Since the launch of the GATT system, one of the most controversial topics in trade liberalization has been the conflict between culture and trade. The sticking point has been the necessity of cultural exceptions in trade rules. Some countries do not wish to allow further exceptions to basic principles even in cultural industry, while many other countries make their efforts to obtain "cultural safety valve." The latter group asserts that it is indispensable for the protection of cultural identity, whereas the former seems to doubt the truth of the assertion. That is because cultural policy measure possibly constitute a means of arbitrary or unjustifiable discrimination between countries, or a disguised barriers to trade in cultural products. Unfortunately, cultural exceptions still remain unresolved in the WTO, the successor to the GATT. This paper is to review the history and rules of multilateral trading system on cultural industry, address the critical issues to deal with in the DDA negotiations, and lastly provide some perspectives on the appropriate shape of the cultural safety valve.

Export Intermediaries engage in an exporter's side transaction with an importer's side, both of which are customers of these intermediaries. Therefore, dyadic perspectives implied in conventional theories of customer orientation should be revised to apply to a triadic relationship systemin indirect export settings. The present manuscript proposed that customer orientation of export intermediaries consists of total customer orientation toward both the exporter and importer sides and customer orientation asymmetry, which is customer orientation in favor of the exporter relative to the importer side, and examines the antecedents and outcomes of these orientations. It is posited that each side attention increases total customer orientation and customer orientation asymmetry toward exporters or importers. These positive effects would be weaker when importers and exporters interact directly versus indirectly and would be stronger when the offering prices vary versus remain stable during negotiations. Lastly, total customer orientation would increase export intermediaries' performance by itself and in interaction with customer attention. Nonetheless, orientation asymmetry would increase their outcomes in line with customer attention.

In the past, the judicial circles in the Republic of Korea (ROK) were generous to the online copyright violations of computer software compared to other academic areas or offline violation. However, they started to reconsider such a practice since the FTA talks with some advanced countries began so that new laws had to be established, especially after the first round of negotiations with United States of America (USA) in 2006 during which they changed their views on the matter. Now it became possible to penalize digital copyright violations through lawsuits, and from March 1st, 2017, the court is expected to abolish the nonsuit system for teenagers. Thus, this paper has reviewed the ethical aspects involved in digital copyright protection and examined the possible alternatives, dividing them into three broad groups, before proposing a digital copyright protection curriculum for secondary education.

The trial business of e-trade service providers for supporting small enterprises to find their markets abroad is about to begin from the end of March, 2003. The department of Industrial Resources held the "Committee of e-trade service provider selection" with professors of e-trade field, and selected three companies: ECplaza, EC21 and Tpage Global. The e-trade service providers combine the various technologies of on-line trades and off-line trades to support small enterprises with lack of marketing skills by intermediation of overseas buyers and production, registration of e-catalogs and offers, administration of inquiries, trade negotiations, and contract settlement. Prospective small enterprises with exports under US$ 5 million will be selected by 2005. The selected companies will be supported fully by the government, and will be provided with the services by the e-trade service providers. e-Trade service will be the most potential and successful ones in the future, which helps traders and organizations preparing for globalization.

After the Kyoto Protocol has been ratitied in Feb. 16 2005, the developed countries which is involved in Annex-1 have tried to mitigate GHG to the reduction objective. To accomplish this objective, EU developed EU-ETS, CDM project, and so on. Korea has faced pressure to be a member of Annex-1, because Korea and Mexico are only non-Annex-1 countries in the OECD nations. This study is intended to examine unfolding transition on negotiations of Conference of Parties(COP), the Kyoto Mechanism referred as a cost-effective tool to meet a targeted level of greenhouse gas decrease, and trends in responses of developed countries to the Kyoto Protocol, and finally suggests legal and politic counterplans responding to the United Nations Framework Convention on Climate Change(hereafter, UNFCCC).

Deniable authentication protocol allows a sender to deny his/her involvement after the protocol run and a receiver can identify the true source of a given message. Meanwhile, the receiver has no ability to convince any third party of the fact that the message was sent by the specific sender. However, most of the proposed protocols didn't achieve confidentiality of the transmitted message. But, in some special application scenarios such as e-mail system, electronic voting and Internet negotiations, not only the property of deniable authentication but also message confidentiality are needed. To settle this problem, in this paper, we present a non-interactive identity-based deniable authenticated encryption (IBDAE) scheme using pairings. We give the security model and formal proof of the presented IBDAE scheme in the random oracle model under bilinear Diffie-Hellman (BDH) assumption.

The EU holds about 50% of exports and imports in the world trade of services. The insurance markets have undergone a significant consolidation in solvency rule, cross-border registration, and standardized accounts. In the EU-Korea FTA negotiations the EU is interested in mutual certification of qualifications as well as market liberalization of law, finance and distribution and so forth. When the negotiation with respect to the mutual certification of qualifications comes to a settlement, the two countries will drive it in service areas. Korea should examine european certification regulations and improve domestic insurance-related institutions. France is the focal country of the EU. The paper provides a comparative study of insurance markets and agents in France and Korea. The paper argues that Korea should initiate institutional changes and be transformed into an insurance service exporting country for the specialized insurance agents to move to EU countries.

This study has tried to suggest a new model that can effectively redistribute the tickets in the online ticket resale market, while suggesting a new allocation mechanism based on an agent negotiation. To this end, this study has analyzed and simulated the secondary ticket market through System dynamics. As a result of these simulations, it has been proved that the price stability of ticket resale market leads to an increase in revenue. An agent negotiation helps to stabilize the ticket prices that are usually inclined to rise at auction, benefiting all the participants in the negotiations, consequently showing a Pareto solution.

As the development of information and globalization of world economy enters new condition, the stake of every nation's makes more complwx, and multilateral negotiation lead by WTO is seriously delayed. But the number of agreement about FTA increase exponentially. In this study we aim to consider whether Korean FTA affects the relation of the trade of Korea and Japan or not, especially Automobile industry. The composition of this paper is as follows. Chap. 1 is Introduction. In Chap. 2, we consider the change of the Trade Policy of Korea focusing in FTA. In Chap. 3, we consider how Korean FTA affect the structure of Japan's Trade, especially the automobile industry of Korea and Japan. In Chap. 4, we have conclusion. As the conclusion, the impact to the automobile industry of Korea and Japan is that Korean FTA works to Korean automobile industry advantageously in micro level, but in macro level, the competition of world automobile industry move into a next generation technology market.

The following four aspects should be examined in detail to revitalize North-East Asian agricultural cooperation specialized with Korea, Japan, and China. First, quality and safety standards of agricultural food should be unified. Secondly, it is necessary to build a food security cooperative system in North-East Asia. If three countries build the system, they can overcome a problem such as unstable supply and demand due to natural disaster, and also they can cope with food crisis. Thirdly, to establish North-East Asian Agro-valley is needed. After forming food production belt that connects Korea, Hokkaido in Japan, and the three north-eastern provinces in China, it is possible to realize high value-added agriculture with producing and processing of complementary food for partner country. Lastly, trilateral FTA negotiations should be managed carefully with operating the agricultural special zone and exclusion or prolong period of removal of tariff on sensitive items.
