Busan is Korea's No. 1 trading port, and the logistics industry plays an important role in the regional industry as a whole. In Busan, various efforts are being made to revitalize the port logistics industry, but it is necessary to develop various policies and related technologies linked with the 4th industry. In this study, we propose a smart refrigeration logistics center, which is required for the activation of Busan New Port and the new port of Pusan New Port, which is connected with the 4th industry. I would like to present the operation direction of the center.

Taking advantage of geographical position of Korea located on the main route of world-wide service, Port Logistics Industry can be strategic industry which secures international competitiveness necessary for Korea to be hub of Northeast Asian's logistics. Along with the advent of super large container vessel, world ports environment changed from "milkway" type, which means vessel calls every port for service to "Hub & Spoke" type, which means vessel calls regional central port and feeder service for the rest ports. As environment changes, regional ports in Northeast Asia are competing each other tougher and tougher and introducing or developing port logistics information system based on state-of-the-art technology in order to adapt themselves to new environment, thus to be Hub port. Taking this situation into consideration, we want to define clearly the meaning and scope of port logistics IT and review the global trend of port logistics IT. Finally we want to find future development of port logistics IT which we have to achieve.

Since the mid 1980s, the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Therefore study on the service organization of the logistics system for customer’s satisfaction from the management’s point has been focused as one of the major subject in order to improve the logistics quality which would ultimately increase the value of logistics service. This study has been focused on what the port logistics functions and the factors of the port logistics quality are those Korean port managers acknowledge as important factor. And examins these port logistics quality levels and the port logistics value (port productivity, service results) obtained by the results of these activities while reviewing the relation of the custom value which the port managers evaluate in order to evaluate and promote the competitiveness of the Korean port. According to the study results the port logistics function which the Pusan Container Terminal managers recognized as important were customer service management the flexibility of the port facilities and curtailment of the original operation cost of the port. It also indicated that the managers recognized the importance of the customer-oriented terminal management as it showed a close relationship with the port quality level.

한국 정부는 부산신항을 세계 2위의 환적중심 항만으로 육성하기 위한 정책 목표를 수립하고 있다. 본 논문은 이와 같은 정책 목표 달성의 한 가지 방법으로 타부두 환적의 효율적인 교통 시스템 제시를 목적으로 한다 이를 위해 각 터미널 간 타부두 환적화물에 대한 네가지 시스템을 제안한다.; Double stack Multiple Trailer System(DMTS), 철도 기반 교통 시스템, 타부두 환적 화물에 대한 전용 도로 및 플랫폼. 이는 효율적인 타부두 환적 화물의 처리를 가능하게 하여 시간 및 비용을 절감할 방안을 제시할 것으로 생각 된다.

The paper draws the scales of supply and shortages of port logistics area's human resources based upon the future prospect of its supply and demand. Due to the problems that we face today with human resources training and inequality between the levels of demand and supply, introduction of a new training system by local universities and their overall improvement are brought up as the needs of the times. In order for these to happen, the local universities need to assure originality by specializing Port Logistics area. They need to develop demand-oriented port logistics education programs through establishment of cooperation among the universities, as well as expand qualitative and quantitative improvement their educational programs. In addition the local universities have to act as the central of nurturing local talents by developing an educational-governmental cooperation, leading port & logistics' educational policy as think-tank and producting ready-to-work talent.

With the globalization of economy, there is keen competition among countries to be a logistics hub and companies are striving to be first in establishing logistics system centering on advantageous sites, especially airport and seaports, to perform supply, production and distribution. Gwangyang port has been designated as Free Economy Zone. This paper analyzes many problems and presents various measures to activate Gwangyang port as follows regional economy to promote Gwangyang Free Economy Zone, governmental support, introduction & logistics functions, early development of the hinterland, investment attraction into the area and diversified promotion & marketing activities.

본 연구는 항만물류시스템에서 RFID 적용에 따른 경쟁력을 부산항과 상해항을 중심으로 분석하였다. 특히 유비쿼터스의 핵심기술인 RFID 기술이 항만물류시스템에 적용되는 경우 항면 경쟁력에 어떠한 시너지(Synergy) 효과가 나타날지에 대한 궁금증에서 출발하였다. 이에 본 연구는 물류정보시스템이 물류성과에 미치는 영향에 관한 기존의 연구를 바탕으로 RFID 시스템이 항만물류성과에 미치는 영향을 분석하고, 이를 통해 향후 항만물류산업에서 성공적인 RFID 시스템을 도입하기 위한 방안을 제기하였다. 연구결과 본 연구를 통해 상해항이 부산항에 비해 소폭이지만 경쟁력이 높은 것으로 나타났다. 2007년부터 상해항이 부산항보다 경쟁력이 높게 나타났지만 그 격차가 문제였다. 본 연구를 통해 큰 격차를 보이지 않는 것으로 보여 향후 충분한 경쟁관계에 놓을 것으로 판단된다. 즉 우리나라의 항만 물류 경쟁력 수준이 위기에 처해있고 경쟁은 갈수록 심화될 것으로 판단된다.

To gain a national competitive advantage in Northeast Asia, Northeast Asia logistics hub strategy was undertaken by Korean Government. Korean Government had published Northeast Asian Logistics Hub Roadmap including the upbringing of total logistics providers to solve the high logistics cost which weakens the competitive advantage of Korean companies. To solve the high logistics cost, the Government had revised the Korean Physical Distribution Promotion Law for the introduction of certification system of the total logistics provider and enacted the Rules on the Certification of Total Logistics Provider and is going to introduce the certification system of total logistics provider. In this certification system, third party logistics related point is very high, the success in this certification system depends on the strategic alliances of the small and medium size logistics companies. The purpose of this paper is to study certification system of the total logistics provider and contribute to gain the competitive advantage of total logistics provider as global logistics provider.

The purpose of this research is to suggest the activation plan of Busan port. In the past years, Busan port enjoyed the golden days because of the China's rapid economic growth. But China's continuous development of ports, the trend of increasing container ship size and increasing direct call to China are coming threats to Busan port. So Korea needs to revise the 'Northeast Logistics Hub' strategy because it is considered that Korea ports continuously will handle China's transshipment cargoes. But now China's transshipment cargo share has decreased by direct call to China ports. It means that China has a lot of its local cargoes, so many ship companies change liner service route to handle China cargoes except Bussan ports although Busan port is included in the main trunk route. In the future, Bussan port will not be able to compete again about throughput with China ports if Busan port's transshipment cargo share decreases. So we must find out and develop Busan port's strength which is the competitive edge. By good luck, Busan port has a few opportunities such as the developed feeder network service and geographical advantages. Busan port has many feeder network service like spider's web in any northeast countries so we can suggest that if Japanese shippers use Busan port to distribute their cargoes to Japanese local areas, its transport costs are cheaper than when they use Japan's main ports. In this paper analyzed side of cost when they use Bussan port like hub to distribute their cargo to their local areas. Because most companies tried to reduce the total cost about logistics. Finally, this paper suggests when northeast shippers(China, Japan) use Bussan port which is more economical than their local main ports.

Northeast Asia logistics hub strategy was undertaken by Korean Government to gain a national competitive advantage in Northeast Asia. Current Government has Northeast Asian Economic Hub Strategy including construction of SOC in Northeast Asia for promoting peace, promotion of formation of Northeast Asia Community, logistics hub, Financial hub and national innovation for R&D Cluster. To realize Northeast Asian logistics hub, the Northeast Asia logistics hub road map has undertaken as follows: expansion of logistics infra in Incheon Airport, Busan Port and Gwangyang Port, systematic improvements such as adjustment of investment distribution, special logistics companies, transparent customs in logistics transactions, logistics manpower, improvement of system supporting global logistics and attraction of international logistics companies to the logistics center, construction of seamless and paperless logistics information network, Northeast Asia railway infra. The purpose of this paper is to study investment priority and improvements in the Northeast Asia Logistics Hub Road Map and to contribute to gain the national competitive advantage as logistics hub in Northeast Asia
