The current research focuses on the seismic vulnerability assessment of typical Southern Europe buildings, based on processing of a large set of observational damage data. The presented study constitutes a sequel of a previous research. The damage statistics have been enriched and a wider damage database (178578 buildings) is created compared to the one of the first presented paper (73468 buildings) with Damage Probability Matrices (DPMs) after the elaboration of the results from post-earthquake surveys carried out in the area struck by the 7-9-1999 near field Athens earthquake. The dataset comprises buildings which developed damage in several degree, type and extent. Two different parameters are estimated for the description of the seismic demand. After the classification of damaged buildings into structural types they are further categorized according to the level of damage and macroseismic intensity. The relative and the cumulative frequencies of the different damage states, for each structural type and each intensity level, are computed and presented, in terms of damage ratio. Damage Probability Matrices (DPMs) are obtained for typical structural types and they are compared to existing matrices derived from regions with similar building stock and soil conditions. A procedure is presented for the classification of those buildings which initially could not be discriminated into structural types due to restricted information and hence they had been disregarded. New proportional DPMs are developed and a correlation analysis is fulfilled with the existing vulnerability relations.
Due to susceptibility of bridges in the past earthquakes, vulnerability assessment and strengthening of bridges has gained a particular significance. The objective of the present study is to employ an analytical method for the development of fragility curves, as well as to investigate the effect of strengthening on the RC box-girder bridges. Since fragility curves are used for pre-and post-earthquake planning, this paper has attempted to adopt the most reliable modeling assumptions in order to increase the reliability. Furthermore, to acknowledge the interaction of soil, abutment and pile, the effect of different strengthening methods, such as using steel jacketing and FRP layers, the effect of increase in the bridge pier diameter, and the effect of vertical component of earthquake on the vulnerability of bridges in this study, a three-span RC box-girder bridge was modeled in 9 different cases. Nonlinear dynamic analyses were carried out on the studied bridges subjected to 100 ground motion records via OpenSEES platform. Therefore, the fragility curves were plotted and compared in the four damage states. The results revealed that once the interaction of soil and abutment and the vertical component of the earthquake are accounted for in the calculations, the median fragility is reduced, implying that the bridge becomes more vulnerable. It was also confirmed that steel jackets and FRP layers are suitable methods for pier strengthening which reduces the vulnerability of the bridge.
Monitoring the performance and estimating the remaining useful life of aging civil infrastructure in the United States has been identified as a major objective in the civil engineering community. Structural health monitoring has emerged as a central tool to fulfill this objective. This paper presents a review of the major structural monitoring programs that have been recently implemented in the United States, focusing on the integrity and performance assessment of large-scale structural systems. Applications where response data from a monitoring program have been used to detect and correct structural deficiencies are highlighted. These applications include (but are not limited to): i) Post-earthquake damage assessment of buildings and bridges; ii) Monitoring of cables vibration in cable-stayed bridges; iii) Evaluation of the effectiveness of technologies for retrofit and seismic protection, such as base isolation systems; and iv) Structural damage assessment of bridges after impact loads resulting from ship collisions. These and many other applications show that a structural health monitoring program is a powerful tool for structural damage and condition assessment, that can be used as part of a comprehensive decision-making process about possible actions that can be undertaken in a large-scale civil infrastructure system after potentially damaging events.

The Emilia, May-July 2012, earthquake has dramatically highlighted the only the hazards facing the people in insufficiently secured workplaces, but also the socio-economic consequences of interruption of production activities. After the event, in order to guarantee suitable safety levels, the Italian government asked for a generalized seismic retrofit of buildingsaffected by the earthquake under consideration. Considering that Emilia is one of the most industrialized Italian region, the number of the industrial buildings to be verified could however lead to not acceptable resumption of production time. So, with the aim to speed up the recovery, were leaved out from this request the buildings which had undergone a strong enoughshaking without any damage. In practice, the earthquakes were being used as a "test" to evaluate the seismic structural strength. Besides, the Italian government provision specifies also the zones, within which buildings that escaped evident damage are exempt from obligatory checks, and termed "exclusion zones", shall be individuated using the data provided by the Italian National Institute of Geophysics and Volcanology in the form of so-called "shakemaps". Obviously, the precision of such data greatly influences the determination of the exclusions zones and so all the economic issues related to them. Starting from these considerations, the present paper describes an evaluation of the reliability of the procedure of shakemap generation with specific regard to the seismic events that struck the Emilia region on May 20 and 29, 2012.
Due to incessant earthquakes, many historic South Nias traditional timber houses have been damaged while some still stand today. As Nias is part of an extremely active tectonic region and the buildings are getting older by day, it is essential that these unique houses are well maintained and functioning well. A post-earthquake condition assessment was conducted on 2 selected buildings; 'Building A' survived the seismic shakings while 'Building B' got severely damaged. The overall condition assessment of "Building A' was found out to be poor and the main structural members were not performing as intended. In 'Building B', the columns were not well anchored to the ground, no tie beams to tie the columns together, and eventually, the timber columns moved in various directions during the earthquake. The frequent earthquakes along with deterioration due to lack of proper maintenance program are responsible for the non-survival of the buildings. Thus, a process guideline for managing the maintenance of these buildings was proposed. This is necessary because managing the maintenance works could help to extend the life of the buildings and seek to avoid the need for potentially expensive and disruptive intervention works, which may damage the cultural significance of the buildings.
The 750 m long "De Bosset" bridge in the Cephalonia Island of Western Greece, being the area with the highest seismicity in Europe, was constructed in 1830 by successive stone arches and stiff block-type piers. The bridge suffered extensive damages during past earthquakes, such as the strong M7.2 earthquake of 1953, followed by poorly-designed reconstruction schemes with reinforced concrete. In 2005, a multidisciplinary project for the seismic assessment and restoration of the "De Bosset" bridge was undertaken under the auspices of the Greek Ministry of Culture. The proposed retrofitting scheme combining soil improvement, structural strengthening and reconstruction of the deteriorated masonry sections was recently applied on site. Design of the rehabilitation measures and assessment of the pre- and post-interventions seismic response of the bridge were based on detailed in-situ and laboratory tests, providing foundation soil and structural material properties. In-situ inspection of the rehabilitated bridge following the strong M6.1 and M6.0 Cephalonia earthquakes of January 26th and February 3rd 2014, respectively, revealed no damages or visible defects. The efficiency of the bridge retrofitting is also proved by a preliminary performance analysis of the bridge under the recorded ground motion induced by the above earthquakes.
Bridges form crucial links in the transportation network especially in high seismic risk regions. This research aims to provide a quantitative methodology for post-earthquake performance evaluation of the bridges. The experimental portion of the research involved shake table tests of a 4-span bridge which was subjected to progressively increasing amplitudes of seismic motions recorded from the Northridge earthquake. As part of this project, a high resolution long gauge fiber optic displacement sensor was developed for post-seismic evaluation of damage in the columns of the bridge. The nonlinear finite element model was developed using Opensees program to simulate the response of the bridge and the abutments to the seismic loads. The model was modified to predict the bent displacements of the bridge commensurate with the measured bent displacements obtained from experimental analysis results. Following seismic events, the tangential stiffness matrix of the whole structure is reduced due to reduction in structural strength. The nonlinear static push over analysis using current damaged stiffness matrix provides the longitudinal and transverse ultimate capacities of the bridge. Capacity loss in the transverse and longitudinal directions following the seismic events was correlated to the maximum displacements of the deck recorded during the events.
The recent earthquake of Pohang (M5.4) and the Gyeongju earthquake (M5.8) suggested the possibility of a strong earthquake in Korea and reminded us that the Korea is no longer an earthquake-safe zone. In the disaster recovery stage in a disaster like an earthquake, the investigation of the damage situation and the safety assessment of the building serve to provide important information for the initial action such as establishment of the recovery strategy and rescue of the survivor. However, the research that depends on manpower can not cope with the difficulty of processing a large number of doses in a short time, and the expertise of the manpower must be taken into consideration, which may result in delayed initial action. In this study, we propose an rapid safety evaluation technique of building using unmanned aerial vehicle which evaluates the performance and safety of buildings by integrating conventional safety inspection method with unmanned aerial vehicle technology and developed evaluation method of each evaluation factor. In order to verify this, the buildings damaged by the earthquake in Pohang were checked and compared using this system. The results are consistent with the results of the existing emergency earthquake risk assessment. As a result, the possibility of checking the emergency safety using the unmanned aerial vehicle for the damaged structures in case of a large-scale disaster such as an earthquake was confirmed.
Accurate actuator tracking plays an important role in real-time hybrid simulation (RTHS) to ensure accurate and reliable experimental results. Frequency-domain evaluation index (FEI) interprets actuator tracking into amplitude and phase errors thus providing a promising tool for quantitative assessment of real-time hybrid simulation results. Previous applications of FEI successfully evaluated actuator tracking over the entire duration of the tests. In this study, FEI with moving window technique is explored to provide post-experiment localized actuator tracking assessment. Both moving window with and without overlap are investigated through computational simulations. The challenge is discussed for Fourier Transform to satisfy both time domain and frequency resolution for selected length of moving window. The required data window length for accuracy is shown to depend on the natural frequency and structural nonlinearity as well as the ground motion input for both moving windows with and without overlap. Moving window without overlap shows better computational efficiency and has potential for future online evaluation. Moving window with overlap however requires much more computational efforts and is more suitable for post-experiment evaluation. Existing RTHS data from Network Earthquake Engineering Simulation (NEES) is utilized to further demonstrate the effectiveness of the proposed approaches. It is demonstrated that with proper window size, FEI with moving window techniques enable accurate localized evaluation of actuator tracking for real-time hybrid simulation.
This paper approaches the issue of seismic vulnerability assessment strategies for facade walls of traditional masonry buildings through the development of a methodology and its subsequent application to over 600 building facades from the old building stock of the historic city centre of Coimbra. Using the post-earthquake damage assessment of masonry buildings in L'Aquila, Italy, an analytical function was developed and calibrated to estimate the mean damage grade for masonry facade walls. Having defined the vulnerability function for facade walls, damage scenarios were calculated and subsequently used in the development of an emergency planning tool and in the elaboration of an access route proposal for the case study of the historic city centre of Coimbra. Finally, the methodology was pre-validated through the comparison of a set of results obtained from its application and also resourcing to a widely accepted mechanical method on the description of the out-of-plane behaviour of facade walls.
