A Study on the Korea-U.S. Negotiation Process for AFKN-TV Satellite Broadcasting in 1983

  • The purpose of this study is to examine the progress of negotiations between the two countries regarding the implementation of AFKN's satellite broadcasting on October 4, 1983, as well as the opposition of domestic public opinion, which emerged as an important variable in the negotiation process. Through this, it was intended to lay the foundation for the historical facts necessary to interpret the negotiation process between the two countries over the implementation of AFKN's satellite broadcasting in the context of world history of cultural globalization. As a research method, the historical literature research method was used, focusing on archive documents stored in diplomatic archives. The study revealed that public opinion's movement toward cultural imperialism under domestic political conditions, which had authoritarian control over the media, served as an accidental factor to help carry out the regime's interests of regime protection. Through these findings, this paper interpreted that AFKN-TV's satellite broadcasting, which was implemented under the U.S. Department of Defense plan without the prior consent of the Korean government, clearly shows that Korea has been "semi-forced" into the U.S.-led cultural globalization order.

A Study of the Unilateral Trade Policy of the United States: A Case Study of the Automobile Industry (미국의 일방주의 통상정책 사례에 대한 연구: 자동차 산업을 중심으로)

  • The United States is often perceived as a free-trading nation as it significantly contributed to the establishment of the GATT and WTO in the 20th century. With the inauguration of the Trump Administration in 2017, however, trading partners of the United States are faced with great concerns over the 'new' aggressive, protectionist and above all, unilateral trade threats posed by the United States under the name of 'America-First' trade policy. However, the recent unilateral trade actions by the United States are not new, but has historically and continuously been used to protect its key industries, like the automobile sector. This paper analyzes the historical cases of the unilateral trade policy of the United States in the automobile industry, targeting Korea and Japan in the 1980s, 1990s and 2010s. Then, we draw future implications for other key industries of the United States such as IT, intellectual property, services and agricultural sectors. This study evaluates whether such unilateral practices have brought successful and expected outcomes in favor of the United States.

Government Procurement in the TPP: Differences with GPA, and Implications for Korea's Future Market Opening Negotiations (TPP 정부조달분야: GPA와의 차이 및 향후 한국의 정부조달 시장개방 협상에 대한 함의)

  • While the future of Trans-Pacific Partnership Agreement is uncertain, TPP did succeed in convincing certain developing countries, which had been reluctant to open its government procurement market in the past, to open their markets. In this paper, we compare the government procurement chapter of TPP with WTO Government Procurement Agreement to see what factors may have convinced these countries to open their government procurement markets. The key factors seem to be an initially very high levels of threshold, coupled with an extended transition period (up to 20 years) to lower the threshold to figures comparable to other countries; and reduction of legal and regulatory burdens dealing with some transparency and procedural requirements. Korea should use these strategies in their future FTA negotiations to try to open foreign government procurement markets. If Korea wants to accede to TPP, it should have very few problems since Korea has similar threshold levels as current TPP members, and legal and regulatory requirements are more strict under GPA, of which Korea is a member.

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

A Case study for minimizing scale of LRT stations constructed underground (지하 경량전철의 정거장 규모조정에 관한 사례연구 (우이~신설 경량전철 중심으로))

  • Seoul Metropolitan Government has performed alternative transit system, light rail transit(LRT), for settling the problems of urban public transit system based on conventional bus service and heavy rail transit(HRT). LRT projects of total 8 lines(about 73.6km), including Ui-Sinseol line, have been planned as Build-Transfer-Operate(BTO) projects. For the first LRT, Ui-Sinseol line, however, design of structure had met standard for design of HRT, because of no domestic design code for LRT when participates of Ui-Sinseol project submitted the design proposal. This case study reports a successful example of LRT design minimizing the scale of stations designed in base of HRT code. The problems, like oversized structures compared with LRT vehicles, excessive costs for construction, had been resolved through negotiations with the participates of Ui-Sinseol line. Result suggests that present and future costs for construction and maintenance of the LRT projects in Seoul be considerably reduced in advance.

  • This study investigates the present status and development of e-marketplace which is the most actively used in the e-trade stages from market research, searching for business partners, negotiations to contract. It also shows the present status and development of e-marketplace as an "e-trading company" designated by government, which gives prospect of profitable model of e-marketplace. Especially focused on EC21 - the best e-marketplace of Korea, this study views present status and development of EC21 and trading companies applied for EC21, government designated e-trading company, to receive electronic trading support services. In addition, we hope that the findings of this study will be a helpful material to government for making policy and framing supporting project toward leading organizations of e-trade such as Ministry of Commerce, Industry and Energy, e-trade promotion committee of Korea International Trade Association and small-ta-medium companies interested in e-trade, to activate e-trade.

Policy Implications of the Korean Dairy Industry in WTO DDA Agricultural Negotiation (WTO DDA 농업협상과 유가공산업의 대응방향)

  • The Korean dairy sector has experienced the negative impact with the market liberalization for dairy products as a result of the UR Agreement on Agriculture. Futhermore the current WTO DDA agricultural negotiation seems to make the greater negative impact on the Korean dairy sector. It is because that the ongoing negotiations on agriculture will likely result in further reductions of domestic support as well as reduction of tariffs and expansion of the market access. Therefore it's time for us to prepare the effective measures coping with the movement of the further dairy market liberalization. The main purpose of the study is to summarize and illustrate some of the major issues in the current WTO negotiation on agriculture. Also the paper presents some policy implications and missions so as to minimize the negative impacts of agricultural trade liberalization on the Korean dairy sector.

FACILITATING NEGOTIATIONS IN AGENT MEDIATED ELECTRONIC COMMERCE

  • There is no doubt that agents play an increasingly predominant role in e-commerce, whether these are business-to-consumer or business-to-business applications. However most of the current e-commerce agents only support a single bid for a product at a fixed price. Although price is an important factor, it is not the only concern of both business and consumer. There is doubt as to whether such agents satisfv both parties. Negotiation on a variety of issues is needed in order to reach an agreement. In this paper, a computational agent negotiation(CAN) model is proposed to facilitate multiple-issue negotiation via an agent. The main contribution of the CAN model is it enables agent to participate actively in the negotiation with various feedback instead of simply an agreement or rejection.

An Analysis of the New Trade Regime for State-Owned Enterprises under the Trans-Pacific Partnership Agreement

  • This paper analyses the new discipline on state-owned enterprises contained in the recently concluded Trans Pacific Partnership Agreement, and evaluates various factors that influenced the shaping of its specific rules. The new discipline consolidates and strengthens related provisions in current trade regimes, reflects various aspects of trade disputes between China and the US, and adopts, as its general underlying rationale, the principle of competitive neutrality. The new discipline contains elements that may challenge the multilateral trade regime, and may serve as a role model in regulating state-owned enterprises, including subsidies in services trade in other on-going trade negotiations. The new regime makes us think hard about fundamental issues regarding enforcement of competition policy against state-owned enterprises, treatment of non-market economies, and how to deal with effects of subsidies in international trade, bringing competition issues back on the trade agenda.

Multi-Criteria Decision Making Based Logistics Brokerage Agents (다기준 의사결정 기반의 물류중개 에이전트)

  • In this paper we deal with the logistics brokerage process in which a logistics agent intermediates between vehicle owners and shippers for matching empty vehicles and freights. Based on the Multi-Criteria Decision Making (MCDM) methodology, the proposed agent system matches the most preferred empty vehicle to the shipper and the most preferred freight to the vehicle owner. In the proposed agent system, an MCDM based sensitivity analysis is also used for supporting decision makers under negotiations. Among various MCDM methodologies, Analytic Hierarchy Process (AHP) is utilized in this paper. Although AHP is one of the most popular MCDM methodologies, AHP needs a number of pair-wise comparisons for assessing alternatives and hence may give excessive decision making burden to the decision makers. In this paper, in order to reduce the decision making burden, a preference function based estimation method is proposed. We can expect that the MCDM based logistics brokerage agent can be used as an efficient and effective tool for e-logistics marketplaces on the internet.
