Quality Criteria for Measuring Authenticity, Reliability, Integrity and Usability of Records (기록의 품질 기준 분석 - 진본성, 신뢰성, 무결성, 가용성을 중심으로 -)

  • Good records management is essential for good governance in modern democratic society. Though the records management institutions and policies in Korea were improved rapidly since the enactment of Public Records Management Act in 1999, the newly introduced records systems for administrative organizations including the New Electronic Data Management System(NEDMS) and Electronic Records Management Systems for Records Centers(ERMS/RC) have many problems in terms of ensuring the quality of records. The purpose of this study aimed to suggest quality criteria for measuring authenticity, reliability, integrity and usability of electronic records based on the international standards and guidelines such as ISO 15489, InterPARES project and BS ISO 15489 guidelines. The present study began with defining concepts and structure of records as evidence of activities. And it analysed four characteristics such as authenticity, reliability, integrity and usability of records by comparing various definitions in diplomatics and archival science literatures, and some projects reports. Finally it suggested the quality criteria for measuring authenticity, reliability, integrity and usability of records, and methods for maintaining them in each process of creation, maintenance and preservation.

Survey of completeness of medical records in one educational hospital using new checklist (일개 교육병원에서 의무기록의 충실도의 대한 조사)

  • Background : Medical records thought to be reflecting the quality of medicine. By this ground, examination of medical records can be served to evaluate, and to improve the quality of medical care. To examine the medical records, we need some standards or checklists which can be used to sort out the problems. Methods: We developed checklists for medical records evaluation. We studied 1,677 medical records about its completeness using this checklists in one educational hospital. Survey was completed by 5 well trained staffs of medical record department. Results are analyzed. SPSS/PC+ program was used for statistics. Results : 13.8% of discharge summary was incomplete. Recording of the demographic information was also poor in incomplete medical records compared to complete ones. Progress note was recorded average 4.16 times during 11.9 hospital days. After 4th hospital day, recording rate of progress note dropped sharply. Rate of professor's signature on operation records was poor(27%). He or she who described the discharge summary well also wrote progress note well. Conclusions: Fill-up of demographic date should be stressed during medical record education program. Strategy to create the environment emphasizing the responsibility of professor on quality medical record should be made. We suggest new index (number of records/hospital stay) for the evaluation of completeness of progress note.

Records Management and Archives in Korea : Its Development and Prospects (한국 기록관리행정의 변천과 전망)

  • After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.

New Government's Responsibility and Achievement in Records & Archives Management (공공기록물 관리에 있어 이명박정부의 책임과 '업적')

  • The purpose of this paper is reviewing the hot issue called 'draining away the presidential records' case occurred recently and finding the root cause why the state of affairs has been happened in Korea. Though the presidential records management law ensures the rights for the prior president to view his presidential records, the prior president has copied his presidential records produced while in office and moved to his private house at his retirement. He might have interpreted his right to his presidential records too broadly and done the 'draining away' them. There was a motive why the prior president did that at that time. The reason was because the National Archives didn't guarantee the services for right viewing the records to him who wanted to review his records from right after his retirement. The National Archives have judged the draining away the prior presidential records as illegal and accused a few public servants suspected to be responsible for the affairs. The formal accuser is the National Archives, but the actual accuser might be the current Presidential Secretariat. Whatever the results of juristic judgement are, the reason why the records management field should focus and treat this case importantly is that the collapse possibility of the protection wall needed essentially and critically to the Presidential records becomes very high. The root cause of this case might exist in the fact that the records and archives management organizations have not owned the political independence. But the National Archives has submitted the revised bill of the public records and archives management law which lower the position of the National Records Management Committee controlled under from the Prime Minister to the Ministry of Administration and Security. It might be hot concern that the records and archives management organizations have difficulty for keeping the political independence if the revision would be passed. Besides the political independence factor, the most important factor needed for the right records management is the establishing the professional specificity of records management. The specific action for the establishing professional specificity would be employing of specialists and introducing the open official appointment. But it was found from the reorganization after the governmental change that the professional specificity of the National Archives have been reduced. Although the policies introduced by the new government are worrying, it might be an inheritance from the prior government. If new government would build establish the institution for the political independence of the records and archives management organizations and expand the employment of the records management professions to the local government, these affairs can be not only the responsibilities but also the achievements of the new government.

Digital Polysomnography:The Present and Future (디지털 수면다원기록법:현재와 미래)

  • Digital polysomnography was developed to overcome the limitations of Rechtschaffen and Kales rule and to compensate the shortcomings of paper polysomnography. It enables easy access to and secure preservation of sleep records, and provides various displays of sleep data to enhance efficiency of visual scoring of sleep records. Rechtschaffen and Kales rule had been criticized for its ambiguity and lack of considerations in spatial information of EEG. As sleep records are acquired and processed in digital mode, they can be analyzed at microscopic and macroscopic levels. Digital analysis of sleep records provides the basis for development of new sleep measures. Sleep staging in digital polysomnography is based on the various analyses of EEG. Sleep apnea, hypopnea and periodic limb movement are detected automatically by digital analysis of respiratory signals and leg EMG. Digital polysomnography plays a complementary role to visual scoring and compensates the limitations of paper polysomnography. Digital polysomnography, including acquisition, processing and analysis of sleep records in digital mode, can be a great help in the development of sleep medicine, enabling the development of new sleep measures and the exchange of sleep records between sleep laboratories.

Summarized IDA curves by the wavelet transform and bees optimization algorithm

  • Incremental dynamic analysis (IDA), as an accurate method to evaluate the parameters of structural performance levels, requires many non-linear time history analyses, using a set of ground motion records which are scaled to different intensity levels. Therefore, this method is very computationally demanding. In this study, a new method is presented to estimate the summarized (16%, 50%, and 84% fractiles) IDA curves of a first-mode dominated structure using discrete wavelet transform and bees optimization algorithm. This method reduces the number of required ground motion records for the prediction of the summarized IDA curves. At first, a subset of first list ground motion records is decomposed by means of discrete wavelet transform which have a low dispersion estimating the summarized IDA curves of equivalent SDOF system of the main structure. Then, the bees algorithm optimizes a series of factors for each level of detail coefficients in discrete wavelet transform. The applied factors change the frequency content of original ground motion records which the generated ground motions records can be utilized to reliably estimate the summarized IDA curves of the main structure. At the end, to evaluate the efficiency of the proposed method, the seismic behavior of a typical 3-story special steel moment frame, subjected to a set of twenty ground motion records is compared with this method.

An Analysis for basic Concepts of The Integrated Management of Records and Archives in China (중국의 '문건·당안 일체화' 개념 분석)

  • This paper analyses the theories and practices of the integrated management of records and archives in china which means that records and archives management departments should be interrelated each other with organic association and their records and archives be managed in an integrated manner. In 1930s chinese nationalist regime had conducted a campaign for reforming documents and archives management system to increase administrative efficiency called "The Connection of Documents and Archives Management Act(文書檔案連鎖法)". Although this campaign has not been continued to the present, It has been proved to be a quite successful attempt at that time in china and also regarded as an origin of the integrated management of records and archives in china. The practical types of the integrated management of records and archives as follows: first is to establish institutional documents/archives department in charge of managing records and archives in an integrative manner; second, to reform filing system, that is, to file on a case basis or abolish filing system and arrange records on an item level instead; third, to install software application for the integrated management of records and archives in order to make arranging operations convenient by increasing data processing efficiency. The chinese case shows us that the integrated management of records and archives could not be realized until records and archives departments make united efforts to build up a new national records and archives management system based on advanced and scientific principles.

Rotifer Fauna of Natal Streams of Chum Salmon (Oshipcheon)

  • Rotifers inhabiting Oshipcheon (Samcheog-city), one of the natal streams of chum salmon in the east coast, were studied taxonomically. As a result, 19 species/subspecies were identified, and of which five rotifers are newly recorded from Korea: Cephalodella forficula, Dicranophorus forcipatus, Notommata glyphura, Bryceella tenella, and Habrotrocha collaris. Among these Korean new records, Habrotrocha collaris is also new to Asia.

  • Three xanthid crabs from Chejudo island, viz., Forestia depressa (White, 1847), Pilodius nigrocrinitus Stimpson, 1858, and Palapedia integra (De Haan, 1835) are recorded as new to the Korean fauna. Up to data the Korean crabs of the family Xanthidae s. restr, consist of 15 species of 8 subfamilies.
