The Necessity of Establishing the Concept of Route in the Domestic Maritime Legislation (국내 해사법규 상의 항로 개념 정립의 필요성)

  • Maritime legislation encompasses a wide range of laws related to the maritime field. A significant number of laws that can be called maritime legislation have been enacted and implemented in domestic legislation. For all types of legislation, including maritime legislation, the meaning of the legal provisions must be clear for those who abide by the law, those who study the law, and those who enforce legislation. Nevertheless, the potential for considerable confusion exists because the definition is not stipulated in relation to the 'Route' specified and regulated in various maritime legislation. Further, the exact meaning of numerous cases is difficult to understand and can be interpreted in various ways. Adding to the confusion is the use of different terms with similar meanings. The maritime field changes and becomes more diverse, and many related maritime legislations are being enacted or amended to reflect this situation. The, authors propose to specify clear route definitions in individual legislation and replace parts that may cause unnecessary misunderstanding with similar terms. The authors believe that the confusion in compliance and enforcement of maritime legislation can be minimized .if these proposals are implemented.

A Study on the Development of Training Model by Enforcement of the IP Code(SOLAS Chapter XV)

  • Through the 106th session of the International Maritime Organization(IMO)'s Maritime Safety Committee(MSC), a mandatory safety training requirement for all personnel transferred or accommodated for offshore industrial activities was established and adopted under the name of SOLAS Chapter XV, IP(Industrial Personnel) Code. This regulation mandates pre-boarding safety training to enable individuals to anticipate and mitigate hazardous risks in navigation and operational environments. Consequently, the IP Code includes provisions regarding the training content for industrial personnel and regulations for the refusal of master who has a full responsibility for individuals who have not completed the required training(non-qualified industrial personnel). Referred to as the IP Code, this agreement is set to enter into force in July 2024, necessitating the establishment and operation of safety education for industrial personnel boarding ships before that date. Accordingly, this paper reviews the legal requirements related to training within IP code and analyzes the details of models including training objectives, target audience, duration, and course structure of safety trainings such as STCW, OPITO, GWO training, and other delegated training related to current ships. Additionally, it aims to propose a curriculum model for IP training courses which consists of a total of 16 hours over 2 days, offered by the Korea Institute of Maritime and Fisheries Technology, including teaching objectives, duration, and course structure.

A Study on Improvement of KMA WE-FAX Service (한국기상청 영역기상방송(WE-FAX) 서비스 개선에 관한 연구)

  • Even though KMA(Korea Meteorological Administration) has been doing WE-FAX service in past 40 years, most of korean ship's officers use Japan/USA WE-FAX instead of KMA WE-FAX during passage in the NW Pacific. In this regards, the authors carry out the research on the improvement of KMA WE-FAX service, examining the officers's opinions to KMA WE-FAX service along with comparing Korea, Japan & USA synoptic weather charts. As a result, it is suggested that (1) Have KMA WE-FAX service known to the officers in the course of education and training, (2) Persuade ocean-going ships to participate VOS to provide more accurate weather charts. (3) Provide additional weather charts such as Wave analysis, Surface forecast and put useful weather informations on weather charts to enhance navigational safety.

  • A multi-rotor vehicle is an unmanned vehicle consisting of multiple rotors. A multi-rotor vehicle can be categorized as tri-, quad-, hexa-, and octo-rotor depending on the number of the rotors. Multi-rotor vehicles have many advantages due to their agile flight capabilities such as the ability for vertical take-off, landing and hovering. Thus, they can be widely used for various applications including surveillance and monitoring in urban areas. Since multi-rotors are subject to uncertain environments and disturbances, it is required to implement robust attitude stabilization and flight control techniques to compensate for this uncertainty. In this research, an advanced nonlinear control algorithm, i.e. sliding mode control, was implemented. Flight experiments were carried out using an onboard flight control computer and various real-time autonomous attitude adjustments. The feasibility and robustness for flying in uncertain environments were also verified through real-time tests based on disturbances to the multi-rotor vehicle.

Precision Evaluation of Recent Global Geopotential Models based on GNSS/Leveling Data on Unified Control Points

  • After launching the GOCE (Gravity Field and Steady-State Ocean Circulation Explorer) which obtains high-frequency gravity signal using a gravity gradiometer, many research institutes are concentrating on the development of GGM (Global Geopotential Model) based on GOCE data and evaluating its precision. The precision of some GGMs was also evaluated in Korea. However, some studies dealt with GGMs constructed based on initial GOCE data or others applied a part of GNSS (Global Navigation Satellite System) / Leveling data on UCPs (Unified Control Points) for the precision evaluation. Now, GGMs which have a higher degree than EGM2008 (Earth Gravitational Model 2008) are available and UCPs were fully established at the end of 2019. Thus, EIGEN-6C4 (European Improved Gravity Field of the Earth by New techniques - 6C4), GECO (GOCE and EGM2008 Combined model), XGM2016 (Experimental Gravity Field Model 2016), SGG-UGM-1, XGM2019e_2159 were collected with EGM2008, and their precisions were assessed based on the GNSS/Leveling data on UCPs. Among GGMs, it was found that XGM2019e_2159 showed the minimum difference compared to a total of 5,313 points of GNSS/Leveling data. It is about a 1.5cm and 0.6cm level of improvement compare to EGM2008 and EIGEN-6C4. Especially, the local biases in the northern part of Gyeonggi-do, Jeju island shown in the EGM2008 was removed, so that both mean and standard deviation of the difference of XGM2019e_2159 to the GNSS/Leveling are homogeneous regardless of region (mountainous or plain area). NGA (National Geospatial-Intelligence Agency) is currently in progress in developing EGM2020 and XGM2019e_2159 is the experimentally published model of EGM2020. Therefore, it is expected that the improved GGM will be available shortly so that it is necessary to verify the precision of new GGMs consistently.

A Study on the Torpedo Sonar Simulation for Combat System by Modeling Target and Noise (전투체계를 위한 표적 및 주변소음 모델링을 통한 어뢰소나 표적탐지 시뮬레이션 연구)

  • In environment of torpedo firing, underwater acoustic signal is generated by target and noise. Sound wave which is generated from acoustic signal is propagated by seawater and it is received through the sonar(sound navigation and ranging) system mounted on torpedo. In the ocean, acoustic signal or sound wave from target that is generated by the spread of broadband can be attenuated by ambient noise and can be lost by medium and environment. This research is designed to support teamwork training in Naval operations by constructing a simulation system that is more similar to the real-world conditions. This paper attempts to research the modeling of target detection and to develop the simulation of torpedo sonar(TOSO). In order to develop the realistic simulation, we researched the broadband sound modeling of target and noise source, the modeling of acoustic transmission loss by chemical component of seawater, and the modeling of signal attenuation by ambient noise environment which is approximated by experimental measurements in seawater surrounding the Korea Peninsular and by experience of Navy's actual torpedo firing. This research contributed to constructing more practical simulation of torpedo firing in real time and the results of this research were used to develop a teamwork training system for the Navy and their education.

Transceiver Design Method for Finitely Large Numbers of Antenna Systems (유한 대용량 안테나 시스템에서 송수신기 설계 방법)

  • We consider a linear transceiver design method for multi-user multiple-input multiple-output (MIMO) downlink channels where a base station (BS) equipped with a finitely large number of antennas. Although a matched-filter precoder is a capacity-achieving method in massive MIMO downlink systems, it cannot guarantee to achieve the multi-user MIMO capacity in a finitely large number of antennas due to inter-user interferences. In this paper, we propose a two-stage precoder design method that maximizes the sum-rate of cell-edge users when the BS equipped with a finitely large number of antennas. At the first stage, a matched-filter precoder is adopted to exploit both beamforming gain and the reduction of the dimension of effective channels. Then, we derive the second stage precoder that maximizes the sum-rate by minimizing the weighted mean square error (WMSE). From simulation and analysis, we verify the effectiveness of the proposed method.

A Study on the Recurvature of Typhoons (태풍의 전향에 관한 연구)

  • This paper analyzed recurvature of typhoons by using 20 years meteorological data from 1992 to 2011. The results of this study are as follows. Yearly numbers of typhoon recurvature showed decreasing tendency gradually with decrease of numbers of typhoon occurrence. Typhoons recurvature were especially many between August and October and number of typhoon recurvature between July and October was occupied counts for 71 % of the whole typhoon recurvature. Life of typhoon recurvature in the North Pacific was most frequent at 5 days and 7 days. Mean life of typhoon recurvature was 6.8 days and this numerical value was longer than mean life of the whole typhoon including recuevatute and non-recurvature. Most of typhoons recurvature changed their direction north-eastwards in 20-34 degrees north latitude and 120-139 degrees east longitude. Mean latitude recurvature and longitude recurvature were 25 degrees north latitude and 135 degrees east longitude, respectively.

  • Ship is bring operated under a highly dynamic environments and many factors are related whit marine accident and those factors are interacting. An analysis on the marine accident is very important to prepare countermeasures which will ensure the safe navigation This paper aims to build a model of the rouses and improved policy for marine accident using SD(System Dynamics) approach and to measure a effect which is risk control countermeasures of marine accident The methodology of this paper is to perform the causes and improved policy for marine accident using Brainstorming method, and was to changed by quantitutive, qualitative factors and their feedback loops in casual map. This model was performed over 23 years($1997\~2020$) in a standard simulation model and 4 policy simulation models.

The Connected car emphasizes the vehicle connectivity with the concept that the car has communication with the around on a real time basis and it provides the safety and expedience to the operator and using the thing of Internet (IoT) in the car and supports the application, presently, the entertainment service including the real-time Navigation, parking assistant function, not only the remote vehicle control and management service but also Email, multimedia streaming service, SNS and with the platform. Intelligent vehicle network is studied as the kind according to MANET(Mobile Ad Hoc Network) for the safety operation of the cars of the road and improving the efficiency of the driving.
