This paper is to analyze critically policy and discourse of creative economy and creative city. Applying the concept of 'policy transfer' or 'policy mobility', It points out that it may be inevitable for a certain policy or discourse developed in Western society to change its contents and characteristics in its international diffusing process. And then, this paper describes political contexts and process in which the policy and discourse of creative city of a former mayor of Seoul, Oh, Se-Hoon, during the late part of the 2000s, and those of creative economy of the current president, Park, Geun-Hye, have been suggested and pursued, arguing that those policies and discourses, having been distorted and lack of concrete contents, have functioned as a key ruling tool or political rhetoric. In particular, this paper concludes that the policy and discourse of creative economy of the current government would have little positive effect due to excluding intentionally policy of economic democracy and ignoring unintentionally policy of creative city, which seem to have an inherent relationship with that of creative economy.

This paper studies the impact of domestic and foreign economic activity on mobility among regions. The shortage of human resources and demand continues in Eastern Europeans. Especially Ukrainians, have entered the Polish labor market to make up for the scarce areas. As a result, Poland's supply and demand in Ukraine is disproportionate. Minimum wage increases are putting continued pressure on employers. Therefore, the regression equation in the form of job-seeker's economic activity ratio, y= AX²+B,(x=settlers) can be used to grasp the relationship between curves. According to the domestic and foreign workers who migrated, economic activities was rather than increasing the local population, the settlers of nearby large cities is more proportional. Empirical analysis has shown that the human resource hub has increased migration to large cities and industrial. The hub 'A'nation has been created for mobility in 4th wave re-industry, and the same re-industrialization (N₂) in other cities has attracted nearby human resources, but not settle. After all, the hub relationship between N₁ and N₂ is a mobile relationship. Due to wage inequality or a positive wellbeing chasm, workers are not settled plant area but a nearby city, or commuting between borders is easy to go into the hub central city. However, this proved on emerging from the relatively temporary settlers in the AI era.

The present study was designed to investigate the effect of home based exercise program on balance recovery of stroke patients. In total, 20 participants were assigned to a control group(n=10) or exercise group(n=10) between September 2013 and December 2013. In addition to existing physiotherapy, the exercise group received home based exercise program consisting of weight transfer, training endurance, mobility, sensory retraining, lower limb exercise for 30 minutes, 2 times a week, for 8 weeks, every time for 30 minutes. Balance ability was assessed by measuring foot pressure(FP), limit of stability(LOS) and velocity sway(VS) by using Biorescue and by using the functional reaching test(FRT). To compare the improvement level of each group's balance ability, examination of independent sample T was done. Significant differences between control group and exercise group in LOS, VS of affect side and FRT were observed. This study showed that home based exercise program application was effective strategy on balance recovery in a post stroke population.

As the system of autonomous police that has been debated for long time is fixed to be introduced by the program of participatory government, this treatise intends to analyze main contents and review controversial items in order to present supplementary measures. The program of participatory government to introduce autonomous police in Korea focuses on converting the autonomous police of Korea from centralized police administration in order to provide 'customized security service' that is appropriate to the regional environment. Thus, if relevant city, county or district considers that it is required to introduce the system autonomous police, the assembly may enforce the decision by enacting ordinance. For enforcement, organization in the unit of section will be established in the line of mayor, county headman and district office. The main role will be security service that is closely related to the life of inhabitants such as crime prevention, patrol, traffic crackdown, etc. as well as public health, sanitation and environmental control which are being performed by autonomous organization at present. However some expected controversial items may be summarized in the following 3 points on the premise of accepting the program of government. First, the point at issue related to the basic function of police. The basic function of police is generally understood as order keeping function such as anterior and preventive job and law enforcing function such as posterior and suppressing job. By the way, the program of government does not endow the autonomous police with investigation right for general crime, thereby raising the controversy that our autonomous police is nothing but the assistant of police. Furthermore, the present national police also expresses its dissatisfaction to the transfer of authority. Second, the issue of balance of security service between self-governing bodies may be raised. The security environment is different between self-governing bodies and thus demand of security is different. Therefore, the security service of autonomous police will reveal difference in qualitative aspect for each self-governing body. Moreover, it can be easily anticipated that the quality of security service may be different as per the financial independence degree. Third, the point at issue anticipated with the operation funded by the budget of self-governing body. As autonomous police is operated by the budget of self-governing body, the following problems may be raised; (1) since police administration is subordinated to general administration, the concentration may be weakened (2) the cooperation between policy agencies may be impeded (3) owing to the difficult in possessing spare police, the mobility of police may be somewhat reduced.
