International law provides for fundamental navigational rights called the right of transit passage in international straits as defined by UNCLOS. However, the Australian government published Marine Notice 8/2006 and the associated Part 54 of Australian Marine Orders which requires ships transiting the Torres Strait to engage the services of a pilot and imposes significant penalties for non-compliance on the basis of the IMO MEPC 133(53) which is just a resolution as a recommendation. This paper aims to study legal aspects in UNCLOS on the pilotage in the Torres Strait following the extension of the Great Barrier Reef PSSA neighbouring Australia.

Recently according to the WIPO's policy of preserving traditional knowledge, constructing the database of traditional knowledge is in progress. To maximize the retrieving power of the knowledge resource systems which will be developed later, it is necessary to construct the ontology for the concepts used by traditional knowledge. In order to construct the ontology systematically, a standardized ontology representation method is needed, and OWL(Web Ontology Language) is the recommendation of W3C(World Wide Web Consortium) and is widely used. Ontology tools can be used to ease the construction of OWL ontology, but no research about the comparison of OWL ontology tools exists. This paper compares the tools of OWL by an objective point of view and with that one can make a decision of using the appropriate tool for constructing OWL ontologies.

추천시스템 증 가장 대표적인 협업 필터링은 여러 아이템에 대한 사용자 평가 데이터를 이용하여 공통적 패턴을 찾고 특정 사용자이 대한 성호 아이템을 에상하여 추천하는 기법이다. 분 논문에서는 모두 5가지 알고리즘을 사용하였다. Recall-Precision, FPR-TPR, RMSE, MSE, MAE등 지표를 측정하였다. 실험 결과를 보면 MovieLens 데이터를 이용해 사용자에 기반 협업 필터링 알고리즘을 적용해 영화를 추천하는 것이 좋은 효과를 얻고 있다.

Recently several recommender systems have been developed in a variety of applications, but providing accurate recommendations that match the preferences and constraints of various users is quite challenging. This paper presents a method of recommending digital products based on the past preference of a user on the price, rating and selling volume of a product. Experimental results of the method with actual data of Amazon showed that the average accuracy of the recommendations made by the method is 85%. Although the results are preliminary, the method is potentially capable of making more accurate personalized recommendations than existing methods.

Technology has always been the force multiplier that influenced production and effected increase in the standard of living. The difficult choices involved in developing and implementing new technologies are recognized, but the right choice is rarely well defined and progress is often subject trial and error. The process of managing technologies to create wealth is called MOT. MOT is proposed as the central link for knowledge drawn from engineering, business, science, and corporate practice. One academic response to global competition is the creation of graduate program in MOT that have different academic and experience requirements. The purposes of this paper can be divided into two categories: how about the realities of MOT programs in Korea and what is the recommendation for universities to introduce this program.

The objective of this paper is to decide optimal of the slot angle to minimize stress concentration in rotating disc of diamond saw. The fracture phenomena of the slot are discussed by the theoretical and experimental approaches and then some recommendation are presented to prevent the fracture. The focus of this investigation is to evaluation the effect of the slot on stress distribution using optimum design technique and finite element method(FEM) analysis. Stress concentration of the slot with respect to the various parameter of the slot such position, size, number, rotation speed. From the experimental results, when the slot angle of diamond saw is located $8^{\circ}\~12^{\circ}$ from rotating direction, the maximum equivalent stress reduces.

In spite of the rapid growth of mobile multimedia contents market, most of the customers experience inconvenience, lengthy search processes and frustration in searching for the specific multimedia contents they want. These difficulties are attributable to the current mobile Internet service method based on inefficient sequential search. To overcome these difficulties, this paper proposes a MOBIIe COntents Recommender System for Movie(MOBICORS-Movie), which is designed to reduce customers' search efforts in finding desired movies on the mobile Internet. MOBICORS-Movie consists of three agents: CF(Collaborative Filtering), CBIR(Content-Based Information Retrieval) and RF(Relevance Feedback). These agents collaborate each other to support a customer in finding a desired movie by generating personalized recommendations of movies. To verify the performance of MOBICORS-Movie, the simulation-based experiments were conducted. The results from this experiments show that MOBICORS-Movie significantly reduces the customer's search effort and can be a realistic solution for movie recommendation in the mobile Internet environment.

With the development of e-commerce and information access, recommender systems have become a popular technique to prune large information spaces so that users are directed toward those items that best meet their needs and preferences. In this paper, clustering technique is applied in the collaborative recommender framework to consider semantic contents available from the user profiles. We also suggest methods to construct user profiles from rating information and attributes of items to accommodate user preferences. Further, we show that the correct application of the semantic content information obtained from user profiles does enhance the effectiveness of collaborative recommendation.

This paper presents the Korean text-to-speech (TTS) algorithm with speed and intonation control capability, and describes the development of the Voice message delivery system employing this TTS algorithm. This system allows the Interpersonal Messaging (IPM) Service users of Message Handling System (MHS) to send his/her text messages to user via telephone line using synthetic voice. In the X.400 MHS recommendation, the protocols and service elements are not specified for the voice message delivery system. Thus, we defined access protocol and service elements for Voice Access Unit based on the application program interface for message transfers between X.400 Message Transfer Agent and Voice Access Unit. The system architecture and operations will be provided.

The purpose of this paper is to acquire the data related to insulation evaluation of hybrid vehicle traction motors. We carried out a comparative analysis on Insulation Resistance (IR) and Polarization Index (PI) of motor stators according to IEEE Std. 43 and IEC 60085-1 for insulation resistance test standard of rotating machinery. Maximum test voltage which is applied to between a phase and enclosure was set at 500 V. The IRs of the used motors were lower than those of the new ones. The PIs of the used motor were ranges from 0.74 to 1.1 and did not meet the recommendation basis 2 for insulation level H. From the experimental results, we could prepare parameters and basis for insulation evaluation of motor stators by comparative analysis of the IR and the PI.
