For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.

This study was aimed to investigate treatment feasibility of leachate from D landfill that is located in gyr대ungbuk. From the analytical results of leachate, organic and nonbiodegradable matters were contained in high concentration. Thus chemical treatment was introduced to degrade nonbiodegradable matters in pre or post biological process. Two types of Fenton oxidation were adapted in this study. The first one is pre treatment process before biological treatment. The second one is post treatment process after biological treatment. The optimal conditions of both treatment methods were investigated as follows. In case of pre treatment process, the optimal conditions appeared in $Fe^{+2}/H_2O_2$(mmol/mmol): 0.1, $H_2O_2/CODcr$(mg/mg): 27.0, pH: 3 and reaction time: 2hrs. On the other hand, in case of post treatment process, the optimal conditions appeared in $Fe^{2+}$(mmol/mmol): 0.14, $H_2O_2/COD_{cr}$(mg/mg): 57.4, pH: 3 and reaction time: 1.25hrs. In the above optimal conditions, high COD removal was obtained in pre and post treatment process. Also it can expect that Fenton oxidation converted nonbiodegradable matters into biodegradable matters.
Background: This study was to confirm the effect and feasibility of knee extension assist orthosis (KEAO) on balance and gait in subacute stroke patients. Design: Case study. Methods: The subjects of the study were 4 subacute stroke patients, who had an onset period of less than 6 months. The limit of stability (LOS) and berg balance scale (BBS), timed up and go test (TUG) were used to verify the dynamic balance ability, static balance ability, and gait ability pre and post and after wearing the knee extension assist orthosis (KEAO). In addition, the satisfaction survey was to confirm the feasibility of the knee extension assist orthosis (KEAO) through the to Korean quebec user evaluation of satisfaction assistive technology 2.0 (K-QUEST 2.0). Results: After the wearing on KEAO, the distance for the limit of stability decreased by mean 541.25±240.46 mm2, and the score on the berg balance scale improved by mean 5±2.71 point, and the time for the timed up and go test deceased by mean 3.75±1.71 second. The stability and durability were found to be full score, and the control, ease, effectiveness were some high score, and the size, weight, comfort were some low score in the satisfaction and feasibility. Conclusion: The knee extension assist orthosis (KEAO) produce in this study was improved the static balance ability, dynamic balance ability and gait ability of subacute stroke patients, and the satisfaction and feasibility were high in the stability, durability and effectiveness of the user.
In this study, we propose a miniaturized micro-ceramic heater device. After screen-printing a silver paste between pre-sintered two aluminum oxide plates to integrate a heating circuit, the device was fabricated through a low-temperature sintering process. In order to configure the optimal heating circuit integration condition, the output current evaluation and heating test were performed according to the number of screen prints of the silver paste at various voltages. A silver paste-based heating circuit printed with a line width of 200 ㎛ and a thickness of 60 ㎛ was successfully integrated on a pre-sintered alumina substrate through a low-temperature sintering process. In the case of the 5 times printed device, the thermal response showed a response rate of 18.19 ℃/sec. To demonstrate feasibility of the proposed device in the medical field, such as bio-tissue suturing and hemostasis, a voltage was applied to pig tissue in the device to test tissue change due to heat generated from the device. These results show the possibility that the proposed small ceramic heater could be used in the medical field based on its excellent temperature response.
The purpose of this study is to evaluate various pre-treatment methods and proprieties of water quality for wastewater reuse using reverse osmosis (RO) processes. Secondary effluents were sampled from wastewater treatment plants and lab scale pre-treatments and RO filtration test were conducted systematically. Specifically, different types of pre-treatments, such as coagulation, microfiltration and ultrafiltration, were employed to evaluate the removal efficiency of particle and organic matters which may affect the membrane fouling rate. RO process was later added to eliminate trace amounts of remaining organic matters and salt from the raw water for wastewater reclamation. The permeate through the RO process satisfied water quality regulations for industrial water uses. The experimental results showed that the initial fouling tendency differed not only by the feed water properties but also by the membrane characteristics. Membrane fouling was greater for the membranes with large surface roughness, regardless of the hydrophobicity and zeta potentials. Thus both careful consideration of pre-treatment options and proper selection of RO membrane are of paramount importance for an efficient operation of wastewater treatment.
Selecting an appropriate railway system in urban railway project is an important step for an efficient public transport policy. This paper attempts to solve the railway system selection problems in the (pre)feasibility study or preliminary research of urban railway project, by the rough transportation demand forecasting and financial analysis. There are two stages in this paper: in stage one, we review the worthwhile and various criteria which presented in precedent studies; whereas in stage two, an structured selection criteria is proposed for determining the appropriate railway system in urban railway project. The utilization of the proposed criteria is demonstrated with the case of a newtown in the metropolitan area. The results show that proposed criteria can be used to make the rational decision for governmental financial condition and social benefit.
Objectives This study presents a methodology that enables a quantitative assessment of green chemistry technologies. Methods The study carries out a quantitative evaluation of a particular case of material reutilization by calculating the level of "greenness" i.e., the level of compliance with the principles of green chemistry that was achieved by implementing a green chemistry technology. Results The results indicate that the greenness level was enhanced by 42% compared to the pre-improvement level, thus demonstrating the economic feasibility of green chemistry. Conclusions The assessment technique established in this study will serve as a useful reference for setting the direction of industry-level and government-level technological R&D and for evaluating newly developed technologies, which can greatly contribute toward gaining a competitive advantage in the global market.
Heathcote (1998) identified a systematic, seven-step approach to general watershed planning and management. It consists of 1) understanding watershed components and processes, 2) identifying and ranking problems to be solved, 3) setting clear and specific goals, 4) developing a list of management options, 5) eliminating infeasible options 6) testing the effectiveness of remaining feasible options, and 7) developing the final options. In this study the first five steps of that process were applied to the Anyangcheon watershed in Korea, which experiences streamflow depletion, frequent flood damages, and poor water quality typical of highly urbanized watersheds. This study employed four indices: Potential Flood Damage(PFD), Potential Streamflow Depletion(PSD), Potential Water Quality Deterioration(PWQD) and Watershed Evaluation Index(WEI) to identify and quantify problems within the watershed. WEI is the integration index of the others. Composite programming which is a method of multi-criteria decision making is applied for the calculation of PSD, PWQD and WEI (Step 2). The primary goal of the study is to secure instreamflow in the Anyangcheon during dry seasons. The second management goals of flood damage mitigation and water quality enhancement are also set (Step 3). Management options include not only structural measures that can alter the existing conditions, but also nonstructural measures that rely on changes in human behavior or management practices (Step 4). Certain management options which are not technically, economically, and environmentally feasible, are eliminated (Step S). Therefore, this study addresses a Pre-feasibility study, which established a master plan using Steps 1 through 5.
