This study, in the perspective of universal design, newly suggests UD-WCAG 2013 for the evaluation of job information sites used by the silver generation. Using this, 13 senior clubs run by social welfare corporations chosen by the central and local government for the silver generation job information provision organizations to analyze the compliance status of web accessibility. The web compliance status analysis was done through a self-assessment tool from Korea Agency for Digital Opportunity and Promotion and UD-WCAG 2013. Although both analyses showed that there weren't differences according to region, the general level of compliance was shown as low. In the UD-WCAG 2013's 7 major categories the part about errors was shown providing appropriate solutions, but in the other parts it was shown that the all 13 websites were being run with insufficient consideration of the social and physical characteristics of the silver generation.

The bearer of the power sector's ETS compliance cost is power consumer for the following reasons. Firstly, power companies are constrained in establishing appropriate strategies to comply with ETS regulations due to the structural differences between the domestic power market and emission trading system. In other words, because power companies do not have a right to determine price and production of electricity, they have to compete with other companies under disadvantaged conditions in the emission trading market. Secondly, because ETS compliance cost is part of power production costs as it is also clearly written in the national greenhouse gas reduction road-map and the second energy supply plan, the cost should be included in power price following the power market operation rule. Thirdly, the most effective method to reduce carbon emissions in power sector is to reduce power demand, which is efficiently achieved through raising power price to a realistic level. Low power price in Korea is the major cause of rising power demand which is also the major cause of rising GHG emission. Therefore, power sector's ETS compliance cost should be included in power price to encourage power consumers' actions on reducing power consumption. Fourthly, when externality cost occurs in the process of delivering public services, usually beneficiary pay principle is applied to identify the cost bearer. Since electricity is one representative public good, the bearer of power sector's ETS compliance cost is power consumer.
In this study, applicability of GHG ETS Offset Program in Korea for a refrigerant sector was analyzed by reviewing foreign management policy and project status in progress related to refrigerants in the disposal stage. In order to derive the implication of the domestic Offset Program, it was looked into approved offset projects and certified offset credits current state in Korea. Offset Program has approved 22 methodologies up to the present, so it is necessary to enhance the accessibility to GHG reduction in various industrial sector including the refrigerant sector by developing appropriate methodologies. In this study firstly, it was investigated that management regulation of countries are managing the refrigerants in the disposal stage such as United States, Japan, Australia. Secondly, of CDM methodologies there were two methodologies associated with the refrigerant reduction(treatment), which were decomposition HFC-23 and destruction of HFC-134a. Also there were a non-registered methodology about destruction of HFC-134a of end of life vehicles. Lastly, in California according to Compliance Offset Program, there was Compliance Offset Protocol in ODS Projects that provided eligible conditions. Compliance with information security policies has been an important managerial concern in organizations. Unlike traditional general deterrent theory, this study proposes whistle-blowing as an alternative approach for reducing internal information security policy violations. We build on the theories of planned behavior and rational choice as well as develop a theoretical model to understand the factors that influence whistle-blowing attitudes and intention at both the organizational and individual levels. Our empirical results reveal that altruistic and egoistic concerns are involved in the development of whistle-blowing attitudes. The results not only extend our understanding of whistle-blowing motivation but also offer directions to managers in promoting internal disclosure of information security breaches.
The proportion of people who contacted pulmonary T.B. in Korea has drastically decreased as a result of the incessant effort of the Korean government which adopted a policy of“drive out T.B.”as its foremost health policy. However, the proportion still remains relatively high com-pared with that of developed countries. This study attempts to find some means for guiding and educating college students who have T.B. in their health care by (1) first determining the effect if their self-concept and health beliefs on their behavior in regard to their disease and (2) then predicting the level of compliance of the new patients to the treatment suggested by the health specialist, before the commencement of the treatment. The subjects of this study consisted of 88 mald and female students at Y University who were diagnosed as minimal pulmonary T.B. patients and registered at the health clinic of Y University during the period between September 1, 1981 and March 31, 1953. Data were collected from them by means of questionnaire and interview. The instruments used for this study were (1) a part of Junghoon Choi's“Perceptual Orientation ,Scale”for measuring self-perception of patients and (2) Rosenberg's questionnaire for measuring patients' evaluation of self-esteem, and (3) an instrument for measuring patients' health beliefs which was developed by this researcher utilizing information available from references. The collected data were analyzed using descriptive statistics, chisquare test, Pearson correlation coefficient and t-test. The findings were as follows: 3. Test of hypotheses 1) Hypothesis 1: Patients with high self-concept will be high in health beliefs. For testing this hypothesis a calculation of Pearson correlation coefficient (r) between the patients' self-concept and their health beliefs was carried out. The result of this test was -. 0756 which was not significant at α=.05 and hence hypothesis 1 was not supported. 2) Hypothesis 2: Patients with a high self-concept will tend to be high in compliance with the suggested treatment. Again a Pearson correlaton coefficient was calculated between the two variaibles in the hypothesis. The calculated coefficient r was .1558 which was not significant at α=.05. Hence hypothesis 2 was rejected. 3) Hypothesis 3: Patients with high susceptibility will have a high compliance level. The correlation coefficient between the two variables was -.1975, which was significant at α=.05 but due to the negative sign hypothesis 3 could not be accepted. 4) Hypothesis 4: Patients who take their disease seriously will have a higher compliance level. The calculated correlation coefficient between the variables in this hypothesis was .1642 which was not significant at α=.05 and hence hypothesis 4 was rejected. 5) Hypothesis 5: Patients with a high sense of the benefit of treatment will have a high level of compliance. The computed correlation coefficient was .3129 which was significant at α=.05 and hence hypothesis 5 was acepted. 2. Findings from the correlation analysis were as follows: 1) Patients' susceptibility and their compliance to treatment was negatively correlated (r= -. 1975) which was significant at α= .05. This implies that as the patients' level of susceptibility increases their compliance level decreases. 2) Patients' susceptibility and their self-concept were negatively correlated (r= -. 1790) which was again singnificant at α=.05. The implication of this is that as the patients’self concept increases their susceptibility to disease decreases. 3) Patients' self-concept and their sense of benefit derieved from the treatment was positively correlated (r=.1970) which was significant at α=.05. That is, patients with a high self-concept perceived a great sense of benefit from the treatment. To summarize, patients who are low in susceptibility have a high level of compliance and self-concept.
In the past, organizations tended to focus on physical and technical aspects of managing corporate's information security (IS), rather than the aspect of human resources related to IS. Recently, increasing security incidents caused by organization members raise the issue of how to improve employees' compliance with security policies. This study conducted a field experiment to examine the effect of security awareness training and technical security services on employee's security behaviors. In Study 1, the number of spam opening cases were measured right after the IS training and re-measured three months later. In Study 2, a spam warning message was provided and then the number of employees' spam opening cases were counted to find out the effect of security services. It was found that both the IS training and the technical IS service were effective; they significantly decreased spam opening rates. However, the training effect did not last longer than three months. These findings suggest that organizations need to consider providing regular training programs and supplementary technical services to improve employees' compliance with security policies.
Animal welfare was introduced relatively late to Korea in comparison with Western countries. Nonetheless, the Korean government has continuously improved animal welfare-friendly regulations as policy instruments. Given the current situation, it is predicted that spontaneous settlement of the animal welfare policies will be difficult and may cause conflict in the farm animal industry. To identify and categorize conflicts caused by animal-welfare-related policies in the last five years, we investigated the awareness of animal welfare among Korean hen farms and the level of compliance with the animal welfare regulations. We collected a sample of 53 egg-laying chicken farm operators (e.g., owners or head managers) was collected through the on-site survey (90% confidence level (Z-score: 1.65) and 10.18% tolerance, based on a number of 797 egg-laying farms in 2020). Ethical conflicts on the farms were categorized into three different types according to the hen farm's ethical awareness level: passive, moderate, and active. Additionally, we investigated the correlation between compliance with regulations and ethical consideration. This study confirmed that compliance with animal welfare-related regulations significantly correlated to the level of ethical consideration of farm operators. Interestingly, we also observed that farm operators did not comply with the regulation despite their high level of awareness of animal welfare. This conflict implies contradiction and unresolved ethical dilemmas. Therefore, this study argues that the policies cause conflict in the field despite the certain level of effectiveness on animal welfare regulations.
After the Fukushima nuclear accident, the external costs of generating electricity from nuclear power plants such as additional safety compliance costs and possible accident risk action costs have gained increasing attention from the public, policy-makers and politicians. Consequently, estimates of the external costs of nuclear power are very deliberate issue that is at the center of the controversy in Korea. In this paper, we try to calculate the external costs associated with the safety of the nuclear power plants, particularly focusing on additional safety compliance costs and possible accident risk action costs. To estimate the possible accident risk action costs, we adopt the damages expectation approach that is very similar way from the external cost calculation of Japanese government after the Fukushima accident. In addition, to estimate additional safety compliance costs, we apply the levelized cost of generation method. Furthermore, we perform the sensitivity analysis to examine how much these social costs increase the electricity price rate. Estimation results of the additional security measure cost is 0.53Won/kWh ~ 0.80Won/kWh depending on the capacity factor, giving little change on the nuclear power generation cost. The estimates of possible accident risk action costs could be in the wide range depending on the different damages of the nuclear power accident, probability of the severe nuclear power accident and the capacity factor. The preliminary results show that it is 0.0025Won/kWh ~ 26.4188Won/kWh. After including those two external costs on the generation cost of a nuclear power plant, increasing rate of electricity price is 0.001%~10.0563% under the capacity factor from 70% to 90%. This paper tries to examine the external costs of nuclear power plants, so as to include it into the generation cost and the electricity price. This paper suggests one of the methodologies that we might internalize the nuclear power generations' external cost, including it into the internal generation cost.
This paper is a study on the industrial security specialists of organizations in possession of industrial technology and their compliance motivations towards security policies. The focus is on organizational justice, organizational attachment and empowerment based on our hypothesis that compliance motivations are shaped, not only by the organization itself but, also by the attitude and principle of the organization's members. The objective is to propose a direction for administrative security policy to increase prevention of industrial technology leakage by identifying the factors' significance through hypothesis testing and thereafter investigating the influencing relationship. Survey questionnaires are collected from the participants of a regular educational program provided by the Korean Association for Industrial Technology Security (KAITS) and analyzed using SPSS 21.0 and AMOS 21.0 software. Through various statistical analyses, following results are acquired. First, procedural fairness and organizational attachment are found to motivate security supervisors to comply with security policies. Particularly, the relationship between procedural fairness and compliance motivations towards security policies is fully mediated by organizational attachment, suggesting that improved fairness at the organizational level will lead to an increase in organizational attachment, which will encourage the individuals to comply with security policies. Additionally, empowerment of the individuals in organizations partially mediates the relationship between procedural fairness and organizational attachment, confirming that procedural fairness empowers each individual and increases his organizational attachment. Specifically, in order to maximize compliance of security policies, businesses should demonstrate procedural fairness when compensating their employees for their work to empower them and increase their organizational attachment, which can increase their will to comply with existing security policies. This research provides insights into how to encourage security supervisors to comply with security policies by increasing their empowerment and organizational attachment.
The purpose of this study was to investigate the effect of aerobic exercise training and half bath on blood component, cardiorespiratory function, and vascular compliance of middle-aged obese men. The subjects were 3 groups; aerobic exercise(n=10), half bath(n=10), and controlled group(n=10). They were tested on their blood component, cardiorespiratory function, and vascular compliance at the beginning and at the end of the 12-week study(pre-post test). For data analysis, mean and standard deviation scores were calculated, and repeated measure two-way ANOVA and Scheffe were used. The results of this study are as follows. First, aerobic exercise group was significantly improved on all blood component after the 12-weeks, and showed significant difference among groups. Half bath group was better than control groups on Triglyceride, LDL-C, and HDL-C levels. Second, aerobic exercise group was significantly improved on maximum oxygen uptake, maximum heart rate, and maximum ventilation after the 12-weeks. Third, in vascular compliance measured in both hands and both feet, the half bath group and aerobic exercise training group were significantly increases the control group. Therefore, these results imply that aerobic exercise and half bath can be helpful for better blood component, cardiorespiratory function, and vascular compliance in middle-aged obese men.
