공공기술사업화의 정책 혁신 방안에 관한 연구 (A Study on the Policy Innovation Plan for Public Technology Commercialization)

  • 국가 연구개발 투자는 꾸준히 증가하여 2018년 기준으로 세계 5위에 이르고 있다. 하지만 공공기술사업화는 정부부처간 다양한 협력을 통한 정책모델의 발굴 수준이 부족하며, 기술사업화를 확산시킬 수 있는 성과체계도 제한되어 있는 것이 현실이다. 이러한 측면에서 공공기술사업화의 성과 창출을 위해서는 다부처 정책 협력 강화와 정책 실행력을 높일 수 있는 대안이 마련되어야 한다. 이에 현실적으로 기술사업화의 공급자 관점에서 벗어난 수요자 관점에서의 다양한 정책들이 필요한 시점이다. 본 논문에서는 주요 부처별 국가 연구개발 사업에 대한 현황을 분석하고 사업별 구조, 예산, 형태의 분석을 통한 최적화된 기술사업화 방안을 제시하였다. 특히, 기존에 연구되지 않은 연구개발 투자의 정책 발굴의 문제점을 분석하여 정책 효율화 측면의 대안을 제시하였다. 이와 연계되어 정책의 효과성을 높이기 위한 기업의 Needs 기반에 맞는 정책 발굴 관점과 정책적 데이터의 연계를 통한 성과관리의 중요성이 부각 되었다. 본 연구는 그간 공공기술사업화의 체계적 연구가 부족한 측면에서 공공기술사업화의 문제점을 진단하여 기술 활용 확산을 위한 정책 고도화 제시와 사업화 관점에서의 전략적 방향을 제시하였다는 점에서 의미가 크다고 본다.

  • 국토교통부는 중소벤처 기업의 보유기술 및 공공기술 이전 및 사업화 지원을 위해 국토교통기술사업화지원사업을 추진하여 왔으며, 일몰제 적용에 따라 2022년부터는 후속 신규사업을 추진할 예정이다. 이러한 시점에서 후속 신규사업의 투자효과 제고 및 우수 연구기관 선정을 위해 사업목적에 맞는 타당한 평가지표 체계의 수립이 필요하다. 후속 신규사업의 평가 지표 체계는 선행사업의 사업목적 및 목표와 연계 되어야 하며, 연구성과 단절 등을 예방하기 위해 기존 평가항목 및 지표를 고려하는 것이 필요하다. 따라서 본 논문은 국토교통기술사업화지원사업 평가위원별 평가결과 데이터를 이용하여 계층적 군집분석을 통해 평가지표 체계를 다수의 시나리오로 설정하고, 구조방정식 모형 분석을 수행하였다. 시나리오 분석결과, 평가 지표 간 인과관계를 나타내는 각 경로의 측정효과와 평가항목에 미치는 평가지표별 효과를 고려하여 평가결과에 미치는 영향력이 가장 높은 시나리오를 개선방안으로 선택할 수 있었다.

  • SNe light curves have been used to understand the expansion history of the universe, and a lot of efforts have gone into understanding the overall shape of the radioactively powered light curve. However, we still have little direct observational evidence for the theorized SN progenitor systems. Recent studies suggest that the light curve of a supernova shortly after its explosion (< 1 day) contains valuable information about its progenitor system and can be used to set a limit on the progenitor size, R*. In order to catch the early light curve of SNe explosion and understand SNe progenitors, we are performing a ~8hr interval monitoring survey of nearby galaxies (d < 50 Mpc) with 1-m class telescopes around the world. Through this survey, we expect to catch the very early precursor emission as faint as R=21 mag (~0.1 Rsun for the progenitor). In this talk, we outline this project, and present a few scientific highlights, such as the early light curve of SN 2015F in NGC 2442.

  • The "standard regulation" of the vehicles from "urban transit law" are being adopted to electric multiple unit in domestic. In the standard regulation, there are two types for EMU. One is heavy EMU for Seoul. The other is large EMU for Pusan, Daegu, Gwangju, Daejeon, Incheon. Korea Railroad Research Institute, with the assistance of the Ministry of Land, Transport and Maritime Affairs, "advanced EMU development project" are progressed, and 6th year started at September, one unit to six cars is completed. Now "urban transit vehicle performance tests are on the current progress. The main characteristics of AUTS(Advanced Urban Transit System) are as follows. One inverter control one motor, DDM(Dircet Drive Motor), no driving gear, plug door and steps, mounting and maintenance costs down, passenger convenience improvement. This paper describes the key features the next generation EMU, and performance test results, and the commercial success method of national R&D business.

  • For "Standardization and Performance Evaluation of the Korea Radio Train Control System(KRTCS) for Urban railway" being driven as a national R&D project, this paper presents the requirements for the performance evaluation of the construction of the demonstration line for the driverless train control system based on radio train control for the urban railways system, which will be installed along the 11.7 km section between the Illo Station, Muan-gun, and Daebul Station(Daebul Line) in Yeongam-gun, Jeollanam-do.

  • A commercial-scale Fluidized Bed Incinerator(FBI) to treat dewatered sludges has been developed by Jindo Corporation, Korea, as one of the governmental R&D project during 1990 to 1997. The FBI plant was constructed at Kunsan city and fully in operation after finishing the successful test-burn period since June 1998. The company now has a capability of the design, construction and operation of commercial FBI plants. This paper introduces the experiences of design and operation of Kunsan FBI plant, which has the capacity of 60 ton/day and incinerates various sludges from waste water treatment facilities and liquid waste such as waste oil or waste solvent.

  • Six sigma has been the most influential management innovation program in a number of leading companies and its application has extended beyond manufacturing processes. Most companies have taken company-wide six sigma initiatives to also improve transactional and R&D processes. However, due to the limitation of existing methodologies, numerous difficulties arise during the six sigma application to non-manufacturing processes. In this study, a modified six sigma framework is proposed to facilitate six sigma implementation to transactional processes. The newly developed framework is applied to a six sigma project of the new product launching process of a marketing area.

국내 태양에너지 자원의 재평가 (Revaluation of Solar Radiation Resources in Korea)

  • The domestic solar radial ion data have been measured at 16 different sites all over the country since the beginning of 1980. It is very important that the fundamental data for the estimation and assessment of local solar radiation can be secured this project. In order to estimate available energy resource from solar radiation, it is necessary to have enough data, more than 30 years In any country. However since we have collected solar radiation(global radial ion including direct normal radiation) data only for 10 years we still need to measure insolation to secure the reliability and standardization of measured local solar radial ion data. In brief, the major activities on this R&D include rout me maintenance of the national network for insolation data measurement, evaluation of the collected data, and reliability enhancement for assessing the quality of solar radiation data as well.

180km/h급 틸팅차량의 조향장치 설계에 관한 연구 (Design study of Steering mechanism for 180 km/h Tilting train)

  • Tilting train can pass curve at higher speed without affecting passenger comfort by tilting Carbody. But the centrifugal force proportional to square of velocity increases the track lateral force. This is the one of the problems to be solved when applying tilting train. The one countermeasure we selected the light weight design by applying distributed traction EMU system and light weight materials such as FRP. The other countermeasure was to adopt steering bogie concept in order to reduce the guiding force on Curve track. This paper describes the design study of self steering mechanism applied to the Bogie for 180 km/h Korean Tilting Train(TTX), which was done as a part of the Korean National R&D project.

하이테크 신제품 개발 영향요인에 관한 국가간의 실증적 비교연구 (Factors influencing New Products Development in High-tech Industry: A Cross-National Study)

  • The purpose of this research is to develop strategic alternatives for the high-tech products development by comparatively studying characteristics of the industry and R&D structures in Korea and the US. Some of the environmental, strategic, organizational and project teams' characteristics are studied. Data were collected from Korea and US high-tech companies through interviews and questionnaires and event analysis method was used to analyze them. The findings are as follows: First, when the level of market concentration is high, cycle time tends to be longer. Therefore, if there are many competitors in the market, new products development should be swift due to competitive pressures. Second, the developmental strategy should be directed toward the existing customers to speed up new products development. That is, a defensive strategy would result in a shorter cycle time and response time compared to a strategy directed to a niche market. Third, when the level of formalization is high, cycle time tends to be shorter. This means that formal procedures for new products idea development or new products development policies shorten new products development time.
