The Limitations of Risk-based Auditing using Fuzzy Methods

  • Purpose - Investors, creditors, governments, and others make decisions using reasonable information provided by others. In many cases, the users of this information have goals and objectives conflicting with those of the information's producers, indicating the need for external auditors. Research design, data, and methodology - Competition in auditing has noticeably intensified globally, especially in developed countries. This means that auditors are striving to increase the efficiency of their methods. In recent years, risk-based auditing has become prominent among these efforts. In risk-assessment auditing, the auditor may directly affect the effectiveness and efficiency of the audit. Results - As a central framework, the risk assessment process improves audit quality and effectiveness such that the audit will lead to necessary changes. Previous studies have shown that risk assessment affects the nature, timing, and content of audit procedures. Conclusions - In the planning stage of an audit, audit risk assessment may identify any inappropriate or inefficient distribution of resources or determine whether the results of an audit will be ineffective or incorrect. Thus, assessing audit risk is a critical task.

  • Many work-related risk factors can cause construction site hazards. Therefore, safety management begins with measuring the magnitude of risk involved in a project. This study proposes a methodology for risk assessment of major trades at a particular construction site. To assess risk, this methodology integrates hazard severity and frequency, and their magnitude is calculated based on actual work-site hazards. This methodology also considers the influence factors that affect the frequency of work-related hazards. To select the appropriate influence factors, a two step approach is deployed. First, the predominant factors are identified through a literature review. Second, a selective process filters out the influence factors that are difficult to analyze quantitatively, and these extracted factors are weighted using expert surveys. Finally, the factors are combined and a quantitative risk assessment methodology is proposed.

  • 2010년대에 들어서 노후화된 공정으로 인하여 많은 공장들의 안전이 보장되지 않은 채로 가동되고 있다. 공정 및 설비의 노후화 문제를 근본적으로 해결하기는 어렵지만, 사전에 위험성 평가로 위험을 예방할 수있다. 본 연구는 CDU(Crude Distillation Unit)의 탈황 장비에 있는 배관에서 황으로 인한 부식을 타겟으로 지정하였고, API RP 581를 참고한 RBI(Risk Based Inspection)기법으로 위험성 평가를 실시하였다. RBI 기법은 Frequency와 Consequence의 조합으로 Risk를 표현하고, 이들을 바탕으로 Risk Matrix를 만든다. 본 연구는 배관의 Hole Size를 Small과 Medium으로, Frequency의 감도는 'Low'로 선택하여 진행하였다. 기준을 통해 만들어진 Risk Matrix를 참고하여 배관에서 황으로 인한 부식의 사고 위험성을 평가하고 향후 사고 방지 계획을 세울 수 있다. 또한 이와 비슷한 방법으로 노후화에 대한 예방을 한다면 보이지 않는 크고 작은 사고들도 예방 할 수 있다.

위험성 평가 기반의 U-도면정보 시스템에 관한 연구 (A Study on U-Drawing Information System Based on Risk Assessment)

  • 이 연구에서는 위험성 평가를 기반으로 한 U-도면정보 시스템을 제안하였다. 제안된 U-도면정보 시스템의 기술적 특징은 P&ID등 공정정보를 기본 자료로서 활용하는 정량적 위험성 평가를 도면상에서 직접 수행할 수 있는 구조로 구성되었다는 것이다. 따라서 기존의 방식으로 위험성 평가를 수행할 때 보다 효율적이고, 간편한 정보 검색을 할 수 있게 되었다. U-도면정보 시스템은 CAD file로 존재하는 모든 도면을 CAD S/W 없이 Web 기반 환경에서 쉽게 볼 수 있도록 설계하였다. 이는 플랫폼(U-단말기)을 이용하여 공정내 어디에서나 브로드밴드, IPv6로 접속이 가능하며, 센서 기능과 개인 인증기능 등을 통하여 항상 도면정보 시스템에 접속할 수 있도록 기존의 도면정보 시스템과 달리 Web 기반으로 시스템을 구성하였다. 이러한 결과는 기존의 단순한 해당 업무에 대한 검토가 아닌 위험도를 고려한 장치산업의 체계적 안전장치를 제공한다. 또한, 의사결정단계에서 공학 기술적 이론에 충실한 판단 근거들을 제시하였다

Risk Assessment in Finland: Theory and Practice

  • The Finnish risk assessment practice is based on the Occupational Safety and Health (OSH) Act aiming to improve working conditions in order maintain the employees' work ability, and to prevent occupational accidents and diseases. In practice there are hundreds of risk assessment methods in use. A simple method is used in small and medium sized enterprises and more complex risk evaluation methods in larger work places. Does the risk management function in the work places in Finland? According to our experience something more is needed. That is, understanding of common and company related benefits of risk management. The wider conclusion is that commitment for risk assessment in Finland is high enough. However, in those enterprises where OSH management was at an acceptable level or above it, there were also more varied and more successfully accomplished actions to remove or reduce the risks than in enterprises, where OSH management was in lower level. In risk assessment it is important to process active technical prevention and exact communication, increase work place attraction and increase job satisfaction and motivation. Investments in OSH are also good business. Low absenteeism due to illness or accidents increases directly the production results by improved quality and quantity of the product. In general Finnish studies have consistently shown that the return of an invested euro is three to seven-old. In national level, according to our calculations the savings could be even 20% of our gross national product.

Pesticide Risk and Benefit Assessment

  • The benefits of pesticides in improving the food quantity and quality requirements for an increasing world population are significant, and they can be described in agronomic, economic and social terms. The risks are assessed from the hazards which are likely to occur in practice ; the hazards are defined by the toxicity of the pesticide to non-target organisms at various exposure levels. There are ways of reducing the risks (mainly by reducing exposure in practice) and improving the benefits of pesticides ; these are known as risk management and benefit management respectively. The overall risk-benefit assessment is facilitated if each component can be expressed in financial terms, but it must be made nationally or locally on a sound technical basis against the prevailing agronomic, socio-economic and political circumstances. Paraquat is used to illustrate the risk-benefit assessment process in general terms, and the conclusion is that the benefits greatly outweigh the risks. It is important to keep the risks of pesticides in perspective with those associated with other naturally occurring chemicals in our diet and with other everyday aspects of life. In an overall context, the pesticide risk is small.

교량 건설공사의 안전관리정보시스템 개발 (Safety Management Information System in Bridges Construction Work)

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as foundation, erection, pier, pier upper and etc based on accident examples and investigation on actual condition in bridges construction work. In addition, the safety management system was developed to perform risk assessment of construction and use it for effective safety training for labor.

  • Objectives: Balancing benefits and risks through the drug life cycle has been discussed for many decades. The objective of this study was to review the processes and tools currently proposed for benefit-risk assessment of medicinal drugs. It aimed to establish scientific and efficient drug safety management system based on the synthetic analysis of benefit-risk evidence. Methods: We conducted a review of exiting literatures published by regulatory agencies or initiatives. Not only quantitative methodologies but also qualitative method were compared to understand their key characteristics for the benefit and risk assessment of drugs. Results: Recently, benefit-risk assessments have more structured approaches to decision making as part of regulatory science. Regulatory agencies such as European Medicines Agency, FDA have prepared plans to apply benefit-risk assessment to regulatory decision making. Also many initiatives such as IMI (Innovative Medicine Initiative) have conducted research and published reports about benefit-risk assessment. For benefit-risk assessment, four kinds of methods are necessary. Frameworks such as BRAT (Benefit Risk Action Team) framework, PrOACT-URL provide guidance for the whole process of decision-making. Metrics are measurements of risk benefit. The estimation techniques are methods to synthesis and combine evidences from various sources. The utility survey techniques are necessary to explicit preferences of various outcome from stakeholders. Conclusion: There is the lack of widely accepted, validated model for benefit-risk assessment. Nor there is an agreement among academia, industry, and government on methods for the quantitative valuation. It is also limited by available evidence and underlying assumptions. Nevertheless, benefit-risk assessment is fundamental to improve transparency, consistency and predictability for decision making through the structured systematic approaches.

  • The assessment of exposure is an important component of the risk assessment process. Exposure information is used in risk assessment in at least two ways: 1) in the identification of hazards and the epidemiologic research investigating exposure-response relationships and 2) in the development of population exposure estimates. In both of these cases, the value of a chemical risk assessment is enhanced by improvements in the quality of exposure assessments. The optimum exposure assessment is the direct measurement of population exposure; however, such measurements are rarely available. Recent developments in methods for exposure assessment allow estimates to be made that are valid representations of actual exposure. The use of these exposure estimates to classify exposures correctly enhances the likelihood that causal associations between exposure and response will be correctly identified and that population risks will be accurately assessed.
