정부규제의 유형분석을 통한 규제정책의 접근방법 연구;하도급 및 전문건설업을 중심으로 (A Study on Direction of Regulation Policies by Classification of Government Regulation in Construction Industry;Focus on Subcontract or Specialty Contractor)

  • The purpose of this study is to classify government regulations and to present the direction of regulation policy in korean construction industry with focus on subcontract or special contractor. The literature research and type analysis are adopted as research method. And the results of this study are as followed. The study has shown the type of government regulations related with subcontract or specialty contractor in korean construction industry. Also, Having shown the institutional function of the regulations in the market. And the study has presented the approach to reform government regulations in construction industry. First, government must recognize not only economic efficiency but also social equity as equivalent policy values. Second, government must evaluate the benefit and cost of policy group as regulations have changed. Third, government must analysis the functions and effects of regulation reform in comparison with existing regulation.

우리나라 주요 해운정책의 통상법적 합치성 분석 연구 (A Study on the Trade Law Conformity of Korean Shipping Policies)

  • This study conducted a conformity review of Korean shipping industry policy and suggested that the Korean five-year shipping reconstruction policy has not violated the WTO (World Trade Organization) trade law agreement yet. In order to investigate the latest Korean shipping policy, domestic and foreign reports were reviewed, and after that, the WTO's published data and domestic and foreign journals were analyzed. Through this process, this study tried to review the conformity of trade laws by major Korean shipping policies. The shipping industry is a representative service industry, and subsidies for this are not subject to WTO-level regulation in principle. The purpose of Korean shipping industry policy is to support the shipping industry, a type of service industry, and even if the ship-building and manufacturing industries (shipper) indirectly spread benefits in the process, this is unintentional or private-level support. That is, this study concluded that It is understood that Korea's five-year shipping reconstruction policy does not violate the WTO trade law agreement.

  • We want to know the key factors which are important to make any cluster grow up. First, we make four cluster types which are national policy type, local recruit type, local network type, and existing industry transforming type. Second, We selected Austin case and Kyushu case as two local recruit type clusters. Third, this paper looks into the dynamics of two clusters. Forth, we arrive at the conclusion including the policy implication for Daegu technopolis.

영리병원도입 정책의 추진경과 (The progress of for-profit hospital related policy)

  • Policy of for-profit hospitals permission has provoked debate on how to enhance health care system and medical service industry. The government says that for-profit hospitals could help improve the quality of medical care and develop medical tourism. On the other hand, Medical care related NGO insist that for-profit hospitals will not fix the existing medical problems in Korea, only create new ones. Recently, a type of for-profit hospitals emerged in dentistry and caused much trouble. Accordingly, We try to carefully look at for-profit hospitals related policy and debate.

  • This paper originates from the questions concerning why Korea has had difficulties in boosting R&D service industries regardless of government efforts over a decade. We first review the intrinsic nature of the R&D services and set up four criteria such as establishment type, diversification of business models, coverage of client firms, and role of R&D service firms as innovation drivers and IP strategies, that will be used in interviewing and analyzing R&D service firms. Second, we carry out in-depth interviews of eighteen R&D service firms to understand business behaviors and relevant characteristics. Finally, we identify five groups of R&D service firms and conclude that differentiated polices have to be implemented according to the groups for promoting the industry effectively.

  • The reliability guarantee insurance policy for parts and materials was introduced to the market in 2003. This policy indemnifies manufactures for the repair/failure costs, recall expenses. In this paper, owing to the nature of the policy, we propose a new rate-making system considering the type of product and industry, quality control circumstances, record of guarantee performance, and exposures.

  • 이 연구의 목적은 글로벌 해운항만물류에 있어 창조형 서비스산업으로서 금융특화와 금융지원을 통한 해양금융의 허브화와 해양물류 클러스터를 구축하여 국제경쟁력강화를 통한 국가경제발전에 이바지함에 있다. 효과적인 목적달성을 위해 이 연구는 통합적 접근법을 채택하여 효율적인 정책이행에 적용하였으며, 정책수행의 도구로서 창조형 해양금융발전 단계를 수립하여 정책이행시기의 가이드라인을 다음과 같이 제시하였다. 제1단계(조성과 성장정책): 2013~2016(창조형 해양금융산업집적지구축), 제2단계(육성/활성화정책): 2017~2019(창조형 해양금융산업클러스터구축), 제3단계(지속적 발전정책): 2020년 이후 장기과제(창조형 해양금융혁신클러스터구축). 세계해양금융의 경쟁력 열위에 있는 우리나라는 해양금융의 유동성확보를 위한 전략적 접근이 절실한 바, 근래 글로벌 금융위기 이후 실물거래를 수반하는 금융 거래의 새로운 대안으로 이슬람금융이 급부상하고 있다. 아울러 본 연구에서는 해양금융의 실무상 우리나라의 잠재형 슬랙을 창출하기 위해 이슬람금융권과의 컨소시엄의 구성을 초기단계에서의 보다 용이한 정책이행의 단초로 제안하고 있다.

기업의 R&D 구조변화와 정부정책 방향에 대한 소고

  • R&D expenditure of Korean firms has been increasing drastically since 1980 and occupied 84% of total R&D expenditure in 1994. After 1994, however, the growth rate of industry R&D expenditure has dropped below single digit. R&D concentration rate of upper 20 companies declined from 61.9% in 1999 to 49.8% in 2001. The technology trade balance has diverged by 2.8 billion dollars in 2000 compared to around 0.3 billion dollars in 1985. We find several reasons on declining the industry R&D growth rate in Korea. First, we carefully say there might be an crowding out effect in increasing government R&D investment from Granger causality test between industry R&D and government R&D. Second, the decreasing benefit of tax credit since 1992 on industry R&D expenditure has caused the decrease of industry R&D growth rate. Third, the type of R&D cost becomes to similar to matured countries type of cost, which means the portion of capital expenditure has been decreased since late of 1980s. Therefore, industry R&D growth rate gets to saturation point. We draw several policy implications from the changing structure of business R&D of Korean company. Firstly, to stimulate industry R&D investment Korean government needs to strengthen tax credit policy. Secondly, to induce foreign direct investment Korean government needs to establish technology infrastructures and high quality of manpower. To utilize foreign technology resources Korean government need to introduce global R&D program executed by foreign scientist as an Project Leader.

국내대학 융합교육에 대한 교육과정 및 정책분석 (Analysis of Curriculum and Policy for Convergency Education of Domestic University)

  • 본 논문에서는 지역특화산업을 고려하여 관련 융합산업의 유형을 분석하였고, 교육내용을 중심으로 각 대학의 융합교육 차별화 방향을 분석하였다. 또한 국내 융합산업정책을 중심으로, 각 융합영역에서 인력 수요 상태를 분석하였다. 덧붙여 융합분야에서 전공 교육과정을 조사하였다.

우리나라 수산업의 글로벌화 수준 평가 -국제연계도 및 국제통합도 분석을 중심으로- (A Study on Korean fisheries' Globalization level: focusing on LIT and IIT)

  • The objective of this study is to examine Korean fisheries' globalization level. For that, this paper discusses structural changes of world fisheries and level of korean fisheries' globalization. Fisheries' globalization is measured by comparison of IIT(intra-industry trade) and LIT(level of international trade) on eleven countries(Netherland, UK., USA, France, Japan, Spain, Korea, Taiwan, Thailand, Indonesia, Philipinnes). And analysis data are obtained from UN-UNCTAD PC-TAS and FAO Fishstat. As a result of measure of fisheries' globalization, Netherland is the most globalization country of eleven countries. And the next order is Spain, UK, France, Thailand, Taiwan etc. We can classify these countries into four types. Type I is 'International linkage and integration global indutstry' inculding Netherland, UK, Spain, France. Type II is 'Interantional integration global industry' including Taiwan and S. korea. Type III is 'international linkage global industry' including none of eleven countries. Finally, type IV is 'domestic demand and self-sufficient industry'including Thailand, USA, Japan. So we can name the type of korean fisheries' globalization as 'interantional integration global industry'. Usually this type is evaluated that level of international trade is not high but level of intra-industry trade is high. As a result, from now, we should consider policy directions of korean fisheries whether to decide one of four types or not.
