The Effect of Investigation Environment on the Perception Toward Legalization of Private Investigation (수사 환경이 탐정 합법화 인식에 미치는 영향)

  • The purpose of this study is to examine the effect of police investigation environment on perception toward legalization of private investigation. To enhance the completeness, this study conducted a survey on police officers in service and analyzed the survey data through statistical technique. The results for examination on how police investigation environment influence on perception toward legalization of private investigation were as follows. When the 'work burden from long-term cold case' composing the police investigation environment is high, the police officer highly evaluated the growth potential of private investigation, showed positive perception toward private investigation market, and showed intention for re-employment at private investigation agency after retirement. When the police officer experiences more difficulties from 'investigation other than criminal case', the police officer highly evaluated the growth potential of private investigation and showed intention for re-employment at private investigation agency. In addition, when the police officer thinks that there are a lot of difficulties for "Limited investigation on specialized area", the police officer showed positive perception toward growth potential of private investigation and private investigation market. In addition, police investigation environment showed significant result on legalization of private investigation. The result also verifies that as the difficulty of crime investigated by the police is getting higher quantitatively and qualitatively, it is necessary to introduce private investigation system which is specialized and able to investigate for a long time. This study hopes that this study result would be utilized as the grounds in signing the bill for introducing the private investigation system.

  • In order to facilitate the private maritime security system with high quality guard services, the status of private security companies and the security instructor system which has been operated in land side, are analyzed. Through screening the spectrums of private maritime security and analyzing the status of maritime security guard, the characteristics and expertise of maritime guard service, and it's system need are elicited. we propose the system of marine civil guard officer who will play a major role in private maritime security domain, and design the job requirements, the subjects of qualification test and the education program to enhance his professionalism and practicality. Moreover, the enactment of a provision on marine guard company in Marine guard law will be the platform to develop a private maritime security industry and to strengthen international competitiveness through supervising and piloting private guard service at sea by Korea coast guard.

  • Coming to 21st century, the dangerous causes which threaten for safety of citizen's life is increasing. The national importance of facilitates which is dealing by special security officers are becoming target for enemy or terrorist. Therefore, securities in Korea are developing strongly. This study investigates for status and problem of the special security and aim to suggest the plan for development. The development of special security connects to the development of private security industry, the improvement of work environment for special security officers who are working in this ares, securing of man's ability, reality of salary, introduction of professional qualification system, reorganization of education system and the search system for preparing terror need to improve.

Influence Factors on Job Satisfaction Factor and Spatial Environments Evaluation of Fire-Fighting Officer - Focused on Fire Officials in Incheon Metropolitan City - (소방공무원의 직무만족요소에 의한 공간만족평가 영향에 관한 연구 - 인천지방 소방공무원을 중심으로 -)

  • A study on how fire officer's job satisfaction factors influence space satisfaction rates. This article will conduct regression analysis for the study on these three problems. 'What are the factors of fire officer's job satisfaction?', 'Does space satisfaction rates influence job satisfaction rates?', 'Which job satisfaction factor influence space satisfaction rate?' Therefore, variables were set based on the prior study, and before regression analysis was conducted, variables were purified through analysis on primary factor and reliability analysis, and hypothesis test was done via variable calculation. According to the prior study, factors that influence job satisfaction rates are as following; self-regulation of tasks, ethics and responsibility level, relationship with colleagues, job identity. And regression analysis showed that space satisfaction rates do not influence job satisfaction rates. The writer thinks that it's showing that Korean fire officers tend to prioritize colleague relationship and job identity over space improvements. And the factor that influence job satisfaction rates turned out to be the self-regulation of tasks, and the writer estimates that it's reflecting the hierarchical organization culture of current Korean fire officers. Therefore, future Korean fire station design plans need to consider a space plan that provides fire officer's private self-regulation of tasks.

Learning from the Licensing and Training Requirements of the USA Private Security Industry : focused on the Private Security Officer Employment Authorization Act & California System (미국의 민간경비 자격 및 교육훈련 제도에 관한 연구 - 민간경비원고용인가법(PSOEAA) 및 캘리포니아 주(州) 제도 중심으로 -)

  • The private security industry in Korea has rapidly proliferated. While the industry has grown quickly, though, private security officers have recently been implicated in incidents involving violence, demonstrating an urgent need for systematic reform and regulation of private security practices in Korea. Due to its quasi-public service character, the industry also risks losing the public's favor if it is not quickly disciplined and brought under legitimate government regulation: the industry needs professional standards for conduct and qualification for employment of security officers. This paper shares insights for the reform of the Korean private security industry through a study of the licensing and training requirements for private security businesses in the United States, mainly focusing on the Private Security Officer Employment Authorization Act (hereinafter the PSOEAA) and the California system. According to the PSOEAA, aspiring security officers shall submit to a criminal background check (a check of the applicants' criminal records). Applicants' criminal records should include not only felony convictions but also any other moral turpitude offenses (involving dishonesty, false statement, and information on pending cases). The PSOEAA also allows businesses to do background checks of their employees every twelve months, enabling the employers to make sure that their employees remain qualified for their security jobs during their employment. It also must be mentioned that the state of California, for effective management of its private security sector, has established a professional government authority, the Bureau of Security and Investigative Services, a tacit recognition that the private security industry needs to be thoroughly, professionally, and actively managed by a professional government authority. The American system provides a workable model for the Korean private security industry. First, this paper argues that the Korean private security industry should implement a more strict criminal background check system similar to that required by the PSOEAA. Second, it recommends that an independent professional government authority be established to oversee and enforce regulation of Korea's private security industry. Finally, this article suggests that education and training course be implemented to provide both diverse training as well as specialization and phasing.

Research on an aristocratic officer's travels in the mid Chosun Korea by analysing Yu Hee-chun's diary (일기(日記)를 이용한 조선중기 양반관료의 여행 연구)

  • The objective of this research is to reconstruct an aristocratic officer's travels by analysing Yu, hee-chun's diary, Miamilgi. Yu had kept his diary for eighty three months, from October 1567 to May 1577, and there were twenty six times of travel logs which are analysed in this research. As a result of the analysis, his travels can be divided into official travels and private travels. Sixteen times of official travels were comprised of inspection tours for parishes as a superintendent of Jeonra province, trips to supervise maintenance works of royal tombs and to worship the tombs, to carry out the sanjae (rituals in the mountains) as a second minister of the ministry of rites. It was difficult for him to have private travels as he continually served as a royal officer. He had got only 10 times of private travels during the eighty three months for maintaining the ancestor's tomb and worshiping the ancestors, for recuperating himself and his wife, and for constructing his new house. All of these travels were long-distance ones. In terms of his travel routes, he frequently used royal main trunks, e.g. 'Haenamro' (from Seoul to Damyang), which were maintained by the royal government. The main reason of his frequent using of trunk lines was that convenience facilities such as the royal post stations (Yeok) and royal inns (Won) were equipped well in these roads so it was easy to get horse change services and lodging and boarding. The fact that main trunks were chiefly straight lines and the shortest way was rather secondary reason. On the other hand, when he was a superintendent of Junra province, he had four times of round inspection on all parishes of Junra province, following the tour routs covering all over the province. As he was incumbent royal officer, he started his travel by getting a permission from the king. Simultaneously, he made ready some travel items. Among the items, horse was most important one for the journey. After finishing all the preparing processes before the departure, he had special farewell ceremony for the King, Sookbae, and had a small party with his friends called Jeonbeul. Main transportation means for his travel was horse, and many kinds of horses such as royal government's horse, Yeokma, local government's horse, Swema, as well as his private one were used. Additionally, he used a palanquin while he was doing inspection trip as a superintendent of Junra province. Yu was incumbent officer so he mostly lodged in local government guest houses. If he could not find out any local guest house, he was lodged in royal inn, and in his relatives houses or irregularly in buddhist temples. Most meals were supplied by local royal governments. The activities in his journeys were varied on his travel objectives. In his private journey, it was the main activities that maintaining ancestor's tombs and having a memorial service. During the trip, he visited his relatives. His official trips, on the other hand, had a regularity. Main activities were dealing with public works, and visiting Hyanggyo (country public school). However in the midway, he visited his relatives and had a journey to scenic places.

The Private Security Officer ' Actual Condition of First-Aid Education (민간경비원의 응급처치 교육에 대한 실태조사)

  • Since the establishment of Security Business Act in 1976, the Korean private security industry has rapidly grown in the qualitative and quantitative aspects. In the circumstance, various roles of private security guards have been demanded. A private security guard as the first contactor of the users of multi-use facilities should first find an accident field situation and make a response when an accident occurs, and should give first aid as most as possible until emergency medical workers arrive. However, there is a lack of first-aid education for the private security guards who are responsible for the safety of facility users. Therefore, the purpose of this study is first to find how many times private security guards have job and first-aid education, and analyze how the education count influences their first-aid ability; secondly to analyze how private security guards' satisfaction with first-aid education influences their first-aid ability. To achieve the purpose, this researcher conducted a questionnaire survey on first-aid ability of the private security guards working in the metropolitan areas. For data analysis, Stata se/ 14.0ver was applied. For the analysis on validity and reliability, exploratory factor analysis was conducted and a Cronbach's a value was drawn. To find the actual conditions of first-aid education, frequency analysis, inter-group difference analysis, and multi-regression analysis were conducted. According to the data analysis, there were not enough times of job education and first-aid education for private security guards, and their satisfaction with first-aid education and first-aid ability were difference depending on the job and first-aid education counts. Also, their satisfaction with first-aid education partially influenced their first-aid ability.

Comparison of Commitment in Labor Union Employees' in the Private Hospitals and Public Hospitals (민간병원과 공공병원 직원들의 노동조합몰입수준 비교분석)

  • The purpose of this study was to provide basic materials needed to enhance quality of organizational life by identifying the improvements of labor union management in the perspective of hospital organization management. Materials were collected from administrators, nurses and medical technicians in target hospitals from March 3 to March 3 to March 30, 2010 through survey questionnaires. The main results of this study were as follows: 1. The commitment level of the subjects according to their satisfaction was higher when the administrators both in Private hospitals and Public hospitals were not satisfied in their works. 2. The commitment level of the subjects according to the subjects' job dedication level was higher those who had higher emotional attachment to their job in all vocations in both Private hospitals and Public hospitals. 3. The commitment level of the subjects according to the subjects' labor union involvement was higher in those who had higher satisfaction in labor union and perceived their colleagues' attitudes more positively in all vocations in both Private Hospitals and Public Hospitals. 4. From the results of multiple regression analysis to identify major influencing factors of labor union commitment level, In Private hospital employees, those who had senior officer posts in labor union and higher normative commitment showed higher commitment union. Therefore hospital managers should have democratic and flexible attitudes toward labor union. Additionally, as colleagues attitudes is important determinant in union commitment, hospital managers should have countermeasures to enhance the work atmosphere of hospital employees.

A Study on the Application of Private Security in Assembly and Demonstration Sites Using SNS Emotional Language Analysis

  • The purpose of this study is to review the appropriateness of deploying private security guards using SMS emotional language analysis at the current assembly and demonstration sites, which rely only on the police force, and to suggest a plan. Therefore, it is intended to contribute to suppressing the problems at the assembly and demonstration sites and present a new paradigm for responding to the assembly and demonstration sites based on the study's results. First, it is necessary to prepare a legal basis for the deployment of private security guards in the 'Security Services Industry Act' and 'Assembly and a Demonstration Act'. Second, there is a need for a 'security company selection criteria' for selecting security companies with a lot of experience, such as collective civil petition sites and security for national critical facilities (special security services). Third, it is necessary to prepare financial resources for the deployment of private security guards. This study is expected to serve as a new cornerstone for effective management of assembly and demonstration sites through mutual complementation of the police and private security.

  • As data utilization becomes increasingly important, not only private companies but also public institutions are making great efforts to promote data utilization. The chief data officer is a key element of data governance, a driving system that achieves policy goals by adjusting the functions of each department in the organization responsible for data policy. With the enforcement of the Data-based Administration Law, all public institutions, including the Ministry of National Defense, have designated data officers, but it is not enough to play a practical role as it is still in the early stages of introduction. In this study, the current status of the operation of the defense data officer system is checked, and development strategy to play a practical role are presented.
