consideration for safety in modular construction, several industrial accident data and studies have pointed out that the accident rate of modular construction is not enough less as much as the practitioners have expected. It means that there is a clear need for improvement of safety management in modular construction. To enhance safety, it is necessary to identify the type and cause of accident through accident cases in order to prevent safety accident in advance. In this consideration, this study analyzed the types and causes of accidents through root cause analysis procedure with accident cases of U.S. OSHA. The classification was carried out in the order of process type, accident type and cause of accident. By following the classification criteria in this study, the causal factor was derived and the root cause map was created. Based on the analysis results, cross-analysis was conducted and it is shown that activity characteristics of modular construction are related to safety accidents. In addition, prevention methods to reduce safety accident by major activity are presented in terms of organizational, educational and technical aspects. This study contributes that the result can be used as the basic safety management in the manufacturing and construction process of modular construction.

The Impact of the Hotel Employees' Psychological Safety and Intrinsic Motivation on Creative Process Engagement

  • In this quantitative research, it was enhanced to understand the impact of intrinsic motivation on creative process engagement by examining the significant role of psychological safety on intrinsic motivation. These relationships were examined by targeting the employees working full-time for five star deluxe hotels. Total number of 230 responses had been collected out of 250 cases requested and he number of 213 cases was used for the final analysis. The data were analyzed using structural equation modeling with SPSS 19.0 and AMOS 7 software program. The results suggested that psychological safety is significantly associated with intrinsic motivation. Furthermore, the hotel employees' problem identification, information searching & coding, and idea generation are affected by intrinsic motivation. That is, intrinsic motivation plays a significant role for each sub-factors of creative process engagement in the hotel industry. The theoretical and practical implications of these findings are established and related suggestion for formulating marketing strategy is well discussed.

Performance Based Design of Passive Fire Protection Using Consequence Analysis (사고 영향 분석을 이용한 성능위주의 내화설계)

  • Performance based design is a recent evolutionary step in the process of designing fire protection systems. In essence, it is a logical design process resulting in a solution that achieves a specified performance. Sometimes the prescriptive solutions presented in various codes and standards are too expensive or inflexible. Often the solutions do not and enables optimization of a solution for cost and function. In this study, performance based design was carried out to determine the extent of passive fire protection for oil terminal facilities. The results of performance based design were compared with those of prescriptive code based design. Performance based design is not always more economic than prescriptive code based design but provides more reliable and effective design that is fit for the purpose.

  • The protection of nuclear safety software is essential in that a failure can result in significant economic loss and physical damage to the public. However, software security has often been ignored in nuclear safety software development. To enforce security considerations, nuclear regulator commission recently issued and revised the security regulations for nuclear computer-based systems. It is a great challenge for nuclear developers to comply with the security requirements. However, there is still no clear software development process regarding security activities. This paper proposes an integrated development process suitable for the secure development requirements and system security requirements described by various regulatory bodies. It provides a three-stage framework with eight security activities as the software development process. Detailed descriptions are useful for software developers and licensees to understand the regulatory requirements and to establish a detailed activity plan for software design and engineering.
