  • The author believes that the main task of study in international trade usage and practice is the management of transactional risks involved in international sale of goods. They are foreign exchange risks, transportation risks, credit risk, risk of miscommunication, etc. In most cases, these risks are more serious and enormous than those involved in domestic sales. Historically, the merchant adventurers organized the voyage abroad, secured trade finance, and went around the ocean with their own or consigned cargo until around the $mid-19^{th}$ century. They did business faceto-face at the trade fair or the open port where they maintained the local offices, so-called "Trading House"(商館). Thererfore, the transactional risks might have been one-sided either with the seller or the buyer. The bottomry seemed a typical arrangement for risk sharing among the interested parties to the adventure. In this way, such organizational arrangements coped with or bore the transactional risks. With the advent of ocean liner services and wireless communication across the national border in the $19^{th}$ century, the business of merchant adventurers developed toward the clear division of labor; sales by mercantile agents, and ocean transportation by the steam ship companies. The international banking helped the process to be accelerated. Then, bills of lading backed up by the statute made it possible to conduct documentary sales with a foreign partner in different country. Thus, FOB terms including ocean freight and CIF terms emerged gradually as standard trade terms in which transactional risks were allocated through negotiation between the seller and the buyer located in different countries. Both of them did not have to go abroad with their cargo. Instead, documentation in compliance with the terms of the contract(plus an L/C in some cases) must by 'strictly' fulfilled. In other words, the set of contractual documents must be tendered in advance of the arrival of the goods at port of discharge. Trust or reliance is placed on such contractual paper documents. However, the container transport services introduced as international intermodal transport since the late 1960s frequently caused the earlier arrival of the goods at the destination before the presentation of the set of paper documents, which may take 5 to 10% of the amount of transaction. In addition, the size of the container vessel required the speedy transport documentation before sailing from the port of loading. In these circumstances, computerized processing of transport related documents became essential for inexpensive transaction cost and uninterrupted distribution of the goods. Such computerization does not stop at the phase of transportation but extends to cover the whole process of international trade, transforming the documentary sales into less-paper trade and further into paperless trade, i.e., EDI or E-Commerce. Now we face the other side of the coin, which is data security and paperless transfer of legal rights and obligations. Unfortunately, these issues are not effectively covered by a set of contracts only. Obviously, EDI or E-Commerce is based on the common business process and harmonized system of various data codes as well as the standard message formats. This essential feature of E-Commerce needs effective coordination of different divisions of business and tight control over credit arrangements in addition to the standard contract of sales. In a few word, information does not alway invite "trust". Credit flows from people, or close organizational tie-ups. It is our common understanding that, without well-orchestrated organizational arrangements made by leading companies, E-Commerce does not work well for paperless trade. With such arrangements well in place, participating E-business members do not need to seriously care for credit risk. Finally, it is also clear that E-International Commerce must be linked up with a set of government EDIs such as NACCS, Port EDI, JETRAS, etc, in Japan. Therefore, there is still a long way before us to go for E-Commerce in practice, not on the top of information manager's desk.

한국가족계획사업(韓國家族計劃事業)의 문제점(問題點) (Problems in the Korean National Family Planning Program)

  • The success of the family planning program in Korea is reflected in the decrease in the growth rate from 3.0% in 1962 to 2.0% in 1971, and in the decrease in the fertility rate from 43/1,000 in 1960 to 29/1,000 in 1970. However, it would be erroneous to attribute these reductions entirely to the family planning program. Other socio-economic factors, such as the increasing age at marriage and the increasing use of induced abortions, definitely had an impact on the lowered growth and fertility rate. Despite the relative success of the program to data in meeting its goals, there is no room for complacency. Meeting the goal of a further reduction in the population growth rate to 1.3% by 1981 is a much more difficult task than any one faced in the past. Not only must fertility be lowered further, but the size of the target population itself will expand tremendously in the late seventies; due to the post-war baby boom of the 1950's reaching reproductive ages. Furthermore, it is doubtful that the age at marriage will continue to rise as in the past or that the incidence of induced abortion will continue to increase. Consequently, future reductions in fertility will be more dependent on the performance of the national family planning program, with less assistance from these non-program factors. This paper will describe various approaches to help to the solution of these current problems. 1. PRACTICE RATE IN FAMILY PLANNING In 1973, the attitude (approval) and knowledge rates were quite high; 94% and 98% respectively. But a large gap exists between that and the actual practice rate, which is only 3695. Two factors must be considered in attempting to close the KAP-gap. The first is to change social norms, which still favor a larger family, increasing the practice rate cannot be done very quickly. The second point to consider is that the family planning program has not yet reached all the eligible women. A 1973 study determineded that a large portion, 3096 in fact, of all eligible women do not want more children, but are not practicing family planning. Thus, future efforts to help close the KAP-gap must focus attention and services on this important large group of potential acceptors. 2. CONTINUATION RATES Dissatisfaction with the loop and pill has resulted in high discontinuation rates. For example, a 1973 survey revealed that within the first six months initial loop acceptance. nearly 50% were dropouts, and that within the first four months of inital pill acceptance. nearly 50% were dropouts. These discontinuation rates have risen over the past few years. The high rate of discontinuance obviously decreases the contraceptive effectiveness. and has resulted in many unwanted births which is directly related to the increase of induced abortions. In the future, the family planning program must emphasize the improved quality of initial and follow-up services. rather than more quantity, in order to insure higher continuation rates and thus more effective contraceptive protection. 3. INDUCED ABORTION As noted earlier. the use of induced abortions has been increase yearly. For example, in 1960, the average number of abortions was 0.6 abortions per women in the 15-44 age range. By 1970. that had increased to 2 abortions per women. In 1966. 13% of all women between 15-44 had experienced at least one abortion. By 1971, that figure jumped to 28%. In 1973 alone, the total number of abortions was 400,000. Besides the ever incre.sing number of induced abortions, another change has that those who use abortions have shifted since 1965 to include- not. only the middle class, but also rural and low-income women. In the future. in response to the demand for abortion services among rural and low-income w~men, the government must provide and support abortion services for these women as a part of the national family planning program. 4. TARGET SYSTIi:M Since 1962, the nationwide target system has been used to set a target for each method, and the target number of acceptors is then apportioned out to various sub-areas according to the number of eligible couples in each area. Because these targets are set without consideration for demographic factors, particular tastes, prejudices, and previous patterns of acceptance in the area, a high discontinuation rate for all methods and a high wastage rate for the oral pill and condom results. In the future. to alleviate these problems of the methodbased target system. an alternative. such as the weighted-credit system, should be adopted on a nation wide basis. In this system. each contraceptive method is. assigned a specific number of points based upon the couple-years of protection (CYP) provided by the method. and no specific targets for each method are given. 5. INCREASE OF STERILIZA.TION TARGET Two special projects. the hospital-based family planning program and the armed forces program, has greatly contributed to the increasing acceptance in female and male sterilization respectively. From January-September 1974, 28,773 sterilizations were performed. During the same time in 1975, 46,894 were performed; a 63% increase. If this trend continues, by the end of 1975. approximately 70,000 sterilizations will have been performed. Sterilization is a much better method than both the loop and pill, in terms of more effective contraceptive protection and the almost zero dropout rate. In the future, the. family planning program should continue to stress the special programs which make more sterilizations possible. In particular, it should seek to add the laparoscope techniques to facilitate female sterilization acceptance rates. 6. INCREASE NUMBER OF PRIVATE ACCEPTORS Among the current family planning users, approximately 1/3 are in the private sector and thus do not- require government subsidy. The number of private acceptors increases with increasing urbanization and economic growth. To speed this process, the government initiated the special hospital based family planning program which is utilized mostly by the private sector. However, in the future, to further hasten the increase of private acceptors, the government should encourage doctors in private practice to provide family planning services, and provide the contraceptive supplies. This way, those do utilize the private medical system will also be able to receive family planning services and pay for it. Another means of increasing the number of private acceptors, IS to greatly expand the commercial outlets for pills and condoms beyond the existing service points of drugstores, hospitals, and health centers. 7. IE&C PROGRAM The current preferred family size is nearly twice as high as needed to achieve a stable poplation. Also, a strong boy preference hinders a small family size as nearly all couples fuel they must have at least one or more sons. The IE&C program must, in the future, strive to emphasize the values of the small family and equality of the sexes. A second problem for the IE&C program to work. with in the: future is the large group of people who approves family planning, want no more children, but do not practice. The IE&C program must work to motivate these people to accept family planning And finally, for those who already practice, an IE&C program in the future must stress continuation of use. The IE&C campaign, to insure highest effectiveness, should be based on a detailed factor analysis of contraceptive discontinuance. In conclusion, Korea faces a serious unfavorable sociodemographic situation- in the future unless the population growth rate can be curtailed. And in the future, the decrease in fertility will depend solely on the family planning program, as the effect of other socio-economic factors has already been maximumally felt. A second serious factor to consider is the increasing number of eligible women due to the 1950's baby boom. Thus, to meet these challenges, the program target must be increased and the program must improve the effectiveness of its current activities and develop new programs.

간호전달 체계 개선 방안 - 일 병동을 중심으로 - (Nursing Delivery System Improvement Plan in A Hospital)

  • Background : In many Nursing Delivery System, Nursing Department at D Hospital had used to traditional nursing practice model what is called functional activities based system. It has a lot of merit that carried out specialized and rapid works but tend to ignore indivisual professional responsibility and task-based work assignments. In addition this system showed high turnover rates due to heavy workload, timesum of handing over duties, lack of support from peers and interstaff communication. So we performed conversion of Nursing Delivery System to My Patients Nursing Care System for providing comprehensive nursing to patient and reducing turnover rates and increasing job satisfaction to nurse. Method : 1. 1st step(96.4.9): Detected the problem of Nursing delivery System and estabilished improving planning 2. 2nd step(96.4.26): Visited other hospital on job training 3. 3th step(96.4.29): Discussed to premonitoring problem after conversion Nursing Delivery System and prepared structure 4. 4th step(96.5.6): My Patients Nursing Care System practical application 5. 5th step(96.7.20): Held complementary meeting 6. 6th step(96. 7): The other ward application 7. 7th step(96. 10): Extended application to whole wards Results: 1. Workload: (1) reduction(55.6%) (2) addition(44.4%) 2. Strong points after conversion: (1) decreased timesum of handing overduties (35.2%) (2) increased responsibility(33%) (3) broaden nurse's outlook to duties(14.8%) 3. Want to continued: (1) want(76.4%) (2) try to any other system(18%) Conclusion : Even though Nursing Delivery System conversion still has many problem, we gained more merits than traditional nursing delivery system. So we suggest that My Patients Nursing Care System should be encouraged for comprehensive nursing care and satisfaction to nurses.

청소년의 손 씻기 실천 행태 분석; 청소년 건강행태 온라인 조사 2011-2013년도를 중심으로 (Behaviors of hand washing practice Korean adolescents, 2011-2013: The Korea Youth Risk Behavior Web-based Survey)

  • 청소년의 건강증진을 위한 보건교육 프로그램 중 손씻기에 대한 교육을 기획하는데 있어 기초자료를 제공하고자 2011년, 2012년, 2013년의 청소년건강행태온라인조사 원시자료를 이용하여, 중학생 및 고등학생의 손 씻기 실천 행태를 분석하였다. 자료 분석은 조사에 참여한 표본이 우리나라 청소년의 대표성을 갖도록 지정된 가중치를 적용하였으며, 자료는 SPSS 18.0 프로그램을 이용하여 빈도 분석 및 교차분석을 실시하였다. 우리나라 청소년의 손 씻기 실천 행태는 학교에서 식사하기 전 '전혀 씻지 않았다'로 응답한 학생수가 2011년도에 22,257명(29.4%), 2012년도 22,375명(30.5%), 2013년도 13.153(18.5%)명으로 다른 항목과 달리 계속적으로 주의깊게 관찰해야 하는 상태로 유지되었다. '학교에서 식사하기 전 전혀 씻지 않았다'는 항목에 대해 최근 3개년간의 추이를 확인한 결과 도시구분에서는 대도시와 중소도시가 군단위의 소도시 보다 유의하게 전혀 손을 씻지 않는 경향을 보였고, 학교유형에서는 여학교가 남녀 공학이나 남학교 보다 학교에서 식사 전 전혀 손을 씻지 않았다고 응답한 비율이 지난 3개년 간 계속해서 높은 경향을 보였다. 또한 학교구분에서는 중학교와 일반 고등학교가 특성화 고교보다, 성별에서는 여학생이 남학생보다, 학년 구분에서는 고학년으로 학년이 올라갈수록 '학교에서 식사 전 전혀 손을 씻지 않았다'고 응답한 학생이 유의하게 많은 것으로 나타났다. 이로써 손 씻기에 대한 학교 보건 교육 시 '식사 전 손 씻기'에 대한 교육을 특히 강조해야 하고, 학교에서 식사 전 '전혀 손을 씻지 않았다'고 응답한 비율이 높았던 인구학적 특성의 대상에 대해 보다 세심한 교육과 계속적인 관찰이 요구된다.

부산도시보건소의 기능별 공간구성 및 면적배분에 관한 연구 (AA Study of Spatial Composition and Area Distribution by Function in Public Health Centers of Busan)

  • Purpose: Korea is increasing in the demand for medical services due to rapid economic growth and population aging in modern society. Thus, the importance has been emphasized for the health promotion in the community and the publicity and substantiality of public health centers. However, the environment is insufficient, compared to required functions and developed services as a urban public health center. The purpose of this study is to analysis the plane type and area composition of public health centers in Busan and to identify the property of their spatial configuration Methods: Eight public health centers in Busan, were classified, which had been selected as a medical tourism city. Subsequently, space requirements were analyzed, facilities were typed, vertical, horizontal spaces were reviewed, and area ratios by business function were calculated. Results: A review of the property of spatial configuration and an analysis of the area ratio revealed the three findings. 1)The horizontal analysis found various types: a single type, a multi-type, a radial type, and a circular type, 2)The vertical analysis showed that since a care function (general practice), and a task function (maternal and child health) were concentrated in lower level spaces, the lobby and core were closed located for providing quick medical services. 3)The analysis of the area ratio in public health centers in terms of their function indicated that each public health center' programs had the greatest influence on the area. Implications: This study attempted to present spatial structural problems and improvements for city public health center by identifying their state and classify their functions and types and by calculating the ratio of their area configuration according to the spatial composition. It was thus aimed to presenting implications in establish public functions and roles by activating business through in connection with the number of municipalities in many ways, such as regional health. medical welfare, etc. to improve the health of local residents, and by providing differentiated programs in accordance with local characteristics.

방향 측정 RFID를 이용한 로봇 이동 시스템 (RFID Based Mobile Robot Docking Using Estimated DOA)

  • 본 논문은 RFID를 이용한 이동 로봇의 목표물 탐지 및 이동 시스템에 대해 소개한다. RFID는 전파를 이용하여 원거리에서 비접촉식으로 정보를 전달하는 것이 가능한 인식 시스템으로 RFID를 통해 로봇은 비전 등 다른 시스템의 도움 없이 간단하게 주변 물체를 인식하는 것이 가능하다. 하지만 실제 작업을 하기 위해서는 인식한 물체로 이동해야 하지만 현재의 RFID 시스템은 위치 정보를 제공하지 않는 문제가 있다. 본 논문에서는 전파의 도래 방향을 이용한 로봇 이동 시스템을 제안한다. 제안한 시스템은 두 축 안테나를 이용, 목표물에 부착된 RFID 태그로부터의 수신된 전파의 크기 차이를 이용하여 도래 방향을 측정한다. 로봇은 측정 방향으로 이동하는 것으로 지도나 기준 스테이션 등의 다른 시스템 없이 간단하게 물체로 이동하는 것이 가능하다. 하지만 전파는 금속이나 액체 등 주변 환경에 의해 쉽게 영향을 받아 측정 방향에 오차가 발생, 주변 장애물이 많은 복잡한 환경에서는 이동에 실패하는 문제가 있다. 이러한 문제를 해결하기 위해 본 논문에서는 g-filter 기반 오차 보정 알고리즘을 개발하였다. 개발한 알고리즘은 현재 측정값과 이전의 보정값의 분산값들의 차이를 이용, 현재의 측정값에 포함되어 있는 오차를 낮춤으로써 로봇이 방향을 잃지 않고, 이동하는 것을 가능하게 하였다. 시뮬레이션 및 실제 로봇을 이용한 실험 결과는 복잡한 환경에서도 로봇이 성공적으로 이동하는 것을 보여준다.

강점관점으로 본 ADHD 아동 어머니의 양육 경험에 관한 연구 (A Study on the Strengths Model-based Parenting Experience of the Children with ADHD)

  • 본 연구는 ADHD 아동을 양육하는 어머니들의 체험을 통한 본질의 의미를 탐구하고자 하였다. 면접은 2010년 4월부터 2011년 4월까지 약 12개월동안 14명의 ADHD 아동 어머니를 대상으로 2~3회에 걸쳐 현상학적 연구로 진행되었다. 그 결과 강점관점으로 본 ADHD 아동 어머니들의 양육경험의 본질은 '완주를 위해 자신과 싸우는, 원하지 않는 마라톤'을 위해 달려가는 것으로 해석되었다. 이러한 어머니의 강점관점으로서의 경험 본질은 '그래도 이쁜 내새끼와 함께하기 위한 힘을 찾아가는 여정'인 마라톤이었으며 그 경험은 시 공간적으로 8가지로 구성되었다. 처음 아이의 독특한 행동들을 겪으며 '혼란의 연속'속에서 'ADHD진단의 먹먹함'을 경험하지만 '엄마라는 운명'에 아이를 위한 총체적 노력을 기울이게 된다. 그 과정에서 '총알이며 은총인 선생님의 말'에 절망과 감사함을 경험하면서 엄마들은 원하지 않은 마라톤의 대열에 합류하게 된다. 포기할 수도 없는 완주를 향해 달려가는 외로운 전투를 하면서도 내아이를 위해, 나를 위해 '그래도 긍정적으로' 살기로 한다. 하지만 자식을 위해 자신을 독려하지만 쉬운 과정은 아니다. 그럼에도 아이로부터, 가족으로부터, 전문가들로부터 도움을 받으며 '버텨내는 힘'을 얻게 된다. 평범하지 않은 아이를 키우는 게 힘들고 '현재진행형이지만 그래도 이쁜 내새끼를 위하여' 오늘도 엄마는 아이와 함께 완주를 위해 달려가고 있는 것이다. '도착점'이 다시 '출발점'이 된다하더라도 달려갈 수밖에 없는 마라톤을 하고 있는 것이다. 이러한 경험적 근거를 기반으로 하여 ADHD 어머니와 아동을 위한 사회복지실천과제를 제언하였다.

일관성 있는 사용자 인터랙션 설계를 위한 방법론 개발 (A Methodology for Consistent Design of User Interaction)

  • 지난 10여 년 동안 모바일폰과 같은 인터랙티브 기기들은 새로운 버전이 나올 때마다 새로운 기능들이 덧붙여지면서 점점 더 사용하기 복잡해졌다. 다기능 복합기기의 사용 복잡도를 줄이기 위한 한 가지 방법은 그것을 일관성 있게 설계하는 것이다. 일관성을 정의하기가 쉽지 않고 때로는 일관성 있게 디자인한 것이 오히려 사용성을 낮추는 경우도 존재하지만, 일반적으로 일관성 있게 설계된 시스템은 그 사용법을 더 배우기 쉽고, 기억하기 쉬우며, 에러가 덜 발생한다. 그러나 실제적으로 다기능 복합기기의 사용자 인터랙션 또는 인터페이스를 일관성 있게 설계하는 일은 쉽지 않다. 다기능 기기의 인터랙션 설계는 매우 많은 수의 설계 변수들과 그것들 간의 관계를 고려해야 하므로 많은 시간이 소요되고 디자인 에러가 발생하기 쉽다. 따라서, 이런 복잡한 설계 과정을 지원할 수 있는 방법론의 개발이 필요하다. 본 연구에서는 CUID (Consistent Design of User Interaction)라고 명명한 효과적이고 효율적인 인터랙션 설계 방법론을 개발하였다. CUID는 일관성 있는 인터랙션 설계를 위한 디자인 프로세스와 그것을 지원하는 소프트웨어 툴을 포함한다. 이 방법론은 물리적 또는 시각적인 일관성보다는 논리적 일관성에 초점을 맞추고 있으며, 태스크 절차의 설계, 각 시스템 상태에서 가능해야 하는 조작(기능)에 대한 결정, 그리고 가능한 조작(기능)들을 어떤 인터페이스 컨트롤(control)을 통해 수행하도록 할 것인지에 대한 결정을 주요한 설계 문제로 다룬다. 또한, 본 논문에서는 사례 연구를 통해 CUID의 효용성을 검증하였다.

  • 훼손된 문화재의 안정적인 보존 방안을 제안하는데 있어서 수많은 접근방법들이 있으며 이 방법들은 검증절차가 필수적이다. 또한 보존행위 이후의 예상되는 결과물들은 긍정적 결과로 도출되어야 하는 필연성을 가지고 있다. 보존행위는 문화재가 갖는 고유한 다양성, 특수성 등등의 여러 사항들을 고려한 명확한 해법을 찾는 행위는 당연히 쉽지 않은 과제이다. 또한 기존에 이미 검증된 방법론이나 접근법이라 하더라도 그 대상이 처한 상황이나 조건에 의해 원점에서 재고해야 되는 경우도 있다. 문화재보존행위에 대한 안정적 방법을 구현하기 위해서는 많은 시행착오가 불가피하다. 이러한 시점에서 레이저를 이용한 문화재의 적용은 이미 그 효율성에 대해서 일부가 검증되었음에도 불구하고 아직까지 재질별 적용 호환에 대한 검증이나 연구가 미비하다. 레이저빔의 특성상 모든 문화재 재질에 대한 적용은 한계가 있지만, 비접촉성 접근방법이라는 여타 클리닝방법과 다른 기본 원리이기 때문에 그 특성을 장점으로 활용하여 안정성을 확보하고자 하였다. 이러한 행위 과정은 공초점레이저주사현미경(CLSM)을 활용하여 채색안료와 레이저 광에 대한 작용반응 등의 일련의 과정을 관찰하였다. 레이저빔과 여러 종류의 채색안료들과의 반응과정에서 발생되는 문제점이나 클리닝기법으로써의 효율성을 동시에 실험하여 실제 문화재에 대한 적용 범위 선정이나 적용 이후의 결과물을 예측하는데 도움을 주고자 하였다.
