항만물류서비스의 평가에 관하여 (On the Evaluation of Physical Distribution Service in Ports)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1. Rotterdam Port, 2. Hamburg Port, 3. Singapore Port, 4. Seattle Port, 5. Yokohama Port, 6. Long beach Port, 7. Oakland Port, 8. Tokyo Port, 9. Hongkong Port, 10. Kobe Port, 11. Los Angeles Port, 12. ON-DOCK 서비스 시스템이 부산항 경쟁력 향상에 미치는 영향 (On the Effect of ON-DOCK System to the Sharpening of Competitiveness Edge of the Pusan Port)

  • Port competition is generally classified into two type of inter-domestic ports and intermational ports and the latter is measured how to secure the function of intermediacy for foreign cargoes among competing parts. In the Northeast Asia top 20 world container ports such as Pusan, Kobe, Yokohama and Kaohsiung are struggling to induce transshipment containers generated in the North China region. This paper aims to analyze and evaluate the competitive factors of the said ports such as port site facilities expenses service level and flexibility of management and operations and suggest the feasible strategies that the Pusan Port to be viable transshipment center in the region. The evaluation is attempted twice. First attempt is evaluated by present conditions of each port and second attempt by upgraded conditions of evaluation value such as port service level and flexibility of port management and operations resulted from the implementation of the ON-DOCK service system. The results of evaluation are as follows; (1) Port competitiveness of first evaluation is ranked in Kobe=Kaohsiung >Pusan>Yokohama. (2) Second evaluation is resulted in Kobe> Pusan= Kaohsiung>Yokohama. According to this results the competitiveness edge of the Pusan Port is able to strengthen by implementation of the ON-DOCk system.

An Empirical study on improvement of operation for feeder vessel route between Busan and west coast of Japan

  • In this paper, practical problems for current feeder service between Busan port and west coast of Japan were extracted through in depth interviews with Japanese feeder vessel companies, shippers, and port authority based upon which major criteria (elements) for improvement of the feeder network are structured in hierarchic order and weighed relative importance through AHP method. From the questionnaire answered by Korean and Japanese port users and experts the weights of criteria were calculated and the shipping service was ranked the first by both parties with 0.235 and 0.217, respectively. The port service and support system ranked the second and the third, whereas the port marketing was shown to be the lowest of all. Considering the overall weights, the increase in a port loading and unloading speed of port service was followed by provision of dedicated deck for feeder vessel of port facilities for Korean respondents. Therefore, speed up of the port operations and providing docks for feeder vessel are to be firstly provided for more efficient feeder operations, which would be the basis for the construction of optimal transportation network.

  • Taking advantage of geographical position of Korea located on the main route of world-wide service, Port Logistics Industry can be strategic industry which secures international competitiveness necessary for Korea to be hub of Northeast Asian's logistics. Along with the advent of super large container vessel, world ports environment changed from "milkway" type, which means vessel calls every port for service to "Hub & Spoke" type, which means vessel calls regional central port and feeder service for the rest ports. As environment changes, regional ports in Northeast Asia are competing each other tougher and tougher and introducing or developing port logistics information system based on state-of-the-art technology in order to adapt themselves to new environment, thus to be Hub port. Taking this situation into consideration, we want to define clearly the meaning and scope of port logistics IT and review the global trend of port logistics IT. Finally we want to find future development of port logistics IT which we have to achieve.

인천항의 선박도착 분포 및 부두서비스 실태 분석에 관한 연구 (Analysis on the Distribution of Ship Arrival and the Cargo Handling Service of Inchon Port)

  • Ship's delay caused by port congestion has drawn attention to the necessity for analysis on overall operation in port. But, in order to analyze the complicated port operation which contains large number of variable factors, queueing theory is needed to be adopted, which is applicable to a large scale transportation including ship's arrival in a large port. In this paper, a simulation model for Inchon Port was developed by the software SIMAN V and presented congestion rate under a certain scenario regarding the arrival ship's number and service levels. To develop the simulation model, types of ships and cargoes during the 1995 in Inchon Port was analyzed in advance. The results of the simulation can be summarized as follows : In order to maintain present levels of congestion rate and time with the increasing number of arrival vessels, service rate should be increased at an exponential rate. To improve the current congestion effectively, part of cargoes are needed to be transferred to a newly developing port. Results obtained from simulation can be used properly to prepare improved service levels and to plan appropriate investment strategies.

  • As the current trend to the main index of the port competitiveness evaluation, the competitiveness index of the port service comes to more important than the part of expense, location and facility. To reform the bottleneck of port has an effect on improving port service competitiveness. Therefore, this study shows the importance of analyzing bottlenecks on logistics to improve port competitiveness. It collected recent questionnaire data which are the subject as the Custom Service, the Chamber of Commerce and Industry, the Trade Association about bottlenecks of port logistics for working out bottlenecks of domestic port logistics and it produced the order of priorities of bottlenecks by multiplying each output priorities and weights of each process in user of Incheon inner-outer port which is focused on container freight by analysis of priority and Analytic Hierarchy Process(AHP). Unlike existing studies, this study has important values. It presents the priority evaluation only focused on the container freight was produced by port users who are categorized into shipping company, terminal operation company and forwarder, car-ferry in Incheon inner-outer port and making a application of logistics process. It means internal and external competitiveness improvement plan can be presented more concretely and detailed than past competitiveness attributes such as location, facility, service and expense. If the analysis of port logistics bottlenecks which was focused on container freight is extended to the part of general cargo and sundries such as haul grain, car, scrap iron, those studies will be able to provide Incheon port users with useful information and a model of analyzing overall bottleneck of logistics in Incheon port.

광양항 컨테이너 부두의 서비스품질 평가체계 (The New Service Quality Assessment System for Gwangyang Container Port)

  • 광양항 이용고객을 대상으로 2005년 이후 광양항 컨테이너부두 서비스품질 조사가 수행되었다. 광양항 조사의 분석결과는 서비스 평가체계 중 가장 중요한 서비스차원간의 가중치 산정절차가 수립되지 않아 연차별 또는 경쟁항만 간 정확한 비교가 어려웠다. 특히 가중치 산정에 전문적으로 활용되는 계층분석법에 의한 산정결과가 연차별로 특정 평가항목에 대해서는 90%이상씩 변동하는 등 안정성이 매우 낮아 비교가 불가능했다. 이에 본 연구는 광양항 항만 서비스기업의 품질평가체계를 발전시켜 비용 및 시간 효과적인 품질평가 및 관리 체계의 수립을 지원하는데 목적이 있다. 이를 위해 광양항 이용고객들을 대상으로 2007년~2009년 설문 자료에 확인적 요인분석을 적용하여 서비스품질 평가를 위한 연차별로 안정적이며 비교 가능한 가중치를 사후적으로 산정하는 방법을 제시하고 산정하였다. 새롭게 제안된 방법은 설문항목을 줄이면서 보다 과학적이고 정확한 서비스품질 평가체계를 구축할 수 있게 해주었다. 이 연구를 활용하여 서비스품질을 정확하게 측정할 수 있게 되면, 기간별 및 선도기업과 비교를 통해 항만기업의 경쟁력을 높일 수 있을 것이다.

  • The main purpose of this study is to develop new measurement device of the quality of terminal service, applying the existing research output of service marketing to the specific industrial aspect of container terminal. Especially we tried to help marketing managers present the points of effective marketing strategy with each dimension of service quality. To achieve this aim, we defined the service quality demensions of container port as the following three ones; the internal, the external, and the interactive qualities. The applied measuring instruments could be divided into three dimensions by carrying out factor analysis. Additionally, by analyzing the relative effects of the three dimensions of service quality on customer satisfaction, we found that the relative importance are as follows; interaction quality>internal quality> external quality. We confirmed that the three dimensions of service quality could affect customer loyalty and information, through customer satisfaction.

부산항 신항의 항만서비스품질.만족.신뢰 및 충성도 간의 구조적 관계: 전환장벽의 조절효과를 중심으로 (A Study on Structural Relationships among Port Service Quality, Satisfaction, Trust and Loyalty of the Busan New Port -Based on the Moderating Effect of Switching Barrier)

  • 본 연구는 부산항 신항을 이용하는 고객을 대상으로 항만 서비스품질 차원(항만 내적 서비스 품질, 항만 외적 서비스품질, 항만 상호작용품질), 신뢰, 만족 및 충성도 간에 미치는 영향을 조사하기 위해 기존 연구에 근거하여 모델을 제안하였다. 특히 만족과 충성도 간의 관계에 전환장벽의 조절효과를 제안하였다. 분석에는 317부를 이용하였고, 측정모델의 타당성을 검증하기 위해 확인요인분석을 실시하였고, 가설을 검증하기 위해 AMOS 통계분석 방법을 이용하였다. 본 연구의 결과, 항만 서비스품질 차원은 항만 고객신뢰와 항만 고객만족에 정의 영향을, 항만 고객만족은 항만 고객신뢰에 정의 영향을, 항만 고객만족과 항만 고객신뢰는 항만 고객충성도에 정의 영향을 미쳤다. 그리고 항만 고객만족과 항만 고객충성도 간의 관계에서 전환장벽은 조절효과를 가졌다. 마지막으로 이러한 조사결과를 바탕으로 시사점과 미래연구방향을 제시하였다.

A Conceptual Framework of Port Cooperation

  • Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.
