Integrated Ship Cybersecurity Management as a Part of Maritime Safety and Security System

  • Scientific and technological progress is also fundamental to the evolving merchant shipping industry, both in terms of the size and speed of modern ships and in the level of their technical capabilities. While the freight performance of ships is growing, the number of crew on board is steadily decreasing, as more work processes are being automated through the implementation of information technologies, including ship management systems. Although there have been repeated appeals from international maritime organizations to focus on building effective maritime security defenses against cyber attacks, the problems have remained unresolved. Owners of shipping companies do not disclose information about cyberattack attempts or incidents against them due to fear of commercial losses or consequences, such as loss of image, customer and insurance claims, and investigations by independent international organizations and government agencies. Issues of cybersecurity of control systems in the world today have gained importance, due to the fact that existing threats concern not only the security of technical means and devices, but also issues of environmental safety and safety of life at sea. The article examines the implementation of cyber risk management in the shipping industry, providing recommendations for the safe ship operation and its systems in order to improve vulnerability to external threats related to cyberattacks, and to ensure the safety and security of such a technical object as a seagoing ship.

Factors Affecting the Work Motivation of the Construction Project Manager

  • Project manager plays a very important role in the success of any project. The primary duty of the project manager is to combine the outcomes or results of the various processes and activities of project management into a systematic project management strategy or plan for the project. In the construction industry, a lack of motivation is an urgent problem for many project managers in construction and engineering projects. Lack of motivation affects the quality and productivity of jobs, reducing profits and growth for companies, businesses, contractors or organizations that rely on human resources. The reasons for this lack of motivation are diverse ranging from salary to culture to life and working environment, among others. Through surveys and data analysis using Cronbach's Alpha reliability and EFA (Exploratory Factor Analysis), our research scaled the factors affecting work motivation of project managers in the construction industry in Vietnam. The research results identified six major groups of relevant factors including (i) salary and benefits, (ii) work environment, (iii) promotion opportunities, (iv) organizational culture, (v) interest in the job, and (vi) relationship with the organization. From there, this paper contributed useful information as well as measures for businesses, companies, contractors or organizations in the construction industry.

  • Governance can be defined as a concept that encompasses a series of processes including partner selection as well as control and coordination of collaboration to achieve common goals. The study examined efforts to mitigate the risks of opportunistic behaviors into partner selection, partner relationship, control mechanism, and conflict management. For cases that have achieved commercialization outputs with the participation of SMEs, data was collected and analyzed such as interviews with project managers and case records for seven months from October 2016. According to the analysis result, as the complexity increases, such as multilateral cooperation for the development of finished products, cooperation with a trusted partner rather than a partner who can perform a task well was preferred, and the process control was put ahead of the output control. Regarding the partner relationship, the relationship between the owner and the agent differed according to the point of view, and there was a lack of clear allocation of authority and responsibility as well as a reward for the result. In terms of the conflict management, most emphasis was on resolving conflicts or difficulties, and no attempt was made to utilize the positive aspects of the conflict. The structure of most industry-university-institute cooperation organizations is simply composed of the host and participating organizations, and the management regulations should be amended for companies, that put actual funds and use the outputs, to have the authority and responsibility as the owners, and be allowed to use the governance elements appropriately to take the lead as consumers.

Improvement of Project Competency for Small IT Companies through SWOT-AHP Analysis (SWOT-AHP 분석을 통한 소규모 IT업체의 프로젝트 수행 역량 개선)

  • In the SW industry, the diversification of global markets and technology trends are changing due to the emergence of new services, and IT companies are in need of strategic change different from the previous one. In this study, SWOT analysis was performed by extracting the internal environmental factors and external environmental factors through the previous studies to improve the project performance competence of small IT companies, and the SWOT Matrix was reconstructed through the pairwise comparison. Based on this, the purpose of this research was to propose the project performance competency improvement plans for small IT companies based on importance and priority, and the following four strategies were derived from the result of SWOT-AHP analysis. SO strategy was drawn in direction to invest R & D in new SW industry to enhance technology competitiveness of SMEs in order to develop SMEs, and in order to secure competitiveness of SW industry, WO strategy is drawn the cultivation of professional technical manpower through SW policy. ST Strategy presented technical management through SW system improvement policy to improve SW environment, and WT Strategy presented awareness training on the construction and necessity of project management system construction. Using the strategies presented in this study, it is expected that the managers of small IT firms will be presented as references to measure the performance competence factors of current organizations and company organizations.

  • According to the cooperation between organizations increases, e-Commerce and virtual organizaions spread, because of IT development, the number of business processes increased from bounds of an organization to crossing organizational boundaries. In order to support dynamic setup of business processes among independent organizations, a formal standard schema of describing the business processes is basically required because of business process models over multiple organizations, which are defined in different fromat by business process modeling systems their own business process modeling systems. The vision of ebXML is to create a single global electronic marketplace where enterprises, without any concerns about size and geographical location, can meet and conduct their businesses with each other through the exchanges of XML-based messages. Therefore, this thesis also analyzes and implements an ebXML based choreography modeling system for supporting collaborations between organizations.

  • The International Organization for Standardization(ISO) is a worldwide federation of national standards bodies. Through ISO Technical Committees(TC), various International Standards are being carried out. Each member body interested in a subject for which a TC has been established has the right to be represented on that committee. ISO collaborates closely with the International Electro-technical Commission(IEC) on all matters of electro-technical standardization. ISO established the ISO 9000 Family standard in 1987, and International Standard ISO 9000-3 was worked by ISO/TC 176, Quality management and quality assurance, Subcommittee 2(SC 2), Quality systems, in accordance with the ISO/IEC Directives, Part 3: 1997 Rules for the structure and drafting of International Standards, Many organizations have applied the ISO 9000-3 for their quality system standard in the software sector. That means that ISO 9000-3: 1991 and ISO 9000-3: 1997 have been used successfully by the software industry as the internationally accepted interpretation of ISO 9001 for the development and maintenance of computer software. Additionally ISO 9000-3: 1997 involved how the software life cycle processes defined in ISO/IEC 12207: 1995, Information Technology - Software Life Cycle Processes related to the requirements of ISO 9001:1994. After having performed full reviews of the WD3, CD1, CD2 and DIS drafts of the future ISO 9001:2000, this document will partly replace the part of ISO 9000-3: 1997 for measurement analysis and improvement of quality management system in computer software industry, as an interpretation for organizations and certification bodies, which will be withdrawn when ISO 9001:1994 is replaced by ISO 9001:2000,.

Technological Convergence and Knowledge Network in Rural Area: Fermented Soy Product Manufacturing Industry in Sunchang, Korea (농촌지역 산업 기술지식의 융합과 지식 네트워크: 순창군 장류산업을 중심으로)

  • This study aims to analyze knowledge extension and diffusion trend among industries through technological convergence in non-Capital rural areas. A case of Sunchang, Korea examines knowledge extension trend of fermented soy product manufacturing industry. Patent application data are used to make technology convergence analysis and knowledge network analysis. Patent analysis results show that there are differences of knowledge extension trend between the whole country and Sunchang. Technologies of fermented soy product manufacturing in Sunchang is inclined to extend toward technologies related to fermented microorganism. Contrary to the whole country, knowledge extension in rural area like Sunchang is converged to technologies suitable for specialized but limited regional assets and human resources. Core actors of knowledge network of fermented soy product manufacturing in Sunchang are mainly public organizations such as local government, universities, and agencies or institutes. Recently technology sharing and extension is likely to occur through the cooperation between associative corporations and public organizations.

Working Environment and Experiences of Diseases in Semiconductor Industry (반도체 산업의 작업환경과 질병의 경험들)

  • Objectives: Information of chemical in electronics industry has not been known enough, although workers' health hazards by chemicals in this industry have been regarded serious. The who always contribute to reveal and control the health hazards and risks in electronics industry have not been the industry but the occupational or environmental victims and grassroot organizations. The similar phenomena can be observed in Korea. Methods: The experiences of individual workers on the occuapational safety and health in semiconductor factory were heard separately and integrated with related literatures. Results:: The first part of this article is largely based on the memories and experiences of individual workers of semiconductor factories, mainly from S semiconductor. Common features of those experiences can be a good resource for detail understanding of the workplace, especially under the situation without any transparent disclosure of information by the governments or the companies. The second part of this article deals with several factors to be considered for control of exposure in workplace; characteristics of workplace and workforce, types of chemicals used, and the way of using the chemicals. Then the current social issues on work-relatedness of cancers of S semiconductor workers are presented briefly. Conclusions: As a conclusion, current OSH situations and issues in Korean electronics industry raise the need of changes in OSH culture. General adaptation of precautionary principle, internalization of costs, and extended responsibility of producers are needed urgently. The OSH professionals both in public and private sectors should support these agendas under their social obligation to protect workers' health.

  • This paper provides a method to evaluate the competitiveness based on IT innovativeness considering the adoption phase and shows how to apply the method with a case of foreign market in the early-adoptive phase. The proposed method considers a variety of corporate and market characteristics concerned with the technology adoption, and it consists of several internal and external impacting factors that can influence the level of IT diffusion. Main advantage of this method is the ease of its applicability that allows evaluating the innovativeness, regardless of corporate size, industry type, or level of technology adoption. Therefore, it is possible for this method to evaluate the technology competitiveness easily and repeatedly, in terms of IT innovativeness by inter-organizations and inter-nations. For the case analysis, the Mongolian IT market with several Korean IT joint firms is introduced, and final data resulted from an early-adoptive phase case are analyzed.

  • Recently, in the adoption of cloud computing are emerging as locations are key requirements of security and privacy, at home and abroad, several organizations recognize the importance of privacy in cloud computing environments and research-based transcription and systematic approach in progress have. The purpose of this study was to recognize the importance of privacy in the cloud computing environment based on personal information security methodology to the security of cloud computing, cloud computing, users must be verified, empirical research on the improvement plan. Therefore, for existing users of enhanced security in cloud computing security consisted framework of existing cloud computing environments. Personal information protection management system: This is important to strengthen security for existing users of cloud computing security through a variety of personal information security methodology and lead to positive word-of-mouth to create and foster the cloud industry ubiquitous expression, working environments.
