A water stress evaluation over forest canopy using NDWI in Korean peninsula (NDWI를 활용한 한반도 지역의 산림 캐노피에 대한 water stress 평가)

  • Leaf water content is one of important indicators that shows states of vegetation. It is important to monitor vegetation water content using remote sensing for forest management. In this study, we investigated the degree of water stress in Korean peninsula with Normalized Difference Water Index (NDWI) to study the water content of vegetation canopy. We calculated the NDWI using SPOT/VEGETATION S10 channel data over forest from 1999 to 2013. We calculated Simple Moving Average (SMA) to remove temporal noises of NDWI in time series, and used standardized anomaly to investigate temporal changes. We classified the NDWI anomalies into three scales (low, moderate, and high) in order to monitor intuitively. We also investigated suitability of the NDWI as an evaluation criterion about water stress of vegetation canopy by comparing and verifying forest fires damaged area over 150 ha. Consequently, huge forest fire occurred 24 times during the study period. Also, negative anomalies appeared in every forest fire location and their neighboring areas. In particular, we found huge forest fires where NDWI anomalies were in 'high' scale.

A Study on the Existence, Marketing Behavior and Function of Urban Weekly Markets in Taegu City (도시 요일장의 형성과 이용 및 기능에 관한 연구)

  • The purpose of this study is to identify the existence, personal characteristics and behavior of market-participants, and function of urban weekly markets in Taegu City through observation, interview and questionnaire survey. There are four weekly periodic markets such as Seongso(Monday), Chilgok(Wednesday), Siji(Thursday), and Chilgok(Friday) which have recently developed near the new apartment areas on the outskirts of Taegu. The major findings of this study can be summarized as follows: These markets originated from the agricultural cooperative's Friday markets, but were substantially established by mobile traders or merchants for the sake of their livelihood. Therefore, the existence of these markets is not explained by Stine's central place perspective but partially explained by Hay's economic locational and Bromley's socio-cultural perspective. Most traders are male, aged 30 to 40 years and have an educational level higher than high school. Most of them are living in Taegu and itinerantly visit more than two markets among the four markets by small truck. And most of them sell agricultural products and other food materials, except some who sell manufactured goods. Most consumers are housewives, aged 20 to 30 years and have an educational level higher than high school. Most of them are living within 1,000m and go there on foot. Most of them visit the markets around 3 to 5 p.m. on every market day. And they mostly buy vegetables, fruits, and fishes. Weekly markets provide employment opportunities for those who want to be merchants, and also contribute to the increase of farmers' income, because some traders(18.8%) are farmers who periodically visit markets to sell agricultural products. On the other hand, they function as a general food materials markets to neighboring residents. From these facts, both traders and consumers want weekly markets sustained. Therefore, these markets need to be protected by institutional assistance in spite of being informal markets.

A Review of University-based Science & Technology Parks in the UK and the Implications for University and Regional Development Policy (영국의 대학기반 산학협력단지 관련 개념과 동향 및 정책적 시사점)

  • There is an increasing attention by scholars and policy makers that university campus can be the key space for the location of high-tech companies and research facilities as well as the promotion of university-industry collaboration activities. There is a tendency that science parks in the UK have a close connection with neighboring universities on the basis of university-industry collaboration activities. Moreover, the role and importance of the university in the evolution process of science parks has been rapidly increased since the 1990's. Recently, the UK government started to push ahead with the university enterprise zone programme, as a new type of enterprise zone, in order to promote university-industry collaboration and local economic development. In this regard, the Korean government also needs to pay attention to the new role of universities, especially universities located in non-capital areas, for not only strengthening the competitiveness of universities, but also fostering regional and national economic development.

  • In late 2010, the Korea Hydrographic and Oceanographic Administration proposed a national monitoring project involving the deployment of 8 realtime ocean data buoys. The area occupied by the buoy-array, located south of the Ieodo Ocean Research Station, can be regarded as a kind of gateway to Korean waters with respect to warm currents and the shipping industry. The acronym for the project, KOGA (Korea Ocean Gate Array) was derived from this aspect. To ensure the success of the project, international cooperation with the neighboring countries of China and Japan is highly desirable. Once KOGA is successfully launched and the moored buoys start to produce data, the data will be applied to various areas such as data assimilation for operational oceanography, circulation dynamics, biogeochemical studies, satellite observations, and air-sea interactions. The aim of this paper is to provide suggestions for KOGA planning and applications.

Capacity of Distribution Science and the Energy Distribution Role for Visegrád Group Cooperation (비셰그라드 그룹의 협력에 따른 유통과학의 역량과 에너지유통의 역할)

  • Purpose - The Visegrád Group cooperation of the past 14 years and that of V4 for the past 20 years has very important significance in the 21st century that must be maintained. This cooperation is valuable because of the trade routes that connect northern Poland to the Balkans in southern Croatia, which forman important basis for the resuscitation of Central European development. Currently, because of the European manufacturing base and industrial development, an energy supply and stable energy distribution networks have been introduced to secure cooperation and not competition within the Visegrád Group. This paper's research emphasizes the supply chain hub in neighboring countries. Although Central and Eastern European countries are small, they can provide a competitive response to Western Europe if they collaborate with the V4 group and other countries. Research design, data, and methodology - The subjects of this study in the Visegrád Group area are related to the development of Marketing and Distribution Sciences in the integrated European Union. In relation to the existing energy infrastructure, construction companies and financial institutions benefit from large-scale construction projects. Existing or new infrastructure facilities among the V4 must comply with the preconditions of regional energy markets. The network of emerging markets is changing into a European-logistics hub of new markets. This hub is closely associated with the economic development of European self-sustainment given that energy for distribution and consumption is imported from Russia. Therefore, this paper indirectly provides data on the regional distribution of energy as alternative bases in Europe for market expansion to Asia. Results - As a result, it appeared unlikely that V4 failed to implement homogeneity following the standards of Western Europe, as proposed by the EU. Throughout European history, individuals have gathered in Central Europe as an innovation hub. Currently, the region is being established independently for energy industrial development and not for tourism development, and is expected to play a central role in innovation and distribution consumption. Therefore, similar to Western and Northern Europe, V4 only appears to engage in distribution consumption on the basis of the identity that it formed for itself. This area is expected to either create a regional platform or a voice over a single economic policy. Conclusions - To this end, regarding the distribution of consumer groups within and outside the region, the V4 group is expected to be established for various policy areas and as a Eurasian outpost of trade and distribution logistics. In addition, given its purpose of engaging in the distribution of energy cooperation and trade clusters, the Visegrád Group will be in charge of the center axis of the bridge for distribution logistics trading partners from the Western Balkans to Caucasus and Eastern Europe. Thus, the Visegrád Group is entering this region as a platform for market share by enabling all or any investor can gain greater industrial benefits.

Adaptive Segmentation Approach to Extraction of Road and Sky Regions (도로와 하늘 영역 추출을 위한 적응적 분할 방법)

  • In Vision-based Intelligent Transportation System(ITS) the segmentation of road region is a very basic functionality. Accordingly, in this paper, we propose a region segmentation method using adaptive pattern extraction technique to segment road regions and sky regions from original images. The proposed method consists of three steps; firstly we perform the initial segmentation using Mean Shift algorithm, the second step is the candidate region selection based on a static-pattern matching technique and the third is the region growing step based on a dynamic-pattern matching technique. The proposed method is able to get more reliable results than the classic region segmentation methods which are based on existing split and merge strategy. The reason for the better results is because we use adaptive patterns extracted from neighboring regions of the current segmented regions to measure the region homogeneity. To evaluate advantages of the proposed method, we compared our method with the classical pattern matching method using static-patterns. In the experiments, the proposed method was proved that the better performance of 8.12% was achieved when we used adaptive patterns instead of static-patterns. We expect that the proposed method can segment road and sky areas in the various road condition in stable, and take an important role in the vision-based ITS applications.

Evaluation of Raingauge Density and Spatial Distribution: A Case Study for Nam Han River Basin (우량계의 밀도 및 공간분포 검토: 남한강 유역을 중심으로)

  • This study has evaluated the raingauge network of Nam-Han River Basin by assuming that the rainfall field is homogeneous in space and its spatial correlation structure is exponential. The results of the study was compared with the standard of WMO. Summarizing the results are as follows: (1) The Nam-Han River Basin is not the mountain area, nor the plain area of the WMO standard. However, the correlation length of the downstream part is longer than that of the upstream part, enough to differentiate the rainfall fields in both areas. (2) It seems that the standard for the evaluation of the raingauge network of Nam-Han River Basin should be decided to represent upper 50% of correlations derived, when the maximum intervals between neighboring gauges are estimated to be 18.2km for the upstream area and 21.1km for the downstream area. Simply evaluating the raingauge density, the Nam-Han River Basin has enough raingauges exceeding the WMO standard for the mountain area in the temperate region. (3) Evaluation of the spatial distribution of raingauges in the Nam-Han River Basin shows that its spatial distribution Is not in a proper level, especially when applying the WMO standard for the mountain area in the temperate region. However, when applying the new standard proposed in this study, only five to six more raingauges are required to be added.

Confidence Improvement of Serial Cadastral Map Edit Using Ortho Image (정사영상을 이용한 연속지적도 편집의 신뢰성 향상 방안)

  • The sheetwise cadastral map data needs to become a Serial Cadastral Map (SCM) database for the promotion of the reliability of cadastral surveying, for the efficient operation of the Parcel Based Land Information System, and for the convenient use of land information as well. A large amount of money and time are required for the editing process of producing SCM DB in accordance with the $\ulcorner$Guideline for the Production of Serial Cadastral Maps$\lrcorner$ by the Ministry of Construction & Transportation if any of field surveying techniques is accompanied by. In addition, a boundary line that extends to a neat line does not meet the counterpart of the neighboring map sheet at a point. Such cases frequently occur and are much dependent upon the decisions of individuals in charge of editing or inspecting. The core processes of the research, firstly overlay SCM produced by the edition of the sheetwise cadastral maps with Autodesk Map on orthophoto images, secondly adjust the parcel boundaries which are delineated over more than one map sheet, and lastly compare the original boundary coordinates and areas with the corresponding adjusted ones and calculate root mean square errors (RMSEs). The research aims at promoting the quality of SCM by minimizing the inconsistency of parcel boundaries by means of the comparative analysis of the calculated RMSEs.

USN's Efforts to Rebuild its Combat Power in an Era of Great Power Competition (강대국 간의 경쟁시대와 미 해군의 증강 노력)

  • The purpose of this paper is to look at USN's efforts to rebuild its combat power in the face of a reemergence of great powers competition, and to propose some recommendations for the ROKN. In addition to the plan to augment its fleet towards a 355-ships capacity, the USN is pursuing to improve exponentially combat lethality(quality) of its existing fleet by means of innovative science and technology. In other words, the USN is putting its utmost efforts to improve readiness of current forces, to modernize maintenance facilities such as naval shipyards, and simultaneously to invest in innovative weapons system R&D for the future. After all, the USN seems to pursue innovations in advanced military Science & Technology as the best way to ensure continued supremacy in the coming strategic competition between great powers. However, it is to be seen whether the USN can smoothly continue these efforts to rebuild combat strength vis-a-vis its new competition peers, namely China and Russian navy, due to the stringent fiscal constraints, originating, among others, from the 2011 Budget Control Act effective yet. Then, it seems to be China's unilateral and assertive behaviors to expand its maritime jurisdiction in the South China Sea that drives the USN's rebuild-up efforts of the future. Now, some changes began to be perceived in the basic framework of the hitherto regional maritime security, in the name of declining sea control of the USN as well as withering maritime order based on international law and norms. However, the ROK-US alliance system is the most excellent security mechanism upon which the ROK, as a trading power, depends for its survival and prosperity. In addition, as denuclearization of North Korea seems to take significant time and efforts to accomplish in the years to come, nuclear umbrella and extended deterrence by the US is still noting but indispensible for the security of the ROK. In this connection, the naval cooperation between ROKN and USN should be seen and strengthened as the most important deterrents to North Korean nuclear and missile threats, as well as to potential maritime provocation by neighboring countries. Based on these observations, this paper argues that the ROK Navy should try to expand its own deterrent capability by pursuing selective technological innovation in order to prevent this country's destiny from being dictated by other powers. In doing so, however, it may be too risky for the ROK to pursue the emerging, disruptive innovative technologies such as rail gun, hypersonic weapon... etc., due to enormous budget, time, and very thin chance of success. This paper recommends, therefore, to carefully select and extensively invest on the most cost-effective technological innovations, suitable in the operational environments of the ROK. In particular, this paper stresses the following six areas as most potential naval innovations for the ROK Navy: long range precision strike; air and missile defense at sea; ASW with various unmanned maritime system (UMS) such as USV, UUV based on advanced hydraulic acoustic sensor (Sonar) technology; network; digitalization for the use of AI and big data; and nuclear-powered attack submarines as a strategic deterrent.

Characterization on Air Pollution of Gunpo City by Measurement of VOCs in Air (대기중 휘발성 유기화합물 측정을 통한 군포시 대기 오염 특성 규명)

  • Gunpo city, a medium sized city formed with a basin is populated with a little more than 270,000 peoples and includes the industrial area with about 600 factories. It has been recognized for a long time that peoples living nearby industrial area have complained on serious air contamination due to the geographical and environmental factors. This study was performed on measurement of volatile organic compounds (VOCs) and malodor for the air sampled in various places of Gunpo city, and made comparison with VOCs levels in specific area of Seoul. This work would play important role for the efficient management of air contamination of Gunpo city. Samplings were done in the rooftop of eleven village office buildings including Gunpo station in June 12th, 2001. Analytical results indicate that VOCs levels of Gunpo-1-dong, Gunpo station and Kumjungdong regions neighboring industrial area were much higher than the rest of areas, and this fact shows that the origin for air contamination of Gunpo would be industrial area than car exhaustion gases.
