Trick or Treat? Equity Concerns in the Preliminary Feasibility Study of the Republic of Korea

  • As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

  • A 3.12" FED panel was packaged successfully using the anode plate on which phosphors and black matrix were coated and cathode plate containing emitter arrays. The vacuum level of the panel was investigated during panel evacuation, tip-off and getter activation process. The packaged panel exhibited vacuum level below 2${\times}$10-6 Torr. Similar experiments were carried out for 10" panel made of bare plates. In addition, the vacuum level of two panels was compared continuously after tip off process; one with the getter and the other without it.

Behavior of Concrete/Cold Formed Steel Composite Beams: Experimental Development of a Novel Structural System

  • The use of light-gauge steel framing in low-rise commercial and industrial building construction has experienced a significant increase in recent years. In such construction, the wall framing is an assembly of cold-formed steel (CFS) studs held between top and bottom CFS tracks. Current construction methods utilize heavy hot-rolled steel sections, such as steel angles or hollow structural section tubes, to transfer the load from the end seats of the floor joist and/or from the load-bearing wall studs of the stories above to the supporting load-bearing wall below. The use of hot rolled steel elements results in significant increase in construction cost and time. Such heavy steel elements would be unnecessary if the concrete slab thickening on top of the CFS wall can be made to act compositely with the CFS track. Composite action can be achieved by attaching stand-off screws to the track and encapsulating the screw shank in the deck concrete. A series of experimental studies were performed on full-scale test specimens representing concrete/CFS flexural elements under gravity loads. The studies were designed to investigate the structural performance of concrete/CFS simple beams and concrete/CFS continuous headers. The results indicate that concrete/CFS composite flexural elements are feasible and their structural behavior can be modeled with reasonable accuracy.

  • The purpose of this study was to present the method to choose the optimization machining condition for the wire electric machine. This was completed by examining the ever- changing quality of the material and by improving the function of the wire electric discharge machine. Precision metal mold products and the unmanned wire electric discharge machining system were used and then applied in industrial fields. This experiment uses the wire electric discharge machine with brass wire electrode of 0.25mm. To measure the precision of the machining surface, average values are obtained from 3 samples of measures of center-line average roughness by using a third dimension gauge and a stylus surface roughness gauge. In this experiment, we changed no-node voltage to 7 and 9, pulse-on-time to $6\mu\textrm{s}$, $8\mu\textrm{s}$ and $10\mu\textrm{s}$, pulse-off-time to $8\mu\textrm{s}$, $10\mu\textrm{s}$ and $13\mu\textrm{s}$, and experimented on wire tension at room temperature by 1000gf, 1200gf, and 1400gf, respectively

A study on Development of Footwear Shape Scanner for Off-Line Robot Path Programming

  • We need a lot of manpower and we can cut down a labor cost by applying industrial robots the footwear bonding automation process. In this study, we suggest how to program off-line robot path along a shoe's outsole shape in the footwear bonding process by 5-axis microscribe system like robot arms. This microscribe system development consists 5-axis microscribe mechanics, signal processing circuit, and PC with software. It is the system for making database of a shoe's outsole through the movement of a microscribe with many joints. To do this, first read 5-encoders' pulse values while a robot arm points a shoe's outsole shape from the initial status. Then, calculate a relative shoe's outsole by Denavit-Hatenberg's (D-H) direct Kinematics of known length of links and coordinate values. Next, calculate the encoders' pulse values of the robot arm's rotation and transmitting the angle pulse values to the PC through a circuit. Finally, it is able to display a shoe's outsole at real-time by computing the Denvavit-Hantenberg's (D-H) direct kinematics in the PC. With the coordinate values calculated above, we can draw a bonding gauge-line on the upper. Also, we can make off-line robot path programming compute a shoe's bonding area on the upper. These results will be effectively applied for programming a robot path on off-line and automatically.

버핑 로봇의 오프라인 경로 프로그래밍용 5축 마이크로스크라이브 개발 및 응용 (Development of 5-Axis Microscribe System for Off-Line Buffing Robot Path Programming and Its Application)

  • 신발 버핑공정에서 로봇 메카니즘과 같은 5축 마이크로스크라이브에 의하여 신발창 형상을 따라서 버핑 로봇 경로를 오프라인으로 프로그래밍하는 방법을 제안한다. 개발한 마이크로스크라이브 시스템은 턴테이블이 부착된 5축 로봇링크, 신호처리장치, PC 및 응용 소프트웨어 프로그램으로 구성되어 있다. 많은 조인트를 가진 마이크로스크 라이브를 신발창 표면을 따라 이동시킴으로써 로봇 경로가 만들어진다. 개발시스템은 마이크로스크라이브 암의 회전에 해당되는 엔코더 펄스 값을 환산하며, 이 각도 값을 신호처리장치를 통하여 PC로 전송한다. Denavit-Hartenberg's(D-H) 직접 키네메틱스가 마이크로스크라이브 조인트 각도 값으로서 글로벌 좌표값을 만드는데 사용된다. 마이크로스크라이브의 키네메틱스 문제는 D-H 표현에 의하여 효과적이고 시스템적으로 해결된다. 개발시스템은 D-H식에 의하여 계산된 좌표 값으로서 신발 갑피 위에 버핑 게이지 라인을 그릴 수 있으며, 또한 신발 갑피 위에 각 점들과 그 점에 수직인 벡터와 결합된 2개의 외곽 라인으로서 로봇 경로를 얻는다. 개발시스템을 FMS의 버핑 로봇에 적용함으로써 실제적인 버핑 로봇의 경로를 프로그래밍하는데 효과적으로 사용될 수 있다.

  • This paper presents the real-time water tank wireless control in a ship using duplex RF modules and PLC(Programmable logic Controller). The purpose of this paper is developing HMI(Human Machine Interface) for automation equipments. The system can low a cost because long wires are no more used. Analog signals of the water gauge and flow meter are changed to discrete signals by the micro-processor. The PLC checks the volume of water and runs On or Off of the valve and pump. Duplex RF modules send and receive data between the water tank and control room. Everywhere the Internet is used, operators are able to check the status of the system by the web-server.

  • 마이크로컴퓨터 코오지 배양시설을 제작하여 배양실내의 온도, 상대습도를 계측하고 코오지의 무게를 공정제어 대상으로 공정의 자동화를 시도하였다. 코오지 무게변화는 외팔보형 strain gauge 무게감응장치로 코오지 및 배양실의 온도는 백금저항선$(Pt,\;100\Omega)$ 센서로 계측하였다. 계측신호는 디지털화하여 MC6821 접속소자를 통해 마이크로컴퓨터로 입력되었다. 코오지 무게계측치를 공정의 제어대상으로 할 때 디지탈값(Y)과 코오지의 무게(W,g) 사이의 관계는 Y=0.310W+32.329(r=0.99989)이었다. 배양실내의 온도제어는 폐회로방식에 의하여 on/off로 이루어졌으며 습도제어는 계측된 건, 습구 온도값으로부터 계산된 습도값을 기준으로 살균수의 분무로 수행되었다.
