영국 지역정책 변화 동향과 우리나라에의 시사점 (Paradigm Shifts in the Regional Policy of the UK National Government and the Implications for the Korean Context)

  • 본 연구는 1990년대 이후에 나타난 중앙정부 지역정책의 패러다임 변화를 논의하였다. 특히, 지역정책의 발상지인 영국에서 1928년부터 2000년대까지 전개되어온 중앙정부의 지역정책 변화를 살펴보되 최근 10년간의 동향에 초점을 맞추었다. 최근 10년간의 주요 변화는 지역격차 완화를 위해 규제와 지원을 통해 산업과 인구의 공간분포를 변형시키고자 하는 중앙정부의 개입주의적인 하향식 지역정책이 지역경쟁력 강화와 그것을 위한 지역발전의 분권화를 추진하는 지역정책으로 전환하고 있다는 것이다. 그리고 그러한 전환 속에서도 영국 중앙정부는 지역격차 완화를 계속 추구해오고 있다. 또한 본고는 영국 중앙정부의 지역정책 변화가 대내외 환경 변화 속에서 우리나라 중앙정부의 향후 지역정책 방향 설정에 던져주는 시사점을 제시하였다.

Institution for Regional Innovation System: The Korean case

  • There is an implicit assumption in most regional innovation policy studies that once a policy has been made the policy will be implemented. This assumption is not valid for regional innovation policies formulated in many countries. This assumption rests upon certain political and organization conditions. It is frequently said that regional innovation system in Korea is one of the successful cases because of properly established institution for the implementation of innovation policies. The components of institution for innovation are defined in this article. For the analysis of institution for regional innovation system in Korea, three aspects such as organization, policies & programs, and governance structure were taken into account. Institution for regional innovation system in Korea is analyzed with three aspects: (1) organization for policy implementation, (2) innovation policy, and (3) governance structure. Firstly, organizations for innovation in Korea are composed of three categories such as organizations for policy formulation, organizations for policy implementation and agencies for coordination. Secondly, there are two categories of policies for innovation: (1) policies for the enhancement of national competitiveness and policies for the regional innovation capacity building, and (2) policies for fostering manpower and policy for regulatory reform. Thirdly, innovation governance in Korea is composed of three layer structure: (1) top level governance which is composed of two committee, three ministries and two agencies, (2) local level governance such as one innovation related offices and one center for regulatory reform, and (3) one category of agency for coordination as a regional platform.

지역균형 발전과 농촌 지역사회개발정책 (A Study on the Balance of Regional Development and Policy Tasks for Rural community Development)

  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

참여정부 지역혁신 및 혁신클러스터 정책 추진의 평가와 과제 (The Evaluation of Regional Innovation and Innovative Cluster Policies in Korea)

  • 국가균형발전과 지역혁신은 참여정부의 핵심 국정 과제의 하나로서 활발히 추진되어 왔다. 국가균형발전은 지역혁신을 통한 자립형 지방화 실현에 역점을 두고 있으며, 그중에서 가장 핵심이 되는 것은 지역의 내생적 산업발전을 촉진하기 위한 지역혁신체제 구축 및 클러스터 육성 정책이다. 이러한 맥락에서 본 논문은 참여정부의 지역혁신 및 혁신클러스터 정책을 평가하고, 이를 토대로 앞으로의 정책 과제를 제시함을 목적으로 한다. 참여정부 지역혁신 및 클러스터 정책의 문제점으로는 과거보다는 나아졌지만 여전히 하향식 정책 추진 방식이 중심이며, 정책의 중복과 정책 간 연계 미흡으로 인한 비효율적인 예산 집행이 가장 큰 문제점으로 지적된다. 또한 대형 토건 프로젝트를 중심으로 하드웨어 중심 사업이 큰 비중을 차지하고 있으며, 모든 지역에 동일한 정책적 잣대를 적용함으로써 지역 간 과열 경쟁은 물론이고 지역의 특성과 잠재성이 충분히 발휘될 수 없다는 점도 개선되어야 할 과제이다.

영국 잉글랜드 RDA에 대한 포괄적 예산지원과 지역발전정책의 분권화 ('Single Pot' Programme for the RDAs of England and the Devolution in Regional Development Policy)

  • 1997년 노동당 정권 출범 이후, 영국 중앙정부는 지역발전정책의 분권화(예 : RDA의 설립, 지역의회 창설 등)를 대대적으로 추진하였다. 이러한 배경 하에서, 본고는 영국 Region 수준에서의 지역발전정책 분권화의 중요한 제도적 기반을 살펴보았다. 즉 2002년부터 시행되어 온 영국 중앙정부의 잉글랜드 9개 지역 RDA에 대한 포괄적 예산지원, 그리고 그에 대응해서 각 지역 RDA가 중앙정부와 합의 하에 설정한 지역발전 목표의 추구와 중앙정부의 실적 모니터링을 고찰하였다. 그리고 분권화된 지역발전정책의 필요성이 높아지고 있는 우리나라의 상황에 영국에서의 분권화가 제시할 수 있는 시사점 및 향후 과제를 간략히 논의하였다.

프랑스의 지역혁신체계 발전과정과 혁신기업 창업체계 (Regional Innovation System in France)

  • 급속한 경제성장의 시기에는 요소투입에 의한 성장정책과 성장의 지역적 분배에 기초한 지역개발정책이 가능하였다. 그러나 국가간 경쟁이 심화되고 불확실성의 증대로 성장의 원동력이 크게 약화된 시기에 이러한 모델은 이론적, 실용적 권위를 잃고 있다. 세계화된 경쟁적 환경과 불확실한 세계경제 변화에 신속하고 효율적으로 대처할 수 있는 내생적인 지역혁신역량 구축이 성장과 지역개발정책의 새로운 대안으로 등장하였다. 중앙집권적인 성장정책과 지역개발정책으로 수도권의 과밀화와 지방의 과소화 문제를 겪었던 프랑스는 지방의 내생적인 혁신역량 구축을 위해 지난 1970년대부터 단계적인 지역혁신체계 구축 정책을 실행해 오고 있다. 지방의 내생적인 혁신역량 구축을 위해 계획적인 지식창출과 지역개발을 동시에 추구해온 프랑스의 지역혁신체계의 구축 수단과 방식은 지역의 내생적인 혁신역량 강화와 지역간 불균형 문제를 해소하려는 정부의 정책에 많은 시사점을 제공한다.

지역간 균형성장을 위한 지역정책의 효과분석 (An Empirical Study on Effectiveness of Korean Regional Policies for Balanced Development)

  • The most important objective of the national development policy in Korea is the balanced regional development through the mitigation of concentration to the Capital region and the further development of other regions. Although various national policies have been formulated so far, the consequences of such policies for the balanced regional development have been unsatisfactory. This paper attempted to estimate regional growth factos through regression method. According to the results of this study, the differentiated regional policy for promotion and regulation to the location of firms and colleges and technological development have been operated only partially but not comprehenisively nor systematically. Especially, much of financial assistance has not been differentiated regionally. This study is expected to contribute to the formulation of the rational regional policy in future.

중국의 지역균형개발정책 효과 및 영향요인 분석 (A Study on the Effect and Influencing Factor of Regional Balancing Development Policy in China)

  • The regional development strategy of China is involved basically with national macro economical development policies. In general, the development process were The procedures of 'balancing development-unbalancing development- rebalancing development'. The first restructuring is a balancing development strategy represented as the three-district construction and the second restructuring is the unbalancing development strategy represented as the preferential development of the east area after reformation & development. The third regional development strategy making current progress is a new regional balancing development policy including the great development of the west district. The study grasped how much the regional balancing development policy contributed to bridge the gap among other areas with coefficient of variation to analyze changes of regional development related indexes among the areas before/after the regional balancing development policy which had been progressed after 1991 with harmonious development among areas as its goal was carried out. It was also analyzed that the Chinese government's goal of regional development policy was how well-suited to the Chinese reality through regression analysis, so far. However, the results obtained of the study were summarized in Table6, Table7 and Table8.

  • Regionalism has become a liability in Korea, hampering national harmony and political stability. The regionalism finds its roots in several centuries back in history. The traditional regionalism was based on the provincial differences in cultural and social characteristics, and behavioral mannerism. Therefore, the traditional regionalism should be regarded as benign and common as in many other countries in the world. The modern version of Korean regionalism seems to be founded on the "discriminatory" treatments of Honam provinces in economic policy and the resultant regional economic disparity during the last three decades. Many believe that such "discriminatory" policy had been enforced during the period of the "third" and "fourth" republics under the influence of the key government officials and presidents form the Southeastern provinces. Since the early 80s, many public investment projects have found its home in the Honam region with the consideration of regional balance and more equitable distribution. This paper attempts to elucidate on various causes of regional disparity amplified during the period of industrialization, and also presents the economic indices which demonstrate the impacts of the policy in narrowing the economic disparity among the regions in recent years. The paper also clarifies the limits of regional economic policy in achieving regional. balance and consequently social integrity. The last part of the paper attempts to clarify the effective domain of regional policy and the new direction of regionalism.cy and the new direction of regionalism.

AHP를 이용한 농업생산기반정비사업 타당성평가 개선방안 (Revision of Feasibility Evaluation Guideline for Agricultural Infrastructure Improvement Project Using AHP Approach)

  • This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.
