The police do their best effort to make all security standards of competence and law enforcement suit the public's expectation, take precedence over the direction of the security policy to what the people want, and realize the Republic of Korea in which the people are happy with a strong police security. On the other hand. The people demand the fairly high level of moral integrity to the police who are in charge of law enforcement at the forefront than any other organization. Suggesting various measures for enhancing the organizational level of police ethics in police ethics awareness of police offices have been working on, yet the prevailing view that still insufficient. In this study, after analyzing the current moral status of the police, I suggest ways to improve as follows: First, strengthening the training and improving the program of police ethics. For this, securing professional teacher and implementation of customized ethics training are necessary. Second, the subject of human nature test should be expanded. The targets are limited to less than a supervisor. It should be expanded to all police officers. Third, the improvement of the organizational culture. For this, introduction of mentoring system and enlightening-oriented inspection is needed. Fourth, reducing the burden of manpower by reinforcing personnel. By defusing lack of police personnel, the police will be able to conduct intensive and effective ethics education. Finally, the provision of the stress relief measures for the police. To this end, the police requires constant efforts of the organization itself.
Artificial intelligence is a core technology in the era of digital transformation, and as the technology level is advanced and used in various industries, its influence is growing in various fields, including social, ethical and legal issues. Therefore, it is time to raise social awareness on ethics of artificial intelligence as a prevention measure as well as improvement of laws and institutional systems related to artificial intelligence development. In this study, we analyzed unstructured data, typically text, such as online news articles and comments to confirm the degree of social awareness on ethics of artificial intelligence development. The analysis showed that the public intended to concentrate on specific issues such as "Human," "Robot," and "President" in 2018 to 2019, while the public has been interested in the use of personal information and gender conflics in 2020 to 2021.

It is true that the police have been faithful to the role of the regime's sewer and committed many disruptions and errors, and have been criticized and criticized by the public. It should now be the foundation of the democratic police and an organization supported by the people. The problem is that the quality, personality, and values of 130,000 police officers should be changed and should be in line with the spirit of the times. One of the theories of police corruption is the "rotten apple hypothesis." The theory is that there is a high possibility that the entire police force will be corrupted, as if the defective apple in the apple box is rotten and the whole apple is rotten, without filtering out potential corrupt police officers during the recruitment phase. In other words, the cause of corruption is based on personal flaws. This study intends to analyze the causes of police corruption and improvement measures. The purpose of this study is to ensure that police officers in charge of national security are usually armed with ethics and good conduct. The police should be trusted by the people and need a stronger prescription for police corruption. In this respect, this study aims to solve the corruption problem of police officials, analyze anti-corruption, and find out what are the desirable countermeasures. The main study methods of this study are as follows; First, we first tried to collect data through research on corruption-related literature. The analysis was focused on the related papers of police corruption and government reports. Second, police corruption theory and anti-corruption alternatives were analyzed. It was reviewed focusing on the theory of corruption or translated data. Third, a literature survey was analyzed to examine the National Police Agency's perception of police corruption. Based on these research methods, we tried to derive the desirable control measures for the hypothesis of police corruption. This study is believed to have contributed to supporting the organizational corruption and culture of the apple box, including the personality of the individual's values, which is a rotten apple theory of police corruption.
Korea is striving to establish a research ethics system, but there is still a disagreement as to the level of government involvement in research ethics. Therefore, this study analyzed the formation process of research ethics system in the United States and sought to derive implications for Korea's research ethics policy. The analysis of the present status of the research ethics policy and laws of the United States showed that i) the establishment of regulatory system is done only after the principles of the research ethics or the guideline are presented first in the academic fields; ii) the responsibility for research ethics is to be shared by the federal government and the research institute, and the primary responsibility for research is given to the research institute and the secondary responsibility to the government; iii) the government has imposed a minimum extent of strong regulation on unethical research; and iv) it is necessary to extend the responsibility of unethical research from the individual level to the structural level.
The police have a responsibility to ensure the safety such as the Public peace and order, life and property of the people. Therefore the police system is to be provided in the organization and functioning. And the policemen should live correctly in public or private living. Through this incident, it reminds me of the idea that personnel appointments are everything once again. Public officials should try to be good at ethics and conduct. If a public official fails to fulfill his or her role as a public official, how can the public trust him or her? You should know that the country does not exist under that official. Looking back on the constitutional history after liberation, it is undeniable that the collusion between politicians and businessmen shocked the people with many suspicions and distrust, and the various irregularities they caused disrupted healthy democracy and the national economic order. In this respect, this paper focuses on Korean political reform measures, but also examines ways to improve public officials' ethics. This paper focuses on that political reform should move in the direction of revitalizing the function of the National Assembly and allowing autonomous and independent parliamentary activities. Parliamentary activities should not be too dampened, and it should not end in a brief promotion in consideration of election votes. The ruling and opposition parties should seriously consider and implement this political reform plan. As one of the people, I hope that this privilege reform plan can be a touchstone for the advancement of political culture. This paper was studied as follows. First, the purpose and justification of political reform were identified. Second, it emphasized the need to improve public service ethics. Third, the problems and improvement measures of political reform were considered.
Recently, Police integrity has been issued on the media, which cause discredit of police organization. Although high level of morality and integrity are required compared to other occupational groups due to their authority to exert legal force to the citizens and a variety of policies have been enforced by the National Police Agency for the purpose of uplifting the integrity of the officers, in reality, corruption had not yet been eradicated. At this point in time, this study attempted to draw implications for uplifting integrity by utilizing domestic and foreign preceding studies and statistical data related to police corruption and uplifting integrity. The inspection system through whistle-blowing was pointed out as a problem in the institutional framework that hinders uplifting integrity of the police officers and the perception in which police officers are regarded as potential criminals was also pointed out as a problem. Also, vague standards of disciplinary action in examining an offense of a police officer and lack of care for those who were disciplined in the past which affects loyalty to the organization were presented as problems. Based on such suggested concerns, policies for uplifting integrity and restoring citizens' trust in the policies officers were proposed. The proposed agenda were warning the police officers by presenting clear and specific category of corruptive behaviors, expressing the necessity of devising a system that prevents the officers from committing serious crimes by discovering problematic officers earlier through introduction of Early Warning System(EWS) of US and Australian police in order to break away from exposure-oriented inspection system, and reinforcing the testing of integrity in the new employment process.
This study is to practice a analysis of Q-methodological preference degree about the subjects on school curriculum centering around the views of the policemen in active service who are with Gwang Ju and Jeon Nam region. Concretely, this study mixed the subjects on school curriculum related to the police administration of universities located in Gwang Ju and Jeon Nam region and abstracted the twenty seven items as the final question point. Above this, this study integrated the similar or repeated subjects and drew up the question items through seperation process among the different subjects. After this, this study selected the twenty policemen as a first P-sample in active service presently on fourth month in the year 2011. In this process, this study eliminated the materials of six policemen who replyed unhonestly and selected the materials of ten-four policemen as a final effective sample. Furthermore, this study applicated a principal component analysis. This study practiced the I.II.III types of a preference degree analysis of the subjects related to the police administration. the concrete results are as follows: In a I type, the positive consent was showed in the subjects of criminal law, criminal procedure law, criminal speciality law and so on. In a II type, the positive consent was showed in criminal investigation science, emergency measure, the art of self-defence, criminal law, criminal procedure law and so on. In a III type, the positive consent was showed in criminal science, criminal investigation science, criminal procedure law, introduction to police science, police ethics and so on. On this basis, this study concluded the following common opinions. Firstly the actual and evidencial subjects which the policemen in active service feel as the commons were criminal investigation, criminal science, police ethics, criminal speciality law, criminal law business, police administration science, police law practice, emergency measure, the art of self-defence, general rules of civil law, administrative law and so on.

In this context, the recruitment and selection system of police officials is an important issue because it affects their future performance as police officers on the job, especially their policing skills, perception of society, occupational ethics. This study suggested the characteristics of U. S. recruitment and selection system of police officials. In the U. S, each police agency sets up its own recruitment and selection standards and procedures. However, recruitment and selection process follows a certain sequence : receiving application, psychological examination, background check, polygraph test, drug screening, interview, physical agility, and medical test. Special characteristic of American police system regarding recruitment and selection is that many law enforcement agencies use a polygraph test to ensure the integrity of the candidates. Another interesting screening process is a drug test because many Americans abuse illegal drugs. A candidate officer must submit urine or a hair sample for screening test. Police human resources specialists should continually identify the most innovative tests and approaches recruit and select police officers. Recruitment and selection strategies should increasingly attract and retain those officers who have the attributes to work in a community-oriented policing environment.
