Korean New Records of Five Bdelloids including Four Rare Species

  • The bdelloids collected from various terrestrial habitats such as mosses, lichens, mushrooms on tree trunks, leaf litter and soil at four different locations in Korea were investigated. Five bdelloids new to Korea were identified: Macrotrachella inermis Donner, 1965, Macrotrachela magna Schulte, 1954, Macrotrachela oblita Donner, 1949, Habrotrocha eremita (Bryce, 1894) and Habrotrocha schultei Donner, 1965. All these rotifers except M. inermis are new to Asia as well. Remarkably, these five Korean new records included four rare species with poorly known distributions. M. magna and H. schultei are recorded outside their type localities for the first time. M. oblita has been reported only from five European countries, and M. inermis has been known from three European countries and Eastern Turkey before the present study. The taxonomy and distribution of each rare bdelloid are discussed here.

Quality Criteria for Measuring Authenticity, Reliability, Integrity and Usability of Records (기록의 품질 기준 분석 - 진본성, 신뢰성, 무결성, 가용성을 중심으로 -)

  • Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.

New records of five species of Lepidoptera (Cosmopterigidae, Tortricidae, Pyralidae and Erebidae) from sand-dunes along the western coastline of Korea

  • Three localities of coastal sand-dunes along the western coastline of Korea: Sindu-ri, Sinhap-ri, and Jaeun-do, were surveyed for the lepidopteran fauna. This survey resulted in the records of five species new to Korea: a species of Cosmopterigidae, Cosmopterix flavidella Kuroko, 2011, based on eight specimens from Sinhap-ri and Jaeun-do; a species of Tortricidae, Noduliferola abstrusa Kuznetzov, 1973, based on five specimens from Sinhap-ri and Jaeun-do; a species of Pyralidae, Maliarpha borealis Sasaki, 2012, based on four specimens from Sindu-ri; and two species of Erebidae, Ectoblemma rosella Sugi, 1982 and Metachrostis miasma (Hampson, 1891), based on one specimen for each from Jaeun-do. Three genera, Noduliferola Kuznetzov, 1973, Maliarpha Ragonot, 1888 and Ectoblemma Sugi, 1982, are introduced for the first time to the Korean fauna. Two species, Noduliferola abstrusa and Maliarpha borealis, are suggested as the indicator species for coastal sand-dunes. The superficial and genital features of the five species found from this study are described and illustrated. A photograph of the female genitalia of Ectoblemma rosella is provided for the first time.

New records of genus Tripos (Dinophyceae) around Jeju Island, Korea

  • The morphology of 26 species of the genus Tripos was studied among a total of 51 species of this genus, which were taken using $20{\mu}m$ net samples from June 2006 to January 2011 at 14 stations around Jeju Island. Of these, 23 species were first described as new records in Korean waters and 3 species were redescribed. Short descriptions and synonyms are given for each species in the present study. The dinoflagellates of family Ceratiaceae include marine and freshwater species, belonged to originally the genus Ceratium. Recently, this genus were divided into a new combination with the genus Tripos, which contains the marine species, and the original genus Ceratium, including the freshwater species. We used the Tripos genus for the marine species in this study as a valid name.

  • A new digital work environments, organizational changes, and system changes surrounding the records have changed the concept of records. ISO 15489, the international standard for records management established in 2001, has also been amended in 15 years to accommodate this. The study examines the characteristics of the revised ISO 15489, its elements and concept, in 2016. By comparing the old and new elements of ISO 15489 in detail, we intend to understand the nature of the revision and the basic framework of new standard.

An Analysis of Records Management Courses offered at the Department of Library and Information Science and Publication Trend of Records Management Articles by Library and Information Science Professors (문헌정보학과의 기록관리 교과목과 문헌정보학 교수의 기록관리학 논문 출판 동향 분석)

  • This study is aimed at the status analysis and formulation of directions for the library and information science as part of major study area for the education and training of archivist. For this purpose, this study analyzed curricular of library and information science department of 35 four year universities all over Korea and the changes in the curricular of records management area and reviewed and analyzed the library and information science professors's articles of records management area which were published in 7 journals for the purpose of their publication trend. It was found out that the study trend of the record management area, as part of library and information science, was influenced by the new study fields, the increase in subject opening, founding of academic societies and publication of new journal, enactment and amendment of disciplinary character of studies, etc. Based on this, the necessity for opening of new records management courses, interdisciplinary research, investigation of records management education and researches of other study fields were proposed.

The Collection and Transfer of Public Records and the Role of the Archivist (공공기록물의 수집·이관과 아키비스트의 역할)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.

Current Status and Improvement Plan for Evaluation System of Records Management in Public Institutions (공공기관 기록관리 평가제도의 현황과 개선방향)

  • It has been more than ten years since the evaluation system of records management in public institutions was introduced. Over the past decade, the evaluation system of records management in public institutions has contributed to the professional deployment of records management and the expansion of the records infrastructure. However, at this time, it is necessary to introduce a new evaluation system because of various problems including ranking and insufficiency of feedback measure. Therefore, we attempted to identify the problems and suggest the direction of improvement by analyzing the status of the evaluation system for records management in public institutions and collecting opinions from various sectors. The directions of the new institutional evaluation on records management based on the analysis of the problems are a step-by-step introduction, the selection of customized evaluation indicators according to institutional characteristics, the introduction of the governance system, self-evaluation by selecting autonomous indicators of institutions, and the strengthening of the consulting function of the National Archives of Korea.

Morphological Re-examination of Four Taxa of Genus Ceratium Schrank in Korean Coastal Waters

  • A taxonomic survey of the dinoflagellate genus Ceratium Schrank was conducted on 17 locations off the coast of Korea. A total of sixteen species and four varieties have been collected, of which Ceratium arcticum, C. longirostrum, C. praelongum, C. tripos var. ponticum are new records for Korea. Theses three species and one variety are re-examined morphologically in this study.

  • Three hippolytid shrimps, Hippolyte acuta, Latreutes acicularis, and Latreutes laminirostris are reported from Korean waters. The former two species represent new records for the Korean marine fauna. L. laminirostris, previously known from Korea, is redescribed. A key to Latreutes species from Korean waters is given. The Korean Hippolytidae consists now of 19 species of nine genera.
