AHP is widely used in various fields owing to its simplicity and clarity. However, it has the problems of reliability of panel's judgement and the assumption that each panelist's ability is equal. In this paper, we propose a reliable AHP method using Delphi technique, which aims to incorporate the relative expertise of panel and to increase their consensus. The method is called the Modified Delphi-AHP. We apply the method to analyzing the demand for lectures of Management of Technology.
This paper focuses on method of setting priorities for telecommunications Standardization in which usually includes prioritization, resource allocation, standardization schedule for each SWA is based on prioritization of SWAs. We mainly used the Analytic Hierarchy Process(AHP) and a modified Delphi technique as a method for planning process. Recently, rapid technology evolution in telecommunications fields increases the necessity of developing more and more new standards. Also increased complexity of technologies makes standards more complicated, more specified and more thick than the past ones. As a result, the number of SWAa(Standardization Work Areas) and SWIs(Standardization Work Iterms) is being increased continuously. Furthermore, rapid telecommunication environment changes such as deregulation, liberalization, privatization, regionalization, and globalization surrounding telecommunications standardization grows increasingly important. To cope with these challenges and to make the more efficient use of the limited standardization resources, i.e., time, financial, personal resources, we will suggest logical and rational approach that is a backbone of strategic plan for telecommunication standardization. The telecommunication standardization planning process involves a MCDM(Multi-Criteria Decision Making) process. The Analytic Hierarchy Process(AHP) is a kind of MCDM approach. Our method is based on a combination of a modified Delphi technique and an application of AHP(spreadsheet model). Analyzed data from Delphi technique is used as inputs to AHP. In addition we also focus on the technique how to combine group judgments and to handle a large number of comparisons.
Purpose: To find out whether the self-care ability measurement used for visiting health care provide an appropriate standard to select service methods using a Delphi survey and to offer basic data that can improve the measurement. Method: A Delphi survey was done with 39 people consisting of theoretical professionals, field managers, and practitioners engaged in visiting health care. Result: It was found that items and weighted points in the currently used self-care ability measurement needed adjustment. Therefore, a modified evaluation standard was presented by domains, items and detailed items. Finally, the self-care ability measurement is composed of 4 domains, 11 items and 19 detailed items. Conclusion: This study is significant in that it presented an evaluation standard applicable directly to business practice by supplementing problems in the existing self-care ability measurement. This study suggests the need to develop various measurements for elderly households based on community.

The Purpose of this study is to develop indicators for low carbon planning in rural village. We made two indicators for inland area and waterside area to consider regional disparities. To develop indicators, a draft of the indicators was estimated with collected research materials and 52 experts reviewed this draft three times with Modified Delphi Technique to check the validity and revise the draft. As a result, the inland indicators were settled with 4 domains 8 items 20 indicators and the waterside indicators were 4 domains 8 items 22 indicators. The final indicators will be used to realize low carbon rural village planning in future which the government is pushing forward with construction of six-hundred low carbon green village.
The main purpose of this study was to derive managerial priority for pollutants in drinking water using the Delphi technique and analytic hierarchy process (AHP) method. We collected fundamental existing items based on a literature review for water pollutants, and deduced a total of 36 sub-items from nine core sectors, as follows: organic matter; inorganic substances; pathogenic organisms; chemicals; heavy metals; radioactive substances; sediment deposits; heat; and oil, and then conducted the first round of an expert study to ensure that objective indicators properly evaluate major issues for management of for drinking water quality. In the following round, the necessity and importance assessments of adjusted items were implemented using a content validity ratio index. Finally, items modified by Delphi surveys were applied to AHP. We computed weighted values by pair-wise comparison of sub-items and each of five sectors modified by the second round. According to the results of AHP, the managerial priority for pollutants in drinking water was as follows; while heavy metal placed first in importance, pathogenic organisms came second, followed by inorganic substances, organic matter and chemical substances from the sector perspective.

In this paper we present an integrated methodology for strategic planning in telecommunications standardization. Especially this paper focuses on the method of setting priorities for telecommunications SWAs(Standardization Work Areas) and related SWls(Standardization Work Items). This study was conducted to get a resonable set of budget allocation to public health programs. Matrix Delphi technique was used to obtain the logic of study results and eventually to form a human model which could predict opinion of professionals on budget allocation. Thirty-two professionals in academic and governmental area responded to Delphi survey. Questionnaire was developed using matrix formation, and the matrix was formed by 6 decision criteria on budget allocation and 26 public health programs. The decision criteria are as following: size of problem(morbidity), severity of problem, social equity, importance of prevention, technical feasibility and efficiency of programs. Severity of problem dropped out of the model because it had significant correlation with the size of problem. A total score of each program was obtained by weighting the relative importance of each criteria which also were given by survey respondents. These total scores indicate that the most important public health program is vaccination for infants and children in terms of budget allocation. Monitoring communicable diseases, mental health program, and anti-smoking program are the next. In addition, respondents were asked of the desirable budget size of each program. The result was rearranged by multiple regression model using the scores of each decision criteria. In this process, the current budget size of central government was provided to the respondents, and included in the model. h set of desirable budgets modified using tile model was obtained. Considering the current size of budget, tile results of the model is very different from that of the total score. Managing dementia is ranked the first. Health promotion program for the elderly, rehabilitation of the disabled and monitoring communicable diseases are the next. The need to increase the budget of vaccination for the infants and children was not found as so high. The matrix structure in Delphi survey gave us the precise basis to make optimal decision, and made it possible to develop an opinion predicting model. However the plentifulness and diversity of professional opinions were not fully obtained due to the limited number of decision criteria.
Purpose: This study tests the validity of a standard evaluation tool of ambulance ride practices with new evaluation items and supports its application by 119 preceptors. Methods: We tested the validity of standard evaluation items collected from 19 on-site professionals assessing ambulance ride practices. New evaluation items, 'understanding of emergency rescue equipment' and 'ability to communicate', were added as additional criteria. The modified Delphi technique was used to test the three evaluation areas and ten evaluation items. We used the analytic hierarchy process to analyze the weighting value of the reconstructed evaluation tool model. Results: All three evaluation areas and 10 evaluation items within the standard evaluation tools used for ambulance ride practices corresponded with the consistency index, degree of convergence, and agreement in the modified Delphi panel. Conclusion: These results provide evidence of the consistency and usefulness behind preceptors' use of this standard evaluation tool in ambulance ride practice.

A dredging on erosion control dam has been enforced without evaluation the factors that affect the dredging. In addition, there is the negative effect much more than positive effect by dredging on erosion control dam. Therefore, this study was carried out to develop evaluation indicators and to suggest fieldbook in order to determine whether sand deposits at erosion control dam should be dredged up or not. The most important six evaluation indicators that can decide to dredge up at erosion control dam were obtained from three round delphi technique and were selected in the following order: the current sand deposit ratio(0.339), existence of cultivated land and house downstream(0.276), the slope of streambed(0.162), the amount of movable soil and gravel(0.118), the history of any disasters(0.063), the basin area(0.043). The weighted score for each evaluation indicator were acquired from AHP analysis with respect to the degree of importance and then the modified weighted score for actual measurements were classified as three categories: large(2.53), medium(1.60) and small(1.01). Based on delphi technique, erosion control dam dredging evaluation fieldbook introduced the four evaluation indicators out of the total six evaluation indicators and two low effected evaluation indicators were excluded. This results showed that the values for reliability analysis and consistency ratio were acceptable.
This study was to explore the factors that mathematics teachers actually need to improve their students' creativity and character to pursue education in the direction of the revised curriculum. We first temporarily extracted the elements to reinforce mathematics teachers' professionalism for creativity and character education through literature review, and then conducted the modified delphi technique and interview by targeting secondary school mathematics teachers. Based on the discussion of previous studies, we divided into five areas for mathematics teachers' professional development of creativity and character education: 1. understanding of creativity and character education, 2. creating an environment, 3. understanding curriculum for creativity and character education, 4. instructional design and apply for creativity and character education, 5. evaluating for creativity and character education. Actually content elements highly required by mathematics teachers were reset 17 items. The results of this study are expected to be used as the basis for teachers' professional development of creativity and character education in mathematics education.
