Most of researchers and business futurists agree that traditional organizational designs are inadequate for coping with today's turbulent and increasingly networked world. The present situations of the education and training systems for the response to marine HNS spill incidents in domestic and foreign countries were reviewed and the plans to improve domestic system were suggested on the basis of the comparison between domestic and foreign education systems. There were almost no private education and training institutions in Korea, and they have not been activated, compared with those of foreign countries such as USA, Canada, Australia and UK. The domestic marine HNS-related education has been implemented uniformly under Korean government initiative. In addition, there were differences in the targets and duration of the education offered by Korea Coast Guard Academy (KCGA) and Marine Environment Research & Training Institute (MERTI) in Korea. Domestic HNS-related curriculum was relatively simple, compared with the curricula of foreign countries, and has not accepted two levels (operational level and manager level) required in HNS model courses of International Maritime Organization (IMO). The domestic education and training period was short relatively to those of foreign countries. The following suggestions were made to improve the education and training system for the response to domestic marine chemical incidents. In the short term, an HNS education and training management consultation body (tentative name) should be established, with both KCGA and MERTI participating jointly while maintaining the current system of the two institutions (KCGA and MERTI) simultaneously. In the more distant and long term, the HNS-related departments of KCGA and MERTI should be incorporated into a National Marine HNS Response Academy (tentative name) as unified system to enable international competitiveness.
Today, the civil society plays a key role not only in criticizing and monitoring the functions of the state and the market, but also as an active producer of public services by complementing the government and the public sector. Public records management is also becoming more and more popular. In the case of appraisal and selection, which is the core area of record management, discussions about citizen participation are becoming more serious than any other areas. The concept of 'proactive appraisal', which has emerged as a paradigm of citizens' participation in appraisal, reminds us that citizens themselves are the subjects of public records and are no longer alienated from the appraisal system. The problem is, while the growth of the Korean civil society about institutional participation is spreading rapidly, but citizen participation is hard to find in the field of public records. The purpose of this paper is to examine the role of citizen participation in the process of appraisal of public records, and to debunk the role of citizen participation in the appraisal processes by exploring the examples in the UK, Canada, and Australia. This paper emphasizes that the appraisal system of the national public records in crisis today could be largely restored through the domestic application of this active citizen participation cases. First of all, this study presents a conceptual appraisal model that could reflect citizen participation in the field of record management along with the analyses of the advanced cases in some western countries. Specifically, this paper focuses on presenting the models of 'appraisal documentation' and 'governance-based appraisal', reflecting the active citizen participation. This study suggests that these citizens' participatory evaluation models should be settled in Korea in the future and we should urgently discuss 'citizen participation appraisal'.
In order to manage information security risk, various information security level evaluation and information security management system certification have been conducted on a larger scale than ever. However, there are continuous cases of infringement of information protection for companies with excellent information security evaluation and companies with excellent information security management system certification. The existing information security risk management methodology identifies and analyzes risks by identifying information assets inside the information system. Existing information security risk management methodology lacks a review of where cyber threats come from and whether security devices are properly operated for each route. In order to improve the current risk management plan, it is necessary to look at where cyber threats come from and improve the containment level for each inflow section to absolutely reduce unnecessary cyber threats. In addition, it is essential to measure and improve the appropriate configuration and operational level of security equipment that is currently overlooked in the risk management methodology. It is necessary to block and enter cyber threats as much as possible, and to detect and respond to cyber threats that inevitably pass through open niches and use security devices. Therefore, this paper proposes additional evaluation items for evaluating the containment level against cyber threats in the ISMS-P authentication items and vulnerability analysis and evaluation items for major information and communication infrastructures, and evaluates the level of security equipment configuration for each inflow.
Governance is valued as a new concept and principle of social operation and public policy management, and its influence is gradually expanding. Among the various governance theories being put into practice and in case analysis studies, collaborative governance embracing various governance concepts has been found to increase interdependence and responsibility beyond participation and compromise, and create new public values by integrating and utilizing optimal social coordination forms. In the field of cultural assets, governance-related research is also being conducted for the efficiency, sustainability, and scalability of public policy enforcement. This study explored the government's role (promotion, arbitration, and condition creation) in collaborative governance, focusing on the "Cultural Heritage Guardians" to understand how collaborative governance operates in the cultural heritage sector. Regarding governance policies in the cultural asset sector, the cultural asset guardians highlighted the status, role, and characteristics of policies by examining their introduction, development, and implementation. The results of the analysis revealed that private-led, horizontal public-private cooperation, collaborative governance, policy introduction, solidarity, professionalism, resource/knowledge imbalance, cooperation precedence, etc., facilitate increased participation. The government has accordingly proposed measures to establish comprehensive legal stability centered on cooperation; strategic reorganization of dedicated organizations; strengthened, supportive intermediate organizations; and individual and multi-party consultative bodies.

The marine transport industry generally applies new technologies later than other transport industries, such as airways and railways. Vessels require efficient operation, and their performance and lifespan depend on the level of maintenance and management. Many studies have shown that corrective maintenance (CM) and time-based maintenance (TBM) have restrictions with respect to enabling efficient maintenance of workload and cost to improve operational efficiency. Predictive maintenance (PdM) is an advanced technology that allows monitoring the condition and performance of a target machine to predict its time of failure and helps maintain the key machinery in optimal working conditions at all times. This study presents the development of a marine predictive maintenance (MPdM; maritime predictive maintenance) method based on applying PdM to the marine environment. The MPdM scheme is designed by considering the special environment of the marine transport industry and the extreme marine conditions. Further, results of the study elaborates upon the concept of MPdM and its necessity to advancing marine transportation in the future.

The purpose of Electronic warfare is to disturbe, neutralize, attack, and destroy the opponent's electronic warfare weapon system or equipment. Suppression of Enemy Air Defense (SEAD) mission is aimed at incapacitating, destroying, or temporarily deteriorating air defense networks such as enemy surface-to-air missiles (SAMs), which is a representative mission supported by electronic warfare. This paper develops a simulator for analyzing the effectiveness of SEAD missions under electronic warfare support using C++ language based on the DEVS (Discrete Event Systems Specification) model, the usefulness of which has been proved through case analysis with examples. The SEAD mission of the friendly forces is carried out in parallel with SSJ (Self Screening Jamming) electronic warfare under the support of SOJ (Stand Off Jamming) electronic warfare. The mission is assumed to be done after penetrating into the enemy area and firing HARM (High Speed Anti Radiation Missile). SAM response is assumed to comply mission under the degraded performance due to the electronic interference of the friendly SSJ and SOJ. The developed simulator allows various combinations of electronic warfare equipment specifications (parameters) and operational tactics (parameters or algorithms) to be input for the purpose of analysis of the effect of these combinations on the mission effectiveness.

Amidst the global climate crisis, dam operation policies formulated under the stationary climate assumption could lead to unsatisfactory water management. In this work, we assessed status-quo performance of the Yongdam Dam in Korea under various climatic stresses in flood risk reduction and water supply reliability for 2021-2040. To this end, we employed a decision-centric framework equipped with a stochastic weather generator, a conceptual streamflow model, and a machine-learning reservoir operation rule. By imposing 294 climate perturbations to dam release simulations, we found that the current operation rule of the Yongdam dam could redundantly secure water storage, while inefficiently enhancing the supply reliability. On the other hand, flood risks were likely to increase substantially due to rising mean and variability of daily precipitation. Here, we argue that the current operation rules of the Yongdam Dam seem to be overly focused on securing water storage, and thus need to be adjusted to efficiently improve supply reliability and reduce flood risks in downstream areas.

Research hypotheses and research models were established and tested to verify the research results on how they affect brand loyalty within the segmented market to which they belong. The purpose of this study is as follows. First, it was verified through the degree of casual relationship between smartphone shopping usage and potential research variables of innovation, convenience, usefulness, and hedonism that compose it, on the cognitive age level. Second, according to the cognitive age level perceived by customers themselves, it was verified through the degree of casual relationship between the mediators of social relevance and technology quick adaptability. Third, the casual relationship between social relevance, technology quick adaptability, and brand loyalty was verified according to the cognitive age level. Fourth, a theoretical study was conducted on the conceptual and operational definitions of the research variables of the research model of this study.
The purpose of this study was to analysis of PBL for Korean Apprenticeship Program in Mechanical Engineering. The details of the study were as follows: First, the perception related to the PBL of Korean apprenticeship program was investigated. Second, the utilization and the operational difficulties of PBL for Korean Apprenticeship Program were investigated. Third, the supporting system for PBL was suggested. Research methods were literature research, questionnaire survey and FGI. The survey was conducted online from July 15 to August 14, 2021. A total of 515 respondents responded. A total of 108 in 515 respondents were in Mechanical Engineering. FGI conducted a total of 25 people who actual use PBL in the field of Korean Apprenticeship Program. Conclusions and suggestions based upon the result of this study are as follows. First, It is necessary to improve the utilization of PBL for Korean Apprenticeship Program in Industry. Second, PBL is necessary to apply optionally according to the job and field situation. Third, it is necessary to support system of evaluation for PBL in Korean Apprenticeship Program. Finally, related operation model and guideline need to be prepared for best practice.
