The General program evaluation guide is intended for use by managers of both deployment and R&D programs within the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE), although most of the examples of evaluations pertain to deployment programs(EERE,2006). It could help managers determine what kinds of timely adjustments may be needed in program design or implementation to improve the rate or quality of achievement relative to the committed resources. To consider the adaptation of the method in Korea, we have studied the evaluation case for solar america initiative using cost-benefit evaluation. The President's Solar America Initiative (SAI) was launched in January 2006 as part of the administration's Advanced Energy Initiative. The SAI has a goal of installing 5-10 GW of photovoltaic (PV) systems in the U.S. by 2015 and 70-100 GW of PV systems in the U.S. by 2030. The evaluation report presents estimates of the potential benefits should the SAI PV installation goals be achieved. For this analysis, the areas researched include energy, economic, and environmental benefits. As a result, research suggests that 500 MW of PV may have been enough to avoid lackout. The ability of PV to prevent specific blackouts will depend on very specific information on where the PV installations are installed and their ability to relieve pressure on the high stress points on the grid. While this level of detail is outside the scope of this study, it appears that there will be some potential benefit for blackout prevention should the SAI PV goals be achieved.

Recently, with the world-wide issues about global warming and CO2 reduction, a number of distributed generations(DGs) such as photovoltaic(PV) and wind power(WP), are interconnected with the distribution systems. However, DGs can change the direction of the power flow from one-direction to bi-direction, and also change the direction and amount of fault current of existing distribution systems. Therefore, it may cause the critical problems on the power quality and protection coordination. This paper proposes an operation algorithm for bi-directional protection coordination using and apply it for the evaluation system for protection coordination. From the simulation results It is found that the proposed method is more effective and convenient than existing method.

As the grid-connected photovoltaic power conditioning systems (PVPCS) are installed in many residential areas, this has raised potential problems of network protection on electrical power system. One of the numerous problems is an Island phenomenon. There has been an argument that because the probability of islanding is extremely low it may be a non-issue in practice. However, there are three counter-arguments: First, the low probability of islanding is based on the assumption of 100% power matching between the PVPCS and the islanded local loads. In fact, an island can be easily formed even without 100% power matching (the power mismatch could be up to 30% if only traditional protections are used, e.g. under/over voltage/frequency). The 30% power-mismatch condition will drastically increase the islanding probability. Second, even with a larger power mismatch, the time for voltage or frequency to deviate sufficient to cause a trip, plus the time required to execute the trip (particularly if conventional switchgear is required to operate), can easily be greater than the typical re-close time on the distribution circuit. And, third, the low-probability argument is based on the study of PVPCS. Especially, if the output power of PVPCS equals to power consumption of local loads, it is very difficult for the PVPCS to sustain the voltage and frequency in an island. Unintentional islanding of PVPCS may result in power-quality issues, interference to grid-protection devices, equipment damage, and even personnel safety hazards. So the verification of anti-islanding performance is strongly needed. In this paper, the authors propose the improved RPV method through considering power quality and anti-islanding capacity of grid-connected three-phase PVPCS in IEEE Std 1547 ("Standard for Interconnecting Distributed Resources to Electric Power Systems"). And the simulation and experimental results are verified.
Chalcopyrite $CuInSe_2$(CIS) is considered to be an effective light-absorbing material for thin film photovoltaic solar cells. CIS thin films have been electrodeposited onto Mo coated and ITO glass substrates in potentiostatic mode at room temperature. The deposition mechanism of CIS thin films has been studied using the cyclic voltammetry (CV) technique. A cyclic voltammetric study was performed in unitary Cu, In, and Se systems, binary Cu-Se and In-Se systems, and a ternary Cu-In-Se system. The reduction peaks of the ITO substrate were examined in separate $Cu^{2+}$, $In^{3+}$, and $Se^{4+}$ solutions. Electrodeposition experiments were conducted with varying deposition potentials and electrolyte bath conditions. The morphological and compositional properties of the CIS thin films were examined by field emission scanning electron microscopy (FE-SEM) and energy dispersive spectroscopy (EDS). The surface morphology of as-deposited CIS films exhibits spherical and large-sized clusters. The deposition potential has a significant effect on the film morphology and/or grain size, such that the structure tended to grow according to the increase of the deposition potential. A CIS layer deposited at -0.6 V nearly approached the stoichiometric ratio of $CuIn_{0.8}Se_{1.8}$. The growth potential plays an important role in controlling the stoichiometry of CIS films.

Renewable energy has been increasingly used and widely acclaimed as one of the solutions to rampant environmental problems. Among numerous kinds of renewable sources, the penetration rate of the PV system is relatively higher than that of others due to ease of installation. However, one disadvantage of the PV system is its dependence on weather condition. The PV system is especially critical when it is used for standalone systems because it cannot operate when the power generated from a PV module is not enough. Therefore, PV systems are often used with an energy storage system, such as batteries, to store backup energy when the weather condition is insufficient to supply power to the system. Blackout time can be reduced by increasing the size of the energy storage system, but it is a trade-off with system cost. In this work, optimal sizing of a standalone PV system is proposed to supply power to the system without blackout. The sizing of PV modules and batteries is performed by a simulation based on actual irradiation data collected during the past five years. The Life cycle costing of each system is evaluated to determine an optimal set of PV modules and batteries among several different combinations. The standalone PV system designed by the proposed method can supply power to the system with no interruption as long as the weather condition is similar to those of the past five years.

DC-DC converter commonly used in photovoltaic systems, fuel cell systems and electric vehicles is a boost converter. The interleaved boost converter, connected in parallel by several boost converters and operated by the phase difference to reduce the input and output current ripple, has been widely used in recent years. Because of small input and output current ripples, the circuit can reduce the size of the input and output capacitors. Thus, instead of conventional electrolytic capacitor, the film capacitor with high reliability can be used and this is the life and reliability of the entire system can be improved. In this paper, the output current ripple formulas of the multi-stage interleaved boost converter are derived, and the characteristics in accordance with duty are found out. In order to verify the abovementioned contents, the derived results will make a comparison with the calculated values by using PSIM tool.

South Korea aims to shift the 20 percent of electricity supplement from the fossil fuel including the nuclear to renewable energy systems by 2030. In order to realize this agenda in the buildings, the plus energy house is necessary to increase the renewable energy supplement beyond the zero energy house. This paper suggested KePSH (KIER Energy-Plus Solar House) and energy performance of house and renewable energy systems was investigated. The KePSH has the target of generating 40% surplus energy than the conventional house energy consumption. The plus energy house is the house that generates surplus energy from the renewable energy sources than that consumes. In order to minimize the cooling and heating load of the house, the shape design and passive parameters design were conducted. Based on the experimental data of the plug load in the typical house, the total energy consumption of the house was estimated. This paper also suggested renewable energy sources integrated HVAC system using air-source heat pump system. Two cases of renewable energy system integration methods were suggested, and energy performance of the cases was investigated using TRNSYS 17 program. The results showed that the BIPV (building integrated photovoltaic) system (i.e., CASE 1) and BIPV and BIST system (i.e., CASE 2) shows 42% and 29% of plus energy rate, respectivey. Also, CASE 1 can generate 59% more surplus energy compared with the CASE 2 under the same installation area.

Energy harvesting is a concept introduced in 1954 by Bell Labs in the US while conducting research on solar cells that convert sunlight into energy. Such energy harvesting technology is a technology that collects wasted or unused energy in daily life and recycles it as electric power. In particular In the case of a photovoltaic power generation system, energy harvesting can be applied by storing electricity generated by using a battery to reduce power consumption generated by the inverter in the form of loss of power generation in cloudy weather compared to sunny days. Therefore, in this paper, energy harvesting technology is applied in the low sunlight section such as sunrise, sunset, and cloudy weather to improve the amount of power generation by recovering the power that is below the minimum operating voltage of the inverter and dissipated. Accordingly, the research contents were verified through the development of systems and algorithms according to the amount of solar power generation and the development of systems and algorithms using low power generated in sunset, sunrise, and other environments.
In case of general residential house, photovoltaic can be installed at roof, wall, and any other places. But, in case of apartment building, there has not enough roof space to install photovoltaic panels to supply enough electricity. Actually, apartment building roof and facade wall (exclude the balcony window space) is not enough space to produce and supply the electricity to residents by installing PV panel. Generally, the space of facade balcony with windows in facade wall at apartment building occupied about $70{\sim}80%$, in all facade space. So, if we could use the balcony and windows space in facade as PV to generating electricity, there could contribute the energy saying. But, PV cell is opacify. So if it installed at front window area in apartment building, residents may have displeasure for that opacity character. But the other hand, residents are not always in house especially in day time that is exactly good time for generating electricity by PV. If we can use PV at the facade balcony with window without collusion of resident's displeasure, there have good attraction to using sustainable energy. Hence, this study suggests the design of facade balcony window style PV by considering resident's living pattern in apartment building. The methods of this study are as follows. At first, this study surveyed to the residents about residential time in their home and asked user demand by Delphi survey. At second, this study designed balcony open style PV system which oriented to the user demand. At third, this study tests designed result performance by computer simulation that compared design result with old design. As a result, For the purpose of satisfying the resident demand, there designed sliding window style which slide the several door systems to the one side. That would be make balcony absolute open scenery to the residents. Hence, the designed system performance results were as follows. When we compare the small apartment and large apartment, smaller one has good performance than larger one. Because resident's residential time characteristic. And that has more good electronic performance than vertical style that is similar to roof style.

Nowadays, the PV systems have been focused on the interconnection between the power source and the grid. The PV inverter, either single-phase or three-phase, can be considered as the core of the whole system because of an important role in the grid-interconnecting operation. An important issue in the inverter control is the load current regulation. In the literature, the Proportional+Integral (PI) controller, normally used in the current-controlled Voltage Source Inverter (VSI), cannot be a satisfactory controller for an ac system because of the steady-sate error and the poor disturbance rejection, especially in high-frequency range. By comparison with the PI controller, the Proportional+Resonant (PR) controller can introduce an infinite gain at the fundamental ac frequency; hence can achieve the zero steady-state error without requiring the complex transformation and the dq-coupling technique. In this paper, a PR controller is designed and adopted for replacing the PI controller. Based on the theoretical analyses, the PR controller based control strategy is implemented in a 32-bit fixed-point TMS320F2812 DSP and evaluated in a 3kW experimental prototype Photovoltaic (PV) power conditioning system (PCS). Simulation and experimental results are shown to verify the performance of implemented control scheme in PV PCS.
