부모역할 지원정책의 개발을 위한 기초연구 (A Pilot Study for Developing Parenting-Aid Policies)

  • The aim of this study was to assist the development of parenting-aid policies by analyzing information from life perspectives, family system theory, and integrated family policy perspectives. For this purpose, we conducted a literature using a variety of sources including internet sites, laws, published material related to current parenting-aid policies. Based on analyses we formulated four agendas: empowering parent competency, supporting diverse family parenting, guaranteeing parent's rights, and supporting parenting of dual-income families parenting. The results were as follow: Firstly, for empowering parent competency, we proposed the development of family relationship empowerment programs including family life cycle and children-raising support services. Secondly, for diverse family parenting, we proposed access to integrated parenting-aid programs dependent on family types. Thirdly, for guaranteeing parent’s rights, we proposed the supporting of child raising costs and tax returns to families with children, and provide child allowances. Finally, for dual-income family parenting, we proposed that schools and communities must recognize that dual-income families are a universal family type, establish family friendly business culture, and to develop a more democratic domestic family-relationship. This policy proposed a new paradigm where parents must be recognized as partners and stakeholder in development of family related policies. Ultimately, such policies will contribute to increased birth rate and development of a more respectful society.

청소년 비행행동에 대한 부모양육행동과 비행친구집단간의 조절된 매개효과 (Moderated Mediation effect of Parenting Behaviors on the Relation between Deviant Peer's Influences and Delinquency in Adolescence)

  • 청소년기에 접어들면서, 비행친구집단과 같은 또래집단의 영향은 청소년 비행행동의 주요한 위험요인으로 보고되고 있다. 부모의 양육행동은 청소년기 비행친구집단의 교류가 비행행동에 미치는 부정적 영향을 차단하거나 완충시켜줄 수 있는 중요한 보호요인으로 설명되고 있다. 이에 본 연구는 비행친구와의 교류가 청소년의 비행행동에 미치는 영향을 부모 양육행동이 차단하는 동시에 완충해주는지를 확인하기 위해 부모양육행동의 조절된 매개효과(moderated mediation effect)를 확인하고자 하였다. 분석자료는 전국 규모의 종단조사자료인 한국청소년패널자료 중 중학생 패널집단의 1, 2차년도 조사자료였다. 분석결과, 부모의 양육행동이 약화될 경우, 비행친구와의 교류가 증대되고, 이는 청소년 자녀의 비행행동을 증가시키는 것으로 나타났다. 또한 비행친구와의 교류가 비행행동의 경험에 미치는 영향은 부모의 양육행동에 따라 상이한 영향을 미치는 것으로 나타났다. 따라서 또래집단의 영향력이 청소년 비행에 상대적으로 큰 영향력을 미치지만, 부모의 양육 행동이 비행친구와의 교류를 사전에 차단시켜줄 수 있는 기능을 하고 있으며, 비행친구와의 교류가 미치는 부정적 영향을 완충하는 기능도 수행함을 조절된 매개효과를 통해 확인할 수 있었다.

건강가정지원센터의 가족품앗이사업 활성화를 위한 정책적 제안 - 지역화폐 도입을 중심으로- (A LETS (Local Exchange and Trading System) Policy Proposal for Revitalizing the Healthy Family Support Center's Family-Cooperative Activities (Pumasi) Project)

  • The first local exchange trading system(LETS), established in Comox Valley in Canada, aimed at facilitating the regional economy. However, in Korea, LETS was adopted to encourage mutual aid and promote community spirit among residents. This study examines the feasibility of LETS as a revitalization initiative for Pumasi and suggests a number of policies that can be implemented to support the project. The findings are as follows: First, the LETS credit system was found to complement social capital initiatives among Pumasi participants in the early stages of the Pumasi project. Second, combining LETS and Pumasi initiatives was found to consolidate community spirit and encourage a cooperative way of life among participants due to the fact that LETS enlarges the scope of local residents' participation and diversifies the services being exchanged. A number of policy suggestions are made for combining LETS with Pumasi. First, the project must define a vision of its long-term purpose and outcomes. Second, local residents should be employed as assistants to facilitate the project. Third, Pumasi participants should ensure that childcare exchange services are of the highest quality by providing an educational program on parenting. Fourth, the project manager's employment conditions and working environments must be guaranteed.
