높은 지가로 인해 초기 설치투자비가 많이 필요한 수도권의 경우 간이 주유취급소는 광범위하게 보급할 수 있는 큰 잠재력을 가지고 있다. 본 연구에서는 향후 국내에 설치 보급될 수 있는 간이 주유취급소에 대하여 편의성 및 안전성을 갖는 합리적인 시설기준을 제시하고자 하였다. 이를 위해 현실적으로 간이 주유취급소에서 발생할 수 있는 상황을 고려한 누출 시나리오를 선정하고, 피해예측 프로그램인 PHAST v.6.5를 이용하여 화재 및 폭발 사고의 피해범위를 산출하고, 그 피해영향을 해석하였다. 위험성 평가결과를 바탕으로, 간이 주유취급소의 주유공지, 전용탱크 상한용량, 고정주유설비 설치위치 및 방화벽 높이에 대한 기준을 현행 위험물안전관리법상의 일반 주유취급소와 비교하여 제안하였다.
본 논문은 가스 저장탱크 안전거리의 지적결정 시스템에 관한 것으로, 현장에서는 저장탱크의 파열로 인한 위해를 예방하기 위해 법에서 설정한 안전거리를 유지하고 있다. 하지만 이는 비전문가에게는 저장탱크의 크기, 형상, 그리고 위치를 고려한 적절한 안전거리를 결정하기란 결코 쉽지 않다. 따라서 본 논문에서는 비전문가라도 가스 3법 및 저장탱크의 크기, 형상, 그리고 위치를 지적결정에 의하여 선택하도록 하는 사용자 친화적 지적결정 시스템을 개발하였다. 이를 통하여 얻어진 자료의 활용으로 현장에서 안전관리에 만전을 기할 수 있도록 하였다. 또한 본 논문에서는 저장탱크의 파열로 인한 과압의 피해영향 거리를 Hopkinson의 삼승근법을 이용하여 계산하여 법에서 규정한 거리와 비교 평가할 수 있는 자료를 생성토록 하였으며, 또한 이를 PHAST 모델에 적용하면 그래픽으로 출력이 되어 보다 쉽게 안전범위를 파악할 수 있도록 하였다.
화석연료의 고갈과 대기오염 문제의 부담을 덜어줄 수 있는 신에너지 및 재생에너지에 대한 관심이 증가하면서 현재 사용 중인 LPG 및 LNG 가스의 대체 (혼합)연료로, DME (dimethyl ether)와 수소를 혼합 (HCNG)하여 사용하는 방안이 추진되고 있다. 이와 같은 에너지원은 인화성 가스 폭발의 위험을 가지고 있기 때문에, 본 연구에서는 기존의 시설에서 이 혼합연료를 사용할 경우에 대비한 안전관리의 일환으로, 3가지 폭발피해 예측방법 (TNT 당량모델, PHAST 및 CFD기반의 FLACS)을 이용하여 정량적 위험성 평가를 실시하였다. 그리고 각 폭발모델에 의해 산출된 사고결과인 과압의 차이를 비교하였고, 폭발모델의 사용방안을 제시하였다. 그 결과, 기존의 2가지 충전소에서 신에너지 혼합연료를 사용할 경우에는 폭발에 의한 추가 피해는 없을 것으로 예상되었다.
화학공장에서 발생되는 사고 중 대부분은 저장탱크나 운송배관의 손상에 의한 휘발성 유독성물질의 대량 누출이며, 이 경우 누출된 지역의 자연환경과 대기조건에 따른 유동성물질의 확산거동이 안전성평가의 가장 중요한 관심 대상이 된다. 따라서 본 연구에서는 이러한 누출물질에 대한 대기 중 확산을 모사하기 위하여 염소저장탱크에서 염소가 누출될 경우를 예제로 선택하여, 위험성평가와 확산모델(dense gas model)을 이용한 결과해석을 수행하였다. 해석결과를 살펴보면 Fire & Explosion Index를 적용한 결과 포괄적인 위험의 정도는 90.7로서 약간 위험한 정도로 나타났으며, 대기확산 모델(PHAST6.0/ALOHA)은 소프트웨어 운용한 결과, Gas Model에 대한 입력 자료 값에 따라 미치는 결과영향이 다소 차이가 있음을 발견하였으나 각 시나리오별 경향은 상당히 일치함을 나타내고 있다. 따라서 향후 보다 정확한 물성입력자료와 지형인자를 고려한다면 이와 같은 연구방법은 유독성물질 누출에 따른 위험성평가를 보다 효율적으로 수행하는데 도움을 줄 것으로 기대된다.
Boiling Liquid Expanding Vapor Explosion(BLEVE) can cause not only economic damage to the plant but also serious casualties. LPG accidents account for 89.6 percent of all accidents caused by gas leaks in Korea over the past nine years, while casualties from accidents also account for 73 percent of all accidents, according to statistics from the Korea Gas Safety Corporation. In addition, a potential explosion and a fire accident from one LPG storage tank may affect the nearby storage tanks, causing secondary and tertiary damage (domino effect). The safety distance standards for LPG used by LPG workplaces, charging stations, and homes in Korea have become stricter following the explosion of LPG charging stations in Bucheon. The safety distance regulation is divided into regulations based on the distance damage and the risk including frequency. This study suggests two approaches to optimizing the safety distance based on the just consequence and risk including frequencies. Using the Phast 7.2 Risk Assessment software by DNV GL, the explosion overpressure and heat radiation were derived according to the distance caused by BLEVE in the worst-case scenario, and accident and damage probability were derived by considering the probit function and domino effect. In addition, the safety distance between LPG tanks or LPG charging stations was derived to minimize damage effects by utilizing these measures.
Hydrogen infrastructure is expanding. High-capacity hydrogen refueling stations offer advantages because they can refuel a variety of light and heavy-duty vehicles, and multi-port refueling technology is developing to reduce charging time for heavy-duty vehicles. In this study, we suggest directions to lower the risk by analyzing the risk factors for each process involved in the installation of a high-capacity multi-port hydrogen refueling station in Changwon city. We conducted both qualitative and quantitative risk assessments of the equipment to evaluate the station. A hazard and operability study was performed for qualitative risk assessment, and PHAST/SAFETI were used for quantitative risk assessment. Quantitative risk assessment was used to calculate the consequence analysis of the facility to ensure secure design prior to station development and to predict individual and societal risks in various scenarios. As a result, the station's risk level was determined to be as low as reasonably practicable.
The LPG station's explosion at Bucheon city was a major accident which with rare frequency of occurrence but large damage effect. Therefore, to prevent similar accident in the future from LPG chargings stations which located at inner urban area, it needs to identify the damage effects of such facilities by comparing theoretically quantities risks-PHAST. The BLEVE effects from the accident showed similar level in case of heat flux, however, the over pressure level reflected at reduced distance. The structure damage to the nearby area showed comparatively large reduction of concrete strength and shape changes through by heat effect while the overpressure effect was small.
최근 위험물질에 의한 폭발 및 테러의 위험성 증가로 인하여 사회간접자본 시설물인 댐/보, 원자력 발전소, 병원 구조물과 같은 주요 시설물의 폭발 안전성 평가 연구가 이슈화 되고 있어, 본 연구에서는 가스폭발에 의한 다기능 보 구조물의 거동을 평가하고 안전성을 분석 하고 자 한다. 본 연구에서 폭발 해석에 필요한 하중 조건 산정은 PHAST 프로그램을 사용하여 주변 온도 및 공기 특성 등을 고려한 약 5톤의 가스 폭발 조건을 구축 하였다. 또한 다기능 보 구조물의 거동 분석을 위해 구조물-지반 상호 작용을 고려한 2차원 유한 요소 모델을 구축하여 폭발에 의한 구조물 거동을 평가 하였다. 다기능 보 구조물의 수치해석 결과 보 구체와 Stilling Basin구조물 사이의 연결부에 응력집중 현상이 발생하는 것으로 평가 되었다.
한국가스안전공사는 진단 기반기술 국산화와 진단 역량 강화를 위해 자체적인 피해영향평가 시스템을 구축하고 있다. 유사 프로그램인 DNV PHAST나 TNO EFFECTS와 달리, API-581 기준을 근간한 ETA 분석을 통해 최종 피해영역 산출 기법을 구현하였으며, HTML5 기반 차세대 웹 기술을 기반으로 편리한 사용자 인터페이스를 구축하였다. 또한, 혼합물질 분석이 가능하도록 3차 상태방정식(Peng-Robinson, SRK, RK)과 퓨게시티를 활용한 상평형 모듈이 구현되었고, 공기보다 무거운 가스에 대한 확산 분석을 위해 SLAB Dispersion 알고리즘을 적용하였다. CCPS와 TNO Yellow Book에서 소개된 피해영향평가 알고리즘을 채용하여 누출분석 모듈, Fireball, Pool Fire, Jet Fire, Flash Fire, Vapor Cloud Explosion 영향 평가 모듈을 개발하였다. 그 외 EIGA 기준, PAC 기준 농도, Bevi Reference Book 등에서 제시된 기준 값들을 활용하여 안전거리 산출 조건을 마련하였다. 현재 전체 계산 모듈의 알고리즘 구현은 완료되었으며, 기본적인 사용자인터페이스 구축까지 완료되었다. 향후, 사용자 인터페이스 보완과 더불어, 모듈 각각에 대한 개별적인 검증과 동일한 사고 시나리오에 대한 유사 프로그램 구동 결과를 비교하여 전체 시스템의 정확도를 보완할 예정이다.
In order to prevent major and chemical accidents, some of the plants which would like to install and operate hazard chemicals handling facilities must submit Off-site Consequence Analysis due to recent arisen leak accidents since 2015. A lot of chemical industrials choose gas detectors as mitigation equipment to early detect gas vapor. The way of placement of gas detectors has two methods; Code-based Design(CBD) and Performance-based Design. The CBD has principles for gas detectors to be installed with consideration for the place that is expected to accumulate gas, and the leak locations according to legal standards and technical guidelines, and has a possibility to be unable to detect by these rules to locate gas detectors by vapor density information. The PBD has two methods; a Geographic Method and Scenario based Method. The Scenario-based Method has been suggested to make up for the Geographic Coverage Method. This Scenario-based Method draw the best optimum placement of gas detectors by considering leak locations, leak speed information, leak directions and etc. However, the domestic placement guidelines just refers to the CBD. Therefore, this study is to compare existing placement location of gas detectors by the domestic CBD with placement locations, coverages and the number of gas detectors in accordance with the Scenario-based Method. Also this study has measures for early detecting interest of Vapor Cloud and suitable placement of gas detectors to prevent chemical accidents. The Phast software was selected to simulate vapor cloud dispersion to predict the consequence. There are two cases; an accident hole size of leak(8 mm) from API which is the highst accident hole size less than 24.5 mm, and a normal leak hole size from KOSHA Guide (1.8 mm). Detect3D was also selected to locate gas detectors efficiently and compare CBD results and PBD results. Currently, domestic methods of gas detectors do not consider any risk, but just depend on domestic code methods which lead to placement of gas detectors not to make personnels recognize tolerable or intolerable risks. The results of the Scenario-based Method, however, analyze the leak estimated range by simulating leak dispersion, and then it is able to tell tolerable risks. Thus it is considered that individuals will be able to place gas detectors reasonably by making objectives and roles flexibly according to situations in a specific plant.
