  • Disaster has a direct influence on the lives of the people, the body, and the property. For effective and rapid disaster responses, coordination process based on sharing and utilizing disaster information is the essential requirement Disaster and safety control agencies produce and manage heterogeneous information. They also develop and use word dictionaries individually. This is a major obstacle to retrieve and access disaster and safety information in terms of practitioners. To solve this problem, standardization of lexical resources related disaster and safety is essentially required. In this paper, we conducted current status analysis about lexical resources in disaster and safety domain. Consequently, we identified the characteristics according to lexical groups. And then we proposed the utilization plan of lexical resources for disaster and safety information management.

S&T Policy Directions for Green Growth in Korea

  • To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

A Study on the Emission Characteristic and Improvement Plan of Domestic Sewage(NPS) in Rural Area (농촌지역 생활하수의 비점오염 유출특성 및 개선방안 연구)

  • The nonpoint pollution source (NPS) is irregular in the amount of generated and runoff. About 70% of the water pollution sources in Korea are NPS. Most of the rural areas are small towns with less than 50 families. This is where sewerage supply is poor. This is where the domestic swage of the house flows directly into the small stream. This study investigated the amount and concentration of domestic swage. And investigated NPS for public officials. We have suggested an improvement plan here. Local government officials lack the concept of NPS. Rural residents also do not know about NPS. Therefore, we proposed NPS public relations and education linked to public administration. This is an extension of the national budget and interest. The domestic swage is discharged at about 272 liters per day in a house. We proposed the introduction of small facilities. If the capacity remains, it is suggested to link to cattle shed, pigsty and so on. The BOD, COD, TN, TP, and SS concentrations were all high. This suggested a reduction in concentration in combination with natural water. Finally, NPS facilities were proposed to be put into rural areas. And it was determined that continuous monitoring was necessary. The results of this study were expected to be applied to NPS management.

Evaluation of Major Projects of the 5th Basic Forest Plan Utilizing Big Data Analysis (빅데이터 분석을 활용한 제5차 산림기본계획 주요 사업에 대한 평가)

  • In This study, we examined the gap between supply and demand of forest policy by year through big data analysis for macroscopic evaluation of the 5th Basic Forest Plan. We collected unstructured data based on keywords related to the projects mentioned in the news, SNS and so on in the relevant year for the policy demand side; and based on the documents published by the Korea Forest Service for the policy supply side. based on the collected data, we specified the network structure through the social network analysis technique, and identified the gap between supply and demand of the Korea Forest Service's policies by comparing the network of the demand side and that of the supply side. The results of big data analysis indicated that the network of the supply side is less radial than that of the demand side, implying that various keywords other than forest could considerably influence on the network. Also we compared the trends of supply and demand for 33 keywords related to 27 major projects. The results showed that 7 keywords shows increasing demand but decreasing supply: sustainable, forest management, forest biota, forest protection, forest disease and pest, urban forest, and North Korea. Since the supply-demand gap is confirmed for the 7 keywords, it is necessary to strengthen the forest policy regarding the 7 keywords in the 6th Basic Plan.

  • Recently, in South Korea, security management has been strengthened, but there have been an increasing number of cases where the main infrastructure of the country is hacked in the cyber space. South Korea is equipped with sophisticated information and communication technologies, such as Internet, but is threatened by cyber terrorism of North Korea and terrorist organizations. Nevertheless, there is a limit to how to develop a policy and strategic plan for the country, which is related to domestic terrorism and lacks legal and regulatory facilities, and therefore, in this study, proposed suggestions for building adaptive and efficient policy formulation. Based on the theoretical analysis framework of the Strategic Plan for achieving the objectives of the research, we compared the UK 's security strategy with the national security policy of the domestic government. As a result, several problems were derived: First, the domestic security strategy did not take into account the external environment. Secondly, lack of coordination with domestic cyber security goals setting and strategy is causing ambiguity and confusion. Third, the detailed plan of implementation of national security in each province is designed to ensure that there is a possibility that a mixed side effect between ministries and agencies will arise. Fourth, it was found that there was a limit to prepare the evaluation standards for the evaluation and return of domestic security policies in the country. Therefore, in order to establish a policy for the response of domestic cyber terrorism, we set up a vision from long-term perspectives and concrete targets based on the strategic approach of the security policy, It is necessary to present an assignment and formulate an efficient execution plan. It is necessary to maintain and improve the domestic safeguards in order to be able to complement the problems through evaluation and feedback.

  • The research is to analyze current situation of the coordinated development of "5 Region" and "4 Road" in Henan Province and put forward problems about the coordinated development of the "5 Region" and "4 Road" with the inland geographical location in China by drawing on the experience of the coordinated development of related industries in developed countries and regions based on China's "One Belt And One Road". According to the problems, a plan for the promotion of opening up to the outside world is provided. Through research, the following problems are found: First, the superposition advantage of five districts' and "four roads' has not been fully brought into play. Second, the collaborative linkage mechanism is not sound. Third, modern comprehensive transportation hub facilities are not fully completed. Fourth, the industrial support capacity is insufficient. Fifth, basic support is difficult to meet the needs of future development. The plan is as follows: First, building a top-level strategic platform and improve the policy support system. Second, we need to enhance the advantages of the four Silk Roads and accelerate their interconnected development. Third, establishing a coordination and mutual assistance mechanism to stimulate the superposition effect of industrial clusters. The significance of this study is that it can be used as research data to predict the future direction of China's "One Belt and One Road" policy and enlightenment to stimulate the economic revitalization of inland provinces.

Analysis of Previous Color Study : Focused on Study Category and Color Preference Study (기존의 색채연구유형과 선호색채연구의 분석)

  • The purpose of this study was to analyse the previous color studies. A number of publications and journals were reviewed and analyzed carefully. The results of review and analysis were as follows : There were many different subjects in color studies and they were usually categorized into ten fundamental groups : color preferences, color image/symbol/association of ideas, emotion and colors, image making with colors, colors related with consumers' decision making, traditional colors, semantic color description, color plan of apparel merchandise, influential factors on colors, and color coordination preferences. In general, the color preference studies are conducted most actively, and they are followed by the studies of color image/symbol/association of ideas and traditional colors. In the previous studies on the color preferences, they provided sufficient amount of information on the preferred colors and the preferred apparel colors. however, they lacked in providing appropriate explanation on how these color preferences were related with colors in fashion. Also, there have been no thorough studies that questioned the reliability of measurement methods for obtaining color preference data. The authors also realized that it was extremely difficult to find any related publications on the studies that focus various influential variables on the disagreement between the preferred color and preferred apparel color. Thus, this study directed the future studies to solve the problem discussed above.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

Private sector engagement in large scale solar power deployment in Sri Lanka: Role of green climate fund

  • Sri Lanka has strongly understood the importance of mitigation of climate change and various measures have been taken. To tackle the climate change, after ratifying Paris Agreement, Sri Lanka has pledged to reduce her greenhouse gas emission in the energy sector by 20% (16% unconditional and 4% conditional) by 2030 based on the BAU scenario. Simultaneously, the government introduced its new energy policy and strategies in 2019 with a vision of achieving carbon neutrality by 2050. This paper survey related key government documents, policies, reports, and academic articles to investigate opportunities for the private sector to invest large scale solar power deployment (10 MW or above) and to get support from climate finance under article 6 of the Paris Agreement. It has found, growing concern on the environment, energy security issues and increase import expenses for fossil fuels are the main influencing factors to move renewable sources. Further, government investment and FDI both have gradually decreased in the energy sector. Therefore, an alternative financing mechanism is needed. Although the private sector allowed investing in the energy sector since 1996 with the introduction of IPP (Independent Power Producers), it could not make considerable progress on involving large scale solar utility projects. This has revealed government policy is not aligning with the long term generation plan of the electricity sector. The study has also found, it needs more strategic road map, coordination with different institutions, monitoring system to enhance large scale solar contribution.
