A Study on the National Assembly Archives: focused on the National Assembly Records Management Regulation (국회 영구기록물관리기관에 관한 연구 - 『국회기록물관리규칙』을 중심으로 -)

  • Managing and preserving parliamentary archives are significant national tasks. However, in South Korea significance of these tasks have not been recognized. The first exclusive organization for parliamentary archives management was established in 2000, It took about 50 years after the first South Korean government was established in 1948. The first legislation which regulated parliamentary archives management was enacted in 2001. There were no significant improvement on the regulation for the last decade. In April 2011 it was newly revised according to the amendment of the Act on Public Records Management. In this context this study critically analyzes the regulation and discusses various issues concerning the parliamentary archives management system. It divides the history of parliamentary archives management into four periods. It also explores four contentious issues ranging from parliamentary archive designation to archivists assignment. As a result, the study presents four different aspects for developing parliamentary archives management Each aspect proposes three different phased problems respectively. A Study on the Improvement Plan of the National Assembly Records Management System: Parliament Activity Records (국회기록물 관리 체제 개선 방안 연구: 국회 의정활동 기록물을 중심으로)

  • This study aims to provide alternative strategies by analyzing the current records management system of the National Assembly. The study also defines the concept of parliamentary activity records based on the analysis of the parliamentary organization and its work, and checks the status of such system through the National Assembly Archives and the Constitutional Memorial Hall. In addition, the study derives institutional problems of the National Assembly records management structure by examining the current law. Therefore, the study proposes the Act on the Management of National Assembly Records, referred to as the Special Act on the Records Management Act, as an improvement measure. Furthermore, the Act aims to establish an intermediate records management system in the National Assembly and transfer the collection function of the constitutional memorial to the National Assembly Archives for the integrated management of parliamentary activities records.

  • The National Assembly of R.O.K. has established and developed parliamentary democratic system up to now since the Constitutional Assembly in 1948. However, in order to establish and develop the management system that reflects an inherent character of the parliamentary minutes, lots of things are yet to be improved in institutional and operational aspects. This study aimed to propose the proper management system and improvement methods of the parliamentary minutes by comparing & analyzing minutes management cases of major foreign countries having a long history and the minutes of the National Assembly of R.O.K. First, it is necessary to make in-depth discussions about methods for reorganizing administrative system for the efficient production and management of the parliamentary minutes. Second, for the guarantee of the parliamentary minutes, systematical management based on laws is needed. The various types and value and characteristics involved in the minutes of the National Assembly can be said to start with a congressman, a representative the Nation and a member of the National Assembly. Accordingly, the minutes of the National Assembly produced from parliamentary members who were elected by the people must be freely utilized by the people.

Current Status and Improvement Measures for Records Management in the National Assembly Member's Office: Focusing on the Perception of the National Assembly Aides (국회의원실 기록관리의 현황과 개선방안 - 보좌직원의 인식을 중심으로 -)

  • This study was conducted to examine the current status of record management in parliamentary offices and identify areas of improvement. For this, in-depth interviews were conducted primarily with parliamentary aides to investigate their perceptions and needs. The research revealed that although the responsibility for record management in parliamentary offices lies with the aides, systematic record management is lacking because of inadequate awareness. While some aides recognize the importance of record management, there is still a need for a change in perception and practice. Furthermore, the study found that there is a lack of systematic education and support for effective implementation. The perceptions of aides were classified into three types: proactive (type A), pragmatically adaptive (type B), and those emphasizing the specificity of parliamentary records (type C). In particular, the change in perception of aides in types B and C is crucial, considering their pivotal role in parliamentary office record management. In response, this study suggests education and awareness improvement programs for record management, the introduction of an integrated record management system, and the establishment of policy and institutional support as key tasks.

A Study on Online Services of the National Assembly's Archival Information (국회기록정보 온라인 서비스 발전 방안에 관한 연구)

  • The study aims at providing alternative strategies for the National Assembly's archival information services. In this context, it conducts a literature review and discusses current status of the National Assembly's archival information services. Furthermore, this study draws six critical problems of the National Assembly's archival information services, ranging from a lack of comprehensive archival information services to a deficiency of value-added contents. As a case study, it reviews legislative archival institutions in the US and the UK, and classifies their legislative records management services into 3 different types, including retrieval assistant services, contents services, and extensive services. Base on the case study, as a result, it provides 5 strategies for the development of the National Assembly's archival information services.
