The continuing pace of technological change and the trend toward larger and faster ships is evident as shipping lines compete in seeking economies of scale in the global market and ports. become increasingly reliant on sophisticated equipment. Across the Asia and Pacific region some of the worlds most modern container ships are calling at an extensive network of mainline and feeder ports. This paper shows that during the period from 1999 to 2011, Asian container trade is expected to continue to increase more rapidly than the world average, i.e., 7.2 per cent per annum compared with the world average of 6.3 per cent. It is forecast that the total volumes of international containers handled at the ports in Asia and the Pacific will increase at an average growth rate of 7,2 per cent per annum. In order to handle the anticipated port container traffic in 2011, new container berths are required in nearly every country in the Asia and the Pacific region. This will entail very significant capital investment requirements. If countries in the UNESCAP region are to position their ports to meet the challenges of the next decade, there is an urgent need to implement more robust strategies to address important issues including prioritisation of port development projects, promotion of private sector participation in ports, emphasis on productivity and preparation for intermodal integration and logistics growth.
It has been fifteen years since military science was introduced into private and public universities since 2004. The department focuses on the improvements of the South Korean Army quality based on the Korean Army's traits including: an increase of power in the armed force and operations through research, development, and the expansion of a cooperation between the public (civilians) and military. Approximately, four hundred students from various universities in the military science department graduate in order to become an officer. The fourth industrial revolution causes structural transformation to our lives. Through the use of Artificial Intelligence (AI,) war and the military as a whole will be altered significantly particularly with regard to efficiency. Nevertheless, it is important for us to train officers in creative ways so that they can deal with situations where machines will be unable to handle situations. Considering this change in our lives, it is necessary for the military science departments to change the way to teach and train their students. In order to accomplish this goal, we need to introduce a method called "Flipped Learning" and during the process all the members need to participate and communicate in an interactive way. By doing this, the military science departments will play an important role by improving human resource in terms of military and national security.
In proportion to the increase of public security demand, the private companies advanced continuously every year. However the size of the industry expanded in its quantity, the quality remains the same as before. So it's important to training of the security officers. This study suggest the improvements of training system through the analysis and the review of problems of training and education security officers. To develop our private security industry, we suggest as follows. First, In spite of the training is important, the recognition against security officers training is low, so the improvement is demanded. Second, When selecting the educational institution, it does not reflect the demand and situation of education enough. So there is necessary that selecting the educational institution again, after finishing a demonstration duration. Third, The education contents is general, so there is a necessity of the education which is professionalized. Fourth, In order to improve the ability of the lecturer, we must strengthen the qualification of the lecturer. Fifth, For the development of securities industry, we must found the professional training institution.
Purpose: The problem of housing poverty among young people is a very important problem for the nation. Therefore, the main purpose of this paper is to identify the problems of the government's housing support policy for young people. And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.
In the study the documents in Ryu Hee-Choon's diary (Miahm-Ilgicho) from Oct. 29th 1575 to Feb. 9th 1577, for Kaeg-Chung(客聽) are arranged and analized. Ryu, Hee-Choon (Mi-ahm) was a civil minister in the era of Myung-Jong to Sun-Jo of the Chosun dinasty. This study would be one of the basal material for actually inquiring into the character of houses for the gentry in the late 16th century. Above all, the significance of this is that it study could show the details of the architectural economy, the organization of architectural society and the process of the supply of architectural material at that time. Craftsmen devoting themselves to this work are carpenters, artisans making roof titles, roofers and artisans constructing walls. And the content that are craftsmen of monks(僧匠), artisans of commoners(私匠) and slaves belong to government(官奴) is noticeable thing. In this construction work, monks in temples of the region and laboures commandeered by the government office are mainly mobilized. Except of them, private slaves and commoners mobilized by government office also devoted themselves to this work. But, it required more research whether this aspect could be the general character of the construction work of the gentry in the late 16th century. Architectural material, in the case of wood was cut and transported mostly from islands like Jin-do by labourers commandeered by the head officer of the region and monks. Superintendents seemed to come be non-specialists of noble families of the ruling class. So, it is thought that they managed mainly the manpower supply and administration. And some architectural ironworks, much provisions and marine products for labourers and craftsmen were proided by the government office of the region. This could be understood in the same context as above that goverment office of the region contributed to commandeering labourers and supplying architectural material in some degree. Carpenters and roofers took wages that is, about 7.7 pils(匹) of cotton cloth for each carpenter and 5 pils of cotton cloth and some provisions for each roofer. April 25 2014, US President Barack Obama formally returned 9 Seals of Joseon Dynasty and Korean Empire in Korea-US Summit taken place in Cheong Wa Dae. These Seals were taken out of Deoksugung illegally by a US Marine Corps officer during Korean War, handed down to his posterity, and last November 2013 confiscated by HSI in San Diego. Through investigations above facts turned out and it was decided to return these relics to Koera. In the process of surveying these seals, I confimed the authenticity of them and transferred my opinion to Cultural Heritage Administration. In this paper, I try to summarize the historical value of each Seals and suggest the remaining task.
The purpose of this study is to investigate about security service history on 1930s in Korea. This study used materials by historical facts for the regulations, books and newspapers in 1930s. In 1930s, security service was unknown details of the historical contents so far. There are four parts conclusion of this study: police department of provisional government, security service agency in the provisional government, security service agents of an independence movement, the general society of Korea. Firstly, Korean regional government in Manchuria, which Kokminbu(國民府) organized the security service agency(警護局) for protect government and public security. Most importantly, the security service agency appearanced an important place which were the independence movement and self-governing administration for Koreans in Manchuria. And the security service agency was required by the security service regulations(警護條例) as law. Modern society often faces 3Cs:change, competition, and customer. The main issue of today's police science study, therefore, circles around how public police effectively cope with the radically changed environment. As one of the workable and appealing policy tools to reform the police, the privatization has been not only strongly supported in terms of a theoretical study, but also widely used in practice all over the world. However, Policing has been widely regarded as an exclusively public-sector activity conducted by sworn officer, but a large and increasing share of the aggregate demand for public safety and security is being handled by the private sector. This study examines on the very practical one, how contracting out, most widely used as the privatization alternatives, is perceived and put into practiced in the field of traffic police services. This study is intended to examine recent shifts toward privatization of traffic policing. Although some people regard police services as inappropriate for privatization, most everyone else have persuasively considered that many police services are not public goods or, at least, not pure public goods. We can consider that there are three types of privatization with respect to traffic policing, that is, user-financed police services, contracting out, and some degree of service shedding. As society changes, so must traffic policing. And it is needed to enhance the ability of traffic police and private to accomplish their primary mission, to serve and protect the public.
The low birth rate and shortened military service period are causing concerns about selecting excellent military officers. The Republic of Korea entered a low birth rate society in 1984 and an aged society in 2018 respectively, and is expected to be in a super-aged society in 2025. In addition, the troop-oriented military is changed as a state-of-the-art weapons-oriented military, and the reduction of the military service period was implemented in 2018 to ease the burden of military service for young people and play a role in the society early. Some observe that the application rate for military officers is falling due to a decrease of manpower resources and a preference for shortened mandatory military service over military officers. This requires further consideration of the policy of securing excellent military officers. Most of the related studies have used social scientists' methodologies, but this study applies the methodology of text mining suitable for large-scale documents analysis. This study extracts words of discriminative characteristics from the Republic of Korea Air Force Non-Commissioned Officer Applicant cover letters and analyzes the polarity of pass and fail. It consists of three steps in total. First, the application is divided into general and technical fields, and the words characterized in the cover letter are ordered according to the difference in the frequency ratio of each field. The greater the difference in the proportion of each application field, the field character is defined as 'more discriminative'. Based on this, we extract the top 50 words representing discriminative characteristics in general fields and the top 50 words representing discriminative characteristics in technology fields. Second, the number of appropriate topics in the overall cover letter is calculated through the LDA. It uses perplexity score and coherence score. Based on the appropriate number of topics, we then use LDA to generate topic and probability, and estimate which topic words of discriminative characteristic belong to. Subsequently, the keyword indicators of questions used to set the labeling candidate index, and the most appropriate index indicator is set as the label for the topic when considering the topic-specific word distribution. Third, using L-LDA, which sets the cover letter and label as pass and fail, we generate topics and probabilities for each field of pass and fail labels. Furthermore, we extract only words of discriminative characteristics that give labeled topics among generated topics and probabilities by pass and fail labels. Next, we extract the difference between the probability on the pass label and the probability on the fail label by word of the labeled discriminative characteristic. A positive figure can be seen as having the polarity of pass, and a negative figure can be seen as having the polarity of fail. This study is the first research to reflect the characteristics of cover letters of Republic of Korea Air Force non-commissioned officer applicants, not in the private sector. Moreover, these methodologies can apply text mining techniques for multiple documents, rather survey or interview methods, to reduce analysis time and increase reliability for the entire population. For this reason, the methodology proposed in the study is also applicable to other forms of multiple documents in the field of military personnel. This study shows that L-LDA is more suitable than LDA to extract discriminative characteristics of Republic of Korea Air Force Noncommissioned cover letters. Furthermore, this study proposes a methodology that uses a combination of LDA and L-LDA. Therefore, through the analysis of the results of the acquisition of non-commissioned Republic of Korea Air Force officers, we would like to provide information available for acquisition and promotional policies and propose a methodology available for research in the field of military manpower acquisition.
Background: The natural history of bacillary tuberculosis was studied in India and results showed that at the end of the 5-year period, 49% of the patients were dead, 33% were cured and 18% remained sputum-positive. The aim of this survey is to observe the natural course of the patients with intractable tuberculosis disease who were incurable with all drug regimens of the national tuberculosis programme(NTP). Method: Of the patients who have been found as intractable cases in Kang-Weon Province by the supervisory medical officer during the period from January 1,1987 to December 31,1992, 179 were eligible for this study. Sputum examination was done for those who were survived until October in 1993 at the Kang-Weon provincial laboratory of KNTA. 49 out of 179 patients were transferred to the private sectors and retreated with the combination of prothionamide, cycloserine, ofloxacin, enviomycin, etc. They seemed to have been bacteriologically cured, and so they were excluded from the study. Finally 130 patients were analyzed by modified life table method to calculate the fatality rate and the survival rate during the period of 7 years. Results: 1) 80.8% of intractable cases were male and 19.2%, female. 2) More than 94% of intractable cases showed moderately or far advanced Tb findings on their X-rays at the time of registration at health centres. 3) The cumulative case-fatality rate was 19.74% at the end of 1-year period and has risen to 34.55% by the end of 4-year period(increasing by 4.9% a year on an average). The case-fatality rate has shown no appreciable rise since then until the end of 7-year period. 4) The case-survival rate was 80.26% at the end of 1-year period and has decreased to 65.45% by the end of 4-year period. And then there was no appreciable change in the survival rate until the end of 7-year observation. Conclusion: The case-survival rate of intractable cases was higher than that of untreated pulmonary tuberculosis patients and they may have risk of spreading multidrug resistant organisms. It is time we made an effort to improve case-management qualitatively.
