Prevalence and Correlates of Symptoms of Post-Traumatic Stress Disorders in Korean Older Adults Exposed to Natural Disaster (자연재난 피해 노인의 외상 후 스트레스 장애(PTSD) 발생 관련 요인)

  • Purpose: This study examined the socio-demographic factors, the disaster related factors, the physical health related factors and the psychological factors of older adults exposed to natural disaster and these factors may possibly cause the occurrence of PTSD. Methods: A cross-sectional study was designed using the secondary data from the 3rd Disaster Victims Panel Survey (2012-2017). The data from 1,397 disaster victims were analyzed using descriptive statistics and logistic regression analysis. Results: Compared with the younger adult disaster victims, the elderly were more likely to have symptoms of PTSD (15.0% vs. 12.1%). Factors such as the number of years since being exposed to the disaster, anxiety, depression and social adjustment were significantly associated with occurrence of PTSD for both older and younger adults. Female gender was the additional risk factors for the older adults, while marital status, income, having witnessed another person's injury or death, and having lost a home were associated with the occurrence of PTSD. Conclusion: The elderly were more likely to develop PTSD as compared with younger adults. More targeted post-disaster mental health services to the elderly with the symptoms of depressive, anxiety and impaired social adjustments, should be provided to improve their mental health.

Estimation of Post Evaluation Index of Natural Disaster Prevention Projects using Structure Equation Modeling (구조방정식모델을 이용한 자연재해예방사업의 사후 평가 지수 산정)

  • Natural disaster has been hard to prevent the occurrence of itself, thus in order to reduce the economic damages and loss casualties, it is important to be prepared in cases that the disasters should occur in advance. Interest of the related project to prevent various natural disasters has been grown along with an investment in Korea. Along with this movement, when investments related to natural disaster prevention projects were built on, the post evaluation that can verify the ripple effects of those investments on the community should be emerging as an essential task. For evaluating the effects of public investment projects such as natural disaster prevention projects in this study, the related researches would continue through qualitative analyses, for example, cost-benefit analysis. Even the qualitative analysis alone cannot fully explain the effects of those projects, the diverse methods of analyzing and evaluating those effects might not have been presented in those fields. For the post evaluation of natural disaster prevention projects through the qualitative analysis, this study derived subjects that had effects on the post evaluation of natural disaster prevention projects. Also, employing the structural equation modeling (SEM), the causation between post evaluation subjects and the effects of projects were quantitatively analyzed, and the weighting factors of evaluation items were calculated respectively. Based on these results, post evaluation index formula was proposed for the natural disaster prevention projects in Korea.

Development of a Method for Measuring Social Interest Index on Disaster Using News Data (뉴스 데이터를 활용한 재난에 대한 사회적 관심 측정방법 개발)

  • Social interest in disasters is a significant factor in shaping disaster management policies, enabling the enhancement of disaster safety management and prevention activities according to the specific needs of society. However, in the past, there were limits to measuring which disasters society was particularly interested in. Hence, in this study, a method of measuring social interest using news data was devised. Specifically, we classifed news reports into natural and social disasters, creating a comprehensive Social Interest Index (SII) on disasters covering from 2011 to 2021. Additionally, we quantitatively compared the SII with budgets allocated to disaster-related efforts. Our primary findings are as follows: First, our methodology not only distinguishes natural disasters from social disasters but also identifies emerging areas of societal concern. Second, in recent years (2014-2021), social disasters gained more attention than natural disasters. Third, the disaster safety budget accounted for approximately 3.5% of Korea's total budget, closely paralleling the SII we measured. However, exceptions were noted in cases such as heavy snow, cold waves, and heat waves, where the SII remained high, but the disaster safety budget was relatively low, indicating potential outliers. The findings of this research are projected to contribute to the improvement of national disaster management policies by providing a quantitative measure of social interest in disaster, enabling more informed and effective policy decisions.

On Efficient Implementation of the Regeneration Projects for the Zones Vulnerable to Natural Disasters (자연재해위험지구 정비사업의 효율적인 추진방안 연구)

  • The purpose of this study is to suggest some effective ways to implement the regeneration projects for the zones vulnerable to natural disasters which have been delayed due to shortage of the financial resources, and thereby complete the disaster prevention projects as early as possible and thus secure the financial resources for the projects continuously. For this purpose, the researcher reviewed the statutory grounds and designation procedures or the zones vulnerable to natural disasters, and thereupon, examined and analyzed the regeneration projects being implemented in Gyeonggi-do in view of contents by zone, history of damages, annual investment plans and financial resources for investments. In addition, the researcher examined the criteria for reserve of the disaster management fund and its uses and investigated the fund sources and expenditures and thereby, addressed the problems of the statutory reserve and suggested their solutions. All in all, the researcher suggested that the disaster management fund should be invested in regeneration projects for the zones vulnerable to natural disasters in order to remove the disaster risks earlier and that the uses of the fund should be adequately deregulated with a reserve fund ceiling system to secure the financial resources for the disaster prevention projects continuously.

Analysis of Industry-related Relationships between Disasters, Natural Factors, Social Factors, and Feng Shui Factors (재난발생과 자연적요인·사회적환경·풍수적요인간의 상관관계분석)

  • This study aims to investigate the correlation between the causes of natural disasters and feng shui factors targeting disaster management experts, feng shui experts, and the general public who are interested in feng shui. To this end, it is intended to reveal that the factors of the disaster at Mt. The purpose of this study is to analyze the impact of three factors on disasters: feng shui factors, natural factors, and social factors. To this end, a survey was conducted targeting feng shui experts, disaster management experts, master's and doctoral students in feng shui geography, residents of the Umyeonsan disaster area, and people interested in feng shui geography. 260 copies of the questionnaire were prepared and 248 copies were used for the final analysis. First, in order to analyze the impact of feng shui factors on awareness of disaster occurrence, after controlling for demographic variables, hierarchical multiple regression analysis was conducted to analyze the impact of feng shui factors on awareness of disaster occurrence. Second, as a result of analyzing the effect of natural factors on awareness of disaster occurrence, looking at each independent variable in the second-stage regression analysis. Third, as a result of analyzing the effect of social factors on awareness of disaster occurrence, looking at each independent variable in the second-stage regression analysis. Finally, as a result of the T-test and Anova analysis conducted for discriminant analysis, if the p-value was less than .005, the F value for each group was obtained as a result of the ANOVA analysis on the feng-shui factors

The Effect of Natural Disaster Safety Education on Young Children's Safety Problem-solving Abilities and Eco-friendly Attitudes (자연재해 안전교육이 유아의 안전문제해결사고 및 환경 친화적 태도에 미치는 영향)

  • Objective: In this study, educational activities were organized to emphasize the importance of natural disaster safety education by reflecting the recent rapid increases in natural disasters. The study focused on story-sharing, art, and game activities to effectively conduct natural disaster safety education for four-year-old children, and in doing so, aimed to improve the children's safety problem-solving abilities and eco-friendly attitude. Methods: Based on the types of natural disasters that are handled by the Ministry of Public Administration and Security and the Chungcheongbuk-do Office of Education, earthquakes, yellow dust, heat waves, floods, typhoons, bolts of lighting, fires, snowstorms, and global warming were included as the study's educational contents, and a total 20 sessions of natural disaster safety education activities were planned. For the subjects, 20 four-year-old children at K Kindergarten attached to a school were selected as an experimental group and 20 four-year-old children at N Kindergarten attached to a school were selected as a control group. Both kindergartens were located in C City, Chungcheongbuk-do. The experimental group was instructed to perform the study's education activities, whereas the control group only carried out general activities based on the Nuri Curriculum's subjects of daily life. Results: As a result, the children in the experimental group, who received the natural disaster safety education, improved their safety problem-solving abilities and eco-friendly attitude when compared to those in the control group. This outcome proved that the natural disaster safety education conducted by the present study offers educational activities that can positively affect improvements in children's safety problem-solving abilities and eco-friendly attitude. Conclusion/Implications: Therefore, the present study is likely to provide concrete information to teachers who plan to conduct natural disaster safety education in the actual early childhood education field.

An Analysis of the Korean Peninsula Damages Vulnerabilities for a Natural Disaster Mitigation : Focus on Public Facilities Damages (자연재해저감을 위한 한반도 피해 취약성 분석 : 공공시설피해를 중심으로)

  • This study aims to find out a state of the damages and vulnerable areas from natural disasters in the Korean peninsula using the prevention meteorological database information made by Park(2007b). Through the correlation analysis between damage elements and total property losses, we investigate the damages of public facilities, which have high correlation coefficient, and the cause of disasters and want to propose the basic information to set up the disaster prevention measures in advance. As a result, because most of the total property losses is the damages of public facilities, we can reduce the damages of natural disasters if we can predict the damages of public facilities or carry out the prevention activities in advance. The most vulnerable area for the natural disasters are Cangwon-do and Gyeongsangnam-do provinces. The vulnerable areas for the damages of public facilities by typhoon are Daegu metropolitan city, Cangwon-do, and Gyeongsangbuk-do provinces. These vulnerable areas will take place more frequently due to the climate change including Gyeongsangnam-do province so that we need to set up the disaster prevention measures and natural disaster mitigation plan. Also, we think that it has effect on reducing the damages of natural disasters to predict the damage scale and strongly perform the prevention activities in advance according to typhoon track and intensity.

  • Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

An Analysis of Meteorological Disasters Occurred in the Korean Peninsula (한반도에서 발생되는 기상재해 분석)

  • Recently, we are suffered enormous loss from a natural disaster and making an effort to prepare measures for dealing with disasters. This study shows the major causes of natural disasters and stricken area with the analysis of meteorological data based on the Korean Meteorological Administration and the Central Disaster Relief Center records during 1987-2003 and classifies natural disasters according to the causes and damaged conditions. In this study, the most damaged area were Gangwon, Gyeongnam and Gyeongi province as a result of a typhoon and a localized heavy rain. To establish an effective disaster measure for these area, detailed prevention plans should be established by its causes after investigating precise regional damage data analysis.

  • When it grasps a total property losses and relationship of damage factors, there is possibility of reducing the natural disaster damage which is a yearly repeated. Also, checking and supply to vulnerability should be presupposed. This study aims to find out a damage factor vulnerability using a natural disaster database by Park et al(2007). And added 2005 year data to database. Total 10 damage factors are deaths(person, including missing person) injury(person), victims(person), building(thousand), vessel(thousand), cultivated land(thousand), public facilities(thousand), others(thousand), total property losses(thousand). We analyzed of correlation analysis, ratio, population, area, regional character etc for damage factors.
