멀티도어코트하우스제도: 기원, 확장과 사례분석 (The Multi-door Courthouse: Origin, Extension, and Case Studies)

  • The emergence of a multi-door courthouse is related with a couple of reasons as follows: First, a multi-door courthouse was originally initiated by the United States government that increasingly became impatient with the pace and cost of protracted litigation clogging the courts. Second, dockets of courts are overcrowded with legal suits, making it difficult for judges to handle those legal suits in time and causing delays in responding to citizens' complaints. Third, litigation is not suitable for the disputant that has an ongoing relationship with the other party. In this case, even if winning is achieved in the short run, it may not be all that was hoped for in the long run. Fourth, international organizations such as the World Bank, UNDP, and Asia Development Bank urge to provide an increased access to women, residents, and the poor in local communities. The generic model of a multi-door courthouse consists of three stages: The first stage includes a center offering intake services, along with an array of dispute resolution services under one roof. At the second stage, the screening unit at the center would diagnose citizen disputes, then refer the disputants to the appropriate door for handling the case. At the third stage, the multi-door courthouse provides diverse kinds of dispute resolution programs such as mediation, arbitration, mediation-arbitration (med-arb), litigation, and early neutral evaluation. This study suggests the extended model of multi-door courthouse comprised of five layers: intake process, diagnosis and door-selection process, neutral-selection process, implementation process of dispute resolution, and process of training and education. One of the major characteristics of extended multi-door courthouse model is the detailed specification of individual department corresponding to each process within a multi-door courthouse. The intake department takes care of the intake process. The screening department plays the role of screening disputes, diagnosing the nature of disputes, and determining a suitable door to handle disputes. The human resources department manages experts through the construction and management of the data base of mediators, arbitrators, and judges. The administration bureau manages the implementation of each process of dispute resolution. The education and training department builds long-term planning to procure neutrals and experts dealing with various kinds of disputes within a multi-door courthouse. For this purpose, it is necessary to establish networks among courts, law schools, and associations of scholars in order to facilitate the supply of manpower in ADR neutrals, as well as judges in the long run. This study also provides six case studies of multi-door courthouses across continents in order to grasp the worldwide picture and wide spread phenomena of multi-door courthouse. For this purpose, the United States and Latin American countries including Argentina and Brazil, Middle Eastern countries, and Southeast Asian countries (such as Malaysia and Myanmar), Australia, and Nigeria were chosen. It was found that three kinds of patterns are discernible during the evolution of a multi-door courthouse model. First, the federal courts of the United States, land and environment court in Australia, and Lagos multi-door courthouse in Nigeria may maintain the prototype of a multi-door courthouse model. Second, the judicial systems in Latin American countries tend to show heterogenous patterns in terms of the adaptation of a multi-door courthouse model to their own environments. Some court systems of Latin American countries including those of Argentina and Brazil resemble the generic model of a multi-door courthouse, while other countries show their distinctive pattern of judicial system and ADR systems. Third, it was found that legal pluralism is prevalent in Middle Eastern countries and Southeast Asian countries. For example, Middle Eastern countries such as Saudi Arabia have developed various kinds of dispute resolution methods, such as sulh (mediation), tahkim (arbitration), and med-arb for many centuries, since they have been situated at the state of tribe or clan instead of nation. Accordingly, they have no unified code within the territory. In case of Southeast Asian countries such as Myanmar and Malaysia, they have preserved a strong tradition of customary laws such as Dhammthat in Burma, and Shriah and the Islamic law in Malaysia for a long time. On the other hand, they incorporated a common law system into a secular judicial system in Myanmar and Malaysia during the colonial period. Finally, this article proposes a couple of factors to strengthen or weaken a multi-door courthouse model. The first factor to strengthen a multi-door courthouse model is the maintenance of flexibility and core value of alternative dispute resolution. We also find that fund raising is important to build and maintain the multi-door courthouse model, reflecting the fact that there has been a competition surrounding the allocation of funds within the judicial system.

HLA 연동 어댑터를 사용한 다중 해상도 모델 연동체계 개발 (The Method of Developing an Interoperation System between Multi-Resolution Models using a HLA Adapter)

  • Multi-resolution modeling(MRM) is required when simulating objects in variable resolution and can be applied for interoperating systems, which simulate objects in fixed resolution. However, most interoperation middleware do not support MRM, so participating models must handle several issues to simulate MRM system. In this paper, we propose an interoperation system, which is composed of several different resolution models, based on the High Level Architecture and Run-Time Infrastructure(HLA/RTI). In the proposed architecture, each model participates to a HLA federation through MRM adapter application, which supports data resolution conversion and HLA services while communicating with the model. MRM adapter application can be implemented based on an MRM adapter, and an adapter application development tool is proposed to support developing the application. Using the tool, developers can easily implement data resolution conversion component plugged-in HLA adapter. A case study is implemented in the proposed MRM system, and shows that models of different resolution works successfully with dynamic resolution changes.

B-rep의 다중해상도를 구현하는 통합 시스템 개발 (An Integrated Approach to Realize Multi-resolution of B-rep Model)

  • It is becoming a common trend that many designers work on a very complex assembly together in a collaborative environment. In this environment, every designer should be able to see the whole assembly in a full detail or in a rough shape at least. Even though the hardware technology is being improved very rapidly, it is very difficult to display a very complex assembly at a speed to allow smooth interactions for designers. This problem could be solved if a designer could manipulate his portion of the assembly in a full resolution while the remaining portion of the assembly is displayed in a rough resolution. It is also desired that the remaining portion is converted to the full resolution when needed. To realize this environment, the capabilities to simplify the portions of an assembly and to reset to the original resolution should be added to the current CAD systems. Thus operators realizing multi-resolution on B-rep are proposed in this paper. They are: wrap-around, smooth-out, and thinning operator. Through appropriately applying these operators sequentially, an assembly model of any desired resolution can be easily generated. Of course, the assembly can go back to the finer resolution. In this paper, the data structures and the processes to realize these operators are described and a prototype modeling system with these operators is also demonstrated.

MODIS 및 Landsat 위성영상의 다중 해상도 자료 융합 기반 토지 피복 분류의 사례 연구 (A Case Study of Land-cover Classification Based on Multi-resolution Data Fusion of MODIS and Landsat Satellite Images)

  • 이 연구에서는 토지 피복 분류를 위한 다중 해상도 자료 융합의 적용성을 평가하였다. 여기서 다중 해상도 자료 융합 모델로는 spatial time-series geostatistical deconvolution/fusion model (STGDFM)을 적용하였다. 연구 지역은 미국 Iowa 주의 일부 농경 지역으로 선정하였으며, 대상 지역의 규모를 고려해 다중 해상도 자료 융합의 입력 자료로 Moderate Resolution Imaging Spectroradiometer (MODIS) 및 Landsat 영상을 사용하였다. 이를 바탕으로 STGDFM 적용해 Landsat 영상이 결측된 시기에서 가상의 Landsat 영상을 생성하였다. 그리고 획득한 Landsat 영상과 함께 STGDFM의 융합 결과를 입력 자료로 사용해 토지 피복 분류를 수행하였다. 특히 다중 해상도 자료 융합의 적용성 평가를 위해 획득한 Landsat 영상만을 이용한 분류 결과와 Landsat 영상 및 융합 결과를 모두 이용한 분류 결과를 비교 평가하였다. 그 결과, Landsat 영상만을 이용한 분류 결과에서는 대상 지역의 주요 토지 피복인 옥수수와 콩 재배지에서 혼재 양상이 두드러지게 나타났다. 또한 건초 및 곡물 지역과 초지 지역 등 식생 피복 간의 혼재 양상도 큰 것으로 나타났다. 반면 Landsat 영상 및 융합 결과를 이용한 분류 결과에서는 옥수수와 콩 재배지의 혼재 양상과 식생 피복 간의 혼재 양상이 크게 완화되었다. 이러한 영향으로 Landsat 영상 및 융합 결과를 이용한 분류 결과에서 분류 정확도가 약 20%p 향상되었다. 이는 STGDFM을 통해 MODIS 영상이 갖는 시계열 분광 정보를 융합 결과에 반영하면서 Landsat 영상의 결측을 보완할 수 있었고, 이러한 시계열 분광 정보가 분류 과정에 결합되면서 오분류를 크게 줄일 수 있었던 것으로 판단된다. 본 연구 결과를 통해 토지 피복 분류에 다중 해상도 자료 융합이 효과적으로 적용될 수 있음을 확인하였다.

다시점 카메라를 이용한 초고해상도 영상 복원 (Super-Resolution Image Reconstruction Using Multi-View Cameras)

  • 본 논문에서는 다시점 영상을 이용한 초고해상도 영상 복원 기법을 제안한다. 구체적으로 $5{\times}5$ 배열로 구성된 다시점 카메라로 25장의 영상을 취득하고, 가운데 카메라에 해당하는 초고해상도 영상을 저해상도 입력 영상과 24장의 저해상도 참조 영상을 활용하여 생성한다. 우선 입력 영상을 중심으로 스테레오 정합 기법을 이용하여 24개의 참조 영상에 대한 변이지도를 각각 추정한다. 그리고 저해상도 영상과 참조 영상에 있는 일치점들을 이용하여 초고해상도 영상을 복원한다. 최종적으로 반복적 균일화를 통해 초고해상도 영상을 보정한다. 실험을 통하여 본 논문에서 제안한 초고해상도 영상 복원 기법의 성능이 우수함을 확인한다.

Multi-resolution Lossless Image Compression for Progressive Transmission and Multiple Decoding Using an Enhanced Edge Adaptive Hierarchical Interpolation

  • In a multi-resolution image encoding system, the image is encoded into a single file as a layer of bit streams, and then it is transmitted layer by layer progressively to reduce the transmission time across a low bandwidth connection. This encoding scheme is also suitable for multiple decoders, each with different capabilities ranging from a handheld device to a PC. In our previous work, we proposed an edge adaptive hierarchical interpolation algorithm for multi-resolution image coding system. In this paper, we enhanced its compression efficiency by adding three major components. First, its prediction accuracy is improved using context adaptive error modeling as a feedback. Second, the conditional probability of prediction errors is sharpened by removing the sign redundancy among local prediction errors by applying sign flipping. Third, the conditional probability is sharpened further by reducing the number of distinct error symbols using error remapping function. Experimental results on benchmark data sets reveal that the enhanced algorithm achieves a better compression bit rate than our previous algorithm and other algorithms. It is shown that compression bit rate is much better for images that are rich in directional edges and textures. The enhanced algorithm also shows better rate-distortion performance and visual quality at the intermediate stages of progressive image transmission.

특징형상기반 다중해상도 모델링에 관한 연구 - Part I: 특징형상의 유효영역 (A Study on Feature-Based Multi-Resolution Modelling - Part I: Effective Zones of Features)

  • Recent three-dimensional feature-based CAD systems based on solid or non-manifold modelling functionality have been widely used for product design in manufacturing companies. When product models associated with features are used in various downstream applications such as analysis, however, simplified and abstracted models at various levels of detail (LODs) are frequently more desirable and useful than the full detailed model. To provide multi-resolution models, the features need to be rearranged according to a criterion that measures the significance of the feature. However, if the features are rearranged, the resulting shape is possibly different from the original because union and subtraction Boolean operations are not commutative. To solve this problem, in this paper, the new concept of the effective zone of a feature is defined and identified using Boolean algebra. By introducing the effective zone, an arbitrary rearrangement of features becomes possible and arbitrary LOD criteria may be selected to suit various applications. Besides, because the effective zone of a feature is independent of the data structure of the model, the multi-resolution modelling algorithm based on the effective zone can be implemented on any 3D CAD system based on conventional solid representations as well as non-manifold topological (NMT) representations.

다중코일 와전류 센서 설계제작 및 특성분석 (The Design & Manufacture of Multi-coil Eddy Current Sensor and Characteristic Analysis)

  • This paper introduces the multi-coil eddy current sensor and its characteristic in magnetic material gas turbine rotor. In the past, magnetic particle inspection method was used for qualitative defect evaluation in magnetic material gas turbine rotor. And the ultrasonic inspection method was used for quantitative defect evaluation. Nowadays, eddy current method is used in magnetic gas turbine rotor inspection due to advanced sensor design technology. We developed multi-coil eddy current sensor for the rotor dovetail inspection. At first, rotor stress is analyzed for the determination of sensor position and number. The sensor coils are designed to cover the stress concentration area of rotor dovetail. We select optimum frequency according to material standard penetration data and experiment results. The rotor mock-up and artificial defects were made for the signal detection and resolution analysis of multi-coil eddy current sensor. The results show that signal detection and resolution capabilities are enhanced in comparison to the commercialized sensor enough for the gas turbine rotor inspection. So, this developed multi-coil eddy current sensor substituted for commercialized one and it applied in real gas turbine rotor inspection.

  • In this paper, we use multi-point sources to illuminate the sample in digital holographic microscopy. The resolution of digital holographic microscopy is enhanced without shifting the CCD camera. The specimen is illuminated from many directions by using multi-point sources which are easily created by a lens-array. The high frequency information of specimen can be captured at a fixed position of CCD camera. All information is then synthesized to increase the resolution.

  • In this paper, the dispersive characteristics of the Finite-Difference Frqequency-Domain method based on the Multi-Resolution Technique(MR-FDFD) are numerically analyzed. A dispersion analysis of the MR-FDFD ority of the MR-FDFD method to the spatial discretization is shown. We expect that the multi-resoluation technique will improve the disavantage of the finite difference techqnique which needs the large comutational memory for accurate electromagnetic analysis.
