Two New Records of the Lichen Genus Placynthiella Elenkin in South Korea

  • This study describes two new records of the lichen genus Placynthiella (P. hyporhoda and P. icmalea) from South Korea. A brief taxonomic description and comments are provided for the new records. An artificial key is also provided for known species of this genus in South Korea.

Four bdelloid rotifers new to Korea

  • We conducted a taxonomic study of bdelloid rotifers found from terrestrial habitats such as mosses, leaf litter and soil at four different locations in Korea. The study resulted in four new Korean records belonging to two genera in two families, Habrotrochidae and Philodinidae, of bdelloid rotifers: Habrotrocha soror Donner, 1950; H. thienemanni rubella Donner, 1951; H. valida Milne, 1916 and Philodina nitida nitida Milne, 1916. These new Korean records are rare and have very limited distributions. Habrotrocha thienemanni rubella and H. valida were not found again after their original descriptions until the present study. The present study is the third record for both H. soror and P. nitida nitida. All these four new Korean records are new to Asian fauna as well. Here, diagnostic characteristics and photomicrographs are provided for each new Korean record. In addition, a partial sequence of mitochondrial cytochrome c oxidase subunit 1 gene (mtCOX1) for P. nitida nitida is presented.

EDMS and Life-cycle of Records (EDMS와 기록물의 라이프사이클)

  • Today the market of EDMS is esteemed more than 100 billions won. It signifies a comming of age of electronic records. The traditional archival theories which are based on the paper records are confronted with a new challenge. In some leading countries of archival studies reorientation of archives management has been tried by a number of distinguished specialists such as Bearman and Hedstrom since 10 years. As a consequence new paradigm of archival theories has been developed. Also in Korea this new paradigm has been introduced by some expert such as Lee, Sang-Min, Sul, Moon-won, Lee, Seung-Eok. However their arguments are too general to offer a concrete clue for new paradigm. Faced by new age of electronic records, it's important to start a discussion for the reasonable methods of electronic records management at once. The most drastically changed part of record management by the electronic technique is the life-cycle of records. The commonly practiced three-stage life-cycle is to be reduced to the two-stage life-cycle, and the concept of the spatial movement of records is to be changed. It can be also pointed that the public emerges as user from the early creating stage of records beyond time and space. Thus is can be said that the method of the management features dynamic and cohesive. The method of appraisal must be also changed and reproduced, so that it can reflect the various levels considering dynamics of the electronic records. Supposedly it will be a core factor that causes the change of methodology in records management with the change of life-cycle theory. It must be noted that various subjects would be involved in the work of classification and description over time and space and that feedback between them is of important. Description also tends to be made at the crating stage of records and structured dynamically. It results from the change of life-cycle and the introduction of the concept of continuum. Such trend allows us to start discussions on the assumption that description of both creator and archival professionals act together an important role. Of course, it is linked with the methodology in which most descriptions are made automatically at the early drafting stage of the structure. The meat date is formed on the assumption that there should be feedback between areas of automatic description, description of creators and archival professionals. The most important thing in description is to develop a suitable way how it is structured. An alternative must be offered for managing data set. As iweb that is being operated by Myongji university shows, records created in daily business are managed not as electronic records but as date base. This is because they exist outside the repository in the EDMS system. Since data set often has various sources, an alternative for classification needs to be developed. It is now likely that database is filed according to the created year to be transferred automatically to the repository. Over a long-term the total management of database, electronic records and electronic information will be a topic. A right direction of new paradigm will be found for both iweb and E-government, when practice and studies of theories are combined and interacted.

New records of three monogonont and seven bdelloid rotifers from Korea

  • Rotifers collected from mosses, leaf litter, soil, and wetland at six different locations in Korea were investigated. Ten species belonging to six genera in four families of monogonont and bdelloid rotifers were new to Korea: Habrotrocha scepanotrochoides De Koning, 1947, H. tripus (Murray, 1907), Lecane opias (Harring and Myers, 1926), L. perpusilla (Hauer, 1929), Macrotrachela decora (Bryce, 1912), Otostephanos auriculatus auriculatus(Murray, 1911), O. torquatus amoenus Milne, 1916, Scepanotrocha corniculata Bryce, 1910, S. simplex De Koning, 1947, and Testudinella brevicaudata Yamamoto, 1951. Among these 10 Korean new records, Habrotrocha scepanotrochoides, H. tripus, Macrotrachela decora, Otostephanos auriculatus auriculatus, O. torquatus amoenus, Scepanotrocha corniculata, and S. simplex were new to Asia as well. The present study is the first report of the genus Scepanotrocha Bryce, 1910 from Korea. Here, diagnostic characteristics and photomicrographs are provided for each Korean new record. In addition, a partial sequence of mitochondrial cytochrome c oxidase subunit 1 gene (mtCOX1) for S. simplex is presented.

Eight new records of monogonont and bdelloid rotifers from Korea

  • The rotifers collected from a brackish water zone as well as various terrestrial habitats such as mosses, ichens, and leaf litter at seven different locations in Korea were investigated. Eight species/subspecies belonging to five genera in five families of monogonont and bdelloid rotifers new to Korea were identified: Encentrum incisum, Encentrum uncinatum, Cephalodella innesi, Adineta gracilis, Macrotrachella timida timida, Macrotrachella timida inquies, Habrotrocha pavida and Habrotrocha scabropyga. Five bdelloids are new to Asia as well. Notably, these eight Korean new records included three rare species. H. scabropyga is recorded outside its type locality for the first time. For M. timida timida, this study is the third record after its description. In addition, E. incisum has been reported only from Austria, Germany and Russia before the present study.

Philodina wonkimi n. sp. and Five New Records of Bdelloids from Korea

  • A taxonomic study on bdelloid rotifers collected from mosses and/or leaf litter at four different locations in Korea resulted in five new Korean records and a new species, Philodina wonkimi n. sp. Philodina wonkimi n. sp. is easily distinguished from its congeners by the very long antenna which is much longer than the height of the pseudosegment carrying a dorsal antenna in creeping. Among the five new Korean records, two species- and two subspecies-level taxa are new to Asia as well. Adineta rhomboidea Bērzinš, 1950 has been reported from only three European countries including the type locality, and is recorded outside Europe for the first time. Present study is the fourth record for Philodina eurystephana Schulte, 1954. In addition, a partial sequence of mitochondrial cytochrome c oxidase subunit I gene (mtCOX1) for P. wonkimi n. sp. is provided here.

Five new records of monogonont rotifers from Korea

  • Rotifers collected from Duung and Gyeongpo wetlands in Korea were investigated. Five species belonging to five genera in four families of monogonont rotifers were identified: Cephalodella ventripes (Dixon-Nuttall), Dicranophorus grandis (Ehrenberg), Lecane undulata Hauer, Taphrocampa selenura Gosse, and Testudinella emarginula (Stenroos). All these species are new to the Korean fauna, even though they have very wide or cosmopolitan distributions. The present study is the first report on the genus Taphrocampa Gosse from Korea. The taxonomy and distribution of each new Korean record are briefly discussed here. The diagnostic characteristics, photomicrographs and the deposition of voucher specimen are provided for each new Korean record.

2013 Records Regime Issues and Prospects for Public Records Management in Korea (한국 공공기록관리의 쟁점과 전망 2013년 기록관리체제를 위하여)

  • The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

Two species of Olethreutinae (Lepidoptera: Tortricidae) new to Korea

  • The Korean Olethreutinae comprises 277 species. In this study, two species of Olethreutinae: Hedya corni Oku, 1974 and Epinotia salicicolana Kuznetzov, 1968, are reported for the first time from Korea. Our records of Hedya corni are based on three specimens in both sexes from Islands Bogildo and Geojedo. The Korean record of Epinotia salicicolana is based on one male specimen from Muan-gun. The present records of Hedya corni represent the first occurrence out of Japan. Hedya corni is similar to Hedya inornata (Walsingham) but differs from the latter in having the reddish brown forewings. Epinotia salicicolana is similar to Epinotia solandriana (Linnaeus) but differs from the latter in having the smaller dorsal patch on the forewing. Habitus and genitalia of the two olethreutine species are illustrated and briefly described. Their bionomics and distribution are summarized. With our new records, the species numbers of the Korean Hedya and Epinotia are increased to 11 and 23, respectively.
