  • In this paper, we present an algorithm to determine the abnormal behavior through a CCTV-based behavioral recognition and a pattern of hand using ConvexHull. In the existing way that using CCTV for crime prevention, facial recognition is mainly used. Facial recognition is the way that compares the faces that are seen on the screen and faces of criminals for determining how dangerous targets are, however, this way is hard to predict future criminal behavior. Therefore, to predict more various situations, abnormal behaviours are determined with targets' incline of arms, legs and bodys and patterns of hand movements. it can forecast crimes when an acting has been getting within common normality out, comparing whose acting patterns with the crime patterns.

  • Crimes occurring in residential areas make an atmosphere of anxiety and are spread throughout the whole society as well as the residential areas, regardless of the number of crimes and how serious they are. Thus, due to their huge negative impact on the whole society, it is crucial to relieve anxiety of residents from the crimes occurring in the residential areas, which plays an important role in determining the quality of a residential environment. Before conducting the research, 18 apartment complexes in Daejeon constructed since 2006 were chosen to apply six principles of CPTED. The main purpose of the research is to observe main spaces in residential areas and analyze crime prevention environment in order to find out safe spatial composition. The data of the research demonstrate the main spaces and their composition. Henceforth, it is necessary to establish accurate data and a new evaluation method in order to obtain objective statistics and data. Furthermore, a study on development of safety and amenity of residential areas should be continued.

  • The threat of crime became a global issue nowadays. Terrorism, organized crime, crime by nation can be mentioned as typical examples. The crimes in modern society can't be identified to happen when, where and how being different from those traditional crimes(murder, robbery, sexual abuse, arson). This was the result of changed security environment that needs to address wide range of crimes as being indicated sporadic characteristics of modern threat of crime such as terrorism threat targeting unidentified masses as well as the emergence of systemic phenomenon of organized crimes and crime committed by nation. In this regard, the case of 9.11 occurred in 2001 can be deemed as an example that made a dramatic turn around to the security environment. After the terrorism, it provided an opportunity to rethink not only USA but also to the institutions all over the world that deals with crime about gathering, management, utilization of crime intelligence. As a result of which there appeared a change in police activities more effectively in gathering & managing crime information and ILP is the very activity that emerged from the USA/UK countries. This aims police activities to minimize the threat of crime being the system reflecting a framework to manage more directly to control crime by gathering and processing information. In view of the global change of security environment as a common phenomenon, the need to direct to ILP has increased in Korea in line with such security environmental change. Accordingly, this study focused on the method of introduction of ILP and presentation of matters for discussion by reviewing ILP activities of the USA/UK countries.

On the CIC from the view of Anti Sexual Violence Crime (반(反)성폭력 관점에서 본 친고죄)

  • The definition of Crime Indictable Upon Complaint (CIC) is crimes which can be prosecuted only with complaints from the victim or his/her direct parents. Sex crimes are the representative examples, rapes and indecent assaults. According to the research referenced in this paper, 74% of sex crimes which had been penalized based on Republic of Korea (ROK) Criminal Code amounts rape and indecent assault are CIC. However, only 20% of perpetrators were confined, and the rest received non-confinement or non-prosecution determination. The review of criminal history checks reveals that 67% of the perpetrators had criminal histories and 39% of them had more than three documented offenses. The CIC was established in order to protect the victim's rights and dignity, respecting the victim's opinion regarding the incident. All kinds of sex crimes then should have been the CIC, but those crimes such as Injury Resulting from Rape, Special Rape, Rape by Special Modus Operandi, Sexual Assault among Relatives and Domestic Violence which have to guarantee the opinion of the victims are prescribed as non-CIC. We therefore conclude that the CIC should be abolished. The abolition of CIC will play an important role in crime prevention because severe penalties for sex crimes will be imposed on the perpetrators. In addition, it will help the sex crime victims retrieve their dignity by spreading recognition widely through the community that sexual assault is not only a social assault but an infringement against human rights.

  • Changing drastically, the life in a modern city has forced citizens to gradually shorten their average period of settlement, which has weakened the identity of city habitation, thus causing serious crimes and damaging the security of city greatly. Haying a highly composite structure with not only macro, but micro characteristics, city is grasped as a very composite phenomenon shown in the social, economic and spatial constitution relationships, including the personal motives of criminals. Accordingly, this study puts stress on the necessity of any crime prediction program to predict the occurrence of crimes by analyzing the occurrence patterns of sharply increasing intra-city crimes of violence on a typical, time and spatial basis and clarifying their structural dynamic relationships in a both macro and micro manner. Moreover, the deduction of various factors closely related to crime occurrence will contribute to elucidating the occurrence structure of city crimes.

  • Cyber society formed by the development of the Internet is growing rapidly. The Internet is very convenient for our daily life, but it comes with negative aspects including cybercrime and cyberbullying. Recently, there have been incidents that show cyber criminal techniques of adolescents are getting more sophisticated and ferocious. To cope with this crime problem, it is necessary to analyze the causes that affect cyber crime offences among adolescents. There are numerous studies on cybercrime, but less attention has been given to trend analysis. To fill this void, this study examined how the factors that affected the cyber crime offences among adolescents have been changed over time according to transitions in social structure. Implications for future research and policies for adolescents' cyber crime prevention such as time considered response strategies are discussed based on the findings.

A Study on the Types of Crime and Scalability in Metaverse (메타버스 내 범죄발생 유형과 확장성에 관한 연구)

  • Purpose: In the case of cavity discovered by ground penetrating radar exploration, it is necessary to accurately predict the filling amount in the cavity in advance, fill the cavity sufficiently and exert strength to ensure stability and prevent ground subsidence. Method: The cavity waveform analysis method by GPR exploration and the method using the cavity shape imaging equipment were performed to measure the cavity shape with irregular size and shape of the actual cavity, and the amount of cavity filling of the injection material was calculated during rapid restoration. Result: The expected filling amount was presented by analyzing the correlation between the cavity size and the filling amount of injection material according to the cavity scale and soil depth through the method by GPR exploration and the cavity scale calculation using the cavity shaping equipment. Conclusion: The cavity scale measured by the cavity imaging equipment was found to be in the range of 20% to 40% of the cavity scale by GPR exploration. In addition, the filling amount of injection material compared to the cavity scale predicted by GPR exploration was in the range of about 60% to 140%, and the filling amount of the injection material compared to the cavity size by the cavity shaping equipment was confirmed to be about 260% to 320 Purpose: The purpose of this study is to examine the types of crimes taking place in the metaverse, and to establish a crime prevention strategy and find a legal deterrent against it. Method: In order to classify crime types in the metaverse, crime types were analyzed based on the results of previous studies and current incidents. Result: Most of the crimes taking place in the metaverse are done in games such as Roblox or Zeppetto. Most of the game users were teenagers. Looking at the types, there are many teens for sexual crimes, violent crimes, and defamation, but professional criminals are often included in copyright infringement, money laundering using virtual currency, and fraud. Conclusion: Since the types of crimes in the metaverse are diverse, various institutional supplementary mechanisms such as establishment of police crime prevention strategies, legal regulations, and law revisions will have to be prepared.

Smart Home Systems for Safety and Security and Individuals' Motivational Orientation to Prevention

  • Smart home systems for safety and security are in high demand and always needed for many reasons including people's desire to feel safe in their own houses and to avoid a high rate of crime. In the current research, we investigate the role of individuals' motivational orientation to prevention in their responses to smart home systems for safety and security. That is, this research examines whether individuals' attitudes toward smart home systems for safety and security vary depending on their level of prevention orientation. Specifically, it is hypothesized that individuals with strong (vs. weak) prevention orientation will have more positive attitudes toward smart home systems for safety and security. In support of the hypothesis, the results indicate that respondents in the strong (vs. weak) prevention orientation reported significantly more positive attitudes toward smart home systems for safety and security. Our findings imply that individuals' motivational orientation to prevention may be an effective marketing and segmentation tool in facilitating their favorable responses to the smart home systems for safety and security.

Hotspot Analysis of Urban Crime Using Space-Time Scan Statistics (시공간검정통계량을 이용한 도시범죄의 핫스팟분석)

  • The aim of this study is to investigate crime hotspot areas using the spatio-temporal cluster analysis which is possible to search simultaneously time range as well as space range as an alternative method of existing hotspot analysis only identifying crime occurrence distribution patterns in urban area. As for research method, first, crime data were collected from criminal registers provided by official police authority in M city, Gyeongnam and crime occurrence patterns were drafted on a map by using Geographic Information Systems(GIS). Second, by utilizing Ripley K-function and Space-Time Scan Statistics analysis, the spatio-temporal distribution of crime was examined. The results showed that the risk of crime was significantly clustered at relatively few places and the spatio-temporal clustered areas of crime were different from those predicted by existing spatial hotspot analysis such as kernel density analysis and k-means clustering analysis. Finally, it is expected that the results of this study can be not only utilized as a valuable reference data for establishing urban planning and crime prevention through environmental design(CPTED), but also made available for the allocation of police resources and the improvement of public security services.

  • Government organizations (including police, prosecutor, and Financial Supervisory Service) and programs to uncover or prevent from insurance crime are not well developed. However, insurance crime are increasing among not only private insurances such as life insurance, indemnity insurance, and auto insurance but also public insurances including national health insurance and industrial accident compensation insurance. The damages of crimes are serious in both economical and ethical perspectives. Insurance crime deteriorates a current account of insurance companies and the leakages due to insurance fraud worsen loss ratio. Consequently, insurance crime increases customers' costs of insurance. For this reason, insurance companies stated to establish Special Investigation Unit(SIU) to detect insurance crime and fraud by themselves. However, organizational and operational efficiencies are limited. The purpose of this study is to examine the relationship between work environment factors, perception of insurance crime and job satisfaction among Special Investigation Units. Therefore, this study investigated the perception of work environments of Special Investigation Units. In addition, this study examined how their work environments and general perception of insurance crime influence their job satisfaction. In order test the purpose of this study, reliability test, exploratory factor analysis(EFA), multiple regression were employed. The results of this study suggested that clarity of insurance company, distress/difficulty of resolve, compensation, perception of work pressure are statistically significant on jab satisfaction among Special Investigation Unit in South Korea. This exploratory study expected to contribute to understanding of Special Investigation Unit, and their insurance crime prevention system. The results from this analysis will be examined in light of previous findings and policy implications discussed.
