한국과 필리핀 건국의 핵심 과제와 대통령(들) 비교: 이승만 대 케손 등 (A Comparative Study on the Principal Tasks for State Building and the Presidents of Korea and the Philippines: Syngman Rhee with Manuel Quezon and others)

  • 이 글에서는 2차 세계대전의 승전국의 식민지였던 필리핀과 패전국의 식민지였던 한국의 건국 대통령을 당시 이들이 건국 과정에서 직면했던 공통의 과제들을 중심으로 비교한다. 이를 위해 한국의 건국대통령인 이승만과 필리핀의 자치를 주도하며 커먼웰스 정부를 세운 케손을 중심으로 이후 7명의 대통령의 삶을 두 나라의 건국과정과 교차시키며 구체적으로 살펴본다. 한국과 필리핀은 독립 혹은 자치 후 미국의 영향을 받아 강력한 권한을 가진 대통령제 중심의 헌법을 채택하였다. 다음, 독립 후 두 국가는 냉전의 최전선에서 반공노선을 기본으로 국가를 운영했다. 나아가서, 두 국가는 반공을 뒷받침하기 위해 농민을 체제 내부로 포섭하기 위한 토지개혁도 실시하였다. 마지막으로, 두 국가는 일본의 식민지배 혹은 점령에 따른 유산을 청산하는 문제도 공통적으로 겪었다. 따라서 첫째, 헌법의 제정, 둘째, 반공노선의 확립, 셋째, 토지개혁 문제, 넷째, 일본 식민지 혹은 점령을 청산하는 문제가 각각의 나라에서 어떻게 전개되었는지를 중점적으로 살펴본다. 필리핀은 미국의 식민지배 기간인 1935년에 '헌법적 독립'을 이루면서 당시 식민지배를 받고 있었던 아시아의 어느 국가보다 빠른 정치적 발전을 겪었다. 하지만 케손과 오스메냐 등 건국 초기의 국가지도자들은 헌법제정을 제외하고 농민운동으로부터 비롯된 공산주의 운동, 토지개혁과 일본점령 청산 등과 같은 건국의 핵심 과제들을 적절히 수행하지 못했다. 토지개혁에 실패하면서 소수의 지주가문이 농민을 경제적으로는 물론 정치적으로 지배하게 되었고, 근대적 시민계급이 형성되지 못한 필리핀은 이후 경제적으로는 물론 정치적으로도 후퇴를 거듭하게 되었다. 한국의 경우 분단과 전쟁이라는 어려운 상황이 있었지만, 건국대통령 이승만은 위의 당면한 과제들을 미루지 않고 해결하고자 했다. 그 결과 공산주의에 대항하는 자유민주주의라는 트랙을 깔 수 있었으며 친일청산도 여건이 허락하는 수준에서 이루었다. 특히 농지개혁을 통해 국민국가 형성과 경제발전의 기틀을 마련했으며, 경제의 나아갈 바를 시장경제로 잡아 오늘의 한국 경제를 낳는 대들보를 놓았다. 물론 공과(功過)가 없었던 것은 아니지만 다른 나라의 지도자와 비교해, 특히 필리핀의 대통령들과 비교해 건국대통령으로서 국가의 기틀을 잡는 데 큰 역할을 한 것에는 틀림이 없다.

  • 혁신 기술 개발이 거듭되며 인공지능, 생명공학, 로봇, 항공우주, 전기차, 태양광 등의 신산업이 창출되며 거시적 경영환경이 급변하고 있다. 이러한 대규모 변화와 복잡성 증가로 인해 창업 전략 차원에서 기술이나 자산의 소유 그 자체보다는 자본이 관계의 중요성 증대로 활용되면서 새로운 가치 창출이 가능한 사회적 자본(Social Capital)의 효과에 주목할 필요가 있다. 사회적 자본은 1916년 Hanifan이 최초로 제안한 개념으로 개인 또는 사회적 구성원들 간의 상호 지속적이며 유기적 관계 또는 축적된 인간관계 네트워크에 잠재되거나 활용이 가능한 능력이나 자원의 전체적 총합을 일컫는다. 또한, 특출한 창업자 1인 보다는 다양한 배경과 특성 및 역량을 갖춘 창업팀 다양성이 각광을 받고 있다. 창업팀 다양성은 창업팀의 인구통계학적 요인이나 신념, 가치 등의 심층적 요소에 대한 다양성을 뜻한다. 거시적 환경 변화로 산업 혁신을 주도하고 국가의 핵심성장동력 창출 역할을 하는 기술창업 및 실험실창업의 중요성이 강조되고 있는데 본 연구에서는 '아이코어(I-Corps)' 프로그램에 주목하였다. 혁신군단을 의미하는 아이코어는 2011년 미연구재단(NSF)이 기업가 정신 및 연구 결과 사업화 장려를 위해 출범된 실험실 창업프로그램으로 교수와 연구원이 참여하는 창업팀 구성과 시장발견활동에 주안점을 두고 있다. 본 연구에서는 이런 특성을 감안하여 네트워크 관점의 사회적 자본과 창업팀 다양성이 아이코어 창업성과에 끼치는 영향을 실증적으로 검증하였다. 분석 결과 창업팀의 학력 다양성이 창업팀의 재무적 성과에 부(-)의 영향을, 성별 다양성과 사회적 자본의 인지적 차원이 창업팀의 재무적 성과에 정(+)의 영향을 끼쳤다. 본 연구는 아이코어 실험실 창업팀 다양성, 사회적 자본과 그 성과 해석에 대한 이론적, 실무적 시사점을 보다 유용하게 제공할 것으로 기대한다.

중국 유아교육의 질 보장제도 변천에 관한 연구: 역사적 제도주의 관점에서의 분석 (Study on the Institutional Change of Early Childhood Education Quality Assurance in China: From the Perspective of Historical Institutionalism)

  • This study discusses the institutional change of Chinese early childhood education quality assurance institution (ECEQAI) from the three dimensions of the perspective of historical institutionalism of that refer to the external environment, dynamic mechanism containing with nation-market-society, and the invisible ideology of the institutional change. Chinese ECEQAI was divided into five historical periods, which were 17 years after the founding of China (1949-1966), the Great Cultural Revolution (GCR) period (1966-1976), the early stage of Reform and Opening-up (RO) (1976-1995), the social change period (1995-2010) and the new period (2010-now). This study also concludes five separate change models for Chinese ECEQAI that correspond to the five periods. The first was a compulsory and gradual institutional change model influenced by the Soviet model and dominated by national power. The second was compulsory and radical change model controlled by the counter-revolutionary group. The third was a compulsory and gradual institutional change model dominated by national power. The fourth was induced and gradual institutional change model driven by market power and forced by society power. The fifth was a compulsory and gradual institutional change model led by national power and forced by society power. Finally, the future change direction of China's ECEQAI was further pointed out, that was the government-leading and tend to balanced three-pole power model of "Nation-Market-Society", as well as the "three-pole power relationship" of indepth communication and positive interaction.

고려의 궁궐 운영과 조선 초의 궁궐제도 정비 (Palace Operation of Goryeo and the Reform of the Palace System in Early Joseon)

  • This study examines the transitional situation that can be seen from the palace operation in early Joseon Dynasty. The first decades of Joseon after the nation was founded differ from the Joseon Dynasty as a whole, but rather similar with the Goryeo Dynasty. By examining "The History of Goryeo(高麗史)," it showed that palace operation during the Goryeo Dynasy was marked by the fact that a separate palace was built and resided in despite the existence of the Bongweol(本闕, main palace) as the central palace. The separation of the parent's generation and the children's generation was shown through the establishment of one's own palace. Such trait of Goryeo affected palace construction directly after the founding of Joseon. This can be shown from the characteristic of palace operation by generation. The construction of the Changdeokgung Palace(昌德宮) of King Taejong, as his own palace, is an example. Afterwards, the palace system of Joseon was established, and the space of the king and the crown prince was merged through ritual reform during the reign of King Sejong. However, the space for the parents of the king were considered separate, and this influence continued to the reign of King Seongjong. The construction of Changgyeonggung Palace(昌慶宮) during the reign of King Seongjong is an event where the king proclaimed the separation with his mother and grandmother.

북한 의사 양성 교육과 자격 (Medical Education and Certification of Physicians in North Korea)

  • Although the state of medicine in North Korea is of great interest, there is little information, if any, about the present state of medicine in North Korea. Even North Korea's laws and regulations on medicine are not publicly available. It is plausible that the dictator's commands or the policy of the Communist Party may be superior to the nation's constitution and laws on medical education and much more. Information is only available from a limited number of publications and mainly from the statements of refugees, which differ greatly among themselves. No one refugee could provide authoritative data or information because they were never in the position to see the larger picture or have experience over the long term. However, what is known is that the major health professions in North Korea include physicians (medical doctors), stomatologists (oral doctors), 'Koryo' doctors (doctors of Korean traditional medicine), midwives, and nurses. The names and the founding year of each of the regular medical schools are listed along with the change and restoration of names of schools. It is known that there have been quasi-physicians and semi-physicians. However, the reasons for any changes that have taken place also remain unknown. The educational system, curriculum, and even the number of years of training needed to qualify to become a physician have varied from time to time.

와 한국의 문화 : 부뤼노 바르베(Bruno Barbey)의 사진, <서울, 조계사>를 중심으로 (Magnum Korea and Korean Cultur- Focusing on 'Seoul, Jogyesa' of Bruno Barbey)

  • Magnum Korea, a 2008 exhibit at the Hangaram Art Museum in the Seoul Arts Center, introduced representative images of Korea to commemorate the 60th year of the founding of the nation. Twenty photographers of various backgrounds participated in Magnum Korea. This study focuses on one of the exhibited photographers, the French photographer Bruno Barbey. Born in Morocco, Barbey occupies a special position in today's modern photography not to mention in the Magnum group of traditional medium of photography. His photographic world is affiliated with the humanism of Robert Diosneau, particularly as his photographic medium is based on communication and code. Among the photographs in the Magnum Korea collection, Barbey's photographs can be organized into six different subjects: industrial structures in nature, industrial buildings, traditional relics of culture, terminals, markets and restaurants, and daily life. This paper takes special interest in Barbey's unique perspective on Korea's traditional cultural assets focusing on 'Seoul, Jogyesa'. What is the uniqueness of our culture as contained in Barbey's works? In other words, how did he capture the special characteristics of our culture that are often overlooked or ignored because they are so familiar to us? A semiotic approach is used to discover what common but special situations and realities of Korea attracted this photographer and how he managed to capture them in his photographs.

Considerations in Establishing a Decision-Making process for Korea's Places of Refuge

  • To minimize secondary damages from marine environment pollution resulting from marine accidents, International Maritime Organization(IMO) adopted "Guidelines on Places of Refuge(POR) for ships in need of assistance" as Resolution A.949(23) in it is 23rd General Assembly in 2003 and recommends Parties to the Organization designate PoR. This resolution suggests that they establish a "Decision-Making process" so as to provide reasonable PoR when disabled ships request use of PoR. Korea has not been performed introduce a PoR system in the country. Therefore, there is no decision-making process to deal with ships which need PoR. When Korea implements the PoR system in the future, the nation should establish a Decision-Making process to provide reasonable PoR in case ships in need of assistance request for PoR. In order to present what should be considered in the process of establishing a Decision-Making process for PoR in Korea in the future, in this study presents matters which should be considered in the process of founding PoR Decision-Making processes. When Korea tries to conduct POR system so that other countries' PoR Decision-Making process and the relating process of IMO and REMPEC (Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea) were investigated and analyzed. In addition, in times of marine accident in Korea's sea areas, Korea's action manuals for marine accident which regulates management for an accident is analyzed and articles will be presented to be taken into account during establishing final PoR Decision-Making process.

이스라엘의 정체성과 국가형성과정에서 정보의 역할 연구 (The Role of Intelligence Activity in the Building of Israel and its Identity)

  • 본 논문의 목적은 이스라엘의 정보활동이 정체성 즉 국민들의 자의식의 형성과 변화, 그리고 국가건설 과정에서 미친 영향력을 분석하는데 있다. 19세기말 유대인들은 역사의 희생자 이미지를 공유하고 있었으며 이들에 대한 박해는 정치적, 신앙적 공동체인 독립국가 이스라엘 건설을 추동하는 요인이 되었다. 당시 이스라엘의 정보요원들은 유대인들을 팔레스타인으로 이주시키는 한편, 아랍인들과 투쟁하면서 국가건설에 매진했다. 다시 말해서, 정보활동은 유대인들의 국가건설을 위한 민족주의인 시오니즘을 구현하는 수단인 셈이다. 1948년 독립이후에도 정보기관은 아랍 국가들의 방해에도 불구하고, 미국과 소련 등 국가들과 협상을 통해 UN에서 공식적으로 국가승인을 획득하는데 큰 역할을 담당하였다. 그럼에도 이스라엘은 아랍 국가들로부터 '사라져야할 국가'로 인식되면서 국가정체성이 부인되었다. 이후 4차례에 걸친 전쟁에서 승리와 이집트와 정상회담을 통해 비로소 국가성을 인정받게 되었다. 이스라엘은 이를 성서상의 '약속의 땅'의 회복이라는 예언의 성취로 이해하며 승리자로서의 정체성을 공유하게 되었다. 결론적으로 이스라엘에서 정보활동은 국가의 독립과 건설, 그리고 국민들의 자의식의 형성과 변화를 유발한 기제였다.

동성애와 유토피아 -휘트먼의 『창포』를 중심으로 (Homosexuality and Utopia: A Reading of Whitman's Calamus)

  • My essay aims at illustrating Whitman's homosexual vision of utopia with a close reading of his representative homosexual text, Calamus. His expansive self is based upon his intimate contact with the world and is almost always drawn to a wider vision of community in which different individuals share the locus of commonness and reach beyond their empirical boundaries. While foregrounding the contingent and the singular, Whitman forges bonds with other people through a series of ecstatic moments that carry us into the public sphere and common interests. Contrary to the current Whitman studies, his homosexual text doesn't repress contingency in order to celebrate the universal, but fully develops the commensurability among diverse historical agents. Whitman knows well the social taboos and inhibitions at the time of national crisis and expansion, but keeps imagining the world where homosexuality plays a central and significant role in founding a democratic solidarity and achieving a desirable social structure. His ideal of America is not a deferred wish for the future, but a concrete vision that can be achieved here and now, realized by the spontaneous bonding and instant attraction among free men. Instead of interpreting history or suggesting practical alternatives, he keeps questioning the dominant ideologies and the given orders of social control, and suggests a free and open relationship among men where no exterior power or mediating other intervenes. His utopian vision is radical as well as ideal, in that it rejects the interventions of the power structure and its institutions and courageously inscribes his homosexuality in the process of writing about and reading his contemporary America. As a predecessor of a homosexual utopian vision of America, Whitman has inspired many later poets, showing a possibility of infusing a homosexual identity into a radical imaging of the nation and its future.

청학동의 문화와 의복행동에 관한 연구 (A Study on the Culture and Clothing Behavior of Chunghahk Village)

  • Chunghahk-dong is located in a retired spot, Jiri Mountain and has been built up its won religion and culture without any exchange outside world. People in Chunghahk-dong believe in a religion called Genjungyutaosim. Forming a trinity on which mind is Taoism, body is Buddhism, and behavior is confucianism. These are the principle elements to form a village. They made their own unique cultural factor such as longhaired boys and girls, wearing traditional cloths and hat, a monastic life, folk mores and family rituals, and private school system. This shows a great deal of affection on their life style and organization and is closely connected with community and culture. Grasping a culture and behavior on clothing, it has propose to understand Chunghahk-dong properly according to this study. A method of study has a purpose to understand culture and clothing behavior precisely in Chunghahk-dong. I inquire ito clothing behavior with investigation and study of picture script. The results are as followed; People in Chunghahk-dong show unique clothing and hair style behavior based on Genjungyutao. First, men and women wear a white cloth called HanBok(Korean costume) and footwear made of rubber. Only men wear a blue vest. A grown up men wear a long coat when they go out. They are dressed in tractional cloth for a ceremonial occasion. The reason why they put on the HanBok(Korean costume) is a belief on our traditional cloth becomes a standard dress in the future. They believe Korea becomes a standard dress in the future. They believe Korea becomes a standard dress in the future. They believe Korea become a leading country in the world. This clothing behavior is symbol of Genjungyutao and has a role of delivery system for expressing their split. Second, In sign of being a Genjungyutao men, they let their grow hair. Cutting hair is not to be a Genjungyutao men any more. There is few reason that people in Chunghahk-dong let grow their hair : First, because of importance in TanGun's ideology, they believe Korea is a first nation in the world and can't cut their hair which has grown from TanGun (The founding father of the Koran nation) Chosun traditionally. Second, Cutting their hair runs counter to the principle of nature. Third, They value their body for confucianism. They don't want to damage their body because of body from their parents. Boys and girls braid and tie up their hair and adult tie a topknot and a chignon. Wearing a YouGun(A horsehair skullcap) at home and Kat(A Korean top hat) when going out, they express as a Genjungyutao. Hemp cloth and synthetic fibers are main clothes. Also, they wear an improved HanBok(Korean costume) these days on influence outside.
