  • Deregulation and restructuring of electric industry change the fundamental nature of electric business which will be coordinated by the evolved market structures such as spot market with pool and bilateral transaction structure, forward market and future market. Introduction of competition can significantly change the system operation in near-terms as well as long-run generation expansion planning Previous centralized planning by monopoly utilities which was guided for the public service purpose will be replaced by decentralized investments plan by individual generation companies in response to commercial incentives. This paper reviews WASP model as a centralized planning tool and presents a methodological analysis of generation expansion planning in deregulated power systems. It stresses how affects the process of planning new generation investments by the introduction of competition and how maintains proper fuel mix and continuously sustains system reliability under deregulated environments.

  • The outage cost assessment has an important position for determination of the optimal level or optimal range of reliability for power system expansion planning. Establishing the worth of service reliability is a very difficult and subjective task. While the utility cost(reliability cost) will generally increase as consumers are provided with higher reliability, the consumer costs(reliability worth) associated with supply interruptions will decrease as the reliability increases. The total costs to society are the sum of these two individual costs and the optimum or target level of reliability is achieved at minimum point of the total cost curve. This paper addresses the role, need and assessment algorithms and methodologies of the outage cost in power system expansion planning. In a case study, the outage cost has been assessed using macro approach for our country 15years(1986-200l) in the case study. Additionally, determination processing of optimum reliability level is presented in another case study with the five buses MRBTS.

  • This paper presents a method for security constrained optimal reactive power planning in electric power systems. This method deals with corrective mode optimal reactive power dispatch in each (n-1)contingency system state and determination of the location and amount of reactive sources in preventive mode. In this paper the proposed scheme uses Benders decomposition method to determine the proper amount and location of reactive support in order to maintain a proper voltage profile and minimize active power transmission losses. This method is tested on IEEE 30 bus test system to prove effectiveness.

시장참여자별 혼잡 및 손실 비용 산정 (Congestion and Loss Cost for the Market Participants)

  • Recently the power system consists of the more complicated structure, due to increase of power demands. In this circumstance, the congestion and loss capacity in transmission line is also increased. Accordingly, the investment planning of transmission system is required to reduce the congestion and loss of the transmission line. This paper proposes a method to compute the congestion and loss costs which are the key elements in economic assessment of the power system planning. And the benefit of market participants in CBP (Cost Based Pool) is computed. To demonstrate the efficient of the suggested methods, these methods are applied to peak load system of 2016 in the 4th Basic plan of Long-Them Electricity Supply and Demand.

  • Most decision makers in the electricity industry plan their electric power expansion program by considering only a least cost operation, even when circumstances change with differing complexities. It is necessary, however, to analyze a long-term power expansion plan from various points of view, such as environmental friendliness, benefit of a carbon reduction, and system reliability, as well as least cost operation. The objective and approach of this study is to analyze the proper role of nuclear power in a long-term expansion plan by comparing different scenarios in terms of the system cost changes, $CO_2$ emission reduction, and system reliability in relation to the Business-As-Usual (BAU). The conclusion of this paper makes it clear that the Korean government cannot but expand the nationwide nuclear power program, because an increased energy demand is inevitable and other energy resources will not provide an adequate solution from an economic and sustainability point of view. The results of this analysis will help the Korean government in its long-term resource planning of what kinds of role each electric resource can play in terms of a triangular dilemma involving economics, environmental friendliness, and a stable supply of electricity.

  • As the power demand has increased and power industry deregulation has progressed, the transmission and distribution system will have more complicated problems by the influence of investment reduction and NIMBY phenomena for overall power system. It is expected that the route length per MW demand will reduce gradually from 0.6[C-km/MW] to 0.53 [C-km/MW] in 2010. This comes up to a real serious problem of system planning and operational viewpoints. HTS technologies related to power system have properties to solve these complex transmission and distribution constraints, especially for metropolitan area, in the future. As the HTS technology has developed, the HTS cable technology can be the most effective alternative to solve the future expected power network constraints. This paper describes the application methodology of developing 22.9㎸ HTS cable by CAST for practical distribution system. 22.9㎸ HTS cable under development with step-by-step application methodology can substitute the existing and planning conventional 154㎸ cable. If this scheme is applied, part of downtown 154㎸ substation of metropolitan city such as Seoul can be changed into 22.9㎸ switching station. It can give great economic, environmental and additional benefits to all of the concerned authorities.

  • A index using generation cost for planning' for representing economical efficiency of generator, However in case of Combined heat and power(CHP) the product is divided in electrical power and steam, so there are no unconditional comparison between general generator and CHP. To calculating the generation cost for planning of CHP, this study using the method that change electrical power and steam into same unit and suggest the comparing system that can compare economical efficiency with other generators.
