  • The Chosun Dynasty's establishment of Five-Ceremony, which occurred shortly after its founding, and the revision of traditional Korean music were based on Confucianism's Ceremony-Pleasure Idea(예약사상). The purpose of this study is to determine the effect of Cheo-Yong dancing, both social and political, on the role of royal dancing. Furthermore, this study will consider what the Chosun Dynasty's(조선) rulers pursued, by researching the reasonswhy Cheo-Yong dancing changed with the times along with the symbolic change of clothing for Cheo-Yong dancing through (Ak-Hak-Gue-Bum), a book which explains music and dance in Chosun Dynasty as a part of Ceremony-Pleasure Idea(예약사상) the people ruled ever the country tough courtesy etiquette and music. Consequently, Cheo-Yong dancing which was introduced in (Ak-Hak-Gue-Bum) played the roles of justifying, strengthening and displaying royal authority. • Objectives: This article examines the diversity of healthy cities evaluation in practice and discusses the major conflicting issues in evaluating healthy cities to offer implications to academics and cities for application in their field. Methods: The author discusses issues on major topics that arose from a review of literature on selected articles from peer-reviewed journals, books and gray literature. The recently developed Korean Healthy Cities evaluation framework is used as a main source of reference. Results: Evaluating healthy cities is in itself a political process and requires multiple methodologies and diverse sources of data. Details of the evaluation process depend on the purposes and goals predetermined by the stakeholders. The Korean Healthy Cities evaluation framework applies these principles and suggests a participatory approach to evaluation, selection of indicators that provide evidence on the process of change and to use mixed evaluation methods. The involvement of stakeholders in the evaluation process can also be a useful tool to further strengthen partnerships and strategies for healthy cities. Conclusion: Cities need to engage more in evaluation activities and develop necessary skills and capacity to produce utility-driven evidence.

  • The era of information technologies has stimulated the demand of educational reform based on the use of information and communication technology (ICT). It requires explicit guidelines, vibrant objectives, mobilization of resources and political commitment at all levels of the country to achieve the desired results. However, change is not easy, it requires to overcome the impediments that hinder the successful integration of ICT in public schools. The pace of this reform is active in developed countries, while developing countries are lagging behind in achieving the required goals. The foremost purpose of this study is to highlight the barriers in the effective integration of ICT faced by developed countries in general and developing countries in particular. Reviewing the impediments to the integration of ICT in public schools may assist educators to become technology adopters in the future. Findings of the study reveal that intrinsic barriers are easy to surmount; once extrinsic barriers have been subdued successfully.

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

  • Through previous studies, it was found that news from legacy media, including television, has an agenda-setting effect and priming effect on the perceptions and attitudes of audiences about politics and war, and that film media also has an agenda-setting effect and political priming effect on war issues. However, it is difficult to find studies on the effects of war-related TV documentaries on media audiences. Therefore, in this study, An experimental study was conducted to investigate whether there is a change in 'recognition of the importance of security', 'will for South-North Unification' and 'will to participate in war in case of emergency' for the audience who watched the KBS special <100 Days of Invasion of Ukraine, Part 1 into the Fire>. As a result of the analysis, it was found that watching a war-related TV documentary reinforced the audience's 'recognition of the importance of security' and 'will for South-North Unification'. However, it was confirmed that watching a war-related TV documentary did not strengthen the audience's will to participate in war in case of emergency.

  • Wildfires have become increasingly common and intense in South Korea because of climate change, but few have recognized the catastrophic level of the problem. Given the significant impact of wildfires, emergency management stakeholders must have effective risk communication structures for rapidly responding to such phenomena and overcoming geographical difficulties. Despite the country spending billions of dollars to build a big databased early warning system, risk communication flow during the 2017 Gangneung wildfire was ineffective, thereby causing substantial economic, social, and environmental losses. To examine the patterns of information exchange in South Korea's risk communication networks and their structural characteristics during the wildfire, we conducted semantic and network analyses of real-time data collected from social media. The results showed that the inefficient flow of risk information prevented emergency responders from adequately assessing the emergency and protecting the population. This study provides new insights into effective risk communication responses to catastrophic events and methods of research on webometric approaches to emergency management.

  • This study aims to investigate national image of South Korea held by russians. Surveys(based on Free-association Image) and discussion were conducted on LiveJournal (internet blog) with russian netizen. A national image is influenced by a subjective perspective rather than an objective one. Therefore, an image can differ substantially from reality. Futhermore, it takes a long time to change an established image, particularly to a positive image. According to the results, the image of South Korea were dominated by unstable political situations, especially factors related to North Korea. In addition, based on Free-association image, thinking about Korea or Korean, most russians recognize Korea(South) with North Korea. Above all Russians recognize Korea, basing their images on factor of the past or their neighbors-russian korean- or famous Korean brand like Samsung, LG, Hyndai, "Dosirak". Russian netizen did not recognize South Korea as one of leading countries in Asia, paying little attention to South Korea compared to China or Japan. We belive that it is necessary to consider these situations in future efforts to enhance the national image of South Korea.
