The Classification System of the Official Documents in the Colonial Period (일제하 조선총독부의 공문서 분류방식)

  • In this paper, I explained the dominating/dominated relationship of Japan and Colonized Korea by analysing the management system of official documents. I examined the theory and practices of the classification used by the office of the Governor-General for preserving official documents whose production and circulation ended. In summary, first, the office of the Governor-General and its municipal authorities classified and filed documents according to the nature and regulations on apportionment for the organizations. The apportionment of the central and local organs was not fixed through the colonial period and changed chronologically. The organization and apportionment of the central and local organs reflected the changes in the colonial policies. As a result, even in the same organs, the composition of documents had differences at different times. The essential way of classifying documents in the colonial period was to sort out official documents which should be preserved serially and successively according to each function of the colonial authorities. The filing of documents was taken place in the form of the direct reflection of organizing and apportioning of the function among several branches of the office of the Governor-General and other governmental organs. However, for the reason that filing documents was guided at the level of the organs, each organ's members responsible for documents hardly composed the filing unit as a sub-category of the organ itself. Second, Japan constructed the infrastructure of colonial rule through the management system of official documents. After Kabo Reform, the management system of official documents had the same principles as those of the Japan proper. The office of the Governor-General not only adopted several regulations on the management of official documents, but also controlled the arrangement and the situation of document managing in the local governmental organizations with the constant censorship. The management system of documents was fundamentally based on the reality of colonial rule and neglected many principles of archival science. For example, the office of Governor-General labelled many policy documents as classified and burnt them only because of the administrative and managerial purposes. Those practices were inherited in the document management system of post-colonial Korea and resulted in scrapping of official documents in large quantities because the system produced too many "classified documents".

Changwon Area and Official Documents during the Modern Reform Period (근대개혁기 창원지역과 공문서)

  • This study aims to analyze the system of official documents enacted during the modern reform period and the official documents produced in the provincial government office, scrutinizing the reality of management of the official documents that were conducted in the provincial government office at that time and organizing the characteristics. For this, I progressed this study targeting Changwon superintendent office that functioned as the modern government office among the provincial government office that existed during the modern reform period, and whose official documents produced in the government office remained relatively intact. At first, I summarized the history of Changwon area where Changwon superintendent office was installed. I investigated the geographical characteristics and the historical background in which Masanpo port of Changwon was opened in the past history and the superintendent office was installed. Following this, I categorized the function of Changwon superintendent office from the legal perspective, and reviewed the major contents of the official documents produced in the business activity and the historical context. Finally, I compared and analyzed the system of the official documents enacted at that time and their formats, organizing the official documents produced in the provincial government office during the modern reform period and the characteristics of the system of the official documents about the provincial government office.

A Study on Functional Requirements of Records Management Systems for Government-Affiliated Organizations to respond to Immediate Disclosure of Original Official Documents (체계적인 원문정보공개를 위한 정부산하공공기관 기록관리시스템 기능요건 연구)

  • The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

  • In order to build up the infrastructure of the globalization of herbal material, the system of culture, distribution, treatment and sale should be established on the basis of the official documents. In this context, the state compendium needs to be theoretically established in perfection 0in order that it may be globally authoritative. The ultimate goal of this study is to clarify the origin and description of the herbal material unregistered in the official documents, as well as to establish the criteria of assessment. The technical books on herbage, published in the country and other countries, were compared with each other. Also, on-the-spot surveys were made to learn specialists' know-how. The description of the collected drug-stuffs Were analyzed in connection with external morphology, internal morphology and microscopy. And the laboratory test was performed to differentiate such drug-stuffs.

Archival Appraisal and Classification of the Official Documents of the Government-General of Choson Related to Urban District Planning (조선총독부 시가지계획 관련 공문서의 분류와 평가)

  • The historical value of the official documents of the Government General of Choson preserved as permanent archived documents has long been recognized. However, the fact that only parts of the overall documents were preserved and that the contents of the existing documents is not uniform, results in many problems regarding the evaluation and usage of such documents as archives. This study attempts to appraise a series of archival documents related to urban district planning compiled during the colonial era. Although limited in terms of its applicability to the development of an evaluation method for the official documents of the Government General of Choson as a whole, by evaluating the value of these documents based on the background of the documents produced during the Government General of Choson's implementation of its colonial policy, this study provides an important indicator of how such documents should be used in the future. On the other hand, the assessment of historical records such as the official documents of the Government General of Choson which have already been designated and preserved as permanent archived documents should not be perceived as an attempt to dispose of the relevant documents. With regard to the appraisal of historical archives, it is necessary to consider measures to link such documents with existing databases or information contents in order to heighten access to and usage of the relevant documents in the future.

  • Due to the large number of documents that are important to people and many of their requests from time to time to perform an essential official procedure, this requires a practical arrangement and organization for them. When necessary, many people struggle with effectively arranging official documents that enable display, which takes a lot of time and effort. Also, no mobile apps specialize in professionally preserving essential electronic records and displaying them when needed. Dataset consisting of 10,841 rows and 13 columns was analyzed using Anaconda, Python, and Mito Data Science new tool obtained from Google Play. The research was conducted using the quantitative descriptive approach. The presented solution is a model specialized in saving essential documents, categorizing according to the user's desire, and displaying them when needed. It is possible to send in an image or a pdf file. Aside from identifying file kinds like PDFs and pictures, the model also looks for and verifies specific file extensions. The file extension and its properties are checked before sharing or saving it by applying the similarity algorithm (Levenshtein). Our method effectively and efficiently facilitated the search process, saving the user time and effort. In conclusion, such an application is not available, which facilitates the process of classifying documents effectively and displaying them quickly and easily for people for printing or sending to some official procedures, and it is considered one of the applications that greatly help in preserving time, effort, and money for people.

  • Delivering documents within school itself, has been ignored, since it is not considered as a large organization such as government education agencies. It is necessary to change the procedures in delivering official documents within school's administrative services along with the outside administrative procedure changes. For the above purposes, this study can be practiced toward the actual schools therefore it is to design the framework for Distributable Official XML Document management and to implement official document management system based on JSP component. As a result, this system will reduce the negativity in producing the time critical official documents in educational activities. It is important at the fact that electronic document management procedures will incredibly improve the quality in school's administrative services.

The Classification arranged from Protectorate period to the early Japanese Colonial rule period : for Official Documents during the period from Kabo Reform to The Great Han Empire - Focusing on Classification Stamp and Warehouse Number Stamp - (통감부~일제 초기 갑오개혁과 대한제국기 공문서의 분류 - 분류도장·창고번호도장을 중심으로 -)

  • As Korea was merged into Japan, the official documents during Kabo Reform and The Great Han Empire time were handed over to the Government-General of Chosun and reclassified from section based to ministry based. However they had been reclassified before many times. The footprints of reclassification can be found in the classification stamps and warehouse number stamps which remained on the cover of official documents from Kabo Reform to The Great Han Empire. They classified the documents by Section in the classification system of Ministry-Department-Section, stamped and numbered them. It is consistent with the official document classification system in The Great Han Empire, which shows the section based classification was maintained. Although they stamped by Section and numbered the documents, there were differences in sub classification system by Section. In the documents of Land Tax Section, many institutions can be found. The documents of the same year can be found in different group and documents of similar characteristics are classified in the same group. Customs Section and Other Tax Section seemed to number their documents according to the year of documents. However the year and the order of 'i-ro-ha(イロハ) song' does not match. From Kabo Reform to The Great Han Empire the documents were grouped by Section. However they did not have classification rules for the sub units of Section. Therefore, it is not clear if the document grouping of classification stamps can be understood as the original order of official document classification system of The Great Han Empire. However, given the grouping method reflects the document classification system, the sub section classification system of the Great Han Empire can be inferred through the grouping method. In this inference, it is understood that the classification system was divided into two such as 'Section - Counterpart Institution' and 'Section - Document Issuance Year'. The Government-General of Chosun took over the official documents of The Great Han Empire, stored them in the warehouse and marked them with Warehouse Number Stamps. Warehouse Number Stamp contained the Institution that grouped those documents and the documents were stored by warehouse. Although most of the documents on the shelves in each warehouse were arranged by classification stamp number, some of them were mixed and the order of shelves and that of documents did not match. Although they arranged the documents on the shelves and gave the symbols in the order of 'i-ro-ha(イロハ) song', these symbols were not given by the order of number. During the storage of the documents by the Government-General of Chosun, the classification system according to the classification stamps was affected. One characteristic that can be found in warehouse number stamps is that the preservation period on each document group lost the meaning. The preservation period id decided according to the historical and administrative value. However, the warehouse number stamps did not distinguish the documents according to the preservation period and put the documents with different preservation period on one shelf. As Japan merged Korea, The Great Han Empire did not consider the official documents of the Great Han Empire as administrative documents that should be disposed some time later. It considered them as materials to review the old which is necessary for the colonial governance. As the meaning of the documents has been changed from general administrative documents to the materials that they would need to govern the colony, they dealt with all the official documents of The Great Han Empire as the same object regardless of preservation period. The Government-General of Chosun destroyed the classification system of the Great Han Empire which was based on Section and the functions in the Section by reclassifying them according to Ministry when they reclassified the official documents during Kobo Reform and the Great Han Empire in order to utilize them to govern the colony.

  • This paper introduces the elaboration of official documents, archival organizations, and the tradition of records in Mongolia from 1694 to 1921. Modern records management began in 1912. Back then, Mongolians had special rules to send and receive official documents, and to register the sent and received official documents. Official documents were used to deliver decrees and policies of the Khan and were used to deal with internal affairs. After their independence in 1911, the traditional documents were collected and preserved. Records managers and archivists were trained by decrees in Mongolia.

  • This paper aims to interrogate the layered and dependent structure of the modern and official document management in Korea and Japan from 1894 to 1910. The focus of its study is on documents related with the strategic infrastructure construction in Jeonbuk Province through an analysis from the perspective of historic archival studies. For this study, the chosen period was when Japanese imperialists were on their way to seize the Korean official archival system. As such, our objects are the documents connected with the institution of the Japanese resident-general system in Korea and its infrastructural constructions as part of Japan's war plans of invading the continent. Among others, we examined the documents of the strategic infrastructure construction around Jeonju in Jeonbuk Province by Imperial Japan, in order to wage the Sino-Japanese War and subdue the Donghak Peasant Revolution. More specifically, we illuminate the sources and organization of the approval of the original documents in a higher level that is relevant to the determination of political, financial, and personnel matters, which were designed for the Japanese governmental rule over Korea from the era of the Gabo Reform to the period of the Japanese resident-generals, as well as analyze the actual states of the official documents ina lower level, which were drawn up by Korean government and the resident-general. Consequently, this paper suggests that official Korean archival system at this time must be understood under the context of a layered and dependent structure within the vertical connections between Korea and Japan, and not from the point of view of a national history.
