The Ministry of Environment(ME) has been producing and providing various environmental spatial information including land-cover maps in order to effectively cope with environmental issues. With the advent of the 4th industrial revolution era and the frequent occurrence of environmental disasters, the necessity of combining the environmental spatial information with the newest technology is increasing. By considering the increased necessity, the ME and the Korean Society of Remote Sensing held the 2017 Environmental Spatial Information Research Paper Competition with the aim of both discovering new application fields of environmental spatial information and supporting outstanding researchers. The outstanding 9 papers were finally selected after reviewing 51 papers submitted for the competition. This special issue includes the 9 papers that address advanced methodologies and application results based on environmental spatial information, as well as recent environmental issues. We expect the methodologies and applications presented in this special issue would be a reference anthology for users of environmental spatial information.
In 2015 the Department of Education announced that it will make downsizing efforts by recommending classified downsizing ratio according to the evaluation of universities for active support toward autonomous efforts of universities with the possibilities of reform and qualitative structural reform for customized human resource cultivation according to the social demands. This is the preemtive structural reform preparing against the rapid decrease of the number of students, and the preparation for changing into competitive universities so that customized human resource that is needed in the society can be trained. Security Science Departments of Korea, first established in 1996, need changes in curriculum in order to prepare for the fourth revolution of the future, and are stagnant on the education goal and employment course. Therefore the adoption of related certificates, curriculum, NCS, and professional curriculum is needed. For example, Hansei University, Chung-Ang University, and Far East University have established the Department of Industrial Security, and Kyonggi University and Sungshin Women's University have established the Department of Convergence Security. Also, Konkuk University has established the Graduate School of Security and Disasters, the Graduate School of Information and Policy, the Graduate School of Criminal Justice, Gachon University the Graduate School of National Security, Sungkyunkwan University the Graduate School of Strategic Studies. This shows that the field of Security Science should not settle for itself. This article analyzes current curriculum and subjects of security, police, industrial security, military related academic departments of key universities. It is necessary to prepare for the future by predicting the change from the merge of academic departments and the demands of the times. As technical colleges are adopting NCS, this is the time to seek for systematic collaboration between universities and technical colleges and between industry, government, and academida.

In this study we estimated ETCCDI and frequency based precipitation using observed precipitation and precipitation from Representative Concentration Pathway(RCP) scenarios for 58 weather stations which have the recorded data more than 30 years. We tried to eliminate the bias by Quantile Mapping and tested for outliers of simulated data under climate change scenario. Then we estimated ETCCDI related to precipitation and frequency based precipitation for the future. In addition to this study examined the changes of frequency based precipitation for the future target periods. According to the result, dry days will be increased in Korean Peninsula in the 2090s. Also it showed that the number of heavy precipitation day more than 80mm/day tends to be increased in 3~7% in the future. The precipitation of 24-hour duration under climate change will be increased by 17.7% for 80-year frequency, 18.2% for 100-year frequency and 19.6% for 200-year frequency in 2090s. In the 21st century, the damage caused by natural disasters is expected to be increased due to increase of precipitation and the change of runoff characteristics under climate change. Therefore, the proposed ETCCDI and precipitation frequency under climate change are expected to be used for the future natural disaster plan.
Because of Recent intensive rainfall, nationally landslides and slope failure phenomenon has been frequently occur. Providing proposed-measures to the natural disasters that occur in these localities and the slope, must be derived ground of strength parameters(shear strength) as a design input data. However, it is such as extra deforestation and a lot of economic costs in order to make the access to the current area and the slopes ground survey is required. Thus, by small dynamic cone penetration test machine using the human to carry in the field, it is possible to easily measure the characteristics and strength constant of the ground of more than one region. In this study through researching analysis of the domestic and foreign small dynamic cone penetration test method, it has proposed a cone material and test methods suitable for the country. Cone penetration test Nc in the field has comparated with analysis of the value and the standard penetration test N value. And, in addition to this, direct shear test and borehole shear test were performed by depth, bedrock, and soil type and passing #200 and the correlation of the Nc value. In particular, in the present study, for the sandy soil that has distict distribute in mountain, it is proposed relation of shear strength corresponding to the Nc value (cohesion and internal friction angle) in order to calculate such effective ground shear strength.

The purpose of a utility tunnel is to prevent repeated excavation as well as disasters and calamity. Domestic utility tunnels have been built in new town development plans. Currently, it is difficult to establish a utility tunnel due to a conflict of opinions by organization and financing. In this paper, research was conducted based on systematic procedures to suggest ways of improving the activation of utility tunnels in new cities and existing cities. First, a survey was conducted on the laws and status of utility tunnels, and problems were derived based on the review and analysis of the status. Finally, a method suggesting improvement measures to solve problems was applied. Based on the related laws and problems, the status of the development project was analyzed to select the installation scale in the utility tunnel, and the appropriate scale was reviewed through economic feasibility analysis of the installation scale under 2 million square meters. Considering the new city and the existing city, it was proposed to support administrative expenses to reduce the burden on additional installation areas and occupied institutions in a utility tunnel. In addition, improvement plans were presented for the details of the master plan for reviewing the installation regional of the utility tunnel. This paper will help officials to work smoothly when planning and installing utility tunnels in the future.

The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.
In this study, a predictive analysis was conducted on sediment disaster hazard area by selecting six research areas (Chuncheon, Seongnam, Sejong, Daejeon, Miryang and Busan) among the urban sediment disaster preliminary focus management area. The models that were used in the analysis were the existing models (SINMAP and TRIGRS) that are commonly used in predicting sediment disasters as well as the program developed through this study (LSMAP). A comparative analysis was carried out on the results as a means to review the applicability of the developed model. The parameters used in the predictions of sediment disaster hazard area were largely classified into topographic, soil, forest physiognomy and rainfall characteristics. A predictive analysis was carried out using each of the models, and it was found that the analysis using SINMAP, compared to LSMAP and TRIGRS, resulted in a prediction of a wider hazard zone. These results are considered to be due to the difference in analysis parameters applied to each model. In addition, a comparison between LSMAP, where the forest physiognomy characteristics were taken into account, and TRIGRS showed that similar tendencies were observed within a range of -0.04~2.72% for the predicted hazard area. This suggests that the forest physiognomy characteristics of mountain areas have diverse impacts on the stability of slopes, and serve as an important parameter in predicting sediment disaster hazard area.

Seventy percent of Korea's national territory is covered with mountains, and the land is frequently exposed to typhoons and localized torrential downpours, particularly in July through September. For this reason, slope failure is one of the most frequent types of natural disasters in Korea. To prevent the damage caused by slope failure, the Korean government, academia and industry have strived together to develop and install a wired system for monitoring slope failures. However, conventional wired monitoring systems have been reported to have limitations, such as possible system errors caused by lightning, and the difficulties of restoration and management of the systems. To solve these problems, this research suggests a USN-based monitoring system for slope failures. First, the trend of slope measurement and USN technology was analyzed, and then the current status of damage caused by slope failures in Korea was reviewed. Next, a USN-based monitoring scenario for slope failures, incorporating both USN and slope monitoring technique, was developed. Finally, sensors were decided based on the developed scenario. It is expected that the results of this study will be utilized as fundamental data for the development of monitoring prototype systems for slope failures in the future. The development of the USN-based monitoring system for slope failures and its application in the field will also ultimately contribute to the prevention of slope failures and the minimization of related damage.

The objective of this study was to introduce the current status and development strategy for the environmental restoration of stream side in Japan, and to consider the methodology which could be effectively applied to the environmental restoration of stream side in Korea. 1. We should establish a new paradigm of forest conservation and erosion control which can emphasize the restoration of the stream side ecosystem and reduce soil movement in the areas. Also, in the past, the objective of forest conservation and erosion control was to fix soil by constructing permanent structures. The direction of future forest conservation and erosion control needs to be new forest conservation and erosion control technology to prevent large scale soil movement but allow small scale soil movement to conserve sound ecosystem and biotic habitats. 2. In the past, the goal of forest conservation and erosion control planning was to fix the amount of soil movement by constructing permanent facilities. Forest conservation and erosion control planning in the future needs to change the techniques which could prevent soil movement from large scale of soil disasters, but allow soil movement effectively to a small and middle scale's soil movement. Also, it is considered to change erosion control dams from non passing type to passing type. 3. In the point of ecological conservation aspects, we should evaluate the effects of new forest conservation and erosion control methods which are emphasized on the restoration of the stream side ecosystem. Also, forest conservation and erosion control construction projects for restoring stream and river ecosystem should be planned for perfectly restorating their ecosystems by the way of sustainable maintenance and management. 4. The restoration direction of stream and river ecosystems needs to be restoring the diversity of small geographies such as waterway, shoal and puddles rather than flattening stream bed. And the restoration of the stream side ecosystem should provide continuity of the stream side environment which allows desirable biological habitats, and environmentally sound facilities to harmonize with the environment.

The scale of a natural disaster grows bigger and bigger every year. The government spends much of its budget on recovering the resulting damage on a national scale. It is important to shift the paradigm from taking measures after a disaster to that of taking preventive actions before a disaster in order to bring a fundamental resolution to such problems. In taking preventive actions and policies, it is necessary to integrate various kinds of advanced technologies including IT, high-tech information gathering technology and operational technology, and to predict and evaluate natural disasters on a comprehensive level. Although Korea is a country with a strong IT sector, most information gathering is still performed in paper. In particular, information about the areas of previous landslide occurrences and slopes remains on paper, which makes it difficult to share the information and to discern the contents, and also raises the possibility of missing documents. Thus this study set out to develop an information gathering and management system for cutting slopes using PDA from the perspective of information gathering, system compatibility, and information management. As a result, field information may be gathered in a variety of forms (location, photos, and texts) real-time. A rough judgment was also made of the stability of rock slopes using the SMR method on the field.
