학교급식 직원의 고용유형에 따른 인적 자원 관리 활동에 대한 인식과 조직 몰입도 (The Organization Commitment and Perception of Human Resource Management by Employment Types of School Foodservice Employees)

  • 본 연구는 경기 성남 용인 지역 학교 영양사 60명, 조리원 240명을 대상으로 학교급식소의 인적 자원 관리 활동의 수행수준에 대한 인식도와 조직 몰입도를 살펴보고, 생산성을 분석하여 이들 요소 간의 상관관계를 조사하였다. 또한 정규직원과 비정규직원이 인적 자원 관리 활동과 조직 몰입도에 차이가 있는지를 살펴보았다. 응답자는 모두 여성이고, 60.3%가 40대, 89.3%가 기혼자이며, 42.0%가 1년~3년의 근무 경력을 지녔고 정규직이 53.6%, 비정규직이 47.3%였다. 인적 관리 활동은 '인력 확보', '직원 교육', '경력 개발', '보상관리', '근로 조건', '근로 환경', '이직 관리', '수행력 평가' 8요인으로 분류되었고, 이들 영역 중에서 학교급식소는 '직원 교육'을 가장 활발하게 전개하고 있었다. 그러나 보상 관리, 근로 조건 영역의 활동이 부족한 것으로 나타나서 업무성과에 따른 보상, 보상제도, 복리 후생 제도에 선택권 부여, 다양한 직원혜택에 관한 개발이 필요하였다. 고용유형별로는 정규직(2.75)이 비정규직(2.55)보다 근로 환경을 제외한 모든 영역에서 인적 관리 활동을 더 높게 평가하였다(P<0.001). 특히 인력 확보 관리, 채용의 공정성, 신입직원 오리엔테이션, 수행력 기준의 적합성, 수행력 평가의 공정성면에서 비정규직원이 낮게 평가하였다. 직영 학교급식소의 생산성은 작업시간당 급식수는 13.7명, 1식당 작업소요시간 4.5분, 한 끼 식사당 인건비는 500원, 정규직원 1인당 1일 급식수는 109.6명으로 나타났다. 인적 자원 관리, 조직몰입도, 생산성의 관계 분석에서는 인적 관리 활동 중에서 수행력 평가 영역만 조직 몰입도에 긍정적 영향력을 미쳤고(${\beta}$=0.292, P<0.05), 직영학교급식소의 인적 자원 관리 활동과 급식생산성(작업시간당 급식소)은 양의 상관관계(r=0.432, P<0.001)를, 직원의 조직 몰입도와 생산성도 양의 상관관계를 보였다(r=0.36, P<0.01). 이상의 결과에서 학교급식 관리자는 급식생산성은 인적 자원 관리 활동과 조직 몰입도에 높은 상관관계가 있음을 인식하고 조직의 성공적 운영을 위하여 조직 목적에 적합한 인적 자원 관리 활동의 계획과 실행이 가능하도록 더욱 주의를 기울여야 할 것이다. 또한 직무 수행력 평가는 직무 몰입도 향상에 주요 영향인자임을 인식하고 비정규직 비율이 높은 학교급식의 특성을 감안하여 정규직원뿐 아니라 비정규직원의 니즈를 반영한 인적 자원 관리 활동과 직무 평가시스템의 구축을 이룩하여야 할 것이다. 또한 본 연구 결과에서 보상 관리 활동의 적극적 전개가 요구되었는데 "업무 성과에 따른 보상", "개인 또는 팀별 보상제도"와 근로 조건 "경쟁력 있는 급여", "승진기회의 공정성"의 개선이 이루어질 수 있도록 객관적 평가 기준을 마련하고 공정한 평가를 직원들의 사기 진작이 필요하겠다. 특히 비정규직원 교육에 주의를 기울이고, 보상 체계를 유연하게 구사한다면 조직 몰입도와 더불어 생산성은 더욱 향상될 것이라 사료된다.

  • A review on the papers published in the Korean Journal of Air-Conditioning and Refrigerating Engineering in 2002 and 2003 has been carried out. Focus has been put on current status of research in the aspect of heating, cooling, air-conditioning, ventilation, sanitation and building environment/design. The conclusions are as follows. (1) Most of fundamental studies on fluid flow were related with heat transportation in diverse facilities. Drop formation and rivulet flow on solid surfaces were interesting topics related with condensation augmentation. Research on micro environment considering flow, heat transfer, humidity was also interesting to promote comfortable living environment. It can be extended considering biological aspects. Development of fans and blowers of high performance and low noise were continuing research topics. Well developed CFD technologies were widely applied for analysis and design of various facilities and their systems. (2) Heat transfer characteristics of enhanced finned tube heat exchangers and heat sinks were extensively investigated. Experimental studies on the boiling heat transfer, vortex generators, fluidized bed heat exchangers, and frosting and defrosting characteristics were also conducted. In addition, the numerical simulations on various heat exchangers were performed and reported to show heat transfer characteristics and performance of the heat exchanger. (3) A review of the recent studies shows that the performance analysis of heat pump have been made by various simulations and experiments. Progresses have been made specifically on the multi-type heat pump systems and other heat pump systems in which exhaust energy is utilized. The performance characteristics of heat pipe have been studied numerically and experimentally, which proves the validity of the developed simulation programs. The effect of various factors on the heat pipe performance has also been examined. Studies of the ice storage system have been focused on the operational characteristics of the system and on the basics of thermal storage materials. Researches into the phase change have been carried out steadily. Several papers deal with the cycle analysis of a few thermodynamic systems which are very useful in the field of air-conditioning and refrigeration. (4) Recent studies on refrigeration and air-conditioning systems have focused on the system performance and efficiency enhancement when new alternative refrigerants are applied. Heat transfer characteristics during evaporation and condensation are investigated for several tube shapes and new alternative refrigerants including natural refrigerants. Efficiency of various compressors and performance of new expansion devices are also dealt with for better design of refrigeration/air conditioning system. In addition to the studies related with thermophysical properties of refrigerant mixtures, studies on new refrigerants are also carried out. It should be noted that the researches on two-phase flow are constantly carried out. (5) A review of the recent studies on absorption refrigeration system indicates that heat and mass transfer enhancement is the key factor in improving the system performance. Various experiments have been carried out and diverse simulation models have been presented. Study on the small scale absorption refrigeration system draws a new attention. Cooling tower was also the research object in the respect of enhancement its efficiency, and performance analysis and optimization was carried out. (6) Based on a review of recent studies on indoor thermal environment and building service systems, it is noticed that research issues have mainly focused on several innovative systems such as personal environmental modules, air-barrier type perimeterless system with UFAC, radiant floor cooling system, etc. New approaches are highlighted for improving indoor environmental conditions and minimizing energy consumption, various activities of building energy management and cost-benefit analysis for economic evaluation.

다중규모 모델을 이용한 도시 지역 흐름과 초미세먼지(PM2.5) 분포 특성 연구: Part II - 도로 배출 영향 (A Numerical Study on the Characteristics of Flows and Fine Particulate Matter (PM2.5) Distributions in an Urban Area Using a Multi-scale Model: Part II - Effects of Road Emission)

  • 본 연구에서는 국지예보시스템(LDAPS)과 전산유체역학(CFD) 모델을 접합하여, 부산 중구 광복동에 소재한 건물 밀집 지역의 상세 흐름과 PM2.5 농도 분포를 조사하였다. 도로 배출이 건물 밀집 지역의 PM2.5 농도에 미치는 영향을 분석하기 위해, PM2.5의 연간 시·군·구별, 배출 원소 별, 연료 별 도로이동오염원·비산먼지 배출량 자료와 월별·일별·시간 별 배출 계수를 이용하여 부산의 단위 면적당 시간별 PM2.5 배출량을 산정하였다. 본 연구에서는 건물 옥상과 도로변에서 수행된 특별 측정 자료를 이용하여 수치 모의 결과를 검증하고, 도로배출 유·무에 따른 PM2.5 농도 분포 특성을 분석하였다. 대상 기간(2020년 06월 22일) 동안 대상 지역에서는 바람이 약하게 나타났다. 새벽 시간에는 북동풍과 북서풍이 불고 주간에는 주로 남동풍이 불었다. 도로 배출을 고려하지 않은 경우에 LDAPS-CFD 접합 모델은 측정 지점(PKNU-AQ Sensor)의 PM2.5 농도를 과소모의 하였으나, 도로 배출을 고려하여 수치 모의한 PM2.5 농도는 도로 배출의 영향으로 PM2.5 농도가 증가하여 측정 결과와 유사하게 나타났다. 2020년 6월 22일 07시와 19시의 유입 풍향은 각각 북동풍과 남동풍이지만, 주변 지형과 건물에 의해 흐름이 변화되어, 두 시각 모두 측정 지점 주변에서는 주로 남풍 계열의 흐름이 나타났다. 07시와 19시의 유사한 흐름에 의해, 두 시각의 PM2.5 농도 분포도 매우 유사하게 나타났다. 건물 옥상 측정 지점에서 수치 모의된 PM2.5 농도는 도로 배출 영향을 크게 받지 않았으나, 도로변 에서는 도로 배출 영향을 상대적으로 크게 받았다. 도로 배출을 고려한 경우, 풍속이 약한 북쪽 도로와 긴 도로 협곡에 위치한 서쪽 도로에서 PM2.5 농도가 높고, 상대적으로 건물의 밀집도가 낮은 동쪽 도로에서는 PM2.5 농도가 낮게 나타났다. LDAPS-CFD 접합모델은 모든 도로에서 배출량이 동일하게 적용되기 때문에, 좁은 골목과 건물 밀도가 낮은 지역의 지형 특성이 반영되어 도로 별 PM2.5 농도 특성이 다양하게 나타났다.

주행차량 안전벨트 착용 검지시스템 교통안전 효과 분석 (Analysis of Traffic Safety Effectiveness of Vehicle Seat-belt Wearing Detection System)

  • 교통사고로 인한 인체 상해를 최소화할 수 있는 안전벨트의 착용이 전 좌석에서 의무임에도 불구하고, 안전벨트를 착용하지 않은 교통사고 사상자수는 여전히 많은 비율을 차지한다. 주행차량 내 전 좌석 안전벨트 착용 검지시스템은 탑승자의 안전벨트 착용 여부를 판단하고 착용을 유도하는 시스템으로 안전벨트 미착용 사상자수 감소를 위한 유용한 기술적 대응방안이 될 수 있다. 본 연구에서는 첫 번째로 순서형프로빗 모형을 활용한 교통사고 상해심각도 영향요인 평가를 통해 시스템 도입에 대한 타당성을 제시하였다. 분석결과, 안전벨트 착용 여부는 교통사고 상해심각도에 통계적으로 유의한 영향을 미치며 안전벨트 착용 시 사망 및 치명상에 이를 확률이 0.054배 감소하는 것으로 나타났다. 두 번째로 안전벨트 및 교통사고 상해와 관련된 선행연구를 기반으로 메타분석을 수행하여 시스템 도입 시 기대되는 사고심각도 감소효과를 추정하였다. 사고심각도 감소효과 분석결과, 안전벨트 착용 시 사망사고가 63.3% 감소할 것으로 분석되었으며 앞좌석은 75.7%, 뒷좌석은 58.1%의 사망사고 감소효과를 갖는 것으로 나타났다. 마지막으로 메타분석 결과와 교통사고 통계자료를 기반으로 시스템 도입 시 기대되는 교통사고 사상자수 감소효과를 도출하여 시스템의 교통안전 측면 효과를 분석하였다. 시스템 도입률이 증가함에 따라 안전벨트 미착용 교통사고 사상자수가 감소하였으며 시스템 도입률이 60%일 경우 사망자수는 현재 대비 3배 이상 감소할 것으로 예상되었다. 분석결과를 활용하여 안전벨트 착용률을 높이고 사고심각도를 저감시킬 수 있는 시스템 운영 방안을 제시하였다.

사회적기업가정신 다차원 모형 및 프레임워크: 사회적기업의 협력지향성을 중심으로 (Development of Social Entrepreneurship Multidimensional Model and Framework: Focusing on the Cooperation Orientation of Social Enterprises)

  • 본 연구는 조직의 전략적 의사결정 및 행동경향으로 사회적기업의 고유한 기업가적 행동 속성을 식별하여 영리기업과 구별되는 사회적기업가정신 모형을 도출하고 이를 설명하는 사회적기업가정신 프레임워크를 제안하는 것을 목적으로 한다. 연구의 목적을 효과적으로 달성하기 위하여 선행연구를 검토하고 이를 토대로 근거이론방법으로 질적연구를 수행하였다. 일련의 분석과정을 통하여 '사회적기업가정신: 사회적가치지향성; 혁신성; 진취성; 위험감수성; 협력지향성' 모형을 새롭게 제안하고 식별된 하위요인들 간의 관계성을 고찰하여 모형을 통합적으로 설명하는 '사회적기업가정신 프레임워크'를 개발하였다. 프레임워크는 사회적기업가정신을 '친사회적 동기(Pro-social motivation)', '친사회적 행동(Pro-social behavior)', '기업가적 행동(Entrepreneurial behavior)' 속성으로 구분하고 이를 사회적기업가정신 모형을 구성하는 각 하위요인들과 연결하여 설명하였다. 본 연구가 선행연구와 구별되는 가장 두드러진 차별성은 조직차원의 행동적 관점에서 사회적기업가정신을 구성하는 하위요인으로 '협력 지향성(Cooperation orientation)'을 식별하여 추가한 부분이다. 연구를 통해 사회적·경제적 목적을 동시에 추구하는 사회적기업의 독특한 특성인 하이브리디티(Hybridity)와 이로 인한 자원 제약 환경 속에서, 외부와의 협력을 통해 자원 제약의 어려움을 극복하고, 운영의 효율을 향상시키며, 조직의 친사회적 동기를 구체화하는 사회적기업의 주요한 행동경향인 '협력지향성'을 식별하였다. 협력지향성은 사회적 가치지향 활동과 영리를 추구하는 기업가적 활동에서 동시에 발현되는 사회적기업의 차별적 행동경향으로, 친사회적 동기를 구체화하며 동시에 기업가적 영리활동을 수행하는 사회적기업의 이중정체성(Dual identity) 갈등 사이에서 기업 활동의 합법성을 강화하고 사회적 가치창출 활동의 성과를 향상시키며 기업 활동의 경제적 기반을 강화한다. 본 연구에서 새롭게 식별된 협력지향성은 선행연구를 보완하여 사회적기업가정신 이론의 설명력을 높이고 후속 연구자들에게 이론적 확장의 근거와 토대를 제공한다.

계획된 간호 정보가 수면량에 미치는 영향에 관한 연구 -개심술 환자를 중심으로- (The Effect of Structured Information on the Sleep Amount of Patients Undergoing Open Heart Surgery)

  • The main purpose of this study was to test the effect of the structured information on the sleep amount of the patients undergoing open heart surgery. This study has specifically addressed to the Following two basic research questions: (1) Would the structed in formation influence in the reduction of sleep disturbance related to anxiety and Physical stress before and after the operation? and (2) that would be the effects of the structured information on the level of preoperative state anxiety, the hormonal change, and the degree of behavioral change in the patients undergoing an open heart surgery? A Quasi-experimental research was designed to answer these questions with one experimental group and one control group. Subjects in both groups were matched as closely as possible to avoid the effect of the differences inherent to the group characteristics, Baseline data were also. collected on both groups for 7 days prior to the experiment and found that subjects in both groups had comparable sleep patterns, trait anxiety, hormonal levels and behavioral level. A structured information as an experimental input was given to the subjects in the experimental group only. Data were collected and compared between the experimental group and the control group on the sleep amount of the consecutive pre and post operative days, on preoperative state anxiety level, and on hormonal and behavioral changes. To test the effectiveness of the structured information, two main hypotheses and three sub-hypotheses were formulated as follows; Main hypothesis 1: Experimental group which received structured information will have more sleep amount than control group without structured information in the night before the open heart surgery. Main hypothesis 2: Experimental group with structured information will have more sleep, amount than control group without structured information during the week following the open heart surgery Sub-hypothesis 1: Experimental group with structured information will be lower in the level of State anxiety than control group without structured information in the night before the open heart surgery. Sub-hypothesis 2 : Experimental group with structured information will have lower hormonal level than control group without stuctured information on the 5th day after the open heart surgery Sub-hypothesis 3: Experimental group with structured information will be lower in the behavioral change level than control group without structured information during the week after the open heart surgery. The research was conducted in a national university hospital in Seoul, Korea. The 53 Subjects who participated in the study were systematically divided into experimental group and control group which was decided by random sampling method. Among 53 subjects, 26 were placed in the experimental group and 27 in the control group. Instruments; (1) Structed information: Structured information as an independent variable was constructed by the researcher on the basis of Roy's adaptation model consisting of physiologic needs, self-concept, role function and interdependence needs as related to the sleep and of operational procedures. (2) Sleep amount measure: Sleep amount as main dependent variable was measured by trained nurses through observation on the basis of the established criteria, such as closed or open eyes, regular or irregular respiration, body movement, posture, responses to the light and question, facial expressions and self report after sleep. (3) State anxiety measure: State Anxiety as a sub-dependent variable was measured by Spi-elberger's STAI Anxiety scale, (4) Hormornal change measure: Hormone as a sub-dependent variable was measured by the cortisol level in plasma. (5) Behavior change measure: Behavior as a sub-dependent variable was measured by the Behavior and Mood Rating Scale by Wyatt. The data were collected over a period of four months, from June to October 1981, after the pretest period of two months. For the analysis of the data and test for the hypotheses, the t-test with mean differences and analysis of covariance was used. The result of the test for instruments show as follows: (1) STAI measurement for trait and state anxiety as analyzed by Cronbachs alpha coefficient analysis for item analysis and reliability showed the reliability level at r= .90 r= .91 respectively. (2) Behavior and Mood Rating Scale measurement was analyzed by means of Principal Component Analysis technique. Seven factors retained were anger, anxiety, hyperactivity, depression, bizarre behavior, suspicious behavior and emotional withdrawal. Cumulative percentage of each factor was 71.3%. The result of the test for hypotheses show as follows; (1) Main hypothesis, was not supported. The experimental group has 282 minutes of sleep as compared to the 255 minutes of sleep by the control group. Thus the sleep amount was higher in experimental group than in control group, however, the difference was not statistically significant at .05 level. (2) Main hypothesis 2 was not supported. The mean sleep amount of the experimental group and control group were 297 minutes and 278 minutes respectively Therefore, the experimental group had more sleep amount as compared to the control group, however, the difference was not statistically significant at .05 level. Thus, the main hypothesis 2 was not supported. (3) Sub-hypothesis 1 was not supported. The mean state anxiety of the experimental group and control group were 42.3, 43.9 in scores. Thus, the experimental group had slightly lower state anxiety level than control group, howe-ver, the difference was not statistically significant at .05 level. (4) Sub-hypothesis 2 was not supported. . The mean hormonal level of the experimental group and control group were 338 ㎍ and 440 ㎍ respectively. Thus, the experimental group showed decreased hormonal level than the control group, however, the difference was not statistically significant at .05 level. (5) Sub-hypothesis 3 was supported. The mean behavioral level of the experimental group and control group were 29.60 and 32.00 respectively in score. Thus, the experimental group showed lower behavioral change level than the control group. The difference was statistically significant at .05 level. In summary, the structured information did not influence the sleep amount, state anxiety or hormonal level of the subjects undergoing an open heart surgery at a statistically significant level, however, it showed a definite trends in their relationships, not least to mention its significant effect shown on behavioral change level. It can further be speculated that a great degree of individual differences in the variables such as sleep amount, state anxiety and fluctuation in hormonal level may partly be responsible for the statistical insensitivity to the experimentation.

병원 간호행정 개선을 위한 연구 (A Study for Improvement of Nursing Service Administration)

  • Much has teed changed in the field of hospital administration in the It wake of the rapid development of sciences, techniques ana systematic hospital management. However, we still have a long way to go in organization, in the quality of hospital employees and hospital equipment and facilities, and in financial support in order to achieve proper hospital management. The above factors greatly effect the ability of hospitals to fulfill their obligation in patient care and nursing services. The purpose of this study is to determine the optimal methods of standardization and quality nursing so as to improve present nursing services through investigations and analyses of various problems concerning nursing administration. This study has been undertaken during the six month period from October 1971 to March 1972. The 41 comprehensive hospitals have been selected iron amongst the 139 in the whole country. These have been categorized according-to the specific purposes of their establishment, such as 7 university hospitals, 18 national or public hospitals, 12 religious hospitals and 4 enterprise ones. The following conclusions have been acquired thus far from information obtained through interviews with nursing directors who are in charge of the nursing administration in each hospital, and further investigations concerning the purposes of establishment, the organization, personnel arrangements, working conditions, practices of service, and budgets of the nursing service department. 1. The nursing administration along with its activities in this country has been uncritical1y adopted from that of the developed countries. It is necessary for us to re-establish a new medical and nursing system which is adequate for our social environments through continuous study and research. 2. The survey shows that the 7 university hospitals were chiefly concerned with education, medical care and research; the 18 national or public hospitals with medical care, public health and charity work; the 2 religious hospitals with medical care, charity and missionary works; and the 4 enterprise hospitals with public health, medical care and charity works. In general, the main purposes of the hospitals were those of charity organizations in the pursuit of medical care, education and public benefits. 3. The survey shows that in general hospital facilities rate 64 per cent and medical care 60 per-cent against a 100 per cent optimum basis in accordance with the medical treatment law and approved criteria for training hospitals. In these respects, university hospitals have achieved the highest standards, followed by religious ones, enterprise ones, and national or public ones in that order. 4. The ages of nursing directors range from 30 to 50. The level of education achieved by most of the directors is that of graduation from a nursing technical high school and a three year nursing junior college; a very few have graduated from college or have taken graduate courses. 5. As for the career tenure of nurses in the hospitals: one-third of the nurses, or 38 per cent, have worked less than one year; those in the category of one year to two represent 24 pet cent. This means that a total of 62 per cent of the career nurses have been practicing their profession for less than two years. Career nurses with over 5 years experience number only 16 per cent: therefore the efficiency of nursing services has been rated very low. 6. As for the standard of education of the nurses: 62 per cent of them have taken a three year course of nursing in junior colleges, and 22 per cent in nursing technical high schools. College graduate nurses come up to only 15 per cent; and those with graduate course only 0.4 per cent. This indicates that most of the nurses are front nursing technical high schools and three year nursing junior colleges. Accordingly, it is advisable that nursing services be divided according to their functions, such as professional, technical nurses and nurse's aides. 7. The survey also shows that the purpose of nursing service administration in the hospitals has been regulated in writing in 74 per cent of the hospitals and not regulated in writing in 26 per cent of the hospitals. The general purposes of nursing are as follows: patient care, assistance in medical care and education. The main purpose of these nursing services is to establish proper operational and personnel management which focus on in-service education. 8. The nursing service departments belong to the medical departments in almost 60 per cent of the hospitals. Even though the nursing service department is formally separated, about 24 per cent of the hospitals regard it as a functional unit in the medical department. Only 5 per cent of the hospitals keep the department as a separate one. To the contrary, approximately 12 per cent of the hospitals have not established a nursing service department at all but surbodinate it to the other department. In this respect, it is required that a new hospital organization be made to acknowledge the independent function of the nursing department. In 76 per cent of the hospitals they have advisory committees under the nursing department, such as a dormitory self·regulating committee, an in-service education committee and a nursing procedure and policy committee. 9. Personnel arrangement and working conditions of nurses 1) The ratio of nurses to patients is as follows: In university hospitals, 1 to 2.9 for hospitalized patients and 1 to 4.0 for out-patients; in religious hospitals, 1 to 2.3 for hospitalized patients and 1 to 5.4 for out-patients. Grouped together this indicates that one nurse covers 2.2 hospitalized patients and 4.3 out-patients on a daily basis. The current medical treatment law stipulates that one nurse should care for 2.5 hospitalized patients or 30.0 out-patients. Therefore the statistics indicate that nursing services are being peformed with an insufficient number of nurses to cover out-patients. The current law concerns the minimum number of nurses and disregards the required number of nurses for operation rooms, recovery rooms, delivery rooms, new-born baby rooms, central supply rooms and emergency rooms. Accordingly, tile medical treatment law has been requested to be amended. 2) The ratio of doctors to nurses: In university hospitals, the ratio is 1 to 1.1; in national of public hospitals, 1 to 0.8; in religious hospitals 1 to 0.5; and in private hospitals 1 to 0.7. The average ratio is 1 to 0.8; generally the ideal ratio is 3 to 1. Since the number of doctors working in hospitals has been recently increasing, the nursing services have consequently teen overloaded, sacrificing the services to the patients. 3) The ratio of nurses to clerical staff is 1 to 0.4. However, the ideal ratio is 5 to 1, that is, 1 to 0.2. This means that clerical personnel far outnumber the nursing staff. 4) The ratio of nurses to nurse's-aides; The average 2.5 to 1 indicates that most of the nursing service are delegated to nurse's-aides owing to the shortage of registered nurses. This is the main cause of the deterioration in the quality of nursing services. It is a real problem in the guest for better nursing services that certain hospitals employ a disproportionate number of nurse's-aides in order to meet financial requirements. 5) As for the working conditions, most of hospitals employ a three-shift day with 8 hours of duty each. However, certain hospitals still use two shifts a day. 6) As for the working environment, most of the hospitals lack welfare and hygienic facilities. 7) The salary basis is the highest in the private university hospitals, with enterprise hospitals next and religious hospitals and national or public ones lowest. 8) Method of employment is made through paper screening, and further that the appointment of nurses is conditional upon the favorable opinion of the nursing directors. 9) The unemployment ratio for one year in 1971 averaged 29 per cent. The reasons for unemployment indicate that the highest is because of marriage up to 40 per cent, and next is because of overseas employment. This high unemployment ratio further causes the deterioration of efficiency in nursing services and supplementary activities. The hospital authorities concerned should take this matter into a jeep consideration in order to reduce unemployment. 10) The importance of in-service education is well recognized and established. 1% has been noted that on the-job nurses. training has been most active, with nursing directors taking charge of the orientation programs of newly employed nurses. However, it is most necessary that a comprehensive study be made of instructors, contents and methods of education with a separate section for in-service education. 10. Nursing services'activities 1) Division of services and job descriptions are urgently required. 81 per rent of the hospitals keep written regulations of services in accordance with nursing service manuals. 19 per cent of the hospitals do not keep written regulations. Most of hospitals delegate to the nursing directors or certain supervisors the power of stipulating service regulations. In 21 per cent of the total hospitals they have policy committees, standardization committees and advisory committees to proceed with the stipulation of regulations. 2) Approximately 81 per cent of the hospitals have service channels in which directors, supervisors, head nurses and staff nurses perform their appropriate services according to the service plans and make up the service reports. In approximately 19 per cent of the hospitals the staff perform their nursing services without utilizing the above channels. 3) In the performance of nursing services, a ward manual is considered the most important one to be utilized in about 32 percent of hospitals. 25 per cent of hospitals indicate they use a kardex; 17 per cent use ward-rounding, and others take advantage of work sheets or coordination with other departments through conferences. 4) In about 78 per cent of hospitals they have records which indicate the status of personnel, and in 22 per cent they have not. 5) It has been advised that morale among nurses may be increased, ensuring more efficient services, by their being able to exchange opinions and views with each other. 6) The satisfactory performance of nursing services rely on the following factors to the degree indicated: approximately 32 per cent to the systematic nursing activities and services; 27 per cent to the head nurses ability for nursing diagnosis; 22 per cent to an effective supervisory system; 16 per cent to the hospital facilities and proper supply, and 3 per cent to effective in·service education. This means that nurses, supervisors, head nurses and directors play the most important roles in the performance of nursing services. 11. About 87 per cent of the hospitals do not have separate budgets for their nursing departments, and only 13 per cent of the hospitals have separate budgets. It is recommended that the planning and execution of the nursing administration be delegated to the pertinent administrators in order to bring about improved proved performances and activities in nursing services.
