An operational oceanographic system needs to be established for the preservation and management of marine environments and resources, and also to secure the safety and efficiency of marine operations in Korea. One of the major roles of operational oceanography is to deliver ocean science products which can meet the requirements of users such as marine industries, the general public, government agencies, and scientific research communities. Technical issues in relation to development of an effective operational oceanographic system in Korea are identified and discussed. Among others, cooperation among the agencies in ocean, meteorology, hydrology and environment, and also among those of neighboring countries is important for the development of an effective operational oceanographic system. The strategy for building a system that meets the demands of users, with consideration to potential problems, are explored.
The KOMPSAT system incorporates multiple missions designed to provide various applications in the field of Korean peninsula observation covering land, sea and coastal zones. The missions are Korea cartography (1:25,000 scale maps of the Korean peninsula), biological oceanography and science instrument accommodation. The operational availability of KOMPSAT TTC system should be predicted more accurately because its failure has a significant influence on satellite command and tracking and on satellite data collection. In this paper, system availability structure of KOMPSAT TTC system are made and availability of KOMPSAT TTC system is analyzed aspect to the system operation in accordance with logistic condition.
This study evaluated economic feasibility and provided rationale for the development of the Korean Operational Oceanographic System (KOOS). KOOS is supposed to be established for the preservation and management of marine environments, and for the safety of ocean activities. Economic issues associated with operational oceanographic systems are discussed. During the operational period of KOOS associated with conservative small-input scenarios, and according to the macroeconomic inputoutput analysis, the system was estimated to generate 8.3 times its actual proposed economic investment (about KRW 327.7 billion). Other rationales that cannot be easily quantified were also discussed.
Yellow Sea Buoy (YSB) was moored in the center of the Yellow Sea at 35$^{\circ}$51'36"N, 124$^{\circ}$34'42"E, on 12 September 2007. YSB is a large buoy of 10 m diameter, and as such is more durable against collision by ships and less likely to be lost or removed by fishing nets compared to small ordinary buoys of 2.3 m diameter. YSB is equipped with 12 kinds of oceanic and meteorologic instruments, and transfers its realtime observation data to KORDI through ORBCOMM system every 1 hour. Data on ocean winds, air temperature, air pressure, and sea temperature appear to be accurate, while water property sensors (AAQ1183), which are sensitive to fouling, are producing errors. YSB (2007), Ieodo ocean research station (2003), and Gageocho ocean research station, which was completed in October 2009, will establish the 2 degrees interval by latitude in the Yellow Sea, and they will contribute though the 'Operational Oceanography System' as the important realtime observation network.
In recent decades, numerous instances of blockages have been reported in coastal nuclear power plants globally, leading to serious safety accidents such as power reduction, manual or automatic power loss, or shutdown of nuclear power units. Loss or shortage of cooling water may compromise the reliability of the cooling water system, thus threatening the operational safety of power plants and resulting in revenue reduction. This study provides a comprehensive review of the current state of cooling water system safety in coastal nuclear power plants worldwide and the common challenges they face, as well as the relevant research on cooling water system safety issues. The research overview and progress in investigation methods, outbreak mechanisms, prevention and control measures, and practical cases of blockages were summarized. Despite existing research, there are still many shortcomings regarding the pertinence, comprehensiveness and prospects of related research, and many problems urgently need to be solved. The most fundamental concern involves understanding the list of potential risks of blockages and their spatially distributed effects in surrounding waters. Furthermore, knowledge of the biological cycles and ecological habits of key organisms is essential for implementing risk prevention and control and for building a scientific and effective monitoring system.
이 노트는 국립해양조사원이 5년(2012~2016년)간에 걸쳐 지역해(동해, 황 동중국해) 수치예측시스템을 구축하여 자동으로 끊임없이 운영하면서 확보한 기술들 중 다음 3가지를 담고 있다. (1) 끊임없이 3일 해양예측 자료를 생산하기 위한 전략, (2) 매일 특정시각에 외부 해양 기상자료(HYCOM, NOAA/NCEP GFS)를 안정적으로 내려 받는 방법과 (3) 해양예측시스템 운영자들이 휴대전화 단문 메시지 서비스(Short Message Service)를 이용하여 해양예측시스템 수행 시 발생하는 시스템 오류를 신속하게 파악할 수 있는 기능에 관하여 기술하였다. 이들 기본 기술과 운영시스템 구성의 기본 개념은 지역해와 연안 해양 수치예측시스템을 자동으로 운영하는 체계를 구축하는 데 있어서 유용하게 사용될 것이다.
COMS(Communication, Ocean, and Meteorological Satellite) is the geostationary satellite for the mission of satellite communication, ocean monitoring, and meteorological service. It is scheduled to be launched at the end of 2008. Ocean payload of COMS named as GOCI(Geostationary Ocean Color Imager) observes ocean color and derives the chlorophyll concentrlition, the concentration of dissolved organic material and so on. In operational oceanography, satellite derived data products are used to provide forecasting and now casting of the ocean and coastal water state. In this work, conceptual design of structural part of GOCI is carried out and two baseline concepts are proposed. The one is dioptric module that uses lens system and the other is TMA(Three Mirror Anastigmat) module that uses mirror system. Trade-off studies between two concepts are investigated by considering optical and mechanical performances. Finally, on-going tasks and future development plan are briefly discussed.
A practical algorithm for prediction of the sea surface temperatures (SST)from the satellite remote sensing data is presented in this paper. The fluctuations of SST consist of deterministic normals and stochastic anomalies. Due to large thermal inertia of sea water, the SST anomalies can be modelled by autoregressive or Markov process, and its near future values can be predicted provided the recent values of SST are available. The actual SST is predicted by superposing the pre-known SST normals and the predicted SST anomalies. We applied this prediction algorithm to the NOAA AVHRR weekly SST data for 18 years (1981-1998) in the seas adjacent to Korea (115-$145^{\circ}E$, 20-$55^{\circ}N$). The algorithm is applicable not only for prediction of SST in near future but also for nowcast of SST in the cloud covered regions.
경제 발전에 따라 레저, 해운, 수산, 국방, 해난사고 등 해양을 이용하는 활동이 증가하면서 해양예보에 대한 수요가 크게 증가하고 있다. 기상에서 해양의 역할이 새롭게 인식되면서 정확한 기상 및 기후변화를 예측하기 위한 해양 예측의 필요성도 증가하고 있다. 사회적인 요구와 관련 기술의 발전에 힘입어 선진국을 중심으로 해양예측시스템이 수립되어 왔다. 이 연구에서는 세계적으로 해양예측시스템을 발전시키고 확산시킨 국제협력프로그램 GODAE(Global Ocean Data Assimilation Experiment)의 진행과정과 기여를 정리하였다. 그리고 현재 해양예측시스템을 운용 중인 미국, 프랑스, 영국, 이탈리아, 노르웨이, 호주, 일본, 중국이 해양예측시스템을 구축하면서 세웠던 목적과 비전, 역사, 연구 동향을 조사하고 각 나라의 해양예측시스템 현황을 비교하였다. 우리보다 앞서 해양예측시스템을 구축하여 사용하고 있는 나라들이 취한 개발 전략의 특징은 다음과 같이 요약해 볼 수 있다. 첫째, 국가적인 역량을 집중하여 성공적인 현업 해양예측시스템을 구축하였다. 둘째, 국제적인 프로그램을 통해 선진 기술을 공유하고 상호 발전시켰다. 셋째, 각 기관의 역할과 고유 목적에 따라 기여분야를 나눠가졌다. 국내에서도 최근 현업 해양예측시스템에 대한 수요가 증대되고 있다. 기상청, 국립해양조사원, 국립수산과학원, 국방과학연구소의 해양예측시스템 개발에 관한 현재 상황과 향후 장기적 계획을 조사하였다. 국지 해양예측 또는 기후예측 모델을 위한 개방경계 초기장 제공이 가능한 광역의 정확도 높은 해양예측시스템을 구축하기 위해서는 국내의 유관 기관 간 협력 관계가 필수적이다. 이를 위해 관련 기관과 연구자들이 함께 참여하는 컨소시엄 형성이 바람직하다. 컨소시엄을 통해 경쟁력 높은 예측 모델과 시스템을 구축할 수 있으며, 제한된 재원을 효율적으로 활용할 수 있고, 연구 개발 인력이 전문분야에 집중할 수 있으며, 중복 투자를 막고 각 기관은 고유 업무에 역량을 집중할 수 있다. 비록 해양예보에 있어 우리나라가 현 단계로는 국제적인 수준에 뒤쳐져 있지만, 각 유관 기관들이 고유 업무를 정립하고 국가적인 역량을 집중하여 현업 해양예측시스템을 공동 개발하면 곧 추격하여 해양예보 분야를 선도할 수 있을 것이다.
The goal of this study is simulation of optimal search pattern of ships based on performance surface which are reflected underwater environmental. The process is as follows. First, temporal and spatial environmental database are extracted in complex environment and input hull mounted SONAR system parameters. The environmental database and SONAR system parameters are substituted to SONAR equations, and calculate signal excess, detection probability, detection range. And then, the performance surface, which can be used to provide operational insight of SONAR detection performance, are pictorialized. Finally, optimal search pattern of ships are simulated using genetic algorithm based on performance surface. And then, we certify optimal search pattern in various ways.
