  • This paper is to represent the cross-border mobility of experienced Professional Engineers by establishing and maintaining an EMF International Register of Professional Engineers which is based on confidence in the integrity of national assessment system and a system of mutual recognition secured through continuing mutual inspection and evaluation of these systems. This paper would cover develop, monitor, maintain and promote mutually acceptable standards and criteria for facilitating the cross-border mobility of experienced Professional Engineers based on. Forecasting of Seasonal Inflow to Reservoir Using Multiple Linear Regression (다중선형회귀분석에 의한 계절별 저수지 유입량 예측)

  • Reliable long-term streamflow forecasting is invaluable for water resource planning and management which allocates water supply according to the demand of water users. Forecasting of seasonal inflow to Andong dam is performed and assessed using statistical methods based on hydrometeorological data. Predictors which is used to forecast seasonal inflow to Andong dam are selected from southern oscillation index, sea surface temperature, and 500 hPa geopotential height data in northern hemisphere. Predictors are selected by the following procedure. Primary predictors sets are obtained, and then final predictors are determined from the sets. The primary predictor sets for each season are identified using cross correlation and mutual information. The final predictors are identified using partial cross correlation and partial mutual information. In each season, there are three selected predictors. The values are determined using bootstrapping technique considering a specific significance level for predictor selection. Seasonal inflow forecasting is performed by multiple linear regression analysis using the selected predictors for each season, and the results of forecast using cross validation are assessed. Multiple linear regression analysis is performed using SAS. The results of multiple linear regression analysis are assessed by mean squared error and mean absolute error. And contingency table is established and assessed by Heidke skill score. The assessment reveals that the forecasts by multiple linear regression analysis are better than the reference forecasts.

The Evaluation on the Governance of Andong International Mask Dance Festival (안동국제탈춤페스티벌의 거버넌스 특성과 평가)

  • This paper evaluates the governance of the Andong International Mask Dance Festival. The evaluation focuses on mutual cross-assessment of agents engaging in governance relating to four elements: social justification, reliability, professionalism and transparency. Governance based on co-operative partnership was the essential factor leading to the mask festival's success. Governance of the Andong International Mask Dance Festival in 2011 was privately initiated governance having horizontal and open partnership among festival specialists, civil society organizations, regional business organizations, volunteers and local government, with the Andong Festival Tourism Foundation as the central figure. Three of governance elements were successfully carried through; the exception was transparency. The agents who gave more positive evaluations were those who played leading roles in planning and conducting events, as well as in assessing those events. The reasons for positively assessing the elements are the significance of the festival and the guarantee of agents' participation in social justification; the ability of agents, as well as cognitional and institutional trust in reliability; expert knowledge, capacity to suggest alternatives and duality of business in professionalism; and effective communication, the guarantee of opening of information and information sharing in transparency. To improve the effectiveness of governance, the system for allowing passive agents to contribute usefully should be strengthened. Mutual communication and sharing of information among agents, as well as between agents and residents, also should be more strongly reinforced.

Quantifying L2ers' phraseological competence and text quality in L2 English writing (L2 영어 학습자들의 연어 사용 능숙도와 텍스트 질 사이의 수치화)

  • On the basis of studies that show multi-word combinations, that is the field of phraseology, this study aims to examine relationship between the quality of text and phraseological competence in L2 English writing, following Yves Bestegen et al. (2014). Using two different association scores, t-score and Mutual Information(MI), which are opposite ways of measuring phraseological competence, in terms of scoring frequency and infrequency, bigrams from L2 writers' text scored based on a reference corpus, GloWbE (Corpus of Global Web based English). On a cross-sectional approach, we propose that the quality of the essays and the mean MI score of the bigram extracted from YELC, Yonsei English Learner Corpus, correlated to each other. The negative scores of bigrams are also correlated with the quality of the essays in the way that these bigrams are absent from the reference corpus, that is mostly ungrammatical. It indicates that increase in the proportion of the negative scored bigrams debases the quality of essays. The conclusion shows the quality of the essays scored by MI and t-score on cross-sectional approach, and application to teaching method and assessment for second language writing proficiency.

  • Remote sensing data using earth observation satellites in agricultural environment monitoring has many advantages over other methods in terms of time, space, and efficiency. Since the sensor mounted on the satellite measures the energy that sunlight is reflected back to the ground, noise is generated in the process of being scattered, absorbed, and reflected by the Earth's atmosphere. Therefore, in order to accurately measure the energy reflected on the ground (radiance), atmospheric correction, which must remove noise caused by the effect of the atmosphere, should be preceded. In this study, atmospheric correction sensitivity analysis, inter-satellite cross-analysis, and comparative analysis with ground observation data were performed to evaluate the application of KOMPSAT-3 satellite's atmospheric correction for agricultural application. As a result, in all cases, the surface reflectance after atmospheric correction showed a higher mutual agreement than the TOA reflectance before atmospheric correction, and it is possible to produce the time series vegetation index of the same standard. However, additional research is needed for quantitative analysis of the sensitivity of atmospheric input parameters and the tilt angle.

A Study on dental hygienist subjectivity toward relationship with inaccessible patients: the cases of Seoul, Gyeonggi province and Incheon (치과위생사가 경험한 어려운 환자와의 관계에 대한 주관성 연구 -서울, 경기, 인천 지역을 중심으로-)

  • The purpose of this study was to examine what types of experiences dental hygienists underwent with patients who were unapproachable in an effort to find out the latter group's needs and expectations, explore how to treat them of different personality type, and provide better dental services in response to their needs. To attain the purpose, Q-methodology was employed, which made a subjective and systematic assessment of human subjectivity. There were three types of subjectivity among dental hygienists in conjunction with their experiences with patients who were hard to please. Each group whose subjectivity was different also had a different preference for patients, which was not exclusive to one another but unique. Type 1 was "avoiding patients who showed off". Dental hygienists of this type found it unpleasant to treat patients who boasted of their background, position or relations with the head of hospital and wanted to be given special treatment. They avoided those patients, since giving special treatment to specific patients was likely to do damage to others. They believed that better medical services could be provided through mutual concern and good manners between medical personnels and patients. Dental hygienists of type 2 considered it hard to treat patients who were picky and looked at treatment or its outcome negatively. Those who had to be separated from others on account of possible cross-infection or who called for special decontamination methods of dental instruments were also difficult to deal with. Dental hygienists of this type could be said to "avoid picky patients", as they preferred to fare with patients by offering good, faithful treatment rather than by giving special treatment. Dental hygienists of type 3 believed that smooth and successful treatment hinged on mutual trust, confidence and collaboration between medical personnels and patients. According to them, patients who choose a specific hospital or a particular medical team at their own option have to cooperate if necessary, listen carefully to medical personnels and treat them without any hostility or bias. Therefore, they could be said to "avoid patients who were not cooperative".

Magnetic Resonance Imaging uses 3D Printed Material of Headset (Noise Reduction Effect) (자기공명영상 검사 시 3D 프린팅 재료를 이용한 헤드셋 연구 (소음저감 효과))

  • With the improvement of medical state, patients' expectations for the most advanced medical equipment are increasing. Particularly, Magnetic Resonance Image (MRI) is used as one of the core image diagnosis methods in all clinical area. However, it has been reported that many of patients who go through the examination suffer from anxiety to the severe noise level during the examination. In this study, both the noise reduction evaluation of headsets with sound-blocking materials added to existing sound-absorbing materials and the existence of sound blocking materials as artifacts on the examination image are tested. An MRI test noise is recorded as a speaker by cross-ordination the sound material (sponge) and the sound material (acrylic plate, copper plate, and 3D copper plate) inside the headset made from 3D pring. A quantitative assessment of headsets showed that the average headset value was 81.8 dB. The average dB value of the most soundproof material combination(Copper, acrylic plate, sponge, sponge) headsets on headsets with added charactering material was measured at 70.4 dB, and MRI showed that the copper was diamagnetic substance and excluded. The second most soundproof headset(Sponge, acrylic plate, 3D copper plate, sponge) was measured at 70.6 dB and MRI showed no artifacts. The same simulation of the material printed with a 3D copper PLA containing approximately 40 % copper powder resulted in no artifacts, therefore, the material output as a 3D printing was better suited for use. For MRI related research, the mutual development of 3D printing is highly anticipated.
