The importance of the concept of safety culture has increased in the security of high-risk facility after Chernobyl accident in 1986. This paper elaborated the concept of safety culture and its main factors by Causal Loop Diagram. Due to the decline of safety culture, the occurrence of incidents and accidents require more and more corrective actions to the members of high-risk facilities and thereby increasing their workloads. Employees who must complete the task within the given time have to have time pressures and don't comply with the rules and procedures. Also, a schedule pressure is a big stress for employees, causing mistakes in precision work. In order to improve these problems, CLD of the safety culture in this paper suggests hiring more workers, re-allocation of given workloads and strengthen the learning, communication capabilities and safety leadership. In addition, the two real accident cases were analyzed to test the feasibility of the System Dynamic simulation model through the process of structuring the fault trees on the stationary black out accident in Kori unit 1 in South Korea and Kleen Energy power station explosion in US. The simulation results show that the various safety factors cause the serious accident combined with mechanical failure and safety culture will reduce the possibility of the accidents in these high-risk organizations. This simulation model can contribute to analyzing the impact of the organizational and human factors of safety culture and can provide the alternatives in high-risk facilities.
Domestic industrial accidents continue to increase, with 2,142 deaths in 2018, up by 185 (9.5%) from 1,957 deaths in 2017. Industrial accidents that cause loss of human lives pose a serious risk to businesses because of the strengthening of safety regulations and the changing public perception of social responsibility. Accordingly, to prevent industrial accidents, companies regularly conduct onsite safety activities and conduct education and training to raise awareness among employees. However, many such corporate activities are not conducted voluntarily and practically by employees but mostly by formal implementation. To discontinue this customary and passive behavior of employees and establish a mature safety culture, strengthening the execution power of safety management at the site is of paramount importance, and to this end, we aim to utilize the safety practice index (SPI). In this study, the SPI calculated on the basis of the results of the 2018 and 2019 risk management and safety activities of a site was compared with the reported safety accidents. The results confirmed that the SPI index can be used as a valid indicator for safety activities for accident prevention, such as strengthening leadership and safety policies to grade and manage safety management levels for a certain period of time or by a department or to convert weaknesses into strengths.
North Korea's science and technology policies are being pursued under strong leadership and control by the central government. In particular, a large part of the research and development of science and technology related to the Fourth Industrial Revolution in North Korea is controlled and absorbed by the defense organizations under the national defense-oriented policy framework, among which North Korea is making national efforts to develop advanced technologies in artificial intelligence and actively utilize them in the military affairs. The future weapon system based on AI will have superior performance and destructive power that is different from modern weapons systems, which is likely to change the paradigm of the future battlefield, so a thorough analysis and prediction of the level of AI militarization technology, the direction of development, and AI-based weapons system in North Korea is needed. In addition, research and development of South Korea's corresponding weapon systems and military science and technology are strongly required as soon as possible. Therefore, in this paper, we will analyze the level of AI technology, the direction of AI militarization, and the AI-based weapons system in North Korea, and discuss the AI military technology and corresponding weapon systems that South Korea military must research and develop to counter the North Korea's. The next study will discuss the analysis of AI militarization technologies not only in North Korea but also in neighboring countries in Northeast Asia such as China and Russia, as well as AI weapon systems by battlefield function, detailed core technologies, and research and development measures.

In this study, it propose a proof theory method for expressing and reasoning knowledge in a multiagent environment. Since this method determines logical results in a mechanical way, it has developed as a core field from early AI research. However, since the proposition cannot always be proved in any set of closed sentences, in order for the logical result to be determinable, the range of expression is limited to the sentence in the form of a clause. In addition, the resolution principle, a simple and strong reasoning rule applicable only to clause-type sentences, is applied. Also, since the proof theory can be expressed as a meta predicate, it can be extended to the metalogic of the proof theory. Metalogic can be superior in terms of practicality and efficiency based on improved expressive power over epistemic logic of model theory. To prove this, the semantic method of epistemic logic and the metalogic method of proof theory are applied to the Muddy Children problem, respectively. As a result, it prove that the method of expressing and reasoning knowledge and common knowledge using metalogic in a cooperative multiagent environment is more efficient.
How can the history of medicine be used to cultivate medical professionalism? This study presents education using the lives of historical figures as a method based on the teaching experience of the course "Leadership of the Healers" for first-year students at the College of Medicine of the Catholic University of Korea. Existing methods, represented by the Osler method, have several limitations: first, they limit the subject of the history of medicine to certain established doctors; second, they describe medical history as a continuum of progress; and third, they present abstract virtues without context, making it difficult to apply what has been learned to specific situations. These limitations are why the lives of historical figures have not been used actively in medical education in recent years. However, education using the lives of historical figures also has clear advantages, such as the power to vividly convey the various elements of medical professionalism. This study proposes an alternative method. The characteristics of the new method can be summarized in two ways. First, it emphasizes the specific context surrounding historical figures and the choices made in specific historical circumstances, rather than presenting abstract virtues outside of the historical context, making students ponder the reality they face and the choices they make. Second, it reveals both the hidden actors and the bright and dark areas of history by selecting diverse multi-dimensional figures.
The purpose of this study was to identify the factors that constitute masculine norms of masculine in Korean society. The definition of masculinity was to conform to the male-dominated standard formed socially and culturally. The results of in-depth interviews with 20 male participants were used for a concept mapping analysis to explore the configural representations of Korean masculine norms. After extracting the key sentences related to masculine norms, the participants sorted the 55 key sentences based on similarities and assessed the importance, which was then analyzed with multidimensional scaling method and cluster analysis. The result showed two dimensions, one representing social-personal domain and the other implying dominance-support domain as well as six clusters of caregiver, leadership, emotion suppression, job ability and organizational social adaptation, Expects the masculine abilities, power and control. Finally, the implications of this study, limitations, and the suggestions for future research were discussed.

Reservoirs play a key role in the carbon cycle between terrestrial and marine systems and are pathways that release greenhouse gases(GHGs), CO2, CH4, and N2O, into the atmosphere by decomposing organic matters. Developed countries have been actively conducting research on carbon emission assessment of dam reservoirs for over 10 years under the leadership of UNESCO/IHA, but associated research is very rare in Korea. In particular, the GHGs footprint evaluation, which calculates the change in net carbon emission considering the watershed environment between pre- and post- impoundment, is very important in evaluating the carbon emission of hydroelectric dams. The objective of this study was to estimate the GHG emissions and footprints in Daecheong Reservoir using the G-res Tool, an online platform developed by UNESCO/IHA. The G-res Tool estimates CO2 and CH4 emissions in consideration of diverse pathway fluxes of GHGs from the reservoir and characterizes changes in GHG fluxes over 100 years based on the expected lifetime of the dam. The input required to use the G-res Tool include data related to watersheds, reservoirs, and dams, and most were collected through the government's public portal. As a result of the study, the GHG footprint of Daecheong Reservoir was estimated to be 93 gCO2eq/m2/yr, which is similar to that of other reservoirs around the world in the same climate zone. After impoundment, the CH4 diffusion emission from the reservoir was 73 gCO2eq/m2/yr, also similar to those of the overseas reservoirs, but the CH4 bubbling emission, degassing emission, and CO2 diffusion emissions were 44, 34, 252 gCO2eq/m2/yr, respectively, showing a rather high tendency. Since the dam reservoir carbon footprint evaluation is essential for the Clean Development Mechanism evaluation of hydroelectric power generation, continuous research is needed in the future. In particular, experimental studies that can replace the emission factors obtained from the overseas dam reservoirs currently used in the G-res Tool should be promoted.
Retrospecting the past 60 years of interactions between the executive and the legislature in Korea, it is found that the Korean National Assembly is neither a minimal legislature nor a marginal legislature any more. The symbolic role of the Assembly has acquired a remarkable growth and profound strength and there is no need to worry about institutional viability any further. However, its role as a resolver or manager of social conflicts is still under the dominance of the executive and shows even an indication that it might be worsened. Such incapability of the legislature owed much to the vertical control from the outside especially during the authoritarian regimes, however, nowadays it owes much to the inability of consensus building among the out-bursting controversial and horizontal opinions inside of it. Not sufficient managerial capability required for exercising autonomous decision making power efficiently is a major detrimental factor. It traces back to the inability of party politics and demassifying political leadership. Normalization of party politics is identified as one of the essential prerequisites for Korean political development in this regard.
High-rise structures are considered as symbols of economic power and leadership. Developing countries like India are also emerging as centers for new high-rise buildings (HRB). As the land is expensive and scarce everywhere, construction of tall buildings becomes the best solution to resolve the problem. But, as building's height increases, its stiffness reduces making it more susceptible to vibrations due to wind and earthquake forces. Several systems are available to control vibrations or deflections; however, outrigger systems are considered to be the most effective systems in improving lateral stiffness and overall stability of HRB. In this paper, a 42-storey RCC HRB is analyzed to determine the optimum position of outriggers of different materials. The linear static analysis of the building is performed with and without the provision of virtual outriggers of reinforced cement concrete (RCC) and pre-stressed concrete (PSC) at different storey levels by response spectrum method using finite element based Extended3D Analysis of building System (ETABS) software for determining responses viz. storey displacement, base shear and storey drift for individual models. The maximum allowable limit and percentage variations in earthquake responses are verified using the guidelines of Indian seismic codes. Results indicate that the outriggers contribute in significantly reducing the storey displacement and storey drift up to 28% and 20% respectively. Also, it is observed that the PSC outriggers are found to be more efficient over RCC outriggers. The optimum location of both types of outriggers is found to be at the mid height of building.
We are witnessing the growing maritime tension on the East Asian sea these days. Each naval powers in the region are competing each other to acquire more advanced naval capabilities. Based upon the rapid economic development, China is actively beefing up its naval capabilities and expand its boundary of naval activities all over the East Asian region. Chinese Navy already unveiled its expansive naval strategy replacing the traditional concept of 'Near-Sea Defense' with the new concept of 'Far-Sea Defense' strategy. In response to potential rival's naval build up, the U.S. is redeploying its naval forces focusing on the Asia-Pacific region. The U.S. enhances its joint naval exercises with the countries in the region, such as Japan, India, Australia and so on. In addition, Washington is devising new naval strategy under the concept of 'Air-Sea Battle' to deter Peking's so-called 'Anti-Access/ Area Denial(A2AD)' strategy. As a close ally of the U.S., Japan also disclosed its clear intention to strengthen the Maritime Self Defense Force(MSDF)'s capabilities by introducing the new concept of 'Dynamic Defense Force' in 2011. Under the new concept, JMSDF is pursuing the additional acquisition of submarines, quasi-aircraft carriers, Aegis-equipped destroyers, etc. Under the new president's strong leadership, Russia is also invigorating the naval build-up. Especially, Russia is fortifying the Pacific Fleet's naval assets by deploying new-type of naval ships such as the Mistral which was imported from France. In the midst of competitive naval build-up among the major naval powers in the region, we are observing the growing maritime conflicts on the East China Sea as well as South China Sea. Those naval conflicts can pose severe threats to our national interests. Maritime conflicts on the East or South China Sea can imperil our sea lanes which will be indispensible for national economic development. Neighboring countries' maritime conflicts also will cast an uncertainty on the path to mobilize international cooperation to resolve the North Korean issues. We should contribute to ease the maritime tension in the region by various ways. First, we should actively galvanize the bilateral maritime dialogue among the major naval powers in the region. Second, we also should take the lead to form a multilateral maritime cooperation mechanism in the region. Above all, we should set the aim to be a peaceful maritime power who can contribute to a building of stable maritime order in the region with a considerable naval power.
