Female plays an important role in new welfare policies as emerging new social risks including care needs resulted from increasing female employment participation and changes in family structures. Whereas the effects of work and life reconciliation policies on female employment are well established, less is known for the role of production regime as an important institution on gender wage gap. This study examines the questions in what way and to what extent production regimes and work and family reconciliation policies influence gender wage gap in advanced capitalism countries using the Luxembourg Income Study (LIS). The coordinated market economies (CMEs), presented as higher firm-specific skills, are associated with lower income rank for female workers than male workers, hence larger degree of gender wage gap. Longer parental leave weeks and higher childcare expenditures are associated with less degree of gender wage gap. This research highlights the importance of production regimes in understanding gender wage gap and potential interaction between production regimes and work and life reconciliation policies on gender wage gap.
The purpose of this paper is to pay attention to the problems of the elderly in our society, which is facing an aged society, to understand the lives of the elderly and to recognize the need for retirement and death preparation. It reviews and analyzes the story of So-young, the main character of the movie "Killing Woman," according to the context of the work. The narrative of the film illustrates the problems of suffering for the elderly, such as poverty, disease, dementia, loneliness, and fear of death. In the face of the ultra-aged era, institutional supplementation measures for underprivileged senior citizens at the national level should be established, and social interest and safety nets should be secured, and specific retirement preparations are needed personally. Furthermore, support for research and education of old age preparation education programs and death education programs to prepare for retirement and death should be continuously provided.

This study purports to depict the generational topography of welfare attitudes of Korean people. Three generational groups are made for analytical purpose, 'between 20-39 age group', 'between 40-59 age group', and '60 and older'. Two major statistical techniques are used, the analysis of variance and correspondence analysis. The analysis of variance shows that the respondents' attitudes upon 'social services target(universal vs selective)', 'education', 'housing', 'child-care', 'youth support', and 'employment' varies significantly by age groups. Correspondence analysis also shows that 'between 20-39 age group' is located with proximity with 'child-care', 'employment', and 'housing', while '60 and older' is located with 'poverty' and 'old age life care'. Clearly this study shows that there is generational difference on welfare consciousness in many areas of social policy. Overall, the results show that significant generational differences with regard to welfare attitudes clearly exist in current Korean society.
ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.

Gilgit-Baltistan (GB) is a highly mountainous and remote region covering 45% of Upper Indus Basin (UIB) with around 1.8 million population is vulnerable to climate change and socio-economic growth makes water resources management and planning more complex. To understand the water scarcity in the region this study is carried out to project water supply and demand for agricultural and domestic sector under various climate-socio-economic scenarios in five sub catchments of GB i.e., Astore, Gilgit, Hunza, Shigar and Shyok for a period of 2015 to 2050 using Water Evaluation and Planning (WEAP) model. For climate change scenario ensembled mean of three global climate models (GCMs) was used under three different Representative Concentration Pathway (RCP) scenarios (RCP2.6, RCP6.0 and RCP8.5). The Shared Socioeconomic Pathways (SSPs) and agricultural Land Development (LD) scenarios were combined with climate scenarios to develop climate-socio-economic scenario. Our results indicate that the climate change and socio-economic growth would create a gap between supply and demand of water in the region, with socio-economic growth (e.g. agricultural and population) as dominant external factor that would reduce food production and increase poverty level in the region. Among five catchments only Astore and Gilgit will face shortfall of water while Shyoke would face shortfall of water only under agricultural growth scenarios. We also observed that the shortfall of water in response to climate-socio-economic scenarios is totally different over two water deficient catchments due to its demography and geography. Finally, to help policy makers in developing regional water resources and management policies we classified five sub catchments of UIB according to its water deficiency level.
Most previous studies on income inequality have limitations in reflecting recent changes and heterogeneity in women's working patterns and their family structure by regarding them as a homogeneous group. This study aims to investigate the trends of income inequality among women during the past 9 years since 1997 and to examine what is the most influential factor on these changes. The results show that the overall trend of income inequality among women is decreasing due to the income decrease of the middle class women and the income increase of the lower class. Among various factors, education, age, and marital status are key factors affecting inequality changes during this period. This study has the following policy implications: first, it is necessary to implement the child care services for the divorced and separated women, who are more likely to fall in poverty. Second, the increase of the basic pension benefits is needed particularly for the poor old women, who is more likely live longer in a desperate status.
By the end of 2017, in a world of 7.6 billion people, there were inequalities in healthcare indices both within and between nations, and this gap continues to increase. Therefore, this study aims to understand the current status of regional inequalities in healthcare indices and to find an action plan to tackle regional health inequality through a geo-economic review in Korea. Since 2008, there was great inequality in life expectancy and healthy life expectancy by region in not only metropolitan cities but also districts in Korea. While the community health statistics from 2008-2017 show a continuous increase of inequality during the last 10 years in most healthcare indices related to noncommunicable diseases (except for some, like smoking), the inequality has doubled in 254 districts. Furthermore, health inequality intensified as the gap between urban (metropolitan cities) and rural regions (counties) for rates of obesity (self-reported), sufficient walking practices, and healthy lifestyle practices increased from twofold to fivefold. However, regionalism and uneven development are natural consequences of the spatial perspective caused by state-lead developmentalism as Korea has fixed the accumulation strategy as its model for growth with the background of export-led industrialization in the 1960s and heavy and chemical industrialization in the 1970s, although the Constitution of the Republic of Korea recognizes the legal value of balanced development within the regions by specifying "the balanced development of the state" or "ensuring the balanced development of all regions." In addition, the danger of a 30% decline or extinction of local government nationwide is expected by 2040 as we face not only a decline in general and ageing populations but also the era of the demographic cliff. Thus, the government should continuously operate the "Special Committee on Regional Balanced Development" with a government-wide effort until 2030 to prevent disparities in the health conditions of local residents, which is the responsibility of the nation in terms of strengthening governance. To address the regional inequalities of rural and urban regions, it is necessary to re-adjust the basic subsidy and cost-sharing rates with local governments of current national subsidies based mainly on population scale, financial independence of local government, or distribution of healthcare resources and healthcare indices (showing high inequalities) overall.
The Korean government embarked upon ambitious economic development plans in the 1960's the goals of development policy at that time were the elimination of absolute poverty and the alleviation of unemployment. With scant natural resources, the government had to push for industrialization based upon borrowed foreign raw materials with surplus local labor. Preoccupation with the economic goals of industrialization and export expansion left little room for considering environmental protection. It is evident that Korea's exported industrialization strategy of the past three decades has been a success in terms of income, production, and other macroeconomic indicators, but it cannot be denied that a host of undesirable side-effects have been created. These include environmental problems. congestion in several large cities, poor wealth distribution, and regional disparities. The environmental problems were recognized even in the early stage of development, but preoccupation with the pending economic goals of industrialization and export expansion left little room for considering environment protection. The perceived and actual seriousness of the problems, however, has reached such a level that further negligence may imperil political stability and developmental problems facing the world arise from a world economic order characterized by ever expanding consumption and production, which exhausts and contaminates natural resources and creates and perpetuates gross inequalities between and within nations. It will be necessary to develop new culture and ethical values, transform economic structures, and reorient, our lifestyles. Changing lifestyles can not be promoted by government policy initiative alone but through self=generated educational efforts and mutual training by people themselves. The citizens group for environment (NGOs) should assume these educational and training responsibilities starting from grass-root level of people. It must be reawakened to the reality that the environmental preservation for better quality of life is based on the development of human relationships, creativity, spirituality, reverance for the natural world and celebration of life, and is not dependent upon increased consumption of non-basic material goods. To carry on such environment education social movements and NGOs should (1) provides educational methodologies, which focus on values clarification and moving beyond clarification and moving beyond blame to constructive action. (2) provide training for leaders of business and industry, government, union and others on consumption and production. (3) initiate and support the training and work of environmental counselor who encourage responsible consumption. (4) cooperative with media to initiate and strengthen educational programs on the social environmental programs on the social environmental impacts of consumption and production and to build awareness of consumer responsibility and potential. Economic and social development can be compatible with environment protection : both can be achieved simultaneously. Effective environmental management depends on the various factors : political will, institutional arrangements, appropriate legislation, and availability of the requistite financial and technological resources, which is possible with a strong public awareness of the importance of environmental preservation.
This study analyzes the process of overcoming the impoverishment due to the failure of North Korea planned economy through marketization. Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The purpose of this study is to examine which factors decide welfare exit in the hope building account program that targets low-income families. This study used the matched DB of hope ribbon program and hope building account program which is collected by central self-sufficiency foundation. As a result, the significant factors in welfare exit are main income, health(illness), licensed possession of status, education, marital status, employment and entrepreneurship, in-kind support, professional case management service, and social service. In particular, the participants who received proper social services and case management services in the program have more possibility of welfare exit than the participants who did not. It have implications in that the study found the success factors by connecting hope ribbon program and the hope building account program which has been introduced since 2010 and enlarge the scope of the performance analysis of the hope building account program. In addition, this study provides the suggestions to improve anty-poverty policy and system in the direction of providing work incentives and facilitating welfare exit and securing continuity of the hope building account program and the hope ribbon program. Specifically, this paper can be utilized as objective data in establishing a expansion of the hope building account program and suggesting the important issue for the case management in the filed.
