The principles of military operations(principles of war) are the fundamental principles ruling warfighting that made based on the experiences of wars from the time of ancient Greeks to the World War II. Recent wars such as Iraq War showed us the change of environment of war and the style of waging a war. It is believed that future war will be executed with the style of Rapid Deceive Operations, Effect Based Operations, Network Centric Operations. Therefor the principles of war which we use should be reconsidered whether it is useful or not in future warfare. By considering the present principles of operation which are using in many countries and analysing the style of waging future war, we suggest new principles of operations : principle of gravity, principle of mass and dispersal, principle of disturbance, principle of speed, principle of paralysis, principle of synchronization and integration, principle of leadership, and principle of information.
War has been existing with human history. There seems to be two approaches of war study. One is to deter war among politicians, the other is to get victory in a war among soldiers. Many scholars and soldiers tried to find out the way of victory at war, that is, the major factors of victory at war. They found out some factors that dominate the victory of war through numerous experiences of war, and we call it 'principles of war'. The principles of war which we are using has been shaped during past three centuries. But, nowadays rapid change in the environment of war has brought the change of features of warfare and method of waging war. NCW may be the most typical example of new environment of war. The Iraque War may be the most recent modem war performed under the NCW environment. And the Iraque War brought up the need of new principles of war adaptable to the NCW environment. This article is focusing on new principles of war that comprehends future wars. I suggest that some principles of war which we are using should be supplemented to be understood its own conception, and new principles are needed such as principle of paralysis, principle of synchronization & Integration.
This year I published a Korean translation of On War in three volumes, written by Prussian general Carl von Clausewitz. I believe it is the first unabridged Korean translation from the original German text, Vom Kriege. It is true that the work has been translated into Korean several times, but some translations have been done from English or Japanese versions, while others are abridged ones. It is not easy to make a good translation of On War, partly because the book is actually an unfinished work, and partly because it contains almost all academic subjects in social sciences. Moreover, two aspects of the dialectical logic in the book make it more difficult to understand. One is inductive reasoning, the other is deductive explanation. The former is to 'ascend' to draw principles and generalizations from empirical experience, the latter is to 'descend' to describe and explain given principles, often by concrete examples. Considering these difficulties, if we want to have better translations than existing ones, there should be substantial commentaries which contain not only history of wars, but also biographies and geographies concerned. I hope that On War can be taught and studied in many universities, for it will make it easier to produce reliable commentaries.

This study attempted to identify the ethical principles of nurses who realized care in the war field with a nurse's unique professional spirit, and to explore a more specialized and subdivided concept of ethical nursing in the future. War has occurred frequently in history, and the outcome has always been tragic. There are always different opinions about what it means to discuss the ethics of these wars. Despite these controversies, the ethics of nursing, which always takes care of the sick at the scene of war, is interpreted regardless of war. The ethical spirit of nursing is to respect life and take care of those who need help. Whether the person asking for help is a soldier or a civilian, it doesn't matter where it is or what the purpose of the war is. Nursing practiced nursing based on the principle of bioethics for all, even in war scenes where there was no ethical reference point. This study explains that it is necessary to inherit the spirit of nursing, which practiced ethical care even in such cruel scenes of the past, and to protect the ethical fundamental spirit of nursing even in the changing environment in the future society.

The warfare caused a dramatic change when new technology was introduced to the battlefield or when the technology was matured to change the concept of operation. Thus, the rapid development of science since the 19th century is also rapidly changing the aspect and speed of war, and the recent speed of change is making it more difficult to predict future warfare than in the past In particular, in the past, it was difficult to predict the future warfare based on the latest science and technology, because it was difficult to spread and seize advanced science and technology. But global human exchange, technology hijacking by internet, and developing of asymmetric skills and methods caused more complex to technology based warfare prediction. In other words, the nature and principles of war, together with the development of science and technology, should be considered togther to predict future warfare. Therefore this study is based on the thory and principles of war and the latest science and technology to predict the future warfare situation that the military will face.
This article deals with military thought in general. First I tried to distinguish 'thought' from 'theory', 'philosophy', and 'principle'. Thought means the act of thinking about or considering something, an idea or opinion, or a set of ideas about a particular subject, e.g. military affairs in the present discussion. Theory means a formal statement of the rules on which a subject of study is based or of ideas which are suggested to explain a fact or event or, more generally, an opinion or explanation. Philosophy means the use of reason in understanding such things as the nature of reality and existence, the use and limits of knowledge. Principle means a basic idea or rule that explains or controls how something happens or works. Chapter 3 summarized the characteristics of military thoughts into five points', (i) it is closely related with concrete experiences of a nation; (ii) it includes philosophical and logical arguments; (iii) it relies heavily on the political thought of a nation; (iv) it includes necessarily value-judgments; (v) it contains visions of a nation which are not only descriptions or explanations of military affairs, but also evaluations and advocacies. Chapter 4 considers the relation of international political thoughts to military thought. Throughout the history of the modem states system there have been three competing traditions of thought: the Hobbesian or realist tradition, which views international politics as a state of war; the Kantian or universalist tradition, which sees at work in international politics a potential community of mankind; and the Grotian or internationalist tradition, which views international politics as taking place within an international society. Chapter 5 considers the law of war, which is a body of law concerning acceptable justifications to engage in war (jus ad bellum) and the limits to acceptable wartime conduct (jus in bello). Among other issues, modem laws of war address declarations of war, acceptance of surrender and the treatment of prisoners of war, military necessity along with distinction and proportionality, and the prohibition of certain weapons that may cause unnecessary suffering.
Analyzing on an object in the sphere of domestic law with the method of international law has been already on the horizon in international law. For the lawyers of international law and space law, it is quite natural that they utilize the method of international law, whatever objects they may choice. The reason is that the characteristic of international law do not depend upon object in itself, but depend upon method in itself. The object of this paper is the idea of Peaceful Use(IPU or PU) in Japanese Space Policy. The method to be applied to this analysis is the international law's interpretation theory on legal principles, i.e., the method of international law. One of the aims of this paper is to explain critically the need of review on IPU in Japanese Space Policy; in particular with respect to the positive reconstruction of IPU through historical analyzing on the transfiguration and the mere shell of the Post-War Japanese Pacifism(PJP) as the starting point of IPU. The historical process of the transfiguration and the mere shell is as followed, i.e., "from the ultra-nationalism in the pre-war Japan to PJP in the post-war Japan, from PJP to IPU, and from IPU to IPU's regression. In particular with respect to the interpretation theory, the meaning of the teleological, aims and objects school's approach on the interpretation of legal principles(P) has been emphasized. The reason is that the promising development of IPU will be realized by cooperating with the interpretation theory on P in international law. At the end of the beginning, I'd like to quote K. Marx's thesis in order to make the positions and missions the lawyers of international law and space clear. Objectives : The objective of this paper is to discuss the importance of obtaining informed consent for conducting epidemiological studies and public health activities, based on the Report of the UNESCO's Working Group on Informed Consent. Methods : The Report of the UNESCO's Working Group on Informed Consent was reviewed and discussed in connection with the ethical considerations of public health activities and epidemiological research. Results : It was at the Nuremberg Trial for the German war criminals of the Second World War that the principle of 'consent' was first stated as a consequence of the medical abuses carried out during the War. As a result of the Trial, the Nuremberg Code came out in 1947. Since then, various international declarations or ethical principles on 'informed consent' have been developed and published. These ethical principles on 'informed consent' have mostly to do with the clinical research that involves human subjects, and not with epidemiological studies and public health activities. However, UNESCO recently issued a comprehensive Report on Informed Consent based on the Universal Declaration on Bioethics and Human Rights adopted in 2005, and this included detailed guidelines on informed consent in epidemiological studies and public health activities. Conclusions : Universal Declaration on Bioethics and Human Rights emphasizes the principle of autonomy to protect the human rights of the human subjects involved in any public health activities and epidemiological research. As a practical guideline, obtaining informed consent is strongly recommended.
The construction of government-sponsored housing in Korea began in the early 1950s. Beyond fulfilling the housing shortage after the Korean War, it also impacted the development of housing in Korea. The aim of this study is to explore the construction and supply of government-sponsored housing and to discuss the positive and negative influences on the modern housing in Korea. In order to achieve the objectives, the pictures and floor plans, newspaper articles and the KNHC publications, which led the public housing supply from 1950 to 1960, were examined. Results indicate as follows: First, government-sponsored housing industrialized the housing production, which satisfied the volume need. The simplified floor plan and exterior, along with the western characteristics, created a new urban landscape. Second, the distinct characteristics of Korean housing were established. By emphasizing development and financial practicality, large scale housing complexes were built with simplified, characterless, and mechanical exteriors in a disconnected territory with neighbor district. Third, government-sponsored housing became the major accelerator to westernize the Korean housing culture. In conclusion, the principles of functionalism of government-sponsored housing have become the fundamental root of Korean housing since the war.
